francisco. warmest temperature in some of the east bay valleys. speaking of the east bay, here's an early look at your commute with vianey. >> we were doing so well in the 4:00 and 5:00 a.m. hour in the east bay, which typically tends to get busy around this hour. sure enough, 6:00 a.m., we can see we have a couple issues. the south bay, still working to recover along northbound 101 due to what appears to be a fire on the right-hand shoulder. now we have this issue in the east bay, northbound 880 at alvarado boulevard. two lanes blocked. you can see it's causing some slowing. we have our speed sensors picking up red and yellow out there. also on the opposite side as well, this is backed up all the way to whipple road. if you can, hop off. take some surface streets on both northbound and southbound side. you can see they're both starting to clog up. it could be because they have some cops out there getting ready to clear out some of those roads. i'll have another update on exactly what you're expecting on your bridges in a bit. back to you. >> thank you, vianey. >> 6:00 right now, saying

good-bye and suing b.a.r.t. that's what nia wilson's family plans to do today. she's the young woman violently stabbed to death on b.a.r.t. today in the bay's bob redell live at pleasant hill station where police arrested the man who they say did it. now bob, the fact he got on another train is at the center of all this. >> correct. good morning to you, laura. the law firm representing nia wilson's family alleges that the suspect, john cowell, was a fare jumping transient. in other words, they believe on the day of the murder, he entered b.a.r.t. without paying. that b.a.r.t. should have recognized this and stopped him. that this crime, this murder, they say, was quote foreseeable and preventable. on sunday, this was july 22nd, cowell allegedly slashed the neck of 18-year-old nia wilson and stabbed her older sister as they along with a third sister boarded a b.a.r.t. train at the mcarthur station. cowell escapes. nia bled to death on the platform.

her sister survived. the lawsuit alleges cowell fare jumped on b.a.r.t. the next day. police arrested him after a tip from a rider. the lawsuit, which is yet to be filed but the firm says they are going to be filing, also alleges other criminals freely come and go on b.a.r.t. because of lack of security here at the turnstiles. b.a.r.t. did release a statement in response to the impending lawsuit. i'm quoting here, nothing is more important than the safety of our riders and employees. in the last several years, b.a.r.t. has launched a multi-prong approach to reduce erfare evision, including an inspection team as well as infrastructure changes to make it harder to bypass fare gates. b.a.r.t. notes there have been more than 4,000 surveillance cameras installed in the system that are in operation and increased police patrols have led to a 40% increase in arrests on the system last year. there will be a viewing of nia later today, and then a funeral

next saturday, they open the five-acre rooftop park with a celebration and they're going to hoist food trucks up to the top. happening today, the media gets its first look at the rooftop. the gleaming new transit center is supposed to start service on sunday, august 12th. >> listen up, south bay commuters. a big change could come your way especially if you take vta light rail. the agency is thinking about doing away with the express service on the alum rock line. officials say it will save money. they'll vote on the plan today. >> happening today, oakland mayor libby schaaf will officially file for re-election. it's happening this morning at 9:30 at city hall. at least six oertsz have announced they're running for mayor. if you haven't heard, for the 2020 census, the trump administration wants to ask people about their citizenship status. today, san francisco mayor london breed will hold a press conference urging people to

cool 64 in san francisco. temperatures in the 70s around oakland into palo alto. the weather looking pretty good, but things getting busier on your thursday morning commute. here's vianey. >> definitely, especially if your commute involves the east bay northbound or southbound 880. i want to show you an overall picture of the bay area. we still have slowing in the south bay due to the earlier crashes. let's get right to the two that popped up just a couple minutes ago. we the northbound 880, alvarado boulevard. this has two lanes closed causing heavy delays. this is backed up all the way through whipple, and now another accident along the southbound side of 880. you can see that's also starting to cause some heavy delays as well. right past that connector, so we're definitely expecting to see slower drive times. a quick check of that, noticing an increase from southbound 880. >> thank you. do you need another distraction on your way to work? >> hey, how about playing video games in your car? elon musk wants to make it

good thursday morning to you. pretty view, from concord looking out towards mt. diablo. temperatures in the 50s. upper 80s this afternoon. in less than five minutes, when 90s could make a comeback. >> the bay bridge toll plaza. metering lights have been on. i'll have an update on a couple crashes in the east bay coming up. i'm contessa brewer. wall street set to open lower this morning on renewed trade concerns. the trump administration plans to raise tariffs on chinese imports to 25%. the dow fell on those concerns. really offsetting strong gains in tech. apple closing at a record high. investors also digested the fed's latest decision. they didn't hike interest rates but they're calling the economy strong so likely the fed is on

