know some parents out there do use uber to shuttle the kids around sometimes, and as one mom put it to me today, we always teach our kids never get in the car with strangers so why are we allowing them to do it now? see our undercover experiment coming up this morning on "today." at 6:00, saving the world, that is the goal of the global climate action summit. the big names and big ideas today in san francisco. and tracking the storm, hurricane florence is taking aim at the east coast. we are live on the ground this hour. the updates we're getting as millions evacuate. and new phones? mystery this morning, as we wait with bated breath to find out what new product apple will unveil. the latest speculation and what it all means for the local tech giant. meteorologist kari hall. you've been telling us this weather will be nice and you have been delivering every day. >> yes, mike you have the alert, i have a skirt alert because of the gusty winds. it's going to be windy today especially along the coast and in san francisco. we start out this morning 56 degrees. look at how cool it is now in santa rosa, and san jose at 55. you you make your day to diridon station headed to work it will be a cool one, you need a jacket. we start out with clear skies but clouds will move in as we go through the day and by early afternoon we're only at 71 degrees, with our high today of 79. 82 in concord. some of our warmer spots barely making it out of the 70s. we'll talk more about that and mike, what is up with that alert? >> we have two alerts, kari, the first one and the biggest impact is the one in san francisco right there, just off the skyway. folks are jamming up on the approach to the bay bridge. i showed the live shot of our bay bridge and we saw treasure island over in toward the city, the span was just jammed up because of this crash.

80,000 pounds of truck there had to be removed from the lanes just off the skyway at southbound 101. the last three minutes speeds have improved on the approach so there may be a traffic break as they move a tow truck into the area. chp did not confirm that but i do see the changing sensors that does sometimes indicate that. also a live cam we see a little smoother flow of traffic coming into san francisco but you may want to avoid the bay bridge by taking the san mateo bridge. the second alert we have is northbound 680. i know it's counter commute but this big rig blocks lanes at highway 84, a bit of a distraction for folks coming out of pleasanton but much less of a concern than the one in san francisco. back to you. >> thank you, mike. >> excuse me. happening today, a much-anticipated global climate action summit begins in san francisco. it's chaired by governor jerry brown and politicians and celebrities from around the world will be attending. >> pete suratos joins us live at the mosconi center where most of the events will be held. pete, what should we expect out

of this summit? >> reporter: good morning to you, laura and marcus. it's being called a global climate action summit and precisely the folks in attendance today will likely take action when it comes to climate change. you'll have thousands of lawmakers and activists atending this three-day summit. this is happening while the united states is at a crossroads when it comes to the issue of climate change. when it comes to the issue of the u.s. withdrawing from the paris accord about a year ago. the trump calling it a burden on the economy with the continued commitment. the paris accord commitment had 195 countries agreeing to reduce emissions that cause climate change but as a result of that decision we've seen plenty of action not only around the world but right here in the united states but globally. most recently a couple of days ago california governor jerry brown signing a law

he wants california utility companies to use 100% clean energy by 2045 and see 5 million electric cars hitting the road by 2030. yesterday there was a governor's lunch that took place with 38 states and provinces in ten countries, pledging $500 million to protect indigenous lands. our crews spoke to dan koemmen, a former trump official who disagreed with trump's policy when it came to energy issue, spoke about the importance of folks taking action during this time. >> this is about cities, states, cantons, provinces, companies demonstrating what they're doing and we've seen announcement after announcement and the media isn -- meeting isn't officially opened yet. >> reporter: several prominent speakers will be speaking, you have john kerry as one of them, of course, the former secretary of state, house democratic leader nancy pelosi will also be in attendance to speak and of course al gore,

former vice president of the united states, he'll be speaking friday. he's been outspoken about the issue of climate change, and those number of speakers speaking over the next couple of days on thursday and friday, the first speakers will hit the stage at 9:00 a.m. pete suratos for "today in the bay." >> such a big event, bay area right there in the backdrop. thank you. now to coverage of hurricane florence. look at the weather system, that monster storm is still churning in the atlantic and growing stronger. last-minute preparations continue right now from virginia through the carolina coast. states of emergency have been declared in the places that you actually see highlighted there in red. >> there are mass evacuations and a live look now from the coast of north carolina. this is wrightsville beach one of the potential strike zones. nbc's jay gray is on the ground there and what are you seeing so far? >> doesn't look too bad.

