the plaza is packed as pop superstar charlie puth gets ready for one of the biggest concerts of the summer, today, friday, july 20, 2018. >> from nbc news, this is "today" with savannah guthrie and hoda kotb live from studio 1-a in rockefeller plaza. >> good morning, everybody. welcome to "today." it is 7:00 a.m. on the west coast. glad to have you with us on a friday morning. >> we want to get to the latest on the deadly duck boat accident in branson, missouri. >> it sank in stormy weather and it was carrying tourists across the lake and today, dive teams are locating more bodies. there's an ongoing search for survivors. in a moment we'll talk to the woman who shot the video of the boat in the final moments, but first catie beck at the scene with the latest. >> reporter: good morning. those dive teams resuming their rescue efforts to try and locate

those four missing people. there were 31 people aboard that duck boat tour yesterday. as the severe weather rolled in, high winds and choppy waves really making it difficult for that boat to get ashore. now, we want to warn you some of the video we're going to show you may be disturbing for some. >> oh, those poor people. >> reporter: this video shows the final moments before a duck boat packed with tourists went down. two of the amphibious vehicles trying to reach dry land, but only one made it. >> poor, guys, oh, my gosh. >> reporter: severe thunderstorms packing 60 miles an hour winds touring the normally lake into the stormy sea. >> it was some heavy wind and it was having problems through the wind. >> pretty strong winds, heavy rain. >> look at that driver -- >> reporter: the duck boat moves out of sight and then -- >> it's going under. going under. >> we need a water rescue. will be a duck that has capsized.

we have approximately 30 individuals in the water. >> the waves were six feet tall. >> they were pretty big. >> that for a lake is pretty big. >> jenni carr and her husband jeff were having dinner on a nearby show boat when she started to shoot the terrifying scene on her cell phone when it started. >> i would say within five, ten minutes at the most, all the coast guard was coming. police were there. ambulance, fire trucks. they just kept coming and coming. >> reporter: emergency crews from multiple agencies located the sunken vessel and were able to pull some survivors out of the water. at least 13 people died. some of the victims were children. >> this is a very tough night for us. it's going to be a long night for a lot of people. >> reporter: families of the victims gathering at the town hall overnight. authorities offering the mental health support. >> this is a really tough situation. and it's gut wrenching.

we wanted to help out in any way possible. >> reporter: ripply entertainment released a statement writing in part, this incident has deeply affected all of us. we will continue to do all we can to assist the families who were involved. and the authorities as they continue with the search and rescue. a rescue and recovery mission that is now continuing once more in the light of day. officials say there were life vests aboard the duck boat and we're told that federal safety investigators will be on the scene today. which hope to learn more from them about what happened here. savannah and hoda? >> thank you. jennie carr reported the final moments of the duck boat. good morning to you. >> good morning. >> so describe where you were. you and your husband were celebrating your 15th anniversary. you were on a boat as well? >> yes. we were on the branson show boat bell. >> so you looked out, over the water.

i guess did the weather come on that quickly, that storm did it come just like that? >> you could see it approaching, but as we were getting ready to get on the showboat, the water was all choppy and wavy. so i went over to look out the window and as everybody else, and then we looked to our left and that's when we had seen the duck. and then we seen another one coming but the one that sunk it was having trouble. you could tell that it couldn't go very fast. he kept sinking down in the water a little bit. the waves went over the top of it. so i videoed it as much as i could for as long as i could before it went behind the showboat and that's where it sank. i didn't see any of that. >> i understand that someone on your boat, one of the crew members had said, well these kind of boats, these duck boats

they can withstand this stuff. you know this -- they'll be just fine. is that what you were thinking? >> well, that's what the person had said. but i knew better. just the way that the water was, the trouble it was having. i knew something was going to happen to it. >> as i understand it, some people on the showboat that you were on had to jump in the water to try to help rescue people. it must have been terrifying. >> yeah. first we really didn't realize that it had sunk. and then when they -- all the crew started running and the captain was giving orders to all of the crew to get the life vests and to get out there and help them then everybody kind f of -- we cried a little bit. i went to a window as i was looking out watching and i prayed and i cried. and just really there wasn't nothing you could do. the crew did a really good job

of trying to get everybody out that they could get out. >> jennie, when you heard about the death toll, when you learned about how tragic this was and realized that you had actually captured that on your phone, what went through you? >> i really don't have any words for it. i mean, it was like i'm sad and i want to help but i can't help. i don't know what to do to help. and it was really sad that i knew some of those people weren't going to get to go home. it'll really sad. really is. >> all right, jennie, thank you. >> you're well? . al, you were looking at the weather at the time. >> it was part of a long lived system stretching through and stretched for more than 500 miles and it came at 7:00 p.m. with strong, straight line winds and a lot of rain and then of

