"early today" beginning your tuesday right now. and good morning. i am phillip mena. >> great being with you. i'm frances rivera. much of the country is waking up from a blast of extreme weather this morning from coast to coast. in the east, over 30 million are under flood watches or warnings after a powerful weekend downpours, and more still coming. the national weather service now warning of potentially dangerous even life-threatening flooding. pennsylvania one of the hardest hit has declared a disaster emergency. fast rising waters have triggered numerous rescues. this was a live stream by a driver who fled to the roof of his vehicle after getting stalled by fast-rising water. in colorado a powerful storm unleashed flooding and mudslides turning roads into rivers. officials are urging residents to evacuate the higher ground and stay at home. in florida, crews race to restore power for over 5,000 customers after powerful storms

that also brought these spectacular images of lightning. but the weather is also a fatal one. in virginia, a woman was killed with a 60-foot tree stopled right into her home. officials say the relentless rain likely loosened the roots leading to what they call this incredible rare incident. >> meanwhile much of the west and southwest are blistering under brutal heat. phoenix, arizona reached a new record reaching 115 degrees prompting mountain rescues of hikers and warning them to stay hydrated. it is spurring efforts to protect the vulnerable there. wild horses are running dry of their water supplies so volunteers are scrambling to deliver aid including water and food to the struggling livestock there. all of this severe weather we are told will not be letting up soon on either coast. for a confirmation let's say good morning to bill karins. >> good morning. two more days of this. the concern for the life-threatening flash flooding in areas of pennsylvania. numerous flash flood warnings are in effect leaving us with

comment. o comment on another story making headlines here in washington. the trial of former trump campaign chair paul manafort. jury selection had been set to start tomorrow, but that's now been delayed by just about a week to give defense attorneys time to review new evidence. frances, back to you. >> hallie, thank you. >> toronto continues to deal with the aftermath of sunday's deadly shooting spree. a vigil was held in the greek town of the senseless violence where a gunman fired into cafes and restaurants shoot being 15 people, killing two of them, an 18-year-old woman and 10-year-old girl. gunman was captured in chilling video. there he is dressed in all black and carrying a shoulder back. you see him cafes. accused gunman 29-year-old police have now identified the hossein who police. his family said he suffered from psychosis and depression his entire life.

this morning a moat remains unknown. police have not ruled out terrorism. >> a deadly convenience store confrontation, a 28-year-old florida father was fatally wounded in front of his young children after an argument with another man over a handicap parking space. but the shooter is not currently facing charges under florida's controversial stand your ground law. the state's attorneys office is expected to review the case and make the final decision whether it falls within the claim of self-defense. nbc's tammy leitner is there with more. >> reporter: in this surveillance video an argument over a handicap parking spot turned deadly. >> he was trying to protect us. >> reporter: 28-year-old marqise who is black went into the store to buy snacks for his kids. that's when michael who is white confronted his girlfriend brittany jacobs while she sat in the car. jacobs said mclauchlin came to her defense shoving him to the ground. he pulled a gun and shot the
