>> from nbc news, this is "today," with savannah guthrie and hoda kotb, live from studio 1a in rockefeller plaza. hi, everybody. good morning. welcome to "today." it's wednesday morning. good to have you with us. we're going to start with that immigration battle once again. the firestorm led the president to capitol hill where he faced lawmakers and protesters. house republicans saying the president told them he wants to see an end to the separation of families at the southern border. >> meantime, the associated press says babies and toddlers who have been taken away from their parents are being held in at least three so-called tender age shelters in southern texas. >> there's new fallout this morning. the governors of at least eight states are pulling or refusing to send national guard members to the u.s./mexican border. our reporters are fanned out on both sides of the border. we're going to bring you the latest and break down the facts here.

let's start with nbc's craig melvin in texas again for us. good morning. >> reporter: good morning to you. the crisis along the border here is only growing, as more desperate families try and find out some information about their loved ones. lawmakers back in washington are scrambling to find some sort of solution. this, as anger really boiled over at homeland security secretary kirstjen nielsen, just a day after she passionately defended the administrations zero tolerance policy. >> shame. shame. shame. >> reporter: the face of the trump administration's controversial separation policy, holeland security secretary, kirstjen nielsen blasted by protesters while trying to eat dinner. >> homeland security secretary kirstjen nielsen is in a mexican restaurant, of all places.

[ bleep ] shame on you. >> shame. shame. >> reporter: nielsen tried to ignore the shouting before finally leaving. this, as a new report surfaced overnight, not verified by nbc news, saying the trump administration is housing hundreds of babies and toddlers in at least three facilities in south texas. the associated press reporting, lawyers and medical providers who have visited the tender age shelters, described play rooms of crying preschool-aged children in crisis. the mexican government condemning the president's zero tolerance policy, calling it cruel and inhumane. officials there pointing to one case involving a 10-year-old girl with down syndrome, separated from her mother last week and sent to a detention center in texas. on fox news overnight, former trump adviser, corey lewandowski mocked the mention of the young girl. >> i read today about a 10-year-old girl with down

syndrome who was taken from her mother and put in a cage. >> wa wa. >> did you say wa wa to a 10-year-old with down syndrome? how dare you? >> like i said, you can big anything you want. >> reporter: anger and frustration is mounting on capitol hill, with leaders of the president's own party who say they are eager to change the separation policy. >> it's not american to do this. >> there's no justification for families being separated. >> reporter: late tuesday, the president met with house republicans. >> we're going to see if we can fix it. thank you very much. >> reporter: in the halls, a group of democrats were waiting for him. >> mr. president, don't you have kids? >> reporter: two sources told nbc news, the president told republicans, he wants to see a solution for immigration, that deals with border security, provides money for the wall and reunites kids with families. and as the pressure builds, the president is doubling down, speaking at a small business event earlier in the day. mr. trump, literally, hugging an american flag and taking a hard line. >> we have no wall. we have no border security.

without a border, you don't have a country. >> craig, you've been there a couple days now. what are you hearing on the ground? >> reporter: you know, i talked to a lawyer yesterday, savannah, who is representing dozens of these families who are being detained. he told me that the overarching emotion is heartbreak and confusion. a lot of these folks just don't know about the new policy. there's a woman who came up from honduras. she was trying to flee violence there. some of her family members had been murdered. her 6-year-old son was taken from her during processing. naturally, she was very angry and confused. talked to an advocate who pointed out in the united states of america, if mommy or daddy breaks a law, if it's a misdemeanor, which crossing the border is, if it's a misdemeanor, there child isn't taken away and placed in a detention center for 51 days. all that being said, we talked to ranchers along the border who

maintain this is a crisis that has persisted for so long. they're glad this administration is trying to do something to try to fix it. >> craig melvin, starting us off this morning. thank you. facing obstacles and the zero tolerance policy, why are so many immigrants are still trying to cross into the u.s. every day? we sent gabe gutierrez across the boarder from brownsville, texas, to find out. gabe, what are you seeing there? >> reporter: hoda, good morning. these migrant families are waking up this morning, after spending a long, rainy night here on this bridge. they are seeking asylum. they are desperate to get to the u.s., as they flee violence in central america. this morning, neither a relentless downpour nor the trump administration's zero tolerance policy is stopping the flow of migrants into the u.s. at a shelter in mexico, this woman says she fled honduras because two of her husband's cousins were killed.

