president trump out overnight defending the separation policy a policy that only a few days earlier, his own homeland security secretary claimed did not exist. the stunning reversal. he forced to react if real time of the president and his administration. >> we will keep families toke the border is just going to be just as tough as it's been. >> reporter: the president's dramatic 180 in the wake of crushing political pressure from both sides of the aisle. on wednesday, signing an executive order that allows newly detained families to stay together in federal custody, while adults await prosecution. their case is now moved to the front of the line. so what happens to the more than 2,300 children already separated? a health and human services spokesman tells nbc news, those children may not be immediately reunited with parents awaiting court hearings.

my wife feels very strongly about it. i think anybody with a heart would feel strongly about it. we don't like to see families separated. at the same time, we don't want people coming into our country illegally. this takes care of the problem. >> peter, some of the airlines u.s. domestic carriers have been weighing in on this as well. >> that's right. self u.s. major airlines. american, united among them demanding they stopper that carriers to transport people to other parts of the country. they called it unfortunate. overnight, dozens of demonstrators showed up at laguardia airport to protest the policy separating these children from their families. even after the president's executive order, how they roll back that policy. how they reunite those families still remains unclear. savannah, hoda. >> peter, thank you. reaction to the president's reversal rippling far beyond walk, of course, along the border, detainees anxiously await wag comes next.

whether they will be reunited. craig, good morning. >> reporter: savannah, good morning to you. this is this country's largest immigration process behind me. this is where a lot of their family separations have been taking place. the families would come here first. as you indicated there, despite the president's rer versal, his about face on family separation, there is still a lot of confusion a lot of concern among folks here along the border. >> as they move in search of a better life -- >> reporter: in texas, supporters of migrant families coming out in full force. >> we're families. families should remain toke. >> reporter: holding an evening vigil to stand in solidarity with children still in custody. >> i am concerned about re-uniting the families who have been separate from their children. now there has been thousands of children just like my little guy. >> reporter: the fatsing coming just hours after president trump

vowed to pressure, signing an executive order halting the separation of migrant families who crossed into the country illegally. but his reversal won't change anything for the children already separate and detained. this morning, new images released by health and human services, showing boy, girls at two facilities, one in florida, the other in virginia the children apparently transported there after being separated from their parents at the border. and for the most vulnerable, questions remain. these are some of the first images we have of so-called tender age facilities, shelters, reportedly housing babies and toddlers. no cameras are allowed inside, but an associated press report describes some shelters as being filled with crying children in crisis. but as the administration is now changing course, many families say the damage has already been don done.

elsa ortiz was deported to gaut malha earlier this month without her son anthony. she now fears he will find out she isn't there and will feel abandoned. with a new policy in place the border patrol says the changes should be quick. but the flow of desperate migrants trying to come into the u.s. is not likely to end any time soon. what will be the practical impact on your operations here in south texas? >> i think you will continue to see heavy influx. folks trying to cross the river as we have seen over the last 12 months. >> reporter: and while some, living along the border see family separation as necessary. >> i think it's fantastic. we cannot sustain this. >> reporter: others remain dedicated to fighting it. >> it's not about anything political. it's about really doing what's right. >> craig, you have been there oak. since the president signed that executive order yesterday, have you physically seen any changes right there?

>> reporter: not physically any changes. but in terms of the attitude among people here, i can tell you at that vigil last night, for instance, talking to a lot of folks. first of all, they were all aware the president had signed this executive order. you would say it's gone from confusion and anxiety to skepticism and suspicion. a lot of people we talked to are very concerned whether the president will be following through in the way he says he will follow through. they are now concerned for the thousands of children still being detained. what will happen to them? that was the question a lot of folks were asking us, obviously, an answer we don't have, hoda. >> lets bring in justice correspondent pete williams. for a long time the president was saying this can't be fixed by an ex executive order, it can be fixed by congress. now he has issued an executive order. does it fix the problem? what does it do, exactly? >> reporter: well, it stops the would be one factor of taking

