investigators say their investigation is over and no criminal charges will be filed. 5:08 on the follow up. police stepping up traffic enforcement. this is in the wake of a frightening hit-and-run where a driver was critically injured. a car speeding away from the scene. the driver has not been found. according to the examiner the traffic enforcement is only partly tied. we are starting to get a sense of how many people set off illegal fireworks in certain cities. police say they got more than 600 reports on the 4th of july. the department issued 18 criminal citations and 44 administrative citations which usually means a fine. those are both up from last year. right now at 5:09. we start out with cloudy skies and warm temperatures. normally we are in the mid-50s.

we are at least 10 to 14 degrees warmer than normal. as we take a look outside it is 65 degrees, mostly cloudy and humid. it is 57 in the north bay. if you're on your way out the door it is going to stay mostly cloudy. temperatures in the low 60s at 7:00 a.m. and at noon we are at 71 degrees. the sun starts to peek out. a look at high temperatures. southbound 17 has been cleared out. it hasn't given us any updates as far as earlier reports.

it is already starting to warm up. look at this amazing shot looking over san francisco. it is such a gorgeous start to this friday. the seven day forecast is already up at the bottom of the screen. we take a little bit of light in the sky we are about 30 minutes away from sunrise over the south bay and as we go to sunnyvale we'll see mostly cloudy skies. temperatures from the mid-60s to mid-80s by 3:00 today. we'll be warmer than yesterday. if you're making beach plans it will be really nice at the beach. don't expect a lot of sunshine until later this afternoon. it will be very warm there looking at upper 70s by 1:00 as we head up to 86 degrees there. it will be 84 in san jose. it is 91 in concord and low to mid-80s for parts of the north bay. if you're going to the alameda county fair i had such a good time there. today it will be hotter. we will get a little bit of shade at least for the first

part of the afternoon. highs in the low 90s today. it will feel humid. you might want to get something nice and cool to drink. i want to show you what's happening out here in the pacific. if we look at this this storm is getting sheered apart. it will continue to weaken. wind speeds at about 40 miles per hour. over the next couple of days this is going to feed moisture into the bay area. we are already seeing the clouds but it will also turn up higher waves and so if you have going to our beaches especially the south facing beaches the waves will be at 7 to 12 feet. it will be dangerous to get out there in the water and over the next couple of days. that will continue. as we look at the atlantic this is our first hurricane of the atlantic season and here it is swirling right there. category 1. it is expected to weaken. that is good news there.

developing this morning: the death toll of a massive fireworks explosion near mexico city - stands at 24. dozens more are hurt. you probably saw this video... 4 explosions at pyrotechnics 5:25 right now. the death toll from fireworks, four explosions yesterday the town is the site of similar deadly explosions in the past. a bold burglary at a school. it happened sunday. police say the woman seen in this surveillance video on your screen broke waind aa window. we don't yet know what they took but police are still looking for them. a texas mother is talking about taking things into her own hands after she was faced with a

this is a area on your map here. it is because of a shell refinery issue happening while we speak. today we continue to track what's going ochbn. i know you said you could smell and taste something in the air. what's it like now? >> it is not so much the case. i don't really take that metallic taste in my mouth but you can see the refinery is still functioning. there is steam coming out of it. we have not heard any along-terma -- alarms necessarily. it looks like normal day here. let's take a look at video from earlier this morning. people with respiratory sensitivities might be effected due to a unit upset. it's not clear what that means exactly. they say it's an incident. no details on that. eye, skin, nose or throat

we could have wind speeds 10 to 15 miles per hour. looking for updates for people living in the updates as well as into our news room. how are the roads moving around the bay area? >> it has ban smooth friday morning for your commute with the exception of a couple of funder benders. remember, earlier the traffic collision, chp is reporting what appears to be a fender bender. this is along westbound 580 at airway boulevard. it is very normal for this to be a hot spot. the good news is that it looks like that accident is already off to the right hand shoulder. as vehicles start to pass by they will slow down. don't be that guy or you could be getting into an accident. i did notice slowing along 84. it looks like it might be a typical morning commute.

overnight we learned that a former to former thai navy seal died in the rescue. it is one of several set backs for crews. things are about to get even more complicated in today's show. >> reporter: good morning. it's the risks that were underlined by the deaths of an experienced thai navy diver. he was delivering oxygen when he ran out of oxygen himself.

>> the oxygen supplies inside their own cave are being depleted. they have run oxygen lines to try to help the boys. the commanders here are becoming increasingly convinced that as the rains approach this weekend they need to risk an emergency rescue. american divers are not in the thick of everything part of the team of 30 americans, part of a global rescue attempt. the boys are not in the best of health. doctors are monitoring them. they should get a boost when they able to speak to their parents on a special tell known cable and for their parents it is really an agonizing wait as the risk to their children seem to be growing by the day. back to you. >> so close and so far away.

the highways are quiet. the we are seeing this little issue. this is coming in along westbound 580 at airway boulevard. there was a minor fender bender. the speed sensors aren't picking up any slowing. vehicles have been moved off to the right hand shoulder. typical morning slow spots at 580 to 680. you're looking at about 24 minutes. only about 10 minutes and a live look at the bay bridge toll plaza. yesterday at some point they did end up having to turn those on after a few people end up heading back to work. as far as the san mateo bridge it looks busier than the bay bridge. we'll see how it goes within the next half an hour or so. the volume starts to pick up out on the roads. the weekend is officially
