i'm laura garcia. >> lots to talk about weatherwise. we'll get to that in a moment. first, mike, you've been keeping track of the traffic. >> there was a lot of slowing in hayward but that's clearing up. there was a crash clearing from the freeway as well as roadwork clearing around tennyson and the interchange. you see blips here and there. crews are on the move, clearing on 680. at 580 we have a crew headed out there. chp addressing a crash. sounds like a deer hit earlier by a large 250, a large pickup truck. they're on the shoulder addressing issues. no lanes are blocked, from what i understand. that's really your issue getting over to the bay bridge if you're traveling through oakland hills. south bay looks very clear. a light, easy drive. 101 from south county to here, just under that 680/280 interchange. we'll get more light and what are we going to feel out there? >> it's going to be cool out there, mike, as we head out the

door. here's a live look in palo alto. a clear start. some high clouds that will filter the sunshine as we go through the day. we should get some clearing by early afternoon. our temperatures going through the upper 50s to upper 60s with highs reaching in the low 70s through palo alto. 78 in antioch today. napa, 76 degrees. really nice. not so nice as this huge hurricane florence heading towards north carolina right now. we can see just how wide this storm is. over 770 miles. the wind field, meaning where we have the strongest winds, have spread out. that will produce a high storm surge and that's the main threat with this as it continues to move closer to north carolina. for more on that, i'll send it to you, marcus and laura. >> we've been keeping track of that. hurricane florence bearing down on the east coast this morning. hundreds of thousands of ee welcome back the w evacuated.

>> the major effects from the storms are expect to intensify over the next few days. a live look from wilmington. look at the winds. that area forecast to get the brunt of the storm. the eye of florence is about 230 miles off the wilmington coast. we have a live look further south at the myrtle beach area in south carolina where wind speeds have dropped from 140 miles an hour to 110. it is now a category 2 storm. today in the bay's jay gray is in the middle of it all on a carolina beach in north carolina. >> reporter: the track of this storm meandering just a bit. not exactly clear where/when it may make landfall. what is clear is florence has the potential for historic flooding and catastrophic damage. >> pick up my boat right there. >> no, ma'am. >> reporter: much of the southeast is shut down right now. >> powerful, damaging hurricane is hours away from our coast.

>> reporter: as florence starts to move in. >> this is a mandatory evacuation. >> reporter: many along the shorelines have moved out. >> it's really big and really dangerous. we just need to get out of the way. >> reporter: coastal communities from virginias through the carolinas are for the most part empty. signs of what's to come are on boarded windows and doors, sandbags to block flooding rains and what could be a devastating storm surge. >> expert modeling here at north carolina emergency management shows storm surge alone is likely to flood tens of thousands of structures. >> reporter: still there are some in the strike zone who have stocked up on supplies and plan to stay. >> just batten down the hatches and get ready to ride it out. >> reporter: likely the worst storm to batter the carolina coast in decades. this is a massive storm system. everyone talking about where it's going to make landfall.

center. if you plan to be south of market, you better pack some patience. what needs to be done with climate change. some folks feel they're not going far enough. we saw some protests just over the weekend on saturday in san francisco on marcus street. that was put together by the rise for climate group, yet thousands of folks marching down marcus street. they want some summit attendees inside to focus on underserved communities and not make decisions when it comes to renewable energy from a profit-driven standpoint. those protesters will start at

jesse square roughly about 7:00 a.m. and make their way down to the mascone center where the summit is taking place. there have been a ton of events prior to today's summit. there were some taking place yesterday where you had california county leaders signing onto the county climate coalition. this is calling on county governments to use 100% renewble energy by 2030. you can see in that video, former u.s. vice president al gore in attendance who's leading the charge on all of this. here's what he had to say about that coalition. >> these counties, a more formal, dedicated, collective, organized way could really be the tipping point that moves us into the solution phase. >> reporter: we do quite a list of speakers. you see that on your television screen. san francisco mayor london breed speaking today as well as nancy pelosi, house democratic leader and actors harrison ford and