course to raise rates in september. looking at the dow futures, off by more than 150 points this morning, yesterday, falling 80 points and the nasdaq rising 35. vizio is launching a free streaming service called watch free, including it on nearly all of its smart tv sets. you can browse more than 100 live and linear channels covering tv shows, movies, news, sports, concerts, viral videos, but you won't be able to pause or rewind the content. vizio says the service will have its own dedicated input on the tv so you can remove it if you don't like it. >> elon musk said tesla will add old school video games in a new update. he's hoping to include tempest, missile command, and pole position. the driving controls for pole position apaurbtsly will be linked to the actual steering wheel. musk made it clear it's only while the vehicle is stopped.

he's calling on video game developers to lend a hand on future updates. >> i don't remember ever playing pole position, but i'm pretty sure i would have been awesome at it if it included an actual steering wheel. >> and actual car, yes. >> you have to remember when it's a game and real life. >> good point. thank you. a lot of teslas pulled over on the side of the road playing games. now, speaking of, this announcement of video games came just hours after musk told the world his car company lost more money. it has $718 million less now than three month ago. there's serious concern about tesla's cash burn and how much money it has left. musk says tesla will be profitable permanently by the end of september. airbnb prices are going up in cupertino, redwood city, and sunnyvale because of a new tax. the cities and airbnb agreed on a 10% to 12% occupancy tax at reservation. that will go to city services.

that's going to wake you up this morning. take a jacket outside. napa county, it's august, and you have temperatures in the 40s. patchy low clouds around san francisco where you have misty clouds. san jose, 62 degrees. mild start. the warmest temperature this morning around san jose, sdoiv degrees. hazy skies in livermore. palo alto right now, patchy low clouds and 54 degrees. and there is the view across the golden gate bridge. you can see the bridge deck but not the towers, disappearing into the mist at 52 degrees. so air quality day, north bay, again, parts of the east bay might see some smoke pollution, but again, the worst of the air quality up around lake county and mendocino county and up towards sacramento, and how far by hour for temperatures, jacket temperature maybe through 8:00, but temperatures rebounding nicely into the 80s. 70 bayside. a bit of a cooldown as the sea breeze picked up and the temperature trending warmer again as we get into tomorrow and saturday. 82 in san jose. closer to 90 around morgan hill.

pittsburg also another warm spot today, but mostly 80s into the valleys today. 70s bayside around oakland into belmont and palo alto. cool 60 in half moon bay with drizzle. san francisco seeing numbers in the mid 60s, and north bay temperatures in the mid 80s. seven-day forecast. temperatures trending about the same range for san francisco. notice wednesday, though, that's one of the highlights of the saef-day forecast. temperatures climbing back into the mid 90s, and while the weekend will be cooler, wind speed will be picking up so the wildfires to the north, we're going to have to watch out for that as the winds shift and increase going into the weekend. now for another update on your morning commute, here's vianey. >> unfortunately, an increase in traffic collisions in the past 20 minutes. let's get right to some of the hot spots. overall look at the bay area, we're still tracking the issues in the south bay. i want to get to the one that's causing the most delays, but fortunately, i have a positive update. there was a crash, and this was

along northbound 880. there were two lanes blocked. happy to report chp has reported all lanes are now clear and now the one we're still seeing is the one along the southbound side, just near whipple road, still causing some delays there. also seeing a lot better conditions in the south bay in terms of where the earlier crash was along southbound 101. the lane was blocked but now i'm starting to notice slowing in both lanes. you know whenever there's any type of accident or police activity on the roads, people tend to slow down. be safe, don't be a looky loo. you could cause another accident yourself. east bay drive times have gotten better. along southbound 280, only looking at about 17 minutes. >> thank you. it's 6:19. up next, nbc bay area responds. i'm consumer investigator chris chmura. a loved one's death shouldn't trigger a dispute with your health insurance company, but it did for one east bay family. we took action. nbc bay area responds next.

