good morning and thank you a live look outside at san francisco, just a beautiful shot of the golden gate bridge there, a few cars moving along. thank you for starting your morning right here with us. i'm marcus washington. >> and i'm laura garcia. let's look at the forecast, we were plotting it earlier. >> looked pretty good, nice and cool. we're excited especially in the valleys for some cooler weather, that's what we'll have today. check out dublin as you get ready to head out, all clear skies and we'll start to see some clouds moving in, as we look at our temperature trend for walnut creek reaching into the mid-70s today but notice the icons, we won't see as much sun today. i'll talk all about that, and also a look ahead to the weekend coming up and mike, you have an update on a crash in sunol. >> i do. overall the bay looks great for speed sensors. sunol i said southbound 680 but it's actually northbound. i got the update from chp, they

said it's northbound and a sensor change at highway 84. crash involved with a cement truck and there's debris in the roadway. there may be some dirt and gravel in the area as well, so just keep that in mind. there's a little slowing headed north out of fremont and in toward sunol and pleasanton. we'll track that. the rest of cocoa county moves smoothly toward the bay bridge, the maze, no delays there. good stuff as we look at the toll plaza itself, minor backup for one of those cash lanes. back to you. >> thanks, mike. it is 5:01. the much anticipated global climate action summit begins in san francisco. >> it's chaired by governor jerry brown and politicians and celebrities from around the world will be attending. "today in the bay" pete suratos is live at the mosconi center. most of the event will be held there. what should we expect from the summit? >> reporter: good morning to you, marcus and laura. behind me they have the setup going for the global climate action summit.

it's more than just a discussion about climate change. you're going to have thousands of leaders from around the world as well as here domestically talking about taking action when it comes to climate change, really at a time when the united states is sort of at a crossroads when it comes to the issue of the u.s. withdrawing from the paris accord about a year ago. the trump calling it a burden on the economy at the time. that was a committed by 195 countries to gradually reduce emissions that cause climate change but as a result of that decision we've seen plenty of action not only around the world but right here in the united states, most recently a couple of days ago california governor jerry brown signing a law promising 100% clean energy in california by 2045, a pretty lofty goal by the governor, and then also in china, their goal another one lofty goal 5 million electric cars by 2020. just yesterday, there have been a number of events prior to the summit, at a governor's lunch with a universal call by a

number of countries to protect indigenous lands. our crews spoke with a former trump energy official who resigned due to his disagreements with president donald trump, when it comes to energy issues, about the actions being taken that we see as of late. here's what he had to say. >> this is about cities, states, cantons, provinces, companies demonstrating what they're doing and we've seen announcement after aunnoment and the media isn't officially ev ll ll lly - isn't officially opened yet. >> reporter: you can see several speakers, i pulled out some of the big names, john kerry, former secretary of state, house democratic leader nancy pelosi will also be speaking, as well as former vice president al gore, who has been very outspoken on this issue of climate change. so you got a busy day of events over the next few days to discuss climate change with the summit wrapping up on friday. we're live here in san francisco, pete suratos for

"today in the bay." >> bay area in the backdrop, great event. thank you, pete. it is 5:03, now to coverage of hurricane florence, showing thaw monster storm still in the atlantic but it is growing stronger. last-minute preparations continue right now from virginia through the carolina coast. states of emergency have been declared in the places that you actually see highlighted there in red. >> there are mass evacuations and a live look now from the coast of north carolina. this is wrightsville beach one of the potential strike zones. nbc's jay gray is on the ground there with our report this morning. >> reporter: time is running out along the south atlantic coast. >> this storm is a monster. >> reporter: florence, right now a powerful category 4 hurricane, gathering momentum and growing. >> the waves and the wind, this storm may bring, is nothing like you've ever seen. even if you've ridden out storms before, this one is different.