the parents away when the parents were send to court. anyone caught trying to enter the country illegally, if they ask for asylum. they will be arrested under that zero tolerance policy, they will remain in custody. the parents go through court, which takes a day or so no longer turned over to federal marshals. >> that means their children will not be taken away at that point. this should be an immediate change. >> there might be legal challenges. i guess that's the big what if? >> reporter: yeah, very big what if. the administration's goal is to hold children in dething until they have deportation and asylum hearings. >> that can take months, but there is a longstanding federal court order that says children cannot be detained, basically until they find an alternate place for them, that's usually around 20 day, the president asked the justice department to relax that order so the children can stay with their parents more

than 20 days. congress is considering at least two bills that would do away with that. if the court won't budge and congress doesn't act, then family separation sort of on a rolling basis will start up again in mid-judgment. not in the big numbers we've seen in the last couple weeks. >> the question does come up for those children already being detained in facilities now all over the country. what happens to those kids? >> reporter: well the border patrol says children still in their custody, probably in the hundreds, haven't been turned over to hhs are now being reunited with their parents, but for the 2500 or so already turned over to hhs, they will eater be reunited with their parents or if that's not possible, hhs says with a relative in the u.s., hhs simply says this morning that reunification is the ultimate go. . >> all right, pete williams as always, thank you for your information, appreciate it. >> also, breaking overnight, flash flood emergencies from here in the northeast to the

south after days of record rain. the scene in parts of texas now being declared a disaster. that's where we find nbc news' gabe gutierrez this morning. hey, gabe, good morning. >> reporter: hoda, savannah, good morning. more than a foot of rain fell in this order. people rescued people from their homes. overnight, new evacuations in pennsylvania. while here in texas, suffering under way. this morning no letup in the torrential down pours that left the south of texas under more than a foot of water. 85-year-old francis karam res was saved from her flooded home by rescuers in waste deep water. >> i'm scared. >> reporter: this woman was pulled from the flood waters by an off duty state trooper on his way to work. >> under water cars. >> reporter: all over the area, drives were strapped, by flash moving flash floods. despite warnings not to drive on the flooded streets, some gambled they can make it through. this man did.

in the most devastated areas, whole neighborhoods were cut off. helicopters had to be used to rescue some stranded residents. the deluge causing the roof of this business to kab in. this auto parts store covered in ankle deep water. one of the areas hardest hit by hurricane harvey ten months ago is being hammered again. for months, this part of texas has seen bone dry draft conditions. in less than 24 hours, that's all changed is there we have been praying every day for rain. not all at one time. >> meanwhile, relentless rain we'll be right backing havoc in western pennsylvania, too, sparking a state of emergency. police and fire fighters responding to numerous reports of trapped vehicles, flooded roads and mudslides throughout the region. >> this is the trolley stop. well, it was the trolley stop. oh my god, dude, ki not even believe this right now. >> overnight the flood waters flipping cars, washing them away

from this restaurant parking lot south of pittsburgh while the patients inside were walked out one by one wearing life jack. here in texas, the flood waters have begun to recede. drivers were stunned to see their cars submerged by the flood waters. some parts of the state that got drenched were hit hard by hurricane harvey. now this, hoda, savannah. >> lots of people. thank you, gabe. now let's go to al who is tracking that flooding, the rain, what's coming next. >> guy, it doesn't take much. about six inches of water moving at four miles per hour will knock you off your feet. a foot-and-a-half will knock a car as you saw. we have strong storms from minneapolis down to brownsville. down to the south, rainfall rates will probably pick up one-to-three inches of rain before it's all over. flash flood watches and warnings continue. the good news is this will start to move through. it may pick up one to two

