today, july 31st, 2018. >> announcer: from nbc news, this is "today" with savannah guthrie and hoda kotb live from studio 1a in rockefeller plaza. >> and welcome to "today" on this tuesday morning. thank you for joining us. a shark in a baby carriage being wheeled out? >> could you imagine the stranger that looks in and goes what a beautiful baby. no one ever tells the truth. we'll have more on that crazy story in a bit. >> we certainly will. we'll again this morning with those raging wildfires in california. blamed for at least eight deaths and the destruction of hundreds of homes with crews already stretched thin. and new fires igniting every day a bad situation is really turning dire. nbc national correspondent miguel almaguer joins us with the latest. good morning. >> reporter: good morning. we were with firefighters when the blaze tore through neighborhoods just like this one. flames ripped across these

hillsides. blew through structures and homes in a matter of minutes. incinerated this property. it is heart breaking and back breaking work. many of them on the front lines for more than a day. it's a battle they know today they are still losing. on both ends of the state, fire storms are raging across california to the south outside los angeles -- >> here's our water drop if the county fire department. >> reporter: to the north here in wine country. homes, lives, and neighborhoods are being lost. firefighters tried to make a stand here, but this blaze is moving too quickly. all of the homes behind me are gone. with nearly 20 wildfires tearing across the state, the carr fire ripping through reading is the most destructive this year. killing six and torching more than 1,000 structures. the inferno obliterating everything in its path. >> it's just all gone. >> reporter: this is where piper

and matt smith dreamed of raising their family. >> we waited years to buy this place. first home. >> reporter: as 12,000 firefighters battle to save homes across the state, we join crews at the mendocino complex fire risking their lives on the front lines. the flames have been racing down this hillside all day long. they're now next to this home for firefighters this is their last stand. four firefighters have died this year in the line of duty working to protect others. brian hughes, a hot shot, was killed in the ferguson fire in yosemite. >> brian was one of the best. >> reporter: but there is very little time to mourn. these exhausted men and women fighting flames around the clock. >> you got to keep your mind right and your head on a swivel at all times. >> reporter: but these are epic conditions many have never seen before. at the complex fire, two infernos could merge into one

megablaze. crews are already losing ground. this morning the view from the front lines where lives and homes are at stake. the heated battle unfolding and exploding every day. with cooler conditions at this hour as we know things will heat up later on this afternoon when temperatures get close to the triple digits. firefighters will face increasing wind as well. we know that many fighters are actually going to come from the nearby carr fire where more than a thousand structures have been destroyed to give a hand to the men and women on the front lines battling this blaze. hoda, back to you. >> miguel, thanks. another big story breaking overnight. app new report that north korea is potentially building new missiles despite the president's summit with north korean leader kim jong-un and his claim there is, quote, no longer a nuclear threat from north korea. kelly cobiella is on the story this morning. good morning. what can you tell us about this? >> reporter: good morning to you.

mixed messages coming from the korean peninsula today. north and south korean officials are trying to forge stronger military ties this morning. meantime, there are these reports that the north koreans are actually building at least one long range missile. this morning as generals from north and south korea hold talks at the border, reports that this satellite image of the factory where north korea produced the country's first missiles capable of reaching the u.s. mainland shows ongoing activity. "the washington post" citing unnamed officials familiar with the intelligence said new evidence indicates work is underway on at least one and possibly two liquid-fueled icbms. the north koreans haven't tested a missile since november of last year. in january, kim jong-un vowed to stop all missile and nuclear testing. and at last month's historic meeting in singapore, he agreed

to work toward denuclearization leading president trump to tweet, there is no longer a nuclear threat from north korea. but secretary of state mike pompeo told senators last week that north korea's nuclear program is still active. answering this question from democratic senator edward mah maher -- markey. >> is that correct? >> i'm trying to make sure i stay on the -- yes, that's correct. >> reporter: this morning south korean officials say they're closely looking into north korean movements but wouldn't comment on the new intelligence. and last week there were signs the north koreans had begun dismantling the launch site. secretary pompeo insisted progress is, in fact, happening. when we asked the white house about these new reports today, they said we don't comment on intelligence. hoda, savannah? >> all right.

