let's get to kari right now. it's going to be humid and we'll feel it. in palo alto this morning, at least the visibility is clear and temperatures start out in the low 60s. feels warmer as you get ready to head out the door and warms up to the upper 70s by early afternoon. also see a few more clouds moving in. we'll talk about the surge in monsoonal moisture coming up, and mike, you have a warning for drivers through the south bay. >> if you're traveling through the south bay and headed farther south, because anyway north of silicon valley, great. easy drive. you're at green. still green here, southbound 17 as well, heading down toward the summit, but chp lets us know there's a disabled sounds like a jeep cherokee in the slow lane. so we have our eyes on this, and you keep your eyes open there, it's dark through those areas heading to the summit. no problem as you're heading north on 101 out of the south county. san martin, morgan hill at speed as well. a quick look shows you the bay

bridge, no backup, but low clouds touching the top of the tower. visibility for drivers is fine. back to you. >> thanks so much, mike. 5:00 right now. and happening now, president trump wrapped up his nato meetings in brussels earlier this morning. speaking just a couple hours ago. now he's heading to the uk where he's facing a rough welcome from protesters. >> today in the bay's tracie potts is watching everything unfold right now. tracey, he lands in london after a very contentious nato conference. >> it was contentious, but it had a bit of a surprise ending. we started getting word this morning of an emergency meeting, apparently, the session turned pretty tense when the president pressed this point about these nato countries paying more, not leaving the u.s. holding the bag. that sent them into emergency session. the president came out in an unplanned news conference and said we're sticking with nato, but all of these other countries are going to essentially pony up

more money for the defense of the ally nls. then, the french president came out and said, no, that's not exactly what we said. that they're going to meet their original 2% commitment, but not go beyond that. as the president suggested they would in the news conference. so some conflicting stories there between the u.s. and france about what actually was agreed to this morning. the president declaring victory, saying his tough talk pressed these countries into agreeing to pay more or at least going home to get the authorization to do that. we'll continue to watch as he heads for london where the big issue there has been brexit, pulling out of the european union. >> all right, thank you. 5:02 for you right now. continuing coverage of what's next for families separated at the border. the remaining migrant children will reportedly be reunited with their parents this morning. bob redell is live in san jose. this was a late-night announcement coming from the trump administration. >> correct. good morning to you, marcus.

an official with the trump administration who said that all children under the age of 5 who are eligible will be reunited with their families by early morning today, which means that these reunifications could be in the process of happening or could have already happened. a federal judge had ordered that these children younger than 5 be reunited with their families by yesterday. we're talking about just about over 100 kids. but the trump administration missed that deadline. the government says reunions were not possible in some cases because their parents were serving time in jail. nbc news spoke with a father from honduras who was separated from his 4-year-old son when they sought asylum at the border. this was back in february. the father during the past several months says he had been so distraught over the separation, he cut himself. even threatened suicide. now that they are reunited, he says they don't want to let each other go. he gives thanks to god. a judge has ordered the rist of

the nearly 3,000 other children from their parents, these are kids over the age of 5, they must be reunited by july 26th. reporting live here in san jose, bob redell, today in the bay. >> thanks so much, bob. it's 5:04 right now, and continuing coverage. overnight, thai navy s.e.a.l.s left the area near the flooded cave which captured the world's attention. this morning, the 12 boys and their soccer coach rescued from the cave are still recovering in the hospital. well, here's the school where half the boys go. you'll see it here. >> did you jump up and down? >> yeah. around the house. >> their classmates very excited they got out, really, the world is. we also know the soccer coach wrote a letter apologizing to the boys' parents. as for their health, once blood tests are cleared, doctors will let them go home. >> this morning, investigators say they're working on a new lead in the search for a missing woman. angela hernandez was last seen

more than a week ago. she really hasn't been seen since then. since that, she was on her way to california from oregon. hernandez told her sister last thursday night that she was stopping in half moon bay to get sleep. this was in the safeway parking lot. then the next day, hernandez told her family she was back on the road. no one has heard from her since. and she was driving a white 2011 jeep patriot. the family is offering a $10,000 reward for information leading to her whereabouts. >> and newly released video shows the deadly aftermath of a suspected street race in heyward this week. police say a 21-year-old driver of a chevy camaro was arrested after hitting 59-year-old esther conception. she was a long time employee of alameda county. this morning, the county supervisors are remembering her as a loyal and dedicated employee. >> innocent, caring life was