>> reporter: it's beautiful but that will change dramatically over the course of the day and the opportunity, the window to get in or get ready is closing quickly. we expect the rain and wind to pick up significantly today and then things go from bad to worse pretty quickly here. time is running out along the south atlantic coast. florence a powerful category 4 hurricane gathering momentum and growing. >> the waves and the wind, this storm may bring, is nothing like you've ever seen. even if you've ridden out storms before, this one is different. don't bet your life on riding out a monster. >> reporter: evacuations started tuesday and will continue today. more than 1 million from virginia through the carolinas. gathering sandbags, boarding up, packing up, and pulling out, many worried about what they may find when they come back.

>> just hope that everything is still standing and is not too much damage, but again, this is a very significant storm. >> reporter: still, lorraine and mark taylor, along with some of their neighbors say they'll ride it out. >> i've been through a lot of storms and we feel like this is our home. >> reporter: a home, like so many in the strike zone, in the path of what forecasters are calling a catastrophic storm, now closing in. landfall now looking like it will be sometime early friday morning. laura, marcus, it's going to stall once it crosses the coastline and sets up a scenario that could include historic flooding not only the coast but inland as well. it will be a tough several days as this moves through. >> especially when it sits and spins like that over the area. take cover yourself. thank you very much. nbc's lester holt is in north carolina to cover hurricane florence from the ground. this is a picture he posted late

"nightly news" starts tonight at 5:30 here on nbc bay area. help is on the way from the bay area. we told you that yesterday morning. some folks are also coming here. this is to avoid the storm. we ran into a group from charlotte there last night at san jose airport. >> charlotte, it's supposed to hit thursday/friday, trying to get out of there. it's going to be pretty bad. >> we had the thousand-year flood two or three years ago so there's a lot of damage that no one's recovered from, so definitely the coastline of north and south carolina are definitely vulnerable right now. >> no flight cancellations in the bay area just yet but many airlines are waiving changing fees and asking passengers to consider rebooking. the a's take another small step toward post season. keep your fingers crossed. >> at this point it would be a major surprise if they don't make it to the playoffs. the a's are in baltimore just starting their final east coast

road trip, although they would love to return east for the playoffs last night, top of the third inning, khris davis ignited a three-run inning and held on for a 3-2 lead. the green/gold got bad news. pitcher shawn manaya needs shoulder surgery and could miss all of next season. right now it's 6:09. we are about 40 minutes away from sunrise. we can see the clear skies we're starting out with live, looking over san jose, as you head out the door, maybe you'll go for a run around morgan hill. chilly one to start with, low 50s at 7:00 and looking at some upper 50s by 9:00, and nice little warmup today, and then more clouds moving in by early afternoon. getting out the door for school this morning, we're going to need a jacket especially in the tri valley. livermore at 54 degrees and then looking at some low 70s today as that last school bell rings, you go to pick them up, it will be so nice. you should probably walk home from school. it will be up to 79 degrees later on today in san jose,

morgan hill and in livermore. 78 in napa and in santa rosa, and 65 in san francisco. mike, you still have the traffic alerts going on? >> we do, kari and the one in sunol is not so much of a concern north 680 at 84. one lane is blocked. there is slowing so be aware but this one is the big concern southbound 101 just off the 80 skyway. the sensor reads they updated and it's solid once again but the live camera i keep looking at from emeryville shows traffic flowing better in toward the city. if you can avoid the bay bridge i would, because there's still that 80,000 pound big rig and folks are asking chp when do you think the big rig tow will be there to get that and the other four vehicles as well. the metering lights are slow so east shore freeway and 580, 24, all slow getting toward the area. the rest of the bay moves smo h smoothly but you might want to use san mateo bridge as an alternate to the bay bridge. flashing lights, a disabled vehicle out of lanes. back to you. >> thank you very much, mike.