don't bet your life on riding out a monster. >> reporter: evacuations started tuesday and will continue today. more than 1 million from virginia through the carolinas. gathering sandbags, boarding up, packing up, and pulling out, many worried about what they may find when they come back. >> just hope that everything is still standing and is not too much damage, but again, this is a very significant storm. >> reporter: still, lorraine and mark taylor, along with some of their neighbors say they'll ride it out. >> i've been through a lot of storms and we feel like this is our home. >> reporter: a home, like so many in the strike zone, in the path of what forecasters are calling a catastrophic storm, now closing in. jay gray, nbc news, wrightsville beach, north carolina. >> nbc's lester holt is in north carolina as well covering that storm. this is a picture he posted late last night. help is on the way from the bay area. we told you that yesterday morning. some folks are also coming here. this is to avoid the storm. we ran into a group from charlotte there last night at san jose airport. >> charlotte, it's supposed to hit thursday/friday, trying to get out thereof. it's pretty bad. >> we had the thousand-year flood two or three years ago so there's a lot of damage that no one's recovered from, so definitely the coastline of north and south carolina are definitely vulnerable right now. >> no flight cancellations in the bay area just yet but many airlines are waiving changing fees and asking passengers to consider rebooking. >> it is 5:06. happening today, we could get an update on a high-profile case out of san francisco. headless handles corpse find unside a fish tank. man charged in connection to the case but not charged with murder is due back in a dublin

courtroom. this is his last court date. police say he was using a missing man's debit card. neighbors say the body belonged to brian egg who hasn't been seen for months. authorities have not officially identified that body, but it was his apartment. last night, family and friends shared memories calling him an art collector who gave his finds to friends. >> he would find treasures and two of my best chairs came from brian. >> this of course has been extremely difficult, confusing and sad time for our family. >> yesterday would have been egg's 66th birthday. it is 5:07 right now. the a's take another small step toward the post season. keep your fingers crossed though. >> at this point it would be a major surprise if they don't make the playoffs. the a's are in baltimore just starting their final east coast road trip, although they would love to return east for the playoffs last night, top of the third inning, chris davis

ignited a three-run inning and held on for a 3-2 lead. the green/gold got bad news. pitcher sean manaya needs shoulder surgery and could miss all of next season. meanwhile on the other side of the bay for the giants -- >> oh, not so good. >> we're going to have some cool weather out there at the game today. first pitch at 12:45. only 60 degrees. we'll have more clouds, give you a little bit of some shade as you're out there in the middle of the stadium and our temperatures today only reaching the low 60s. if you want to go out hiking in the east bay today, some of those trails are going to be so nice, but get out there early. it's going to be clear and cool. we'll see some of the clouds moving in, but after that, going through the afternoon, the winds will be picking up and we may have some gusts in the hills at about 25 to 35 miles per hour with those temperatures only reaching into the low 70s. here is a look at all of our microclimates and high temperature for today.

much cooler than yesterday. only reaching into the low 80s in concord and antioch with some mostly 70s for the inland valleys and some upper 50s and low 60s for the coast. mike, you have a new crash in san francisco? >> we do, it concerns me because it will affect folks coming off of the golden gate, actually off the bay bridge. the golden gate bridge looks fine. the bay bridge mild backup just a few folks waiting for cash lanes on the oakland side. over here as you get off of the bridge you see a little slowing off the skyway and more slowing toward cesar chavez. this crash is back here before the slowing occurs. i'll track this and let you know as chp arrives and gives us an update but there is a crash reported in the area, possibly sticking out into one lane. we know this is a problem, we've seen that grow a bit slowing north 680 at 84, the crash blocks one lane, counter commute and there is the rest of the bait, guys, back to you. >> thanks a lot. coming up next, the must see viral video of the week, how this tiny rat caused sheer panic at a condo in d.c.