kel low cobiella, thank you. jury selection begins at the trial of paul manafort today. it is the first case on charges brought through the special counsel's russia investigation. kristen welker has more on all this. good morning. >> reporter: hoda, good morning. court is getting under way right now. this is the biggest test right now for the investigation of special counsel robert mueller. while the trial of paul manafort isn't focused on russia, it could provide a window into how deeply prosecutors have looked into the business dealings of mr. trump's associates. it comes as the president is up and tweeting today and as his legal team is rolling out a new line of attack. this morning president trump is under mounting pressure as the first of two scheduled trials begins for his former 2016 campaign chairman paul manafort. >> paul manafort has done an amazing job. >> reporter: manafort is charged with an array of financial

crimes dealing with those predating his time with the campaign. it is likely to give americans the most in-depth look to date of the case of robert mueller. rudy giuliani on fox news overnight ramping up his attacks against mueller accusing him without evidence of building a team that's biased against the president. >> i'm going to give him the benefit of the doubt. he's so damn arrogant, he doesn't care about it. >> reporter: aboincluding his s donald junior and russians promising dirt on hillary clinton. >> when did you learn about the don jr. meeting, mr. president? >> reporter: giuliani making the cable news rounds monday debuting a new line of attack. >> i've been sitting here trying to find collusion as a crime. collusion is not a crime.

i'm not even sure if that's a crime. colluding about russians. >> reporter: and the president echoing the that in a tweet. collusion is not a crime. but that doesn't matter. because there was no collusion except from crooked hillary. >> there was no collusion at all. everybody knows it. >> reporter: fired fbi director james comey saying in an april interview with cnn while collusion may not be a crime, conspiracy is. >> the question that we would look at as a counterintelligence agency is are any americans conspireing which is a crime defined by the u.s. code with a foreign government to commit any aechbss against the united states? >> reporter: so will the president sit for an interview with robert mueller? giuliani saying it's increasingly unlikely. >> given some of the revelations in the last three or four weeks, we're driven farther away from answering any questions from them. >> reporter: now giuliani was also asked what would happen if the president refuses an interview and then mueller subpoenas him?

giuliani saying they would go all the way to the supreme court. for his part, president trump heads to florida today where he'll try to shift the focus back to the economy. from a noisy white house north lawn -- >> we're noticing. thanks so much. >> the lawn crew has arrived. let's turn to ari melber for more on this. this is a case brought by the special counsel robert mueller who's looking into the russia situation. but this has to do with what paul manafort allegedly did well before he was president trump's campaign chairman. explain how that all fits together. >> exactly. these alleged crimes are all basically pre-2016. there's some overlap. and the allegations are the bank fraud and tax fraud that paul manafort was greedy and sneak jjsneaky. >> if the special counsel finds crimes while looking for things

unrelated to his original mandate, he still has to do something with them. pursue them or refer them out. in the new york case around michael cohen, he handed them to a different prosecutor. we don't know whether they will find deeper linkages to kpkt. but these are older crimes. >> would you guess it's a slam dunk? do you think manafort is thinking to himself if this does turn into a guilty verdict, i'll get pardoned by trump? >> usually the closer cases are the ones that go to trial. this is unusual in that it's a slam dunk case on paper with rick gates, his former deputy, his drinking buddy if you will ready to take the stand against him. either paul manafort doesn't feel he has anything to offer up, wants to play his cards, or ultimately might hope for a pardon. >> chances of manafort taking the stand? slim or none? >> as close to zero as possible.

the overwhelming paper documents make him slook so bad because they were hiding money all over the place. >> all right. we'll be watching. thank you. new this morning, there's new controversy surrounding the allegations of sexual misconduct against cbs chairman and ceo les moonves. our morgan radford has been watching that for us. >> reporter: good morning. you know that les moonves is one of the most powerful people in the entire entertainment industry. this morning cbs's board is calling for a full investigation into those allegations against him. sop far he's been given no orders to step down. but industry insiders wonder just how long that will last. this morning cbs ceo les moonves maintaining his position of power despite multiple claims of sexual misconduct. at a meeting monday scheduled before the new yorker's bombshell expose, the board of directors deciding to take no immediate action against moonves. cbs revealing it's in the process of selecting outside

counsel to conduct an independent investigation. the probe being launched after six women told the new yorker they rejected moonves' advances which they say then hurt their careers. their accusations ranging from forcible touching or kissing to physical intimidation between the 1980s and the 2000s. moonves' wife, long-time tv host julie chen called her husband, a good man and a loving father on twitter. she doubled down on her support during her cbs show "the talk." >> i will stand by that statement today, tomorrow, forever. >> reporter: in his response to the claims, moonves saying in part, i recognize that there were times decades ago when i may have made some women uncomfortable by making advances. those were mistakes and i regret them immensely. but i always understood and respected and abided by the principle that no means no and i have never misused my position to harm or hinder anyone's career. but in the era of me too, the