broader markets moving higher as oil prices move higher. san jose's largest employer cisco warning that president truch's tariffs will hurt business and apple has its big debut today. apple stock tends to move lower during and after the company's announcements. we'll talk more about that in a second. first neo is a chinese company that builds electric cars, they employ about 500 people in san jose. they have this car and they have an suv. the company held its initial public offering last night. the stock will debut on the new york stock exchange this morning. kind of a disappointing ipo, the company did not raise as much money as it had hoped. let's talk about iphones. apple has its event 10:00 a.m. cupertino, new iphones, updated set of ear buds and updates to the apple watch. apple making some amazing products, but we're now entering our 11th year of the

announcements and the debuts lack the announcements of old, even as apple makes more and more money. this is live pictures outside the steve jobs theater on the new spaceship campus. the company now worth more than $1 trillion. really long-term what's way more important than a new gold iphone is listening to how tim cook addresses two issues, if he addresses them at all -- the fight that's brewing with the white house over tariffs and the overall mistrust that washington has for silicon valley. watch for cook to subtly distance apple from google, facebook, and twitter. and i know a lot of people in the health field are interested in the update to the apple watch. this has been a fairly successful product for apple. it's now become part of a larger strategy to enter into health care. you can measure your heart rate right now the watch. there's talk the new watch will be able to take an ekg as well, an electrocardiogram. which is a much more serious type of test.

>> ratatouille. >> i cat doing that gets america's got talent and a rat doing that -- >> makes "today in the bay." >> you don't want to see that as you get ready to eat breakfast this morning. let's move on to the weather. this is something you do want to see. it will be beautiful across the bay area today. here is a live look outside in dublin this morning, we start out with clear skies and everything's looking pretty good. it's a cool start with most of our temperatures in the mid-50s. the seven-day forecast is already up at the bottom of the screen so come on over and take a look. let's head out to the dublin b.a.r.t. station. it's a morning where you have to grab a jacket, with our temperatures starting out in the mid-50s. we'll stay in the 50s through about 9:00 and then as we go through the day, clouds will move in, and our temperatures will only make it into the 70s for most of us. there will be a few 80s sprinkled in here and there like concord and antioch, but most of us for the inland areas and some of the valleys only reaching

about 79 degrees, that's where we'll head up to in san jose and palo alto 76 degrees. only 59 in half moon bay with san francisco today reaching 65 degrees. if you're going out to the giants game today, it's going to be cool, and windy, but we do have that early afternoon game, so our temperatures there at at&t park only reaching about 61 degrees and notice the cloud cover. this is the reason why. we have a trough, this elongated area of low pressure and some cooler air moving in, and it will bring in some more clouds for the bay area, and our first little taste of fall as this system moves in. as we go hour by hour, by about 2:00 o3:to 3:00 we start to see clouds moving in and winds picking up as well. for some of our hills the winds will gust about 25 to 30 miles per hour and then we'll start to see the marine layer building up once again for late tomorrow into friday morning, which means the coastal clouds and fog. as we head out to the pacific,

tropical storm olivia right there near the big island of hawaii, wind speeds at 45 miles per hour. this will continue on a westward track and weaken over the next few days and the other big headline maker is hurricane florence still a category 4 hurricane and expected to make landfall on the north carolina coast and we will have more updates on that as it moves in by late thursday into early friday. this could dump a lot of heavy rain. meanwhile we bring it back home. temperature also only reach into the upper 70s for the next four days. it looks like a beautiful end of the week start of the weekend, and some low 80s early next weekend and san francisco starts to see clouds moving back in as early as late tomorrow and mike, you have the ripple if ekt in the -- effect in the east bay. >> a crash in san francisco, traffic alert look at the berkeley curve behind me. it is packed up solid. we're talking about these lanes even if you're not going to the bay bridge, you will be affected by this jam on the approach, right over here. this is where the lanes separate

headed toward the rest of the maze. look here off of 24 and 580 getting in toward the bay bridge as well it's jammed up. coming up from 880 toward us that is moving smoothly. we look at your maps and this is what we're talking about, the jam, there was an incident reported i did not see it. we see all of the traffic for west 80 and west 580 and that continues to build toward the slower moving metering lights cycling slower to keep traffic staved off for san francisco. that's why the alert continues to block at least two lanes on southbound 101 just off the skyway. looking at maybe another 10 to 15 minutes. hopefully that big rig tow truck will get there. let's take you to waze. we timed out the alternates for you, across the bay and from oakland toward san francisco it's about an hour and 40 minutes. about 100 minutes we'll put it that way. up toward richmond/san rafael i can save you over half an hour, countering the commute on the east shore freeway but you have to head back toward san francisco and pay another toll. looking good across the golden gate bridge right now. join nbc bay area wazers and