course we had that tragedy. unfortunately, it's part of that same system that caused all the tornadoes at least 20 or so, 27 or so in iowa. so it was a tough system. >> exactly. that's where we go next. that same system did spawn some terrible tornadoes. iowa really got hit. more than two dozen in that state alone. nbc's ron mott has more on the destruction and the recovery already under way. good morning. >> reporter: hey, there, good morning to you. quite a wild day of weather. you can see this giant cupola that hit the ground and there were no fatalities but at least a dozen were injured. severe thunderstorms racing across the midwest, spawning a series of powerful tornados. >> we have a tornado touchdown. >> one of the strongest twisters cutting a path of destruction across tiny marshalltown, iowa. the tornado ripping roofs off

homes and businesses, flipping over vehicles like toys. splintering trees around power lines. and even causing a water main to burst. >> oh, my! >> reporter: these residents racing to escape the danger. >> trying to outrun it. oh, my goodness. >> reporter: police going door to door checking on area residents. >> this thing just ripped -- ripped through this street. oh, my god. >> reporter: but tornadoes are not the only severe weather punishing the country. a scorching heat wave is spreading across the south. dallas-ft. worth breaking the record high temperature, hitting 108 degrees. >> it will be hot now from now until who nows when. >> reporter: the national weather service recorded 136 degrees on a sidewalk that heat also fuelling wildfires out west. including oregon where a state of emergency was declared after 160 wildfires spread across the state. more than 50,000 acres have burned, and firefighters are

desperately fighting to save homes. >> it burns really fast and hot. >> reporter: near yosemite national park, thunderstorms sparking fears they could ignite more fires in an area where thor than 20,000 acres have been lost. now, as you can see there, some people were caught by surprise by this outbreak of tornadoes. literally having to scramble to get out of harm's way. we should tell you, remind you again that no fatalities reported in marshalltown. they have a lot of damage here though. savannah and hoda. al roker is back with the severe weather and the situation out west. what's the latest? >> in fact, we can see a bigger outbreak in this area. we have 39 million people at risk for large hail, damaging winds. a tornado threat greatest from tennessee all the way up into indiana and ohio. now, out west, we've got a big problem with heat. 27 million people at risk. california on into nevada and parts of arizona. temperatures today are going to be scorching, above average temperatures.

look at some of these. while los angeles is nice and cool, 108 in yuma, 97 in salt lake. denver a high of 95 degrees. tomorrow, vegas is 104. albuquerque, triple digits. records likely next week throughout the southwest and into southern california with temperatures in the 90s, 100s in the north. phoenix triple digits into the middle of next week. guys? >> thank you so much. also this morning the president is speaking out about his relationship with vladimir putin in a new interview with cnbc. this after he revealed he has invited the russian leader to the white house. the announcement shocking even top officials inside the trump administration. we have got in depth coverage this morning. we'll start with kristen welker. good morning. >> reporter: good morning to you. the president's invitation to putin is trademark trump. digging in, even when he's under fire on all sides. in this case the president making it clear he's standing by

his strategy of trying to improve relations with russia. despite harsh criticism of his first summit with the russian leader. but will the high stakes gamble work? this morning, president trump is extending an open hand to russian president vladimir putin inviting him to the white house this fall for a second summit. while also issuing a stern warning in a new interview this morning with cnbc. >> getting along with president putin, getting along with russia is a positive, not a negative. now, with that being said, if that doesn't work out, i'll bo the worst enemy he's ever had. the worst he's ever had. >> reporter: the president also lashing out at his predecessor. >> look at all of the things that i've done. obama didn't do it. obama was a patsy for russia. he was a total patsy. >> reporter: defending his controversial first summit with putin, amid criticism he was too conciliatory. >> i mean, i had these -- some of these fools from the media saying why didn't you stand

there, look him in the face, walk over to him and start shouting at him. i said, are these people crazy? i want to make a deal. i want to make a deal. you can't do that. >> reporter: but in a remarkable moment his own top intelligence director dan coats was caught off guard when asked by nbc's andrea mitchell about the new putin invitation announced by the white house on twitter. >> we have some breaking news. the white house has announced on twitter that vladimir putin is coming to the white house in the fall. >> say that again. okay. >> yeah. >> that's going to be special. >> reporter: the senate's top democrat schumer blasting the president saying in a statement, until we know what happened at that two hour meeting in helsinki, the president should have no more one-on-one interactions with putin. it comes as the president has spent the past week under fire for his handling of the russia's

summit. earlier this week, mr. trump forced to clarify he holds russia responsible for meddling and in the most recent reversal the white house announcing that the president disagrees with an offer that would have allowed russia to question u.s. officials in exchange for putin making those 12 russian intelligence officers recently indicted available for questioning by the u.s. >> the resolution is agreed to. >> reporter: but on thursday the senate rejected that proposal in a rare rebuke. voting 98-0 to oppose allowing u.s. officials to be interrogated by russia. >> and kristen, are we learning about what the businesses of the summit that would happen in the fall, right before the midterms i might add. >> well, russia weighed in. the ambassador to if u.s. saying they have been open to the possibility of a follow-up summit and are ready for discussions. as for the agenda this morning a senior administration official said that the second meeting will address national security

concerns including an end to russian meddling. nuclear proliferation, north korea, iran and syria. when director coats was asked about the agenda, he said he won't be focused on that but instead looking at the potential intelligence risks and making sure the president knows exactly what they are. savannah and hoda? >> kristen welker, thank you. let's bring in nbc's andrea mitchell who as you saw in the extraordinary moment broke the news about a second putin summit to director coats. >> good morning. well, the shock waves from the president's shifting comments about vladimir putin have rattled his intelligence advisers and that led to the rare rebuke from the head of the national intelligence. director of national intelligence dan coats disagreeing with his boss' comments in helsinki. siding with vladimir putin over his own top intelligence official. >> i believe i needed to correct the record for that. this is the job i signed up for.