from highway 85 is slowing down, now at about a 33-minute commute. just a few minutes ago, it was at 25. definitely take some extra time and head out the door now if this is part of your commute. >> we begin with breaking news right now. it is official. president trump has rolled back obama-era car fuel standards. instead of requiring automakers to steadily increase the average fuel efficiency of passenger vehicles through 2025 as previously planned, the trump administration will now freeze those levels after 2020. now, at the same time, the administration is right now confirming it will seek to strip california of our special authority to set our own fuel standards for automobiles. more than a dozen other states also follow our standards. california was allowed to set those standards to fight smog. >> we begin with the latest developments as well on the mendocino complex fire burning in lake and mendocino counties this morning. it's been another nerve-racking

day or it will be for firefighters and thousands of people evacuated right now. here's where things stand at this hour. so far, nearly 95,000 acres burned. 14 homes destroyed. the numbers could go up as firefighters struggle to gain the upper hand. today in the bay's anser is live in lakeport with some of the progress crews are making right now. still a long road ahead for the people who live there. >> yeah, good morning, laura. as we make it to the seventh day of the fire, cal fire reminding people this is still a very active, very large fire. this is the fire line right here, but across the driveway what you see is this house. it gives you a sense of how close the fire has gotten to some neighbors. i have been speaking to fire crews all week. they say the top priority has been to save as many homes as possible, but it hasn't been easy. fire crews are gaining ground on the mendocino complex fire. here's video of the crews

battling the blaze. it's two fires, the ranch fire ne near ukiah and the river fire. as we reported yesterday, the fires jumped the containment line and burned a few homes late wednesday night near lakeport where we are right now. i checked with cal fire this morning. weather once again the wild card. it's been hot during the day and changing wind directions, heat fueling the fire's massive growth. for people who live in the area, cal fire held a community meeting last night to help answer questions. congressman mike thompson and john garamendi were on hand. they spoke of getting federal funds to the area. though so many people are just lucky to be alive, the stress of the unknown, checking every day to see if their house has burned to the ground, is really starting to take its toll. >> i think it's the hardest on the older people who have to leave homes they have lived in for 30 or 40 years. they're worried the house is going to burn down. my sister and her husband, they

have been out of their home now about five to six days and finally saw a map where the fire hasn't come into their area, but they were convinced their home was gone. it's stressful as hell. >> the cal fire has asked for backup from fire departments across the country. we're told fire crews arrived here yesterday from florida. cal fire also says it will likely be well into next week before they have full containment on this fire. reporting live in lake county, today in the bay. >> so hard for the firefight out there. thank you. it's 6:33. there are four fires total burning around. the crews say they have stopped the western fire from spreading. it started yesterday along highway 101 two miles north of the sonoma county line near cloverdale. meanwhile, we have new numbers on the carr fire burning in shasta county. that's the bad one. they're all bad. this one devastating. 1,058 homes.

look at that number, have been destroyed. 120,000 acres have burned. the fire is 35% contained. now, you can track the carr fire and all of the fires burning in our state on nbcbayarea.com. just in to our newsroom, san jose police investigating after a body was found at the green waste recycling plant off charles avenue. police say a man was found dead there yesterday afternoon. so far, they're not saying if this is a homicide, but their wr working to learn how that man died. the los angeles trader joe's where an employee was caught in the cross fire of a police shootout last month will reopen today. you may recall the story. police arrived at the trader joe's in silver lake and opened fire on a man who had barricaded himself inside the store. an assistant manager walked outside the store and was killed by police gunfire. trader joe's released a statement saying moving forward is an important part of supporting the healing of the

community. >> more than a dozen mayors from contra costa county will meet today to discuss the opioid crisis. the highlight will be a prescription drug disposal ordinance which the mayors are expected to present. it's tonight in danville. >> 6:35. happening today, ferry leaders get an update on the soon to open richmond ferry terminal. the new $20 million terminal is supposed to start operations before the end of the year, also expected to boost the number of ferry commuters in and out of san francisco. because of that, an expansion is also under way at the downtown ferry terminal. >> easing traffic in one of the most congested areas of the bay area, we're talking about highway 101 off university avenue, palo alto. we may finally see relief. >> kris sanchez is live there now with the changes we'll see in the coming months. we love to hit those green lights, kris. >> right? you certainly don't want to get all of the red lights, but palo alto is going to use that to your advantage.

