2018. >> announcer: from nbc news, this is "today" with savannah guthrie and hoda kotb live from studio 1a in rockefeller plaza. and welcome to "today." thank you for joining us on this tuesday morning. we have a lot going on this morning. >> we do. good morning, everybody. let's get to the breaking news. it's out of london this morning. a driver ramming his car into pedestrians and cyclists before crashing into a barricade. happened right outside london's parliament building. >> officials are treating it as a terrorist incident calling it a deliberate act. we've got nbc's chief global correspondent bill neely at the scene. what's the latest? >> reporter: good morning, hoda. good morning, savannah. from westminster, the heart of britain's democracy, it is in lockdown this morning. the scene of what police describe as a terror attack. a man in his late 20s driving
7:03 am
his car deliberately at commuters. an incident similar to one here last year. outside britain's parliament here suddenly crosses a pedestrian zone. it crashes into a security barrier. armed officers surround the car. the man has driven it at speed into commuters. he's led away in handcuffs. nearby, an injured cyclist is on the ground. another recovering beside him. this cyclist, part of the group. >> a car suddenly sped around the corner about ten meters away and barrelled through, you know, a group of about five cyclists. one lady kind of thrown up onto the bonnet. he then proceeded to carry on. >> reporter: the cyclist then ran on after the driver. you ran after him? >> yeah, thinking he's an errant car driver. >> reporter: eyewitnesses say the man in his late 20s was driving the car deliberately fast. >> he was going maybe 40 to 50
7:04 am
miles per hour. maybe more. and he'd driven into right outside house of parliament. in my opinion, it was deliberate. there was no other -- he didn't swerve into it. it was a direct hit. >> reporter: the attack happened at the heart of britain's political life next to the houses of parliament. >> given that this appears to be a deliberate act, the method, and this being an iconic site, we are treating it as a terrorist incident. >> reporter: another eyewitness says the car swerved close to the railings, a deliberate act. within minutes dozens of police officers were at the scene. their concern that the car might be loaded with a bomb. two people were treated for injuries at the scene. dozens more were involved. many diving to the ground. the incident happened just yards from last year's deadly attack here. four people were killed when a man drove a car at high speed
7:05 am
onto the sidewalk. khalid masood then jumped out, ran to parliament grounds where he stabbed and killed a police officer. he was then shot and killed. parliament is surrounded by steel and concrete barriers. the police are now convinced this was a terror attack. well, no one else was in the car. no weapons were recovered from the car. police say the man is not cooperating with detectives. they're obviously probing his background, what was his motivation, were there accomplices. other people may have known he was about to carry out this attack. guys, from westminster, back to you. >> all right. bill neely -- al's forecast is straight ahead.
7:06 am
but first kristen dahlgren is in little falls, new jersey, with the latest from there. >> reporter: good morning. this road is back open this morning. but take a look back there at the mess this has left behind. some people lost everything. they've simply put it all out on the street to be collected. and this may not be over. millions now bracing for what could be another day of dangerous weather. mother nature unleashing her fury. >> it was a long stretch of time that a really heavy rain just pounded the area. >> reporter: relentless rain and dangerous flash flooding. soaking the northeast. >> monsoon. it didn't stop. >> reporter: rushing waters threatening drivers in several states. people and pets pulled to safety as cities and towns grapple with brutal conditions. in pennsylvania's lehigh valley, a scary situation. a hundred rafters on a field trip including many children went missing. rescue crews moved in quickly
7:07 am
pulling doesens of the rafters to safety from the fast-moving water. authorities say all of them have now been accounted for. in phoenixville, crews rescued a boy clinging to a tree in a raging creek. in pittsburgh, a man is in critical condition after he was struck by lightning while playing soccer. officials in brick township, new jersey, declaring a state of emergency. and in little falls, the state's governor phil murphy getting a first hand look at the heavy storm damage. >> i promise you we're going to work together to try to find every available resource we can. >> reporter: a region waking up with heart breaking loss. >> everything is gone. >> reporter: while bracing for even more. so the skies are clear here for now, but more rain could be on the way later on today. some roads across new jersey and pennsylvania are still flooded
7:08 am
this morning, still remain closed. guys, we are already getting reports of some motorists being stranded. >> kristen, thank you so much. >> let's see what al has to say about this wet weather. good morning. >> hey, guys. good morning. wish we had better news. here's what's been going on. northeast, four straight days of heavy rain and flooding. the southern plains, more of the same. three straight days. normally we'd have the jet stream move storms across the country. however, it stuck up to the north. this week's storms are literally cut off from the jet stream. that's why they're called cutoff lows. so we have hurricane watches. i should say flood watches and warnings. as these systems spin around this system. it's a slow mover, slowly trying to get out of the northeast and new england. another day of heavy rainfall. the storm will finally exit here in the northeast in new england later on tonight. it's not going to take a lot of rain to cause more flash flooding. heavy thunderstorms will cause these downpours.