council man abel guillon spent last night in a so-called tiny home and plans to stay there until tomorrow morning. he wants to draw attention to the issue of homelessness for students. saying about one in seven lany college students couch surf or sleep in cars. he believes tiny homes would be a unique solution. three students will move in on saturday. he's asking students to live in a tiny home, he should try to check it out first to make sure it's comfortable. are there more negative nellys in the world? one poll says yes. it shows negative emotions are at an all-time high across the globe. it shows that more people are more worried, sad and in physical pain but feelings in the u.s. are varied. half of americans say they are stressed but most say they still laugh a lot. now to a video that you have to see this morning. the rookie baseball player hit his first home run but we just hope that he's on the mlb's dental plan.

this morning except for that commute that looks like a mess. let's get out the door this morning, if you're getting ready to head out for school in richmond it's a cool day with mid-50s to start and the jacket needed as you head out the door. highs there reaching in the mid-60s some of our inland valleys reaching the upper 70s. there will be a couple 80s sprinkled in there but this is so much cooler than what we've had recently. i'll talk more about that and mike, the traffic alert still continuing for san francisco? >> that's right, kari. backup you showed scandalous if you didn't know it. we told you it was about that traffic alert in san francisco. the rest of the bay okay. if you avoid the bay bridge the disabled vehicle is cleared through lanes and across 92 getting to the peninsula side this is the ripple effect from the crash which still blocks lanes of south 101 off of the

skyway, westbound 80 is jammed up coming in out of oakland and the backup over that the berkeley curve is because the metering lights are slow and there have been a couple of crashes throughout the area, both clear but a new stall at golden gate field makes things tougher out of the richmond area and jammed from west 580 coming in toward the maze. back to you. >> 6:32 right now. continuing coverage of a disturbing story out of concord. former de la salle football player has been convicted of rape. >> the assault happened while the student was on the school's famed football team. "today in the bay's" bob riddell live at the school. there was a key piece of evidence that helped bring on this conviction. >> tches the key piece of evidence, ten-second video she recorded on her phone using snap chat.

she can be heard telling the defendant, "no, please stop." this according to "the mercury news." the paper reports yesterday afternoon a contra costa county judge found a 16-year-old boy who used to play football at de la salle high guilty of raping a female student from corondo high school after a homecoming dance house party last year. she was 17 years old at the time of the crime. the defense argued the victim initially consented to the sexual encounter but withdrew her consent and that there was no evidence of force. "the mercury news" a second teenage boy pled guilty this past july to his role in the attack namely to charges of forced oral copulation and felony sexual battery, sentenced to a maximum nine years. this is a statement de la salle released to the paper and i'm quoting after yesterday's verdict, it is our obligation and commitment to respect the privacy of the individuals involved, while we will not comment on the outcome, let us make ourselves clear at de la salle high school we expect and demand respect for all persons.

reporting live in concord, bob riddell, "today in the bay." >> 6:33 for you now. happening today the man charged in the crash that killed a chp officer is due in court. we could get updates on the case. >> the suspect is said to be arraigned back in august. back in august, investigators say the truck, driven by sean matthew walker struck and killed officer kirk grist and another man both on the shoulder for a traffic stop this is on i-80 in fairfield. both the chp and the d.a. say he was speeding and distracted by his phone. >> 6:34. developing new, this homeless community that just popped up in san jose must be cleared out by tomorrow, but that battle to save it is only heating up. >> "today in the bay's" kris sanchez joins us live. seems support for the camp is growing. >> reporter: there is room for