alec baldwin, very outspoken about the topic climate change but we're expecting the first speaker to hit the main stage at 9:00 a.m. live in san francisco, pete suratos for "today in the bay". it's 5:07. more room to research at san jose university. s.t.e.m. students are getting a new building. the science building will include biology and chemistry labs, faculty offices and research rooms. construction on the eight-story building is set to break ground next year and last until 2021. total cost, $181 million. it's calm in oakland's oracle arena right now, but a lot of screaming fans could be heard all night last night. the worldest biggest boy band, bts, brought their korean pops to the bay area. >> the band that took oracle by

glad you're with us this morning. broader markets could trade a bit higher this morning. shares in apple fell about 1.25% after the company's big announcement yesterday. we told you that would happen ahead of time. google under the microscope again after conservatives discovered a video of google at an all-hands meeting where donald trump has been elected president. to be clear, this is a regularly scheduled meeting that fell right after the november elections. so, to anyone who follows silicon valley politics, even a little bit, knows google leadership leans left, as do many companies here in the valley. google executives went to work for the obama white house, after all. silicon valley has conservatives, of course, but they tend to be the libertarian kind of conservative. this comes after google failed to send an executive to last week's senate hearing on cyber

dropped down and bringing us a little taste of fall. it's going to give us partly cloudy skies throughout the day but mostly the kind of clouds the sun can shine through. we'll be up to 74 degrees in east san jose. up to the upper 70s in antioch and walnut creek reaching 77. san mateo reaches 67. for san francisco, the embarcadero reaching 63 degrees. it will be windy in the north bay with highs reaching 76 today in napa. those cool coastal temperatures continue. if you go to half moon bay, we will not see the low clouds and fog for the afternoon and temperatures only in the low 60s. it will be windy and cool. be prepared for that. maybe you'll have part of the beach to yourself. it's going to be really nice. then we're still seeing that solid deck of some of those high-level clouds moving through. once again these are the kind of clouds that will just filter the sunshine. not completely block it out because it's mostly made of ice crystals. all that clears out by tomorrow.

sounds like there's a car on its side there and possibly blocking two lanes as crews arrive. that slower drive should arrive on our sensors shortly but we got that before the average could change. expect that for 880. 680 is fine. problem is mission is north of there. you see the sensors just change. mission will take you into the backup where slowdown is forming. keep that in mind. if you can cut down south to 880, that may be a better route. aside from the crash in fremont, it's looking pretty good. over at the bay bridge, even though contra costa county shows no problems getting there, we have a crash reported. i'm not sure if it's east or west of the toll plaza. westbound we see the backup starting to form. i don't see any problems for these lanes but a crash has been reported on this side, which is westbound. but also behind me over eastbound, which is just outside of our camera range. we'll get the updates from chp as we get there. expect some flashing lights near the toll plaza. so far the backup looks

happening today, one trustee is legally required to stay away from alum rock school board meeting. in is a story we've been covering all day on "today in the bay." the restraining order will remain in place. he says he threatened her so tran will have to phone in for the board meeting. a new study says black men are more likely to follow doctor's orders if their doctor is black. that's the finding of a new study published. 63% of black men assigned to a black doctor agreed to a basic health screening. only 43% of those assigned to a white or asian doctor would follow the advice. here's one patient trusting his own doctor's advice. >> you have someone there to trust you. if god put you in the right place at the right time, which i felt he did for me by putting

several youth camps and basketball camps. it's coming to an end as warrior's training camp begins in a few weeks. the oakland a's are getting a little closer, not to each other, but to the possibility of hosting one winter takeoff playoff game against the yankees. >> we'll see how it goes. the two teams are likely to meet in the wild card round. the one with the better record would host it. the a's are in baltimore taking on the orioles. last night was bring your dog to the park night. in the third inning was the real howler. the a's score all ten of their runs in one inning and beat the orioles 10-0. the yankees, meantime, lost. so, now the a's are only one game behind new york. we'll keep tabs. >> i like the orioles, too. >> no, no, you like the a's. >> i do. early yesterday the giants took on the braves at at&t. it was also a history-making day for the giants. this one not in a good way.