mike traffic tease good wednesday morning. it is 5:12. clear and cool start this morning. live look outside in san jose, as we check out our temperatures in sunny veivale. headed into the low 70s today and normal is 81 degrees so we'll be much cooler but more clouds, too. we'll talk about what's going on in the forecast and a look ahead

to the weekend coming up in about five minutes. what's going on here? slowing northbound 680 at highway 84. it turns out there is a crash and a big truck involved. we'll talk about the damage update we get and the slowing that we see as it develops. a very good tuesday morning to you. no, wednesday, right? the market is moving higher as oil prices move higher. san jose's largest employer cisco warning president trump's tariff also hurt business. apple has its big debut today. apple stock tends to move lower during and after the company's announcement so we'll talk more about that in a second. first let's talk about neo, a chinese company that builds electric cars like this one. they employ about 50 people in san jose. they have this car and they have an suv. the company held its initial public offering last night. the stock will debut on the new york stock exchange this

morning. kind of a disappointing ipo, the company did not raise as much fun as they hoped. apple has its event 10:00 a.m. cupertino, new iphones, updated set of ear buds and updates to the apple watch. apple making some amazing products but we're now entering our 11th year of the updates on the phone and the debut lacks kind of the pizazz of announcements of old, even as apple makes more and more money. this is live pictures outside the steve jobs theater on the new spaceship campus. the company now worth more than $1 trillion. really long-term what's way more important than a new gold iphone is listening to how tim cook addresses two issues, if he addresses them at all -- the fight that's brewing with the white house over tariffs and the overall mistrust that washington has for silicon valley. watch for cook to subtly distance apple from google, facebook, and twitter. and i know a lot of people in the health field are interested

in the update to the apple watch. this has been a fairly successful product for apple. it's now become part of a broader push into health care. you can measure your heart rate right now the watch. there's talk the new watch will be able to take an ekg as well, an electrocardiogram. we have to balance this carefully. once you get into medical device, you have a whole new set of regulations. >> liabilities. >> and washington has regulations to are that and we're trying to get ourselves as far away from washington as possible so apple has to try to balance -- no, it's not a health care device. >> but people use it as that, get your steps in. >> they do. >> thanks so much. 5:15 right now. the internet has a new favorite rat. okay, watch this little guy. he's jumping up and pulls the fire alarm. people living in the d.c. condo building really did have to get up and leave, but there was not a fire. they didn't know at the time it was a false alarm revealed by

this surveillance footage, that's now going viral. bleh, i'm not a big rat fan. no word on why it pulled the alarm, maybe it wanted to get out and get something to eat. new york's pizza rat is so 2015. this is the new rat in town. >> he wanted everyone to open the door so his friends could run in. >> there you go, take a moment to picture that, thousands of rats. >> they should play michael jackson's "abandon." >> could you imagine how many are running around the building on a regular basis? >> no, no. >> in that area, they're there. >> okay, let's get a look at this morning, hopefully it's not a crazy morning like that rat pulling a fire alarm. here is a live look at san francisco this morning, starting out all calm and clear. we are going to see the temperatures staying cool today, so as you make your way out the door to the pleasant hill b.a.r.t. station we'll see more clouds moving in today and our temperatures in the upper 50s,

as you head out the door and you do need a jacket but you'll probably be wearing some light long sleeves for the rest of the day, as our temperatures feel much more comfortable there, headed out the door to school this morning in san jose. it will be only about 55 degrees. it will be 59 at 9:00, and then as the kids head out for recess, it will be in the upper 60s, so pants a good option today for some of the kids that will be outside, and it's only going to reach 76 degrees in los gatos today and also in milpitas 76 degrees low 80s. earlier this week and over the weekend it was in the 90s, so this is going to feel so nice. you could leave the air conditioning off all day. oakland reaching 69 degrees. redwood city 74 today and for san francisco, some gusty westerly winds sustained 20 miles per hour, and the mission district reaching 66 degrees in santa rosa today, 78, very nice. here is what's going on. we have a cold front moving in, and this one is bringing in more

clouds, we can see the clouds kind of breaking up as it moves into just north of the bay area. so we will start to see these clouds redeveloping as we go into this evening, as we look at the hour-by-hour outlook we should see clouds until 5:00 or 6:00 this evening, enough time to keep our temperatures down throughout the day as the threat moves in and keeps us cool for a couple of days, even as we get ready to start out the weekend, we're going to have some cooler temperatures and some breezy winds behind this system. we are seeing those highs today in the upper 70s for the inland valleys and more of that headed into the start of the weekend. at least some low 80s for the start of next week as our temperatures rebound but that's about normal and san francisco staying in the low to mid-60s. we should see the marine layer building up once again by thursday and friday. mike, now you're tracking two crashes? >> two separate sections of the bay indeed. overall we're looking at a light volume of traffic with the first crash we'll take you to san francisco, we see more slowing and there may be a second crash where it may be another report,