7:09 am
not much rain needed for these. we've got a risk of rain and flooding. locally heavy rain, upwards of one inch per hour. especially central new york and central pennsylvania. those are the areas to really watch. >> all right. thanks so much. also this morning, the heated back and forth between president trump and omarosa is getting nastier. the two trading new allegations and insults on the heels of her headline-making interview right here on "today." kristen welker has the latest on this. good morning. >> reporter: hoda, good morning. the feud between the president and his former apprentice has reached a fever pitch this morning with mr. trump now comparing omarosa to an animal. when you give a low life a break and give her a job at the white house, i guess it just didn't work out. good work by general kelly for quickly firing that dog. another day, another tape. this morning, omarosa newman
7:10 am
releasing a recording from 2016. on the tape not verified by nbc news, lynn path ton, katrina pearson, and jason miller are talking about how they would deal with the fallout over a possible recording of mr. trump saying the "n" word. >> i'm trying to find out at least what context it was used in to help us maybe try to figure out a way to spin it. >> i said, well, sir, can you think of any time this might have happened. he said no. >> well, that's not true. >> he goes, how do you think i should handle it. i said i told him what you just said. it depends on which scenario you're talking about. and he said well why don't you put it to bed. >> he said it. no, he said it. he's embarrassed. >> omarosa first alluding to that conversation monday morning on "today." >> in fact, there was a conference call among campaign workers where we talked about
7:11 am
the possibility of him saying it and his own spokesperson said i have heard from a credible source that, yes, he said it. >> reporter: but before it was released this morning, pearson went on fox news monday night to deny that call ever happened. >> no, ed. that did not happen. it sounds like she's writing a script for a movie. >> reporter: it comes as president trump is ignoring tough questions about a tough tape. >> have you ever used the "n" word? >> reporter: but taking to twitter about that she heard a tape from "the apprentice" using the "n" word. he said the show's creator called to say there are no tapes of the apprentice where i used such a terrible and disgusting word. i don't have that word in my vocabulary and never had. she made it up. in a new interview with chris matthews, she provided new details about the alleged tape.
7:12 am
>> when you listen to the parts you heard, how many times did you hear mr. trump, your former boss, how many times did you hear him use the "n" word? >> multiple times. what's upsetting is it was about someone who was on the cast with me. about kwame jackson. >> reporter: jackson is a businessman. he declined to comment saying taking a hard pass on all things omarosa. she also said there are more recorded tapes. >> i have plenty. >> reporter: even leaving a door open to the special counsel. >> anything mueller would like to see? >> if his office calls again, anything they want, i'll share. >> and kristen, one other thing the president has been tweeting a lot about omarosa. one thing he said was she was violating the terms of a nondisclosure agreement basically an agreement not to say bad things about the president. what do you know about that? >> reporter: well, that's right.
7:13 am
take a look at that tweet. this came out on monday. he wrote, wacky omarosa already has a fully signed nondisclosure agreement. but in an interview on pbs news, she disputed that saying she did sign one in 2003 for "the apprentice" and again for the campaign, but she insists she never signed one when she was at the white house. still, it's significant because white house officials have just refused to confirm reports that aides here are forced to sign nondisclosure agreements which by all accounts are unenforceable for government employees. as for the tweet the president said burnett called him overnight, they didn't respond to comment. the fbi agent who was removed from the russia investigation over his anti-trump text messages has now been fired. the fbi began reviewing the employment of peter strzok after those politically charged texts
7:14 am
were discovered last year. he said his private views never affected his work. president trump responded to the firing on monday tweeting, finally based on the fact that strzok was in charge of the witch hunt, will it be dropped. he said he's saddened by the firing. changes in security are being made where a ground crew member pulled off a plane heist. we're also learning more about him this morning. hans nichols joins us with more on this story. good morning. >> reporter: good morning. it is still not clear if richard russell had formal flight training. but during the joyride he said he'd played video game simulators. we did know he was able to get a complicated aircraft off the ground before being stopped. when richard russell pulled a horizon aircraft, it wasn't obvious he was breaking protocol.