30 people here and at least check there were seven people sleeping here, still sleeping this morning. they're hoping they can rally the community to try to make this permanent. the problem is, see that sign there, it says this is property of the state of california. so they're appealing to the city, and the city has little control over the issue. i'll show you a map of where this is. this is on rough drive, not too far from the airport. if you live in san jose or grew up here, then you know this is where the old traffic court was, the same area there. hope city looks like this during the daytime, a uniform city of tents, privately funded homeless encampment that popped up over the weekend. this is unused state-owned parking lot. organizers fenced it in for safety, put in a bathroom and solar panels for power and came up with ground rules for the residents and what they're trying to do here is not only provide shelter but also make a statement. >> nobody's stealing. it's all around a better solution. >> we don't see any alternative. somebody has got to press the

area hotel workers may soon impact travelers from across the country. marriott workers in about a dozen u.s. cities including san francisco and san jose are holding strike votes this week, due to a long running contract dispute. "san jose union" says workers plan to vote today. protesters also plan to picket. marriott workers in hawaii have already authorized a strike, although no date is set. >> 6:37. expect even more construction in oakland. happening today, ground-breaking for a long-awaited oak knoll housing development above 580 in eastland. 900 townhomes, 80,000 square feet of retail property and more than 80 acres of parks, trails and open space. all right, not a lot of open space in this shot. in fact it's jammed solid at the berkeley curve. off of west 580 and feeding off of 24 these are folks jamming up toward the toll plaza and the metering lights metering traffic keeping that span, the incline moves smoothly but you're jammed up from treasure island, we're

for the coast. there is bark in the park in san jose on saturday from 10:00 to 5:00 at williams street park and going to be really nice reaching the low 70s. you'll enjoy time outside with your pets and looking at some comfortable weather and if you're making plans to go to the cupertino carnival at st. joseph's it's going to be up to about 70 degrees during the middle of the day. absolutely perfect with some sunshine, and then on sunday, in oakland, maybe you'll wrap up the weekend at the dragon boat festival in lake merritt, and this goes on all throughout the day with some 60s in the forecast for middle of the day, we'll reach up to about 65 degrees. if your plans include hitting the roads this weekend, maybe going to the he sierra, squaw valley is nice. temperatures are starting to cool off, the morning temperature also dip back into the 30s and a little bit closer to home in russian river valley we'll reach into the mid-70s with sunshine by the end of the

desist order saying the nra sold an unlicensed insurance product in the state. that order carries a potential fine of $5,000 a day for violations, about 2400 californians are policy holders. so far no comment from the nra. >> it is quarter to 7:00. the white house is preparing along with the rest of the east coast for hurricane florence. >> scott mcgrew, this is not president trump's first weather emergency during his time in the white house. >> that's right, harvey flooded houston, maria with puerto rico. the president spoke from the oval office on tuesday. the federal government he says is ready to help but people in the hurricane zone need to get out. >> it's tremendously big and tremendously wet, tremendous amounts of water. >> kari hall is monitoring the satellites and radar. much more coverage on the effort to get out ahead on the "today" show.

now the storm comes as new poll numbers show support for mr. trump continues to fade, dipping below 40% and in two new polls. you can be sure the white house is well aware of how president george w. bush's poor response to hurricane katrina affected his numbers. you're doing a great job, brownie, he said to his fema director, who quit ten days later. president trump gave himself an a-plus for the responses to the hurricanes that hit texas, and florida and said the fed's efforts in puerto rico were underappreciated and said puerto rico is an inaccessible island with poor electricity and totally incompetent mayor of san juan. the other bit of news that may get lost in the storm wor worries, the non-partisan congressional budget office says the deficit jumped $222 billion during this fiscal year and the deficit will reach $1 trillion by the end of the month at the earliest, the end of the calendar year at the latest.

see more clouds moving in as we go through the day. 70 degrees as you go to pick the kids up. we're eventually heading up to 79 degrees today. this is going to be so much cooler than the weather we've had a couple of days ago thanks to that cold front that will be moving into the bay area, reaching only 65 in san francisco. the winds will be kicking up later today and 76 today in palo alto. live look outside as you're getting dressed this morning, don't forget the jacket especially with most of us starting out in the low to mid-50s but the rest of the day you'll be comfortable with light long sleeves and if you're planning to go hiking today, it will be mostly clear to start. we'll be at 64 degrees at 10:00, and then there will be some more clouds moving in, only some peeks of sunshine as the winds pick up and temperatures in the low 70s. look at these numbers over the next few days. this is going to feel like fall for most of us here in the bay area with some of our inland warmer temperatures only reaching into the upper 70s.