they're trying to time the lights through university to the dumbarton bridge and into east palo alto to make sure you can fly through smoothly without going into some of these residential areas. i wanted to show you the map of the areas we're talking about. this is university avenue between middlefield road and the dumbarton bridge. also on donahoe street in east palo alto. the idea is that if the lights are timed better, people will just move on through smoothly instead of stopping and going and creating pollution and congestion in the residential areas. the city estimates that this light timing or synchronization could cut the time that drivers spend in traffic by up to 40%. metropolitan transportation commission, the mtc agreed, and ponied up $81,000 in a grant. the city of palo alto will pitch in $15,000. city workers will do the work over the next few months and the silver lining is it's a software thing, not a construction thing. so you won't see any disruption while this is under way.

i have been asking folks what you think, whether or not this could work to ease traffic congestion on my twitter page, and also on my facebook page. so far, it seems like people think it might work. personally, i live in san jose. i would love to see this tried on north first street where our studios are, because certainly, i spend a lot of time, light after light, and the clock does not stop for anybody. >> you hit a trigger point with me. the middle of the night, and it's a red light and i'm the only guy because i get here, what, 3:30 in the morning. nothing. i never cheat. never cheat. >> never? >> never. thanks, kris. >> you don't look to see if anybody's around? like vianey. >> unfortunately, seeing a lot of red on my traffic map. now we're seeing red speed sensors. that means major slowing. look at my map. we were all good just a minute ago, and now we're definitely seeing a lot of slowing.

let's get right to some of the most troubled spots. the first being the south bay. this is along southbound 101 at trimble road. a lane does remain blocked. you can see the heavy delaines in that area. we're also seeing two crashes along 680 before vargas road. a lane does remain blocked. jump off and take surface streets just behind that. this one just popped up on my traffic map. this one is brand-new, so i haven't seen delays picked up on my speed sensor, but the one that seems to be getting worse is along southbound 880 at industrial parkway. a lane does remain blocked. you can see just how heavy the delays are. that's exactly what the east bay drive times are showing. southbound 880 from 238 to highway 34, you're looking at 22 minutes. that's only expected to get worse. doesn't look like they're going to clear that out soon. a live look at the bay bridge toll plaza. metering lights have been on now for about an hour. get out the door now. getting busy out there. >> good advice. >> there you go.

weekend right around the corner. >> ready for that. >> finally, right? >> exactly. >> weather actually cooling down a little bit today. a taste of it with the misty skies and low clouds around san francisco. now as we get into the weekend, temperatures will rebound some if you're heading up into napa, upper 80s on saturday. santa cruz, a nice place to visit any time of year. we should see the sunniest conditions on the coast there, the drive down highway 17, low 70s for the weekend. as we head to lake tay hoe, temperatures in the 80s and cooling down into the 70s as we get through saturday and sunday with areas of smoke. that's the issue they'll be watching closely this morning. that's a pretty view. concord, you can see mt. diablo at 58 degrees. no fog there, but look at san jose, seeing low clouds. palo alto also seeing low clouds and 54. and more than just low clouds, misty skies in the san francisco currently 52 degrees. the all-day sea breeze keeping daytime temperatures in san

at 6:43, a live view of palo alto. hazy skies to start off the morning and temperatures climbing into the upper 70s. when 90s will be making a comeback and a closer look at the air quality coming up in less than five minutes. >> two crashes in the east bay are not making things easier for commuters. we have a slowdown along southbound 880 and the northbound side from 238. you're looking at 22 minutes as they work to clear out the crashes. i'll have an update on the rest of the bay coming up. 6:44. tsa seems to think smaller airports are safe and there's no need for security checkpoints. the agency is considering eliminating the checkpoints at 150 airports to save money. now, tsa did not say which airports but it said it would affect about 10,000 passengers daily. the idea is those passengers will eventually be screened at

bigger airports when they arrive for cething flights. now, some security experts say that move would be dangerous. new developments in the search for an iowa woman who vanished more than a week ago. more than 300 people gathered in waterloo last night to help in the search for mollie tibbetts, the university of iowa student who grew up in oakland. now there's new hope in finding her alive. there was a possible spotting of her in a truck stop in missouri, but we spoke to her mother on the phone last night and she said she hasn't heard anything from police about that possible sighting. she hoped people continue searching despite the report. mollie was last seen on her nightly run through brooklyn, iowa. the last thing she did was send a snapchat of herself to her boyfriend. her friends say they're keeping faith they'll find her alive. >> i try not to speculate on it too much because the only thing that comes into your head