good morning to you on this thursday morning. taking a live look out at sunnyvale city hall. 5:30 as we get started with our day. good morning and thanks for starting it with us. i'm marcus washington. >> i'm laura garcia. you may notice it's a little cooler out there this morning. grab a sweater before you head out the door, kari. >> we're seeing temperatures all over the place this morning. it's only 49 in morgan hill. antio antioch, it's 61 degrees. we have upper 50s for san francisco. so, yeah, it's a cool start to the day. as we get a look at walnut creek and the way the day will shape up, we'll see a few clouds, at least the start. our temperatures in the low 60s. we'll be heading into the mid-70s and sunshine. i think that's going to be absolutely perfect out there with some breezy winds, up to 73 in san jose and 66 in oakland. san francisco today, 64 degrees. we'll talk about the weekend

ahead. mike, now you have a traffic alert. >> yeah. this is the same crash, kari, for 880 by tesla. you see tesla in the background and south 880 jamming up from mission down towards warren avenue. i can see the crash. we had a fire truck move from the scene. it's much more interesting to see the backup, which is forming, which is why these sensors are turning from green to orange. a short bit of approach. over on mission 880 you go into the backup. that will complicate things. calaveras, that will be better. the rest of the bay, as you look at the map, you see easy flow out of the trivalley and getting down there south towards c calaveras, that's an easy drive. 680 to 880, there's slower volume. there's a crash on the side of the mini toll plaza. doesn't seem to be slowing things down. 5:31 right now. developing this morning, a string of shootings in central

california leaves six people dead, including the gunman. investigators say the gunman went to a bakersfield trucking business along with his wife last night and confronted another man. first he shot and killed the man, then turned the gun on his wife. when another man showed up at the same business, he was also shot and killed. perhaps because he witnessed the first two shootings. police say the gunman then carjacked a vehicle and went to another home. that's where he killed two more men. >> certainly there is a connection. you don't randomly go to a certain residence. i'm speculating right now at this point, but i'm pretty comfortable there will be a connection between all these players. >> when a sheriff's deputy confronted the gunman at the home, the gunman turned the gun on himself. a woman and child in that carjacked vehicle managed to escape unharmed. 5:32 and happening today. b.a.r.t. leaders talking about

your safety. board members will take what could be a last look at safety and surveillance policy. >> then they're going to vote or send it back to the drawing board. "today in the bay" joins us with a story we've been following for months and pushback from the community. good morning, kris. >> reporter: good morning to you. no one disputes the need for greater safety and for passengers to feel at ease when they're riding public transportation, but it's how the b.a.r.t. board is going about making these changes that has a lot of folks asking about their security in public places in terms of their privacy and also about transparency within b.a.r.t. part of the security ordinance is already in effect. if you're a rider, you probably notice more b.a.r.t. police patrols. all the time off requests were canceled and officers were working six ten-hour days since august 9th. in august b.a.r.t. committed to

putting b.a.r.t. employees on trains and to distribute safety information. at issue today are some surveillance policies some community members say are being pushed through without transparency. some upgrades is expanding the surveillance system, which the general manager contends will not include facial recognition technology or the collection of personal identifiable information or cell phone tracking. some community activists are demanding b.a.r.t. make sure people know that they are under surveillance and doing that through better signage. also no panhandling ordinance will get another discussion today as will the raising of barriers at the fair gates to get tollivators. today's meeting is at 9:00 at b.a.r.t. headquarters. there's another meeting in the works to make sure the public could attend. this would be a weeknight