killed over stupidity, and you know, people need to think about what they do when they get behind the wheel of a car. whether they're racing or whether they're drunk driving or whatever it is. >> so true. the woman was reportedly walking home when she was hit. >> state public utilities leaders expected to close the book today on the penalties handed out in connection with an accident with two workers killed. you may recall it five years ago, a train struck two maintenance workers on the track between walnut creek and pleasant hill. last year, a judge fined b.a.r.t. about $650,000 and put it on three years probation. the puc allowed b.a.r.t. to only pay part of that fine. >> well, today is the last day for small businesses in the north bay to apply for a federal disaster loan. this is tied to last year's deadly wildfires. in may, the business journal reported the government handed out about $21 million to 173 north bay businesses impacted by that fire.

>> we now know the cause of the so-called county fire burning in yolo and napa counties. an electric fence blamed for sparking that fire. it burned more than 90,000 acres. calfire says the fence was not installed correctly. that fire is now 90% contained. right now at 5:07, as you get ready to head out the door, we have temperatures in the upper 50s for much of the bay area. here in the south bay, we're at 60 degrees in san jose and 62 now in livermore. you might need a jacket as you're making your way to the fruitvale b.a.r.t. station. 60 degrees through 7:00. a few clouds but clearing skies and you'll notice more humidity as we head to the low 70s by early afternoon. going hiking in the south bay, it's going to be a day that starts out with clear skies. and cool temperatures will be at 64 degrees at 7:00, but already starting to warm up at 10:00, and a humid 88 degrees at 2:00 today. so make sure you stay hydrated

out there at the parks and hiking trails. we'll talk about our temperature trend for the south bay coming up, and mike says the commute is pretty good. >> it's looking great. green all over these sensors. the one thing i remind you about, southbound 17, just pass redwood estates. a car ran out of gas, blocking part of the right lane heading south. everything else moves smoothly. even that stretch of 17 is at speed. through coco county approaching the bay bridge, no delays. backup at the toll plaza is gone. there's a little slowing heading up the incline. starting to see more cars. over here, san rafael moves nicely. i forgot to show you on the other map, the disabled vehicle over there at 580, that's cleared. they fixed the tire or got the car off the road. we'll send it back to you. >> thank you very much. 5:08 right now. coming up next on today in the bay, possible relief in the housing crisis. what new numbers are showing this morning and what it means for the bay area.

in the east bay, and uber will cut the number of drivers of its automated cars. now company insiders tell me uber wants to professionalize its remaining driver core. this comes after uber automated car hit a pedestrian in arizona. the uber driver at the time was watching hulu on her phone. we talked about how twitter is suspending millions of accounts because they're fake or they have never been used. now, twitter warns they're probably going to count that against your follower count. what popular twitter accounts you'll probably see the number of followers go down over the next 24 hours. >> a couple days ago, this fellow tweeted to elon musk, elon musk, i promise that no one will beat you to the punch if you try to help the people of flint, michigan. referring, of course, to musk's plan to use a kid-sized submarine to rescue boys in thailand. he was beaten to the punch while

engineered tested the mini sub, divers got the kids out. musk says he'll pay for clean water for anyone in flint when needs it. michigan ended its free water program back in april after state officials said the water was now clean. people in flint don't believe that. >> can you imagine? >> you can't blame them because while it wasn't michigan state officials who screwed up the water to begin with, i wouldn't trust them. >> i have family in flint. >> you do? >> yeah. >> they're still using bottled water? >> yes. >> they're concerned. at 5:14, happening today, the housing crisis is up for discussion in concord. it's starting at 9:30 at the concord senior center. some are calling for stronger tenant protections to keep low-income folks from being pushed out. >> more details now, nationwide analysts say the housing markets may start cooling because there are more homes on the market. there's more than 12% increase