i had to risk it for the safety of my kids and so my kids can have a better future, she says. but for some, the controversial crackdown is serving as a deterrent. she says she's decided to stay in mexico and not cross the border. i don't want them to separate me from my children, she says. the department of homeland security says families who properly seek asylum at ports of entry, will not be separated from their kids and will be processed within 72 hours. but at this border crossing, families have waited longer than that. 5-year-old genesis clutches her teddy bear and her mother. she was deported once before. but she's having to try again because she's afraid to go back to honduras. for jennifer figueroa, the thought of being separated from her 3-year-old son brings her to tears. as night fell, so did the rain, figueroa waiting at the border, shielding her son with cardboard. miserable for the moment but hoping for a better life at the other side.

>> wow. so the question there, what happened to jennifer? did she make it across? >> reporter: well, jennifer, the woman you last saw in the piece, we're told she actually made it across the border and is being processed. another woman in the piece, the mother of the young girl clutching that teddy bear, she is still sleeping here. she's been here for three days, she says. she does not know when she'll be able to cross the border to get processed. the migrants back here, some of them have been spending days here on this bridge. right now, they are surviving on donated pizzas and water bottles. back to you. >> where are you, gabe? you're on a bridge. can you tell us about that? >> reporter: that's right. we're here in matamoros, mexico. this is the u.s./mexico border, this is one of the main ports of entry in the city. this is a place, on this bridge, where migrants come here every day. the cdp agents are just over there.

they're telling migrants to wait, some of them several days, as they get processed into the that facility. the immigration courts are overwhelmed. some of these migrants -- immigration advocates say that the government is saying that dhs is saying that migrants should come here to apply for asylum. but it's difficult to do so, the migrant have to wait here so many days that some may be tempted to cross the border illegally. but some of the migrants that we see here are trying to do it through the proper channels. but they've been waiting for several days in this rainstorm overnight. some of them just don't know how long they're going to be able to be here. >> miserable conditions. gabe, thank you. to give you a sense of why this is a crisis right now, currently, there's an estimated 11 million immigrants in the u.s. ill leely. 40,344 people were detained at the southern border alone. >> when you break it down, from

may 5-june 9, 2,235 families were detained. 2,206 adults were detained. children were detained and turned over to the department of health and human services. this is complicated. we brought in justice correspondent pete williams to break it down. there's been so many different claims. let's start with how we got here. people are hearing from president trump, this is because of the democrats, this is their laws. and people say, no, jeff sessions start the zero tolerance policy. if you cross the border illegally, you're going to get prosecuted. what is the truth of the matter? >> it's two things. the zero tolerance policy says if you cross illegal, you will be referred to prosecution. that's when the children are separated immediately. the second part of this is the decision to stop holding or to stop releasing people while they're waiting for the immigration hearing. adults are held in detention, instead of releasing them with

an ankle monitor and forcing them to post a bond and giving them a date to show up for the immigration hearing. that's the catch and release policy that president trump wanted to stop. when they're held, now, for sometimes months, a longstanding federal court ruling kicks in saying children cannot be detained more than 20 days. >> to break it down further, how did it used to be done? under past administrations, the same laws were on the books. what changed that now the families are being separated? >> two things changed, zero tolerance and ending catch and release. but in the past, administrations flirted with this idea of using family detention to discourage people from coming here. for example, the obama administration would hold mothers and their children in detention. but that's when that court ruling kicked in that said you can't do that more than 20 days. >> the question comes up when you hear the kids' cries. what does happen to the children? how long can they be held? are they reunited?