we see that slowing as you come down toward the scene i told you this crash is just past where you folks get off of the skyway for westbound 80 and kind of merges with highry rway 101 aro octavia. the activity is still there, maybe one lane blocked but more of it slowing down toward the other issue, we saw some slowing down toward cesar chavez and there may be a second crash, waiting for chp to get through the area and give us that update. on the oakland side the bay bridge sees a little more traffic and we may see the metering lights turned on. yesterday we didn't see metering lights turn on until after 5:30 so that was indicating a lighter flow throughout, as we see for cocoa county, those speed sensors are glowing great now. into cocoa county we had slowing northbound 680 at 84. they may have moved that big rig over to the shoulder. it was in the center divide and there have been some cement damage there as we hit the center divide. we're watching for any update but the speed sensors over the last three minutes improved back to the green in both directions. the southbound side is the

lease. there is a meeting at 11:00 at the city council building. moving on in, one oakland leader is thinking small tackling the big problem of limited housing. the councilman spent last night in the so-called tiny home and plans to stay there through tomorrow morning. he wants to draw attention to the issue of homeless students saying about one in seven lany college students couch surf or sleep in cars. he believes tiny homes would be a unique solution. three students will move in on saturday. he's asking students to live in a tiny home, he should try to check it out first to make sure it's comfortable. 5:24, and new this morning, are there more negative nellys in the world? one poll says yes. the poll gallup says people are more worried, sad and in

this is my new favorite shot from sutro tower area. look at the golden gate bridge. >> beautiful. >> gorgeous, picture perfect. >> very clear this morning. >> great way to start a wednesday morning, don't you think? good morning to you. thanks so much for joining us. i'm laura garcia. >> i'm marcus wash. meteorologist hari hall is keeping us updated on what we can expect, the temperatures this week, thank you. >> much cooler air, it will finally feel like we're headed closer to fall as we look at our numbers right now, starting out with low to mid-50s as you get ready to head out the door. fruitvale b.a.r.t. station 55 degrees. low clouds today keep it cooler looking at mid-60s by early afternoon. we have a cold front dropping in, and it's going to be partly to mostly cloudy today, with highs up to 82 in concord, 79 in san jose. 69 in oakland and 65 today in san francisco. we'll get a look at our

microclimates and the weekend coming up, in a few minutes. mike, you have a couple of big changes headed into sf. >> if you take the bay bridge the first one we predict the backup at the bay bridge and it did, dramatic change, over the last ten minutes from almost completely clear to full for all lanes out of oakland. across the bridge, i think they've had to turn on and slow down the metering lights because look at this. we have a nice drive through the maze, not a lot of folks traveling through the area, not a huge amount, nothing unusual. it's in san francisco where they have to meter the traffic. folks are really slowing from treasure island and jamming up on the skyway headed toward that crash which may still be blocking your middle lane. hopefully they can get that car over to the shoulder but this is really causing a problem getting off of the bay bridge. slowing southbound toward cesar chavez. there is a crew there but overnight construction work blocks two lanes and that may continue for another half hour. this could complicate things across the bay bridge into san

francisco. we'll track that closely. the rest of the bay shows a smooth flow of traffic. i'll have hayward and fremont when we come back. back to you. >> 5:30. the man charged in the crash that killed a chp officer is due in court. we could get updates on this case. that suspect is set to be arraigned. back in august investigators say that the truck driven by sean matthew walker struck and killed officer kirk griss and another man. both on the shoulder for a traffic stop on i-80 in fairfield. both the chp and the d.a. say that walker was speeding and distracted by his phone. it is 5:31. former de la salle coach has been convicted of rape. >> "today in the bay's" bob riddell is live at the school. key piece of evidence that

