front drops in. we'll talk about how cool it gets and for how long. mike, you're starting us off in san rafael. >> i am, there was a report and flashing lights southbound 101 about freitas parkway. something was in the two middle lanes, i'll say it was some sort of debris. i saw flashing lights andedike tad bit. it's moving smoothly now over the last few minutes. we marked it out on the map here but the speed sensors are green down to the golden gate bridge approaching the bay bridge, contra costa county, the maze north and west, out of oakland smooth as well and light volumes for the south bay and peninsula. no problems. typical slowing out of the altamont. back to you. happening today, politicians, activists and hollywood stars converging on san francisco for a highly anticipated meeting, the global climate action summit hosted by governor brown, it officially starts later this morning. yesterday environmental activist

and former vice president al gore helped kick things off at an event in ft. mason. the goal is to prevent an environmental crisis. we'll have a live report on what to expect today all coming up in about 30 minutes. we continue to monitor hurricane florence on the east coast, expected to make landfall late tomorrow night. the last-minute preparations continue right now from virginia through the carolina coast. meantime president trump says washington is ready but a government report is questioning his track record. here is "today in the bay's" tracie potts with more. >> so i've spoken with -- >> reporter: president trump says washington is ready to help with what's expect toed to be massive damage and power outages from hurricane florence. >> we're totally prepared. we're ready. we're as ready as anybody's ever been. >> reporter: he's declared states of emergency from south carolina to washington, with more than 1 million people already evacuated, the federal emergency management agency is staging critical supplies now.

mindful of what happened last year, hurricane maria, a new estimate shows nearly 3,000 people died in puerto rico. >> puerto rico was an incredible unsung success. >> if he thinks the death of 3,000 people is a success, he really doesn't know what this was all about. >> reporter: a report from the government accountability office shows fema was short staffed for maria. they didn't have enough people. that delayed the response, plus the report found more than half weren't qualified for their job. >> there's a lot of lessons we learned from 2017 and we are at the ready. >reporter: ready for a life-threatening storm barrelling toward the eastern shore. and back here on capitol hill, recovery turns political with some republicans expected to insist on budget cuts to compensate for the cost of that cleanup. tracie potts, nbc news, washington. at 4:33, happening today,

the man charged in a crash that killed a chp officer is due in court. we could get updates on the case. the suspect is set to be arraigned. back in august, investigators say the truck, driven by sean matthew walker struck and killed officer kirk grease and another man both on the shoulder for a traffic stop this is on i-08 in fairfield. both the chp and the d.a. say he was speeding and distracted by his phone. a jury in san mateo county convicted a man for investigators still believe there may be more victims. he molested a 7-year-old relative at his millbrae home about a decade ago. other female relatives have also come forward but their cases fall outside of the statute of limitations. san mateo county sheriffs deputies are asking anyone whose children may have been in contact with lavaki to call. he has been living in utah when authorities arrested him.

the sentencing is scheduled for december where he faces up to eight years in prison. the prestigious law school at uc berkeley may soon have a new name after more than 100 years. committee of students, faculty and staff recommending the stool's name, bolt hall, be eliminated. elizabeth bolt gave uc berkeley $100,000 to build the law school in memory of her late husband, john henry bolt, of a prominent attorney who critics say wanted to exclude chinese immigrants because he believed them to be morally and intellectually inferior. the law school's dean will make a recommendation on that issue in november. a potential strike by bay area hotel workers may soon impact travelers from across the country. marriott workers in about a dozen u.s. cities including san francisco and san jose are holding strike votes this week, due to a long running contract dispute. "san jose union" says workers plan to vote today. protesters also an hawaii have

the markets did reverse early losses yesterday, as it continued rebounding tech stocks offset lingering concerns about trade. the watch list on producer price inflation the dow rising nearly 114 points to 25,971, the nasdaq closed up 48 to 7972. apple is holding its annual event this afternoon where it's expected to unveil several new iphones. most of the buzz swirling around a rumored phone with a 6 1/2 inch oled screen that offers a display with no back lights so black is truly black instead of dark. other items apple watch, air pods and air power wireless charging mat. amazon is branching out. the associated press reports the company will sell live full-sized christmas trees in november.

headed into the upper 60s at 11:00. you will notice more clouds today and check out the seven-day forecast up at the bottom of the screen. as we look at our high temperatures for today, santa rosa, napa, martinez hitting 78 degrees, much cooler than yesterday. 79 in livermore, san jose and morgan hill. 76 in palo alto and san francisco today up to 65 degrees. so as you're getting dressed, grab a jacket or you'll be comfortable with light long sleeves today but whatever you wear, you do need a lot more layers than we've had recently. as we head over toward the pacific, we're looking at tropical storm olivia. i've been watching this all week long, because this will cut right through the hawaiian islands, just going just north of the big lan over the next few day, s, as it weakens so bringing in a lot of rain as we speak. we talk about a lot of rain for hurricane florence expected to make landfall between late thursday night into early friday and this one unfortunately could make landfall along theoastas a

hurricane, and then linger for a while, dumping lots of rain, so this is going to be a big problem for our friends in the southeast. as we bring it back home, look at our inland forecast, highs reach into the upper 70s for today, and it's going to be really nice, breezy, but more clouds moving in, especially for the evening, and look at the rest of the forecast, really doesn't get too much warmer, and it continues on in the low 80s, as we look at san francisco, low to mid-60s all throughout the forecast, and mike, now you have a crash in the trivalue why va? >> i do. we see peninsula side blips for speed sensors. overnight crews may be moving through the area and no full closures for 280. looking over here 680 southbound at 84 a crash just reported a couple minutes ago, possibly blocking the fast lane. it may be clear by the time chp

gets there. they'll let me know and then i'll let you know. over here a tree fell down affecting redwood road at pine hurst. it's very motor for most drivers but there may be traffic control. crews there are getting to work trying to clear that tree and i think they have to cut it apart before they can clear. shebow or skyline boulevard and highway 13 are easily accessible and not affected by this. keep in mind in the irma area there. look over here on the freeways, the maze getting toward the bay bridge an easy flow. you're at speed throughout. the bay bridge toll plaza not any cash lanes backing up demean problem for fast track. nice ride on the transit agencies with no delays reported there and a quick look at the san mateo bridge shows you a good steady volume in both directions, the tail lights are going to the peninsula side. back you. about 200,000 california drivers are about to get kicked out of the carpool lane. the dmv says on january 1st the stickers that allow them to drive their electric or hybrid vehicles in the diamond lanes

will expire. that decision is also leading to confusion about exactly who is actually going to lose those treasured stickers and who doesn't. >> they're pretty coveted. "today in the bay's" marianne favro sorts out the confusion. >> reporter: if you have a green or white sticker because your vehicle has low or zero emissions you get to drive solo in the carpool lane. come january 1st, that's going to change for more than 230,000 drivers statewide, because a new law means all those stickers will expire. that's where the confusion starts, because anyone who got their stickers before 2017 willr good, but if you didn't get your sticker until after can reapply for four more years of carpool driving. it's disappointing news for ruby lynn of san jose, who won't be adding to the diamond lane in her commute. >> yeah, i don't think that is

very fair that now that we're unable to get that anymore. >> reporter: the law was passed because too many cars, including diamond lane cheaters, were clogging up the carpool lanes. transform, the transportation advocacy group, supports the change. >> and so by unclogging the carpool lanes, we're going to really start to attract people back to transit and still allow incentive for people buying new hicles that are electric to be able to get a fast ride for leastoue among the lucky drivers who got your white or green sticker 2018, you need to apply for a new red carpool lanes as possible in coyear's day. >> there are also new financial