meeting in suburban locations so people can make it there after work. we'll keep you posted on that. in fremont, kris sanchez, "today in the bay". san francisco's board of appeals has reversed an early appeal and will now allow the removal of a controversial statue. the statue near the main public library and civic center depicts a native american on the ground. critics say that statue is a symbol of oppression that represents california history from a euro-american point of view. 5:35. a south bay teacher has been arrested, accused of sexually assaulting a student at his former school before he started working here in the bay area. jonathan san martino is charged with statutory rape while teaching in san diego. he just started teaching at the

harker school in san jose at the beginning of this school year. the school released a statement, saying in part, we are concerned to hear of these charges. in this case the charges weren't filed until last week, which was well after the school had done its extensive background checks. in an ongoing contract battle, teachers in one south bay district are holding protests before and after school. teachers with evergreen school district will be walking at the picture lines as students arrive this morning. they'll hold a rally before the san jose school board meeting tonight at 6:00. they say the contract talks with the district officials have stalled. teachers say they're asking for a small raise to make up for rising health care benefit costs. replace your soda with water. that's the message from the santa clara county health department. it's part of county's new cut the sugar campaign. happening today, leaders will visit schools to kick off that campaign. they're bringing fun activities for kids and parents. the campaign will run in english and spanish through the end of

next month. 5:36. former first lady michelle obama is getting ready to hit the road on a book tour and she's coming right here to the bay area. her new memoir "becoming" will be in stores in november. mrs. obama just announced a ten-city tour for upcoming books. and then she kicks off in her hometown of chicago. and also includes a stop at s.a.p. center in san jose on december 14th. those tickets will go on sale starting next week. now to a case of distracted driving. take a look. contra costa drivers say a fire truck ran into their vehicle. luckily, no one was hurt. we talk about this all the time. we all have to pay attention to the road. >> oh, man. i'm sure that huge red truck was hard to see. look behind me. another reason crew out there. at nighttime you see flashing

lights but sometimes a drowsy driver will be drawn to the flashing lights. i've heard it explained a number of times. watch out for everybody as you approach south 880 at warren avenue off-ramp. you see two tow trucks there. i saw one leave the scene. apparently it wasn't the right configuration. they're getting one car on the flatbed. we have traffic building up heading south of mission and over towards that scene. this is in front of tesla, the truck scales. we have one, maybe two lanes with activity. you see the speed sensors aren't so bad on the approach. the rest of the bay looks great. metering lights are on the bay bridge toll plaza. all the headlights are coming down through berkeley into san francisco. clear view. >> there's the positive aspect of it. a lot of people out on the roads. >> and clear view into the weekend, too. almost there. >> yes, we're almost there. we have some amazing weather and a lot going on for the bay area

for the weekend and an update on the tropics. that's coming up in five minutes. travel times are looking great. the top number just went into 15 minutes. a little slowing in richmond and berkeley. the south bay, no slowing yet. we've seen that kick in. i'll talk about the patterns coming up. 5:44 right now. happening today in san jose -- >> it's interesting. the deadline for people living in a south bay homeless camp, state authorities expect them to clear out later today. the camp is called hope city. it's at rough drive south of the airport. it has big tents and each houses up to ten people with access to showers and clean water. we've been telling you a lot about it here on "today in the bay." there's growing support for the community that popped up not too long ago, but because it's on state land, the state will have the final say. the troubled millennium tower could soon be yellow-tagged. the "chronicle" reports they

give them to make safety changes or access could be limited. an investigation is under way to find out why a window on the 36th floor cracked. that crack has inspectors concerned. they want an overhead inspection center installed around the entire perimeter of the city to protect pedestrians from any potential falling glass. . the city wants the tower to repair a broken window washing crane so inspectors can inspect the window from the outside. california's open enrollment period is set to begin this fall. a new report shows an historic amount of californians have health insurance. the uninsured rate dropped to 7.2%. that's a 10% drop since 2013, which is the largest decline in the country by far. more than 3.7 million people have gained health insurance country in california over the past four years. it is quarter to 6:00.