7:15 am
he had a so-called blue badge giving him one of the highest security clearances. >> he was able to then take a taxiway that was on the north end of the airport, go across that in a short period, get on our center runway and head south and out. >> reporter: on friday, russell took control of a q-400 turbo prop. by the time air traffic control spotted him, it was too late. >> aircraft on charlie lining up one way 1-6 center. >> reporter: seven minutes later, he responded. >> i'm a grounds service agent. i don't know what that is. >> reporter: once airborne, the 29-year-old ran into trouble. >> man, shoot. i'm sorry about this. i feel like one of my engines are going out or something. >> reporter: still he managed to pull off some stunts. >> i'm going to do this barrel roll quick. >> reporter: russell had had experience inside the plane, according to to someone.
7:16 am
>> he would be in the pilot seat. we would do a security search and look inside the cockpit. >> reporter: his friend said russell was passionate about flying and wanted to become a pilot one day. >> even a few months ago the last time i did talk to him, you know, he was interested in it. >> reporter: the flight ending in a fiery crash that killed russell, but miraculously no one else was hurt. the wreckage hauled off late monday as sea-tac implements enhanced security in cargo areas. as soon as he heard his friend's voice he knew it was him adding he never thought russell would do something like this. calling him a happy and thoughtful colleague. meanwhile, authorities are looking at the footage of the cargo area to piece together his initial moves. back to you. >> all right. thank you. and now to a surprise development overnight tied to the raid on the mexico compound where children were being taught
7:17 am
how to carry out school shootings and being starved. the five suspected who were arrested could soon be out of jail. gadi schwartz has those details this morning. what's this all about? >> reporter: good morning, savannah. pretty hard to believe considering how serious these allegations are. these suspects are expected to be bonding out of jail at any moment. not only are they bonding out, they're bonding out with a signature bond meaning they just sign out with their name and not pay any money. a shocking decision in a new mexico courtroom. >> i'm going to deny that the petition for pre-trial detention pending trial. >> reporter: a judge decided five adults accused of abusing children in this compound will be released in jail and placed on house arrest. the hearing held to determine whether the defendants were a threat after prosecutors allege the children were starving and may have been trained to carry out deadly school shootings. but in court, those allegations of abuse were not the state's
7:18 am
main focus. according to fbi testimony, the suspects believed god was speaking to them and that a 3-year-old child named abdul needed an exorcism to rid him of demons. also in testimony, children on the compound total authorities abdul died in february during a religious ritual performed by the boy's father. >> the victim would begin to choke and have white foam or slime come from his mouth and pass out. >> he passed away. >> he died. his heart stopped. >> reporter: a body found six months later. the children were told he would be resurrected as jesus and give them a plan of attack. >> he would tell them a list to go after. >> reporter: deputies say nine guns were found scattered on the property. one of the children telling the fbi he was armed when they raided the compound. but defense lawyers say the guns were lawfully owned.
7:19 am
>> my son's 13 and i've taught him and his sister how to use guns. and nobody's looking at me. i have the same guns these people have. and nobody's looking at me as a terrorist. >> reporter: the judge determining the state did not prove the suspects posed enough of a threat. >> the state alleges there was a big plan afoot, but the state hasn't shown to my satisfaction by clear and convincing evidence what, in fact, that plan was. >> wow. so gadi, there were children who were also recovered from there. what happens to those kids? >> reporter: yeah, hoda. the state of new mexico is asking to maintain custody of those children. those children are in foster homes and there's going to be a hearing on that a little bit later this week. as for the conditions of release, the judge is allowing supervised visitation between the parents and the children as long as those children and those parents don't discuss this case. back to you. >> keep us posted. thank you. we head back to al. big day for you because so much is happening in the weather. >> that's right. and where it's not raining,