in the inventory in the second quarter, but so far, the bay area's market doesn't seem to be cooling off. >> well, new details out of las vegas. the city already known for high rollers, but when it comes to raider season ticket holders, the team has to attract a few more of them. the raiders plan to start their 2020 season in their new vegas stadium, which we know, the team source tells the review journal that personal seat licenses will run between $20,000 and $75,000. that gives you the right to buy your season tickets. they could generate more than $150 million for the team. wow. >> all right, so happening today, you have been watching a lot of tv, i'm sure, i know i have been. but soon, we'll find out which of those tv shows will actually get an emmy nomination. >> will netflix be a big winner again with shows like stranger things and the crown, nbc's this

is us, "will and grace," and snl will break into the nominations. we'll find out this morning, and the emmys are right here on nbc on september 17th. always a lot of fun. >> if you don't watch a lot of tv, you were unaware the "will and grace" we're talking about is the reboot. >> the remix. >> yeah, new episodes again. >> almost picking up where it left off. >> today, weather wise, a lot of people may want to stay in and watch tv because it's going to be hot. >> catch up on the shows. if you have air conditioning. if you don't, you'll be looking for a library or the mall or going somewhere where there's air conditioning. it's already muggy. and look at these numbers. we're normally starting out with some low to mid 50s, but we're a few degrees above that. and people in the bay area, we can always tell the difference. as you step out the door, it's 55 degrees in san francisco. and some light patchy fog in parts of the north bay. looking live from belvedere. we do have that milder start as we go to concord.

our temperatures start out in the upper 60s at 9:00. so we'll see those numbers rising pretty fast. at noon, at 81 degrees. heading into the upper 80s by 3:00 today, eventually hitting that 91 for today in concord. oakland, expect a high of 75 degrees, and 86 degrees in san jose and in palo alto. san francisco stays in the 60s. look at the difference from ukiah at 100 degrees today to santa rosa at 84. our temperatures spreading out all across the bay area, and we're also going to have a difference in humidity as well. we can see the clouds coming in from the southwest. this is that monsoonal moisture. it brings in higher humidity, and that humidity helps spark off some showers, possibly some thunderstorms. and over parts of the sierra, that could mean lightening with no rain. we call that dry lightning. this could be a possibility as it continues to move closer to

the pay area, we could see a couple lightning strikes over the hills, not expecting rain. with winds coming in from the south, we'll feel the humidity boost throughout the day. our wind speeds stay light at 15 to 20 miles per hour, and then tomorrow, that humidity peaks and then we'll see the shift in the wind bringing us some slightly cooler temperatures for the coast heading into saturday as well as sunday. so that's going to help us out quite a bit. are you following me on facebook? i'm kari hall, and you'll be able to fall my page, meteorologist kari hall. this is a look at avaya stadium. a lot of people will be heading there this weekend. if your weekend plans include watching the world cup or whatever you're planning to do, let me know about it. i can give you a forecast. our temperatures today heading up to 90 degrees, and once again, some muggy conditions. also humid tomorrow. our temperatures really don't change that much for the inland areas over the next several days. still very warm. nice, cool, and breezy in san francisco. and mike, you have a few more

drivers out there. >> a few, but i'll point them out. you asked what we're doing this weekend. you talked about san jose, i may be there. i also may be at union city for their festival. over here, the time for northbound 101 to show more traffic. this is through san jose just north of the 286/80 silhouette, the interchange. a smooth flow of traffic continues as the little bit of traffic increase doesn't become a problem. capacity for lanes much higher than we're seeing. a smooth drive out here coming down through the walnut creek interchange. out of the altamont pass, a little slower, and by the time you get to north flynn, 84 shows more traffic cutting through for the dublin interchange just fine as well. down the east shore freeway, more cars. look at that, steadily, nicely filling in. all these lanes. you can barely see the silhouette for the university avenue crossing. the backup should start to form in the next few minutes and we'll likely see the metering lights turned on in the next five.