really helped bring this conviction? >> reporter: correct, a ten-second audio recording the victim recorded on her phone using snapchat and in that snippet she can be heard telling the defendant, "no, please stop." this according to "the mercury news." the paper reports yesterday afternoon a contra costa county judge found a 16-year-old boy who used to play football at de la salle high guilty of raping a female student from corondo high school after a homecoming dance house party last year. she was 17 years old at the time of the crime and if you're not family corondolette is the all girl's school across from the all boys school. the defense argued the victim initially consented to the sexual encounter but withdrew her consent and that there was no evidence of force.he mercury teenage boy pled guilty this past july to his role in the attack namely to charged of

forced oral copulation and felony sexual battery, sentenced to a maximum nine years. this is a statement de la salle released to the paper and i'm quoting after yesterday's verdict, it is our obligation and commitment to respect the privacy of the individuals involved, while we will not comment on the outcome, let us make ourselves clear at de la salle high school we expect and demand respect for all persons. reporting live in concord, bob riddell, "today in the bay." >> thank you, bob. it's 5:33. jury in san mateo county this week convicted a man for molesting a child but investigators still believe there may be more victims out there. lavaki molested a 7-year-old relative in his millbrae home about a decade ago. other female relatives have also come forward but their cases fall outside the statute of limitations. san mateo county sheriffs deputies are asking anyone whose children have been in contact with lavaki to call.

lavaki had been living in utah when authorities arrested him. his sentencing is in december, when he is facing up to eight years in prison. >> 5:33. this homeless community that popped up in san jose must clear out by tomorrow. the battle to save it is only heating up. >> kris sanchez joins us live at the shelter. support for such a camp is actually growing. >> reporter: yes, it's looking like a campground. the folks staying here at the so-called hope village are sleeping right now but they have rallying in the last couple of days with supporters to try to make this a permanent thing. the problem as you see the sign behind me this is the property of the state of california. if you are familiar with san jose, we'll show you a map of where this is. this is on the other side of the freeway across from the airport, but if you live in san jose, then you know this is the old traffic school or the traffic court building. now, hope city looks like this

by daylight. it is a privately funded homeless encampment that popped up over the weekend on unused state-owned parking lots. organizers fenced it in for safety, put in a bathroom and solar panels for power and came up with ground rules for residents. the founders say they're trying to make a statement here. >> it's all around a better solution. >> we don't see any alternative. somebody has got to press the city and the county to do something about the thousands of people that are living in encampments. >> reporter: he mentions the city and the county. of course this is state-owned land so that he's a whole different wrinkle. several san jose councilmembers visited hope city and are showing support for the concept but the chp posted an eviction notice for folks to leave by thursday. they'll be able to work out something before that eviction date on thursday is anyone's guess. i'd like to know what you think. i posted this on twitter and on

facebook asking whether or not this might be a viable solution moving forward, that councilmembers and other leaders can kind of cling on to, and use this as a model, or if this is just another way that homeless people are being shipped to cities. in san jose, kris sanchez, "today in the bay." >> kris, thank you. it's 5:36 right now. >> a prestigious law school at uc berkeley may soon have a new name after more than 100 years. committee of students, faculty and staff is recommending that the school's name bolt hall be eliminated. elizabeth bolt gave uc berkeley $100,000 to build the law school in memory of her late husband, john henry bolt, a prominent attorney who critics say wanted to exclude chinese immigrants because he believed them to be morally and intellectually inferior. the law school's dean will make a recommendation on that issue in november.