then as we go through the rest of the forecast, only warming up a few more degrees, so by early next week, we're back up to some more normal weather, which will be about 83 degrees. san francisco sees the return of the clouds and fog as early as late tomorrow evening, and then by friday we should start out with some fog, temperatures through the weekend in the mid-60s and mike you're saying there is a new crash. >> we may have another in the backup. i'm waiting for conffirmation and i did sew some flashing lights west 80. you see university and the east shore freeway traveling underneath university but brkly and jammed solid. even the frontage road is an escape road but now everyone should know it's jammed solid all the way through the area just off of golden gate fields. all feeder routes into the maze jammed up and looking at a smoother incline but in toward san francisco we continue with the traffic alert. that big rig, you know what, the tow truck we got the update is at the harrison on-ramp.

trying to get there from city streets to the scene. in the final approach, but they got to remove the 80,000 pound big rig which is causing the big backup along with a couple other cars blocking your left lane at the critical point off the skyway for southbound highway 101. if you join off octavia you should be okay past the scene. one alternate is the richmond and shaf bridge. 580 seeing more traffic but nothing unusual here, that is a great option if you're going through berkeley, travel north across this bridge and across the golden gate bridge in toward san francisco. that might save you about a half an hour of time. we're looking at mass transit as well, taking b.a.r.t. under the bay is a good option as well. no problems for the agencies, and anywhere south of the bay bridge everything looks zoo standard. >> coming up next a quick look at the top stories on "today in the bay" including the much anticipated global climate action summit which starts today in san francisco. we'll tell you what to expect.

ground-breaking emergency alert system in sonoma county is turning on for the first time. it is called the wireless emergency alert system, and earlier this week, nbc bay area showed you the county testing it for the first time. the new system will send people urgent warnings during emergencies or disasters. it comes nearly a year after the deadly sonoma fires. people can get the alerts on their cell phones or land lines if they're signed up for the soco alert system. happening today south bay leaders ramp up efforts to keep one busy interstate clean. state senate jim bell will join cal trans crews to clean litter on interstate 680 in san jose and they also want to raise awareness and deter any potential litterbugs. the area around mckee road will be the focal point of today's cleanup. all right, we have to keep it clean now, right? >> there we go. >> coastal cleanup is coming, too. is that this weekend? >> that's going on this weekend and i did see the signs on the interstate this morning.

let you know crews are cleaning up so be careful, down on the way to work this morning. we have beautiful weather across the bay area looking at our inland valleys reaching the upper 70s and there will be some more clouds moving in today as the cold front zips in across the bay area giving us a taste of fall. it's going to be gusty in san francisco today so heads up about that, we could have some of those winds gusting at 25 to 35 miles per hour today and things calming down, as we look at san francisco staying in the 60s and mostly sunny skies as we go through the rest of the forecast. >> that's why i went with pants today. >> you're tracking two traffic alerts. >> two traffic alerts continuing all morning long we take you out to the maps. overall your view looks standard as far as the speed sensors go. the sudden changes over here northbound 680, we almost never have a problem here, but the early crash leaving one lane blocked northbound just before you get to 84, continues. this sudden slowing may mean

there's a tow truck arriving on scene. crews sometimes cause more slowing and there was a bit of debris reported as you're coming out of the fremont area so that may be an issue. i'm tracking that as one sudden change for longstanding traffic alert. the other is in san francisco and that continues southbound 101. look how jammed the east shore freeway is to the slow metering lights. tow truck just arrived and got there seconds ago on the southbound 101 right off of the skyway that continues to cause a problem but the 80,000 pound big rig will hopefully be cleared. we've been waiting for a special heavyduty tow truck, 80,000 pounds is a huge vehicle. they can't use a standard tow truck, it would lift the tow truck instead of lifting the big rig. >> it's been going on at least an hour and a half. >> since 4:45, yes. >> wow. >> it's been a while. this is a huge problem for the bay bridge. fortunately you can go north across the golden gate bridge richmond/san rafael bridge. >> we actually start at 4:30 in