whenever you're not investigating, don't have all the facts, is something bad happened. i personally don't want to believe that. >> the tibbetts family is getting donations for a reward fund for information leading to her safe return home. a reward amount will be announced later today in iowa. happening today, doctors without borders comes to the east bay to recruit. they will be at neighborly poet's corner on san pablo avenue in berkeley tonight at 7:00. the nonprofit looking for doctors but they're also looking for non-medical folks like administrators and hr professionals and financial experts. we spoke to a berkeley nurse who just returned from helping refugees in bangladesh. they're muslims fleeing violence at the hands of the myanmar army. >> i love the opportunity to be there at people's most vulnerable times when they're suffering. to be able to help somebody when

events, to match the exhibits. >> there you go. sprinkle pools. amazing. >> well, weather is good today. >> indoors. keeping the candy cool if you're in the valley. but inland today, you're probably noticing patchy low clouds to start things off at 6:48. let's show you, there's a nice view of mt. diablo as you see it from walnut creek, looking out towards concord this morning. 58 degrees. low clouds for you there. you'll notice to the south into livermore, hazy skies and 55 degrees. san jose, low 60s. patches of low clouds that moved into the santa clara valley this morning, and more than just low clouds but misting skies around san francisco and the coast this morning at 52 degrees. and as the skies clear, we're still going to have haze in the air likely from some smoke pollution dropping from north to south out of those larger north bay fires up towards lake county and mendocino county. motred levels, bay and coast.

east bay, somewhat better air quality in the south bay. highs today in the 80s, closer to san jose, south of downtown, upper 80s still possible. hottest temperatures today down towards san martin and gilroy, toward the tri-valley, numbers in the mid to upper 80s. could see numbers close to 90 in antioch and pittsburg. cooler as you head to martinez with 80s. 70s, oakland to fremont. peninsula, temperatures comfortably in the 70s. winds will pick up from 3:00, from 15 to 25 miles per hour. there's another cool day for san francisco. in the 60s. north bay temperatures in the mid 80s. seven-day forecast shows not a lot of change around san francisco. biggest change might come middle of next week, as high pressure builds back more strongly. there you see the temperatures around the inland locations. a bit cooler towards saturday and things will heat up next wednesday. it's possible we could see a comeback to 90s to near 100 degrees. something we don't want to see

so let's push it off. >> let's leave that there. what i wish i could say is that the roads are clear, but they're not. we're starting to see a lot of problem areas in the bay area. let's get to some of the trouble spots. you can see, i'm going to try to tackle all of those spots in case you're driving through the south bay, east bay, and tri-valley. a crash along southbound 101 at trimble road. a lane does remain blocked. it's causing slowing on the northbound and southbound side. they're working to clear that out. i'm sure it will be cleared out quickly because it's been on there now close to an hour. i do have good news for folks driving along northbound 680 before vargas road. there was a lane blocked. they have cleared that out. we had an accident pop up just behind it. that hasn't caused much delay. but if you're driving through the east, the east bay rather slow along the southbound side of 880 along sdrindustrial park. the reason is an earlier crash seems to still be causing delays

standards. instead of requiring automakers to steadily increase the average fuel efficiency of passenger vehicles through 2025, as previously planned, the trump administration will now freeze those levels after 2020. at the same time, the administration is confirming it will seek to strip california of our special authority to set our own fuel economy levels for vehicles. more than a dozen other states follow those standards as well. california was allowed to create those standards to fight smog. other top stories now. the family of nia wilson wants to hold b.a.r.t. accountable for the high-profile random attack of the woman authorities say was stabbed by a transient. b.a.r.t. police last month arrested john cowell shortly after. investigators say he stabbed nia wilson violently in the neck. attorneys representing her family will file a claim arguing cowell was a fare jumper. they believe bartz should have preventing or even stopped him from getting on the train he was

people about their citizenship status. well, today, san francisco mayor london breed will hold a press conference urging people to speak out against that idea. many california leaders oppose the question which was dropped from the survey in 1950. the fear is people will not participate in the census which could lead to a massive undercount in california. that could lead to less representation in congress. >> 6:57. we're live along university avenue in palo alto this morning. good news for drivers who use that busy road. the city is going to synchronize signal lights to move traffic faster. this will be between middlefield road and the dumbarton bridge. if you thak this road in the afternoon commute, you know it's a parking lot and the lights have a lot to do with it. the city estimates the new plan will cut time spent in traffic by a whopping 40%. the lights should be up and running in a couple weeks. >> happening tonight, for football fans, the wait is over. the nfl's season kicks off with a hall of fame game.