inches, a lower risk of flash flooding. that's good news. as you saw that front am system that passed through, that caused the rain in parts of pennsylvania. this storm system is making its way across country. we will continue today, flash flood watches up chicago. flash flooding likely to continue. this will move friday, saturday, into the northeast, making for wet weather. look at the rainfall amounts. chicago you could see upwards of 4 inches of rain, heavy rain stretching casualty all way down into virginia. >> thank you, al. there is more to get to, including protests breaking out near pittsburgh over the deadly shooting of an unarmed ten-year-old. ron mott has more. good morning. >> reporter: a key question early in this investigation is what were the factors in play at the time that led this officer to open fire as two people are seen rung awning away from him,

killing a high school student. outrage in east pittsburgh. dozens protesting the unarmed 17-year-old gunned down by a police officer tuesday night while police say he was trying to flee a traffic stop for a car suspected in a nearby drive-by shooting. the shooting captured on the dramatic facebook video, which does not show what happened in the moments leading up to the altercation. >> why they shoot something all they did is run, they're shooting at them. >> the officer firing three shots, taking down rose one of two people seen running from police. >> that officer sworn into the department just hours before the deadly encounter has been placed on leave by the department. >> two guys, one in the front, one out the back, ran out the car, he shot him, boom, boom, boom, right outside my how was. >> reporter: they say they pulled over this chef kruszewskie because it matched a car in a dive by shooting minutes earlier. they say they found ballistic damage on the car and two

firearms inside on the floor. >> i am very confident that was the vehicle involved in the shooting. >> reporter: police arrested the driver. he said he was a jitney. the other person alongside rose got away. police are asking he turn himself in. the morning rose's grieving family remembering the high school senior as a generous, hard working and highly promising student the family's attorney releasing a statement on their behalf which reads in part the facts of the says i case simply leave very little room to justify the force by thisosis. the community offering a flood of support even in the pouring rain. a protest demonstration has been scheduled today at noon outside the county courthouse. officials meantime are asking the public for patience as this investigation unfolds. >> ron, thank you. let us turn to al, once again, we will get our local forecast in a bit. >> that's right, let's show what you is going on quickly around

out and run free. today thursday, june 21st, 2018. >> something you do not see every day. how did the bear get in? >> exactly. apparently opened the door. >> well, how far would you go to protect your children? we're hearing from one father who went to great length when his son was involved in a fiery crash. it happened during a stock car race. >> good morning. yeah, that video is pretty incredible. the race car bursting into flames on the track after hitting another car. the driver's father immediately jumping into action putting his own life in danger to save his son from the burning car. >> it was just another day at the races at virginia's south boston speedway but things quickly spun out of control for driver mike jones in his 39 # stock car. after colliding with another car both going nearly 100 miles an hour, he smashed into a wall. his car sporks and quickly

bursts into flames. >> pretty quickly spun toward the inside wall and did everything i could do to not have a head on impact and once i saw the flames it was just get out as quick as i could. >> first on the scene, his dad. dean jones, who jumped the pit wall and ran to the burning car. >> i just had a single focus. get my son out of that burning car. nothing else mattered. he managed to pull him out of the wreckage before track safety crews even arrived to put out the inferno. >> when i saw the flames nothing was going to stop me from getting to his car. >> but dean isn't just mike's dad. he's also his crew chief. after his son was safe he had another. >> b to do. he went back to the car to cut off the flow of gasoline fuelling the fire. >> you don't have time to be afraid. you don't have time to realize anything. >> it's a driver's worst nightmare for sure. >> now they're just hoping that losing their car won't mean the end of their racing days.