fallout has already begun. moonves' alma mater bucknell university removing any mention of its name from its website. while overnight, the host of "the late show" on moonves' own network addressed it head on. >> everybody believes in accountability until it's their guy. make no mistake. les moonves is my guy. but accountability is meaningless unless it's for everybody. whether it's for the leader of a network or the leader of the free world. >> reporter: they had taken action to ensure a safe environment for of all its employees. meanwhile, though, '60 minutes" executive jeff fager is under investigation after it was said he allowed harassment inside their division. he denied those allegations. >> all right. morgan, thanks. now to a major new legal development in the case we've been following. it involves whether anybody

should be able to use an advanced 3d printer to make an untraceable gun in their own home. well, attorneys general in eight states are now asking a judge to block a texas man from publishing instructions on how to do that online. but actually, those instructions have already appeared on the internet. they've already been downloaded. tom costello picks up the story from there. >> reporter: these 3d printers can manufacture so-called ghost guns. fully functioning weapons not registered or traceable. and because they're made of plastic, they could slip through security check points at airports, prisons, even capitol hill. this morning growing pushback against a new type of firearm that some people can actually build in their own home. eight attorneys general now asking a judge to block a texas company from publishing the downloadable instructions for 3d printers to manufacture guns. from handguns to semiautomatics.

made of plastic and without a serial number, the guns are untraceable and undetectable. able to pass through most metal detecters. >> welcome to the age of the printed magazine. >> reporter: 30-year-old cody wilson is the face of a new gun movement. >> gun control is not dead. it's undead. >> reporter: the obama administration took wilson to court to stop his company from posting the instructions online arguing it would put guns in the hands of terrorists. but cody wilson says he has a first amendment right to publish. and they were online already anyway. in june they dropped the fight with wilson. fred guttenberg's 14-year-old daughter was one of 17 people who died at marjory stoneman douglas high school. >> this changes the safety of americans forever if this is allowed to happen. >> reporter: plastic guns, he fears, will bring more gun violence to a country already reeling. >> someone could walk in with a gun and you won't know it. airplanes.

and add to that the critically dry conditions, the humidity levels low throughout the entire region. throughout the west for today, you've got temperatures well above average. anywhere from 10 to 20 degrees above average for today. and then going into tomorrow, more heat continuing. triple digits from phoenix all the way up into the pacific northwest. and that goes into the weekend. when we come back a little bit later, this is going to be the next big problem. we're going to be looking at heavy rain for the east coast on into the southeast causing big problems with air traffic. we're going to get to your local forecast coming up in the next 30 seconds. out of his fingers riding a unicorn sneezing rainbows? definitely. just asking for a friend. yea, i figured.

we have followed closely. >> good morning. the sentencing hear under way, the first legal punishment since 19-year-old timothy piazza died more than a year ago. he drank 18 drinks in about 90 minutes during an alcohol-filled pledge event called the gauntlet. today pennsylvania attorney general seeking jail time for the only former fraternity brother to plead guilty to the charges related to the death of tim piazza. the ex recruitment chair pleaded guilty in june by consumption of alcohol by a minor, acts related to liquor and hazing. >> in a sentencing memorial they recommended burk serve three months behind bars for the charges and lambasted the 21-year-old's behavior as seen on surveillance video from inside the fraternity house. while many brothers tended to mr. piazza as he laid unconscious on the sofa, the defendant appeared unconcerned.

the couch. i knew my middle daughter was on the other side with my older daughter and i was going to go put her crabbing shirt on her. i'm going to do this quickly. i walked out of heavy doors and intentionally, because i always did, because i took water safety seriously, intentionally looked over the balcony and saw my son in his crab hunting shirt at the end of the pool. >> within seconds nicole had levi out of the water. there were six doctors in their vacation house, including levi's dad, but their efforts to save him weren't enough. >> i just needed one minute. i just needed one minute. if i could have just had that one minute he would have been okay. how did he even get out? >> are you eating a minion ice cream? >> i want to help you shout it to the world that it really just takes a second. >> it is truly seconds. i was still the brownie that was in my mouth i had split with levi, i was still not finished

you can put a fence up. do that. the point is that there are many, many ways to protect your child from water. i think what i am most struck by is that we all need to change our mind-set about it. it's not just when you're swimming. often it's not. it's when you think that door is closed and you're inside watching tv and it's 6:00 at night and you turn around because the phone is ringing. it's that fast. bode said to me, if you have the mind-set that it can't happen to me, that is the most dangerous mind-set you can have. so i just want to thank them for talking. >> yes. >> they have changed me. i said it before, really changed my mind-set, and i really hope we can spread the word and make this a change moment. morgan talked about how back in the '80s and '90s there was the back to bed campaign, start putting your baby on your back, cutdown and dramatically reduced