students right now - probably wondering 5:23 right now. a lot of bay area teachers and students right now are probably wondering what exactly they're going to do with word their colleges are closing their doors. the art institute of san francisco and alameda's university will both close by the end of the year. that's according to the companies that own both of those schools now. the documents reportedly sent to the state indicate the schools will lay off more than 200 teachers, both are former

for-profits once labeled as predatory lenders by critics. the school's new owners say students will be able to transfer to other campuses. >> grabbing a bike to get you to your smart train station now only reportedly a matter of months away. they agreed to a general plan that may allow some 200 dockless blocks to dock near stations. details still need to be sorted out. >> a santa clara woman is asking for her belongings back. no questions asked. she had her u-haul truck stolen. this was from outside of her home last week. this happened off wilcox avenue. police found that u-haul in downtown san jose monday, but nearly everything inside was gone. some important things missing, wedding photos, mementos -- memories from her children when they were born, and a box that was handed down four generations in her family.

going to feel more muggy with low 60s. and as we look at our temperature trend in san jose, 64 degrees at 7:00. your noon time temperature if you want to go out for lunch, it's 84 degrees. really, not that comfortable. 87 degrees by 1:00. let's go to martinez where it's going to be also reaching into the mid 80s by early afternoon. we'll see a few more of those clouds rolling by. talk about what's ahead for the weekend. i know you're already making plans. that's coming up in about seven minutes. mike has what it looks like at the bay bridge. >> it looks a little light at the bay bridge. this is thursday, so expect as we head toward the end of the week, the weekend is coming. we have a lighter flow after the early morning commute and we have seen that all week. we're watching the fast trach lanes fill in. this is the pattern when there's a lighter flow heading in toward san francisco, minor slowing up the incline from the toll plaza and the metering lights will be slow there. looking for an easy drive. a new crash reported for highway four, waiting to get details from chp.

they're just getting out there, but no delay showing up just yet as you're heading to bay point. a blip for san jose. i showed you a few more cars on the road. through the tri-valley, still just 26 minutes. we saw a little more slowing at the bottom of the screen. that's typical. >> thank you. 5:31 for you right now. and new this morning, horrifying news. this is out of oakland where a 3 yoer -year-old boy was shot in a car. this happened off 80th and holly street late night. >> pete suratos joins us live at oakland children's hospital with more on what happened. good morning, pete. >> yeah, good morning to you, laura and marcus. we can only hope for the best for this 3-year-old shot in this incident. now, i want to point out, we're checking in with oakland police to try to get an update on the condition of the child, but all they can confirm at this point is that the 3-year-old is getting treatment behind me at children's hospital in oakland. now, as we break down exactly what happened here, i want to get to two new pieces of video

that we're getting from overnight. in the first piece of video, you can see the police markers down and remnants of bullet casing s not too far from the shooting. according to oakland police, they say the 3-year-old was shot in a car just before 11:00 p.m. last night near 80th and holly. the driver of the car called oakland police as she was driving the 3-year-old to highland hospital. we get to the second piece of video from highland hospital where the police eventually met the driver. you can see there, in that car, it has a bullet hole in it. you can see there in the video, the 3-year-old was eventually transported here behind me to children's hospital. the child appears to be the only victim. no word from oakland police that they're looking for a suspect. we'll continue to monitor this and have another update for you in the next hour. we're live here in oakland. pete suratos for today in the bay. >> let's hope that child is going to do okay. thank you, pete. >> it's 5:32 right now. developing right now, stormy

daniels' attorney blasting her arrest last night, calling it a setup and politically motivated. about 30 minutes ago, nbc obta n obtained her booking photo taken last night in columbus, ohio. and new video from overnight showing officers putting the adult film actress in handcuffs. then escorting her to a police station. daniels was arrested at a strip club where she was performing. she is facing misdemeanor charges after police said she allowed a patron to touch her during a performance. that's a no-no in ohio. her attorney said the incident was non-sexual. police released daniels overnight. she's supposed to be arraigned tomorrow morning. >> affecting your vote. california's republican party is turning its shoulder on a republican candidate running for congress in the east bay. some say the candidate, john fitzgerald, is racist. and an anti-semitic robocall backing him, well, they say it's causing concern this morning. in an e-mail, fitzgerald says he does not authorize those calls