are some never going to be reunited with their parents? >> this is where the system is overwhelmed. there's several lawsuits pending on this question. immigration advocates are saying there isn't a good enough system for reuniting parents. there should be a hearing when you want to take a child away. and i would suspect that a judge, in one of the big class action cases, is going to rule on this pretty soon. but there was just a lawsuit, for example, filed yesterday. a woman who came here from guatemala, it's been four days since she was released and she has no idea where her son is. >> if you cross the border, illegally, because of zero tolerance, you're going to get arrested and prosecuted. in the old days, perhaps you wouldn't be. and that's the point at which children have to be separated because now the parents are going to go through the criminal justice system. >> let me explain that. what happens is, the parents are referred to the federal marshals. they go through the court system. that's a revolving door. they're in and out quickly. at the point their separated, usually at the entry station,

the child is declared an unaccompanied minor. and another federal law kicks in they says they can't be held in immigration detention for more than 72 hours. that's when they're referred to hhs. >> quickly, is this deterrent, is this working? are immigrants looking at this and saying, uh-oh, i'm not going to cross because of what i see? >> i think the honest answer is, it's too soon to tell. border apprehensions were up last month, but on the other hand, detention of families was down slightly. we'll know in a month or two. >> pete, thank you very much. we'll have more on the border battle throughout the morning, including a live report from where many migrants are starting their journey and why they're leaving. turning to a problem that's impacting more than 100,000 airline passengers. hundreds have been stranded at an airport in charlotte for several days, after a computer glitch forced american airlines to cancel their flights. tom costello covers aviation for us. tom, good morning. >> reporter: good morning. we should stress, this is one of american's regional carriers, psa, not the main line carrier.

psa accounts for 12% of americans' daily operations. as of this morning, 2,600 flights have been canceled since last thursday, stemming from 2 computer glitches. it's been almost a week and the ripple effect is ongoing. for tens of thousands of psa airline passengers, it's been almost a week of going nowhere fast. >> aggravated. i'm ready to get home. and they don't tell you nothing. i can't tell my wife when to pick me up because i don't know. >> reporter: at charlotte douglas international airport, american airlines' second largest hub, passengers have been stuck in long lines, sleeping on the floor. luggage piling up since last thursday, when a technical issue with psa's schedule system grounded hundreds of flights. one angry passenger even reportedly smashing a window in frustration. >> there's a lot of people here that are in trouble. >> i was very frustrated. you know, i was trying to get back to ohio and nobody was communicating with us. >> reporter: psa thought it had fixed the glitch last friday. but ongoing issues forced the airlines to cancel all of its

flights tuesday and even more today. >> we're having issues getting crews assigned to the planes correctly. that's causing the slowdown. >> reporter: while charlotte was hit hardest, travelers at airports in washington and philadelphia were also affected. american airlines issued a statement on tuesday saying psa airlines has stabilized its computer systems and is trying to get back to regular operations. little consolation for those desperate to get out of dodge or wherever they are stuck. >> it took her 45 minutes to process my paperwork and they didn't let me board. i'm frustrated, angry and i'm writing letters. >> okay. this morning, american says it thinks it's now fixed the computer problem. but 11% of psa flights canceled this morning. the airline is apologizing, compensating and rebooking affected passengers and encouraging customers, check their flight status before going to the airport. they're hoping to get everything back up and running normally as quickly as possible, maybe by tomorrow.

guys, back to you. >> hope so. tom, thanks. let's say good morning to al and get our first check of the weather. hello. >> good morning to you. thank you for getting your first weather from us. we were telling you, we are expecting to see a lot of flooding in southern texas. that's what's happened. as we put the radar into motion, you'll see, we've had the risk of flash flood watches and warnings. potential for roadway flooding. it's still getting started and winding up. this is a low pressure system that's tapped into tropical moisture. we continue a risk of flooding right into the evening, southern texas into louisiana. parts of mississippi and alabama, as well. isolated flash flooding. and we look for more heavy rain. in fact, we are starting to see rainfall rates of four inches or more per hour, especially between port mansfield and brownsville and a lot of wet weather going through louisiana. we're going to get to your local forecast, in the next 30 seconds.

good wednesday morning, i'm kari hall. we see the clouds as we look outside over san jose. we're seeing this all over the bay area and it starts out nice and cool and we're heading up to 52 degrees in san francisco and breezy winds in oakland and high of 68 but 86 in concord. ? of the inland valleys will be heating up and san jose reaches 79 degrees, pleasant afternoon and palo alto up to 77 degrees and it will turn hot as we head into friday through the weekend. >> and that is your latest weather. >> al, thank you.