119 million people are affected by a heat index over above 90 degrees. we've got 51 million people whose heat index feels like it's over 100. for today it will feel like over 100 in charleston. miami close to that. mobile and little rock, 100 in houston. brownsville, 100 and as we look ahead toward tomorrow you can see the heat and the humidity continue from austin, mcallen, new orleans, it feels like 96 tomorrow in west palm beach. raleigh flirting with 100 degrees and moving into saturday the heat continues. t we have no relief in sight going into the weekend. and it is the first day of summer. we're going to have hot temperatures for inland areas. much of the coast and the bay will feel a little bit warm today. but overall fairly comfortable compared to what's ahead in our forecast. san jose expect a high of 82 degrees and 65 in san francisco. inland areas reaching as high as 90 today and 98 tomorrow.

to be true. so-called sunscreen pills meant to protect you from the sun, advertising on instagram and making claims online. one company saying its pill has broad spectrum protection from uva and uvb rays, and provides continuous, full body coverage from the inside. now, the fda says they're illegally marketing pills that make unproven drug claims without meeting the fda's standards. misleading consumers and putting people at risk. dermatologist elizabeth tanzey. can pills protect you from a sunburn? >> no, they cannot protect you from a sunburn. >> reporter: can it protect you from skin damage? >> no, they cannot. >> reporter: can they protect you from skin cancer? >> they certainly cannot protect you from skin cancer. i'm concerned. people using these pills may have a false sense of security. >> reporter: she said people could take the pills instead of using sunscreen, making them even more vulnerable to getting

skin cancer. still, these pills have been widely available. even sold on walmart's website, where it went out of stock. no problem. my producer, connor, found another brand available. >> another company, sunsafe rx, is still up and running. i went on their website, clicked buy now, and they sent it to us. >> reporter: the fda now demanding the companies correct all violations. senator chuck schumer wants more. you don't think the fda is doing enough. >> no. if they're saying these pills are ineffective, and people take them, thinking they're protecting themselves, so they don't use block or screen, why don't they abolish them? they should just not let them be on the market. that's what the fda should do right now. >> reporter: after multiple calls and e-mails by nbc news, the maker of solaricare did not respond. wednesday, its website appeared to be down. walmart telling us, the item was sold by a third party

marketplace seller, and we have removed it while we investigate. and the maker of sunsafe rx saying, it doesn't market sunsafe rx as a sunscreen. it helps a lot of people. the pills are made with ingredients that published clinical studies show protect skin from sun damage. and one or more of the ingredients protects skin from uv rays. but the fda says, ingredient testing isn't nearly enough. the pills haven't been approved to be effective or safe as a drug. >> the bottom line is, there's no pill that is going to replace your sunscreen. >> what should you be doing? wear sunscreen. spf 30 or above. dermatologists say the rule is to apply it every two hours or immediately after swimming or sweating. how much should you use? we have a cool way to remember. an average adult, and i have one right here, the average adult needs about a shock glass worth of lotion. can you see it? don't drink it. put it on your body.

to the airport less stressful in nbc's kerry sanders takes a plane for us, for the show, like four, five times a week so he's got some really good tips this morning. kerry, save us. >> reporter: good morning, guys. let's face it, summer travel can be a challenge. when you make the right goes gr. when you make the wrong decision, well, it actually gums up the works for you and for everyone else. this morning, we're going to play our own version of that old game though, trushow, truth or consequences. where the consequences of making the wrong decision can add up to misery. you're about to go through airport security. what's the one thing you need to do? >> always do potty breaks before. make sure your phone is charged. >> reporter: truth is, you should have your id and ticket already in your hand, or your phone display already showing the boarding pass. the consequence of not doing that, anger. >> don't be the one in line going, oh, digging through all your stuff. >> reporter: why should you

he plays a dad whose teenage daughter goes missing. he has to find her ar, along wia police detective played by debra messing. the entire movie takes place on a computer screen. he has to break into his daughter's laptop and skype. that's how he tracks her down. fascinating. good for parents, too, actually. >> to round out the top eight, ryan eggold is in this one. >> "black clansman." it won the grand preliminary examination -- grand prix, the second price. it was an officer who infiltrated the ku klux klan. the lead character is played by denzel washington's son. it is a star performance by him. spike lee directed by jordan peele from "get out" produced it. it has a cool combination. topher grace plays david duke and does a great job. ryan eggold does a great job.