and he doesn't support the message. but the chair of the contra costa republican party, who is jewish, says that the california republican party does not endorse fitzgerald because of his racist views. a check of the candidate's website and social media pages revealed he's a holocaust denier. while republicans do not endorse fitzgerald, 36,000 people voted for him in the june primary. and he will be on the ballot in november. >> it's really, really unfortunate this happened and i can tell you our party is going to take action in the general election to see this doesn't happen again. >> the republican party says it's sending fitzgerald a letter saying he's not welcome in their organization. they're also working on a strategy to inform voters about his views before the november vote. >> it's 5:34, and happening today, london breed attends her first public event as the official mayor of san francisco. we brought you that historic inauguration live yesterday in

our midday newscast. hundreds of supporters gathered outside city hall to watch breed take the oath to become the city's first ever black female mayor. this afternoon, she attends an maejs preparedness meeting with first responders. >> happening tomorrow night, a stretch of vta track near downtown san jose will be shut down this weekend. this comes after a deadly crash near the race street station last sunday. crews need to make more repairs to the track and a support pole. it will be closed tomorrow night at 11:30 through early monday morning. they plan to run a bus bridge through the area over the weekend. >> 5:35. today we could learn more about major service cuts for early morning b.a.r.t. riders. we told you about this yesterday morning. the board of directors is meeting today. trains will start running at 5:00 a.m. instead of 4:00 a.m. crews are retrofitting the transbay tube so it's safe during an earthquake. b.a.r.t. says the tube itself is seismically sound, but they're

more of the same on sunday. with a lot of sun all across the bay area, and a wide range in temperatures from the mid 60s for the coast to 78 for the bay. and inland valleys up to 86 degrees. now, mike told me he'll be here at the festival in san jose on saturday. and it's going to be really nice. kind of warm, though, for the middle of the afternoon as we reach into the mid 80s, but not bad at all. as we go to oakland for the summer block party happening on saturday, we're going to have some nice and cooler weather there, with some low 70s during the morning and some upper 70s during the middle of the day. are you heading to the tri-valley this weekend? it's going to be a little warm there, but you really will be able to stand this as you find some shade, maybe some cool wine. it's going to be in the upper 80s on saturday, and sunday, 90 degrees. if you're planning to go to the sierra this weekend, that's a live look this morning as the sun rises and our highs there in

dedicated traffic team. the unit is focusing on catching speeders, patrolling school zones and monitoring commercial truck routes. it was actually disbanded in 2016 due to low staffing and budget cuts. officials tell the weekly traffic problems are the top public safety complaint in the city. >> new details on a transit village planned in san jose. it's going up just a few train stops away from google's huge development downtown. here's what it's going to look like. it's down by campbell at southwest expressway and south bascome. it's called south bascome gateway project. the merck first reported on this update proposal filled with a city planner, filed with the city planner. we found it as well. here are some of the renderings from the developer. the project now includes nearly 600 residential units and more than 214,000 square feet of offices. >> some lessons learned after last month's vote by mail experiment in the primary. five counties including napa and

san mateo tried this. there was actually a lot of confusion. the registrar says there needs to be a better outreach effort so people know when drop boxes and vote centers are open. it is also a push to put prepaid postage on the envelope saying a lot of young people have never even bought a stamp before. >> they probably don't know you had to lick them a long time ago, too. >> 5:46 for you right now. the president is headed to great britain after contentious nato summit. >> a summit that ended with an emergency meeting. i it did, indeed. all of the leaders of nato gathering one last time overnight our time, and an unscheduled meeting after president trump reportedly raised the idea of the united states leaving nato, something he now says is, quote, unnecessary. president trump wrapped up his meeting with nato with a press conference. this just concluded a few hours ago. this was really remarkable because president trump generally doesn't give press conferences. he said that nato meetings went

very well. >> but this was a fantastic two days. this was a really fantastic -- it all came together at the end. and yes, it was a little tough for a little while. but ultimately, you can ask anybody at that meeting. they're really liking what happened over the last two days. there's a great, great spirit leaving that room. >> now, that press appearance much more sober than what we saw wednesday. you remember this. the president hurling accusations at germany during this breakfast meeting with the nato secretary-general. white house chief of staff john kelly was at that meeting. he's right there, here's the president, there's john kelly. and reportered say he looked alarmed and concerned as the president spoke. hard to see him in the video, but reporters there say he looked very uncomfortable. the white house has an official explanation. general kelly was disappointed in the breakfast, they said. only pastries. he was hoping for something