millions history. fear not. there is power ball and that stands at $138 million. the draw for that tomorrow night. the terrible tourist boat tragedy in missouri. nbc is looking into it. >> these are popular tourist attractions in cities across the country and they have a long and deadly history. 26 people died in the last 20 years. >> oh my good. >> after calling off search and rescue operations, divers expected into the water this morning in branson, missouri turning into a grim recovery effort. trying to determine if dangerous thunderstorms and 65-miles-per-hour winds was the only reason the duck boat capsized killing 13 people. coast to coast and around the

world, a bus like tour going from land to water first used in world war ii in the u.s. military during the allies d-day invasion and the vehicle's awkward shape make it difficult to drive on both. callin thursday's deadly duck boat accident in missouri wasn't the first. in 1999, 13 people died when it sunk without warning in arkansas. they blamed that disaster on inadequate maintenance. investigators saying the vehicle sank to rapidly no one was able to don a lifejacket. in 2010 one stalled on the delaware river. 37 people sent scrambling into the water, two people died. the danger isn't only on the water. >> there's been a terrible loss of life and injuries. >> in 2015 five college students killed in seattle when a duck boat crashed into a charter bus,

all the victims were on the bus. they say they place a premium on the passengers. as for the latest incident, ripley entertainment echoed that saying the safety of our employees and guests is our number one priority. >> let's get more on this. on the phone former ntsb chairman with us. good morning. what strikes you about what you've heard this morning, debra, what do you think investigators are looking for? >> in the last 20 years we have seen a number of events, the one in philadelphia on the delaware river were very different. the event in arkansas is one that they are probably going to be looking at what they saw there to understand if some of those issues are the same. clearly the buoyancy of the boat, how fast it sunk. that was an issue in arkansas as well as survivability of passengers.

they found the canopy on the duck boat made it harder for people to get out of the sinking boat. >> debra, are these vehicles dangerous? do you think they should not be used on the water for tourists? >> there's been a lot of criticism of the boats over the years. the design dates back to world war ii. i think investigators will look at that in perfect conditions generally we don't see problems. when you start to look at events like this with rough waters and storms, any boat operating in those conditions, the margins of safety are eroded. you don't want to be out on the water particularly with people who can't swim or children in conditions like this. >> sure. all right. thank you so much. former ntsb chairman debra hershman, thanks a lot. more breaking news, the nfl's controversial ban on

kneeling is on hold, to suspend athletes who take a knee. tammy leitner with the latest on that. tammy, good morning. >> reporter: good morning, craig. the league is freezing the policy for now saying they will continue discussions with the players' association. this is considered a win for those players who took a stand by taking a knee. this morning the nfl calling a time-out on its national protest policy. just two months ago the league's commissioner announcing players must stand for the anthem or remain in the locker room while it's performed. >> we want people to respect the national anthem, we want people to stand, that's all personnel. make sure they treat the moment in a respectful fashion. >> overnight hitting the pause button issuing a joint statement with the players' association which reads in part, no new rules related to the anthem will

be enforced for the next few weeks while confidential discussions are ongoing. our shared focus will remain on finding a solution to the anthem issue through mutual good faith commitments outside of litigation. originally the league said if a player took a knee on the field, the team would be subject to a fine and the player's punishment would be left to the team. >> back to where we were two years where there isn't any rule in place. >> for more than two seasons many nfl players have been taking a knee during national anthem to protest police brutality and social injustices. president trump has been one of the harshest critics of the protest. >> wouldn't you love to see one of these nfl owners when somebody disrespects our flag to say get that son of a bitch off the field right now, out. he's fired. he's fired. >> the new standstill agreement coming hours after the associated press reported the miami dolphins had included protesting during the anthem on

that's going to cause big problems. let's look at it more in-depth. this afternoon this develops along southeastern and atlantic coast, moves along the coast. strong storms, heavy rain as it moves up friday. if this were wintertime we'd be talking classic nor'easter. instead because it's soggy, warm, moisture, coming, all bringing heavy showers and thunderstorms saturday, sunday, and moves inland sunday into monday with less activity. but look at how much rain this thing is going to drop. we're talking about anywhere from 2 to 3" along florida and north carolina coast and south carolina coast, locally up to 5". moving up the coast, we're going to see more wet weather locally up to 4" through sunday here in the northeast and on into new england. so a real washout for a lot of outdoor plans. that's what goin good morning. here is a look at our high temperatures across the bay
