the world'sinearly today" starth >> good morning. i'm phillip mena. morning with a country at a boiling point, outrage over the separation of migrant families. this was the scene overnight as hundreds of demonstrators gathered at new york's laguardia airport to protest the expected arrival of planes carrying children taken from their migrant parents. that is a stunning reversal from the president. the commander in chief walked back the administration's policy of separating migrant families after protests burst onto the streets and on tv screens nationwide. ultimately forcing his hand. he signed an executive order aimed at ensuring migrant children and their fraemz together while keeping the white house's zero tolerance policy intact. >> ivanka feels very strongly, my wife feels very strongly about it. i feel very strongly about it. i think anybody with a heart would feel very strongly about it. we don't like to see families separated. at the same time, we don't want people coming into our country

illegally. this takes care of the problem. >> this morning we are learning the devil is in the details. with the department of human services clarifying that new executive order, saying they intend to continue keeping those kids away from their families. more than 2300 children already separated from their parents will not be immediately reunited with their loved ones. it's a clarification that came as new york one captured this exclusive footage of young migrant girls being moved into and out of a facility in east harlem here in manhattan. it sparked a backlash from new york's elected officials. and then there is the headline exclusively reported by msnbc's rachel maddow. the department of justice is now enlisting active duty military lawyers sending them to at least six border cities to psecute migrants. that as the administration looks to prosecute more and more individuals. >> it's just the latest headline caption off what's been a relentless several days of news coverage as the public and lawmakers stand steadfastly against the administration's controversial separation policy.

and a handful of airlines including american and united now tell the federal government not to use their carriers for the transport of those migrant children. and more and more governors are standing up against the administration. nbc's jay gray has more. >> reporter: president trump. >> i will never sacrifice the safety and security of the american people. >> we love you. >> reporter: doubling down on the zero tolerance administration policy in minnesota. >> and by the way, today, i signed an executive order. we're going to keep families together, but the border is going to be just as tough as it's been. >> reporter: that order a dramatic shift after more than a month of families being separated at the border. more than 2300 children have been sent to shelters in at least 17 states, including new york, michigan and california. through a complex network of multiple government agencies.