president trump is tweeting this morning about the head of one of america's largest banks, calling him a, quote, nervous mess. >> what started this fight? >> well, good morning. it's a war of words between jamie dimon, the head of jpmorgan chase and the president. dimon said, if i ran for president, i could beat trump because i'm as tough as he is, i'm smarter than he is and he said he made his money the old-fashioned way, he didn't get it from daddy. as you might imagine, trump responded. the problem with banker jamie dimon running for president is he doesn't have the appear tud or smarts and is a poor public speaker and a nervous mess. otherwise he's wonderful. the president has retweeted some of his past tweets. he rarely does this, retweeting himself. they were tweets praising the economic policy. obviously, the hurricane on everyone's mind. this is a live look from north carolina. it's been getting weaker but it's stalling. there's worry it's going to deliver a lot more rain.

president trump says the federal government is ready. >> it's one of the biggest ever to hit our country. maybe it's looking like something could happen but looks like that won't be taking place, unfortunately, now veering away from land. now just four minutes mr. trump tweeted, 3,000 people did not die in the two hurricanes that hit puerto rico. that's technically accurate. when i left the island after the storm had hit, they had anywhere from 6 to 18 deaths. that's also accurate. as time went by, it didn't go up by much. that is incredibly inaccurate. you see the elipses there after the 3,000. that means he has another thought about this. we have no idea what it is. as you can imagine, we are waiting for it. one last thing on the immigration front. new government data released today show the percentage of people living in america who are from somewhere else is at the

maybe go to work, it will be in the upper 50s. there will be clouds and then we'll see things clearing out during the day. 73 degrees at noon. that's absolutely perfect. and not too shabby are these temperatures with our high today reaching 78 degrees in antioch and concord. 76 in napa. san francisco, 64 degrees. 73 today in san jose. we should be in the low 80s, but we're not going to be there today or the next couple of days. as you're getting dressed this morning, you do need a jacket and you'll be comfortable with some jeans on today. it's one of those days with those winds pick up. you'll want to make sure you have at least an extra layer or two. we're also seeing the clouds moving by with the trough that brought uses cooler temperatures. this is an elongated area of low pressure that brings in a change of temperatures. that's what we're seeing right now. then we shift all the way over toward what's happening for our friends and family around north carolina, south carolina. this is such a wide storm.

the wind field has expanded, meaning it has spread out and a wider swath of area dealing with at least some hurricane-force winds. can you see how wide this is as i put the measuring tool on the screen. 770 miles wide. this will have a major impact over the next few days. now one of the major concerns will be the storm surge that builds up along the coast that affects those inland areas. we could see landfall as early as later on tonight into early tomorrow. it's such a slow-moving storm and will also dump torrential amounts of rain. we'll continue to monitor that. we're looking at highs reaching into the upper 70s for inland areas and low 80s by early next week. still looking really nice. san francisco will start to see the clouds and fog returning tomorrow morning and keeping it in the mid-60s. mike, that traffic alert still going on for fremont? >> it is. that's the biggest deal of the morning. bay bridge toll plaza has the biggest backup if you talk about

number of cars but the biggest expected slowing fremont, south 880. south bay isn't a problem but it's a problem for folks traveling the nimitz as you pass the tesla and truck scale area. we have a live look out there. i saw another tow truck leave the scene but a gladbed tow is still there. the truck scales are up here. we moved our camera down a little bit. tesla is on the other side of the freeway. this is a continued issue. a car went over onto its side and it was affecting two lanes for at least the last half hour. that's been a slow drive there. the rest of the bay north of -- basically north of fremont moves smoothly. there's pittsburg, bay point, concord. not a problem. the bay bridge toll plaza has your backup. standard for the north freeway. we're picking up volume through the curve but no delay from san rafael to golden gate bridge.