>> it is 5:36 right now. a potential strike by bay area hotel workers may soon impact travelers from across the country. marriott workers in about a dozen u.s. cities including san francisco and san jose are holding strike votes this week, due to a long running contract dispute. "san jose union" says workers plan to vote today. protesters also plan to picket. marriott workers in hawaii have already authorized a strike, although no date is set. chp just changed the category for our two crashes to traffic alerts for both of them. one huge impact for the bay bridge right now as it's 5:37, the commute really building up. you see all the traffic jamming up as you approach san francisco westbound. your commute direction out of oakland, this crash blocks the two left lanes for 80 southbound 101 around octavia. it looks like when they join off

of lombard coming off of the golden gate bridge it looks like they're joining in just past that crash, and i'm being optimistic about that, but that is a big backup forming west in toward san francisco and that has likely caused the metering lights to be slowed down a bit. that's going to make more congestion for the maze and coming off the berkeley curve as well. that's rippling from san francisco back over toward the oakland side. now if you get to the peninsula and south of the bay bridge you want to take the san mateo bridge because that will be clearing the bay bridge now. over here in the tri valley this is the other traffic alert issued by chp. notice there's not a lot of slowing though. northbound 680 at 84, counter your morning commute but the fast lane will be blocked and you just saw going from green to yellow we have some more slowing sensors as crews arrive on scene. there is a big rig hoping to clear that by 6:15, counter commute. if you're traveling out of the south bay and in toward the tri valley that is a problem for you and south 880 a little more slowing, ace disabled big rig

blocking one lane at "a" street. in general i'm watching the whole area but sig alert in san francisco that traffic alert is a bigger issue for 101. >> look forward to the weekend. >> the weekend always looks nice. >> this weekend will be cooler compared to last weekend. it got really hot in some of the valleys. this weekend, saturday we'll reach into the upper 70s inland and the bay 71 degrees. the coast at 65 so overall really comfortable with mostly sunny skies. we'll be up to 80 on sunday which will still feel very nice, but not quite pool or beach weather. the temperatures along the coast only in the mid-60s, so what are you doing this weekend? let's check out some events going on in san jose, bark in the park at williams street park going on and it will be at about low to mid-60s throughout the most of the morning and eventually reaching into low 70s in the middle of the day and in cupertino we have the carnival happening at st. joseph of

door to school in richmond this morning, it's going to be in the mid-50s, walking to school. jacket needed for the first part of the day, and then as we go into the afternoon, you can probably keep the jacket on, it will only be in the mid-60s as you go back to pick them up from school. here is a look at our microclimates and the high temperatures for today, napa and martinez reaching 78 degrees. in concord today 82. 79 in san jose. this is going to be so much more comfortable, especially in the valleys, where it's been very hot over the past few days. today once again, it will be a good idea to make sure you have the jacket or some light long sleeves to stay comfortable especially with the winds picking up today. here is the reason why. we have a trough, this elongated area of low pressure, and some cooler air zipping into the bay area. don't see a lot of clouds with it now but the clouds will start to move into the bay area by this afternoon, and also that cool air dipping in will bring us our first taste of fall for

the season. as we look at mostly cloudy skies that will start to develop by about 8:00 to 9:00 tonight, we could see the clouds a little bit before then, and tomorrow, the marine layer starts to redevelop so that means some coastal clouds and fog for tomorrow as well as friday. so some cooler air for our inland valleys, breezy winds and we don't get much warmer as we go through the rest of the forecast. low 80s by early next week. we are going to enjoy a beautiful weekend. san francisco staying in the low to mid-60s, breezy winds, and then once again more clouds and fog starting out late thursday into friday. mike, as we head back over to you, you still have that trouble for the bay bridge? >> we do. lot of folks have that trouble now. let me show you what i was talking about, in case you caught us right before the commercial. look at this. this right here. these tail lights steady and very slowly moving all the way into san francisco, backed up all the way here in through the tunnel, treasure island,

yerba uena island. that's where things jam up. over here the incline moves smoothly. the reason why is folks in the bay bridge toll plaza are metered back and jamming up, they slowed the metering lights down as well. when this happens this is usually the reaction at the toll plaza and that is for a good reason to keep things moving smoothly across the span in case anything else happens, they want to get crews over there. right now the crew is focused on 80,000 pounds of big rig that has to be moved from the roadway and getting out of the area and that won't happen until 6:15 possibly. we'll look at updates from times. that's nothing concrete from chp, that's when i hope they'll clear those things. big jam across the bay bridge. one of your alternates the san mateo bridge because of the jam on the peninsula side and you have slowing here for southbound 880 toward "a" street recovering a bit as they cleared the big