a delivery driver is i a very good morning to you, it is 7:26. a delivery driver is in critical condition after his van slammed into a san francisco apartment building and it happened about 3:30 this morning in the richmond district near clement. police say the driver may have fallen asleep at the wheel. his van wound up in the garage. neighbors woke up to feel their own building shaking. they used jaws of life to free the driver and they are not saying if the driver may have been impaired. no residents or bystanders were injured. checking the forecast now. >> it starts out with cloudy skies but will be a very pleasant day, looking for highs

unfolded. you see the 37-year-old woman jogging early sunday morning, when a man suddenly pulls his car in front of her, gets out and pulls her to the ground. police say the attacker groped the woman, while attempting to drag her towards the car. a neighbor witnessed the commotion from his driveway. >> i saw her and this guy get out of the car. and he was grabbing her and trying to put her in the car. they were both on the ground. she was struggling to get away. she finally got away. he got up because he saw me. >> reporter: the video shows the attacker fleeing the scene, but not before the victim takes a photo of his vehicle. that picture helped police identify the suspect, 57-year-old gordon lyons. he was injured in a crash trying to get away. >> this young woman was very courageous, very independent. and she fought back. she wasn't going to be a victim in this case. i'm very proud of her for her actions. >> reporter: on tuesday, lyons

hid his face behind a bedsheet, during hospital arraignment, pleading not guilty to kidnapping, indecent assault and battery. this is not the first time lyons has faced charges of violently assaulting someone. he was convicted of rape in 1978. >> wow. that's a brave woman. >> it sure is. kristen, thank you. let's switch gears. we'll get a check of the weather from, who else? mr. roker. >> thanks so much. this is a tornado outside of denver, colorado, north of denver. not only did we have tornadoes, but massive hail out there. it looks like it's literally snowing. this system, you can see the rope tornado. luckily no damage reported with it. had to be frightening taking a look at this. right now, the same system that spawned that is making its way toward the east from omaha, back into the dakotas, down into the strong storms firing up. the system will move east during the day today. as it does, scattered showers and thunderstorms, flash flooding possible in the high

guatemala for our firsthand look at that part of the story. gadi, good morning. >> reporter: good morning. here in guatemala there's a word we keep hearing being used. it translates to barbaric atrocity. people here incredulous how the united states can be systematically separating families from each other and even still, there's those that are willing to take the risk and cross the border illegally because they say the alternative is death. under the threat of children being ripped from their parents, there's still a line to claim asylum in the united states. people asking why so many mothers and fathers are willing to risk everything for a chance at life in america. there's one answer. this woman says she's received death threats and is constantly being robbed. >> translator: over there, there's a lot of criminals. they wanted me to give them all the money i earned at my job. >> reporter: in el salvador, the

same story. >> translator: they are murdering people. there are gangs. >> reporter: this woman spoke with families willing to risk separation to save their lives. >> she's terrified. she says her 7-year-old son witnessed somebody get murdered on the rooftop of a building. fr there is no future for our children. >> reporter: this 6-year-old saying, the gang told us we had 18 hours to leave. families from guatemala, too, saying they are fleeing violence. when people are deported back to guatemala, this is the first place they are released, the courtyard behind this door. you see the baggage check for the department of homeland security. when they come out of this door, they are confronted with the country they fled, fearing for their lives. and here, the reminders of violence are subtle. guards with shotguns everywhere. even the colorful buses are targets of gang robberies.

a delivery driver is in critical condition .. after his van sla good morning. 8:26. i'm marcus washington. a delivery driver is in critical condition this morning after his van slammed into a san francisco apartment building. this happened at about 3:30 this morning in the richmond district. police say that the driver may have fallen asleep at the wheel. his van wound up in that garage. neighbors told us that they actually woke up to feel their own buildings shaking. rescuers used the jaws of life to free that driver. right now police are saying that there are no signs the driver may have been impaired. luckily no residents or bystanders were injured. obviously highway 4 is going