oakland mayor libby schaaf will be among those attending the ribbon cutting ceremony. it takes place at 10:30 this morning. >> nice and fun to go out there. >> bring a bottle of water, keep filling it up. you have to stay hydrated even if you don't feel thirsty because we'll have higher humidity and that's going to make you break out in a sweat a lot easier. our temperatures are already fairly mild with low 60s across the bay area. we're taking a look at three of our microclimates with the live cameras, and the current temperatures in the microclimates. in the tri-valley, looking live from sunol, 62 degrees as you head out the door. we can barely see anything on the san francisco camera because we do have some low clouds, looking at the east bay, looking from dublin, 58 degrees, with mostly clear skies. let's go to fremont and see how your morning drive will be. temperatures shaping up at 7:00, 71 degrees and clear. if you're going out later, the

upper 60s. later today, we're looking at some low 80s for early afternoon. and then maybe after work, you'll be able to relax after work in downtown san jose and enjoy some music in the park. that starts at 5:30. it will be 82 degrees. we say bring that bottle of water and make sure you keep sipping it as we go through the day. we will have some warmer temperatures for the inland areas. reaching into the low 90s in concord, san jose reaching up to 86 degrees. and 67 today in san francisco. so we can see those very high thin clouds as we start out this morning. if you're getting dressed, something like a t-shirt and shorts would be comfortable. we're going to feel a little more stickiness in the air as this air rolls in from the desert southwest. that will be moving into the bay area. that monsoonal moisture is something that doesn't always reach the bay area, but we're going to see it this time. and the humidity will cause the potential for a few sierra storms and also some lightning strikes you can see by the yellow colors that it will be a

little bit more muggy out there. and that continues through tomorrow and also into the start of the weekend with highs in the upper 80s. and mike, you're tracking one more new crash. >> in fact, one crash period. very light volume of traffic right now, and thank goodness, very calm on the reports as well. a little build for 101 through san jose and over here, heyward shows a little slowing in southbound 880. you know that's coming around the san mateo bridge. the one crash we have is counter commute, getting through hercules, heading to rodeo. the vehicle is over on the shoulder. sounds like the airbags were deployed, but the person is out of the car on their cell phone, calling for some assistance. stay over to your left, leave that person space on the shoulder, and a calm drive there. another crash may be near the benicia bridge. so far, no slowing into contra costa county. another crash eastbound highway 4, countercommute and not presenting a problem. just typical slowing there. getting over to richmond,

firefighters quickly realized it was much worse than that. look at that blaze. the streets around the store were flooded, which shows how hard the storm hit. no one was injured. >> as the weather is heating up here, are you dealing with a lot of summer allergies? unlike other seasons, mold is a big problem in the summer. as well as insect bites. ticks also a big concern, and in some cases, ticks can cause an allergic reaction to red meat. it's because they're transferring antibodies when they bite you. insect repel nlts can be helpful. when it comes to kids and summer allergies, try to figure out what triggered the problem. >> bring them in, wash them off, rinse their hair out. they may jump on the sofa, the pillen, and all the pollens squeezes in there. >> over the counter medications are the first line of defense. if those don't work, weekly allergy injections might do the trick. >> all right, so kids, listen

>> i'm laura garcia. let's get straight to the forecast with kari. >> it's going to be warmer and feel warmer due to a lot more humidity in the air. here's the live look outside at that beautiful sunrise and a very shallow layer of fog in the foothills. as we start out this morning, we will have the temperatures in campbell in the upper 60s through 9:00. and even though it starts out in the 60s, we'll still make it back into the 80s today. a little warmer than normal. go to another hot spot, martinez will be in the mid 80s by 2:00 today. you'll see a few more clouds, but really feel more stickiness in the air, and i'll talk more about that coming up in a few minutes. mike, you're checking in at the bay bridge. >> folks will be sticking around the bay bridge toll plaza for a few more minutes as we finally have all lanes filled in. i say finally because it's taken about a half hour. the metering lights were turned on at 5:30, but it's been
