be an issue. the rest of the bay everything looks clear. do we have a clear forecast, kari? >> yes, we do. as we take a look at dublin and our forecast for today, we'll start out with a few clouds and temperatures cool. 55 degrees. at noon, 67. look at these numbers for today. only reaching 71 degrees in the middle of the afternoon. livermore heading up to 75. san jose, 73 degrees. it's still going to be breezy and really nice with highs mostly in the 60s and 70s all across the toove into north carolina as we go into tonight. you can see the outer rain bands approaching the coast right now. very close to myrtle beach as well. this is now a category 2 hurricane. the problem will be the high storm surge and the slow-moving nature of the storm that can dump copious amounts of rain. for that, i'll send it to you. >> hurricane florence bearing down on the east coast this

morning. hundreds of thousands of people evacuating from virginia through the carolinas. >> the major effects from the monster storm are expected to intensify over the next couple of days. we'll show you a live look from wilmington, forecast to get the brunt of the storm. look at the winds picking up there. the eye of florence is now about 230 miles off the wilmington coast. we have a live look further south at the myrtle beach area in south carolina. the waves are churning there. wind speeds have actually dropped, however, from 140 miles per hour to 110. it is now a category 2 storm. "today in the bay's" jay gray is in the middle of it all on a carolina beach in north carolina with the latest. >> reporter: hey there, good morning. look, the track of this storm meandering just a bit. not exactly clear where/when it may make landfall. what is clear is that florence has the potential for historic flooding and catastrophic damage. >> to pick up my boat.

>> no, ma'am. >> reporter: much of the southeast is shut down right now. >> powerful, damaging hurricane is hours away from our coast. >> reporter: as florence starts to move in. >> this is a mandatory evacuation. all residents must be off the island. >> reporter: many along the shoreline have moved out. >> it's big and dangerous. we need to get out of the way. >> reporter: coastal communities from virginia through the carolinas are for the most part empty. signs of what's to come are on boarded windows and doors, sandbags to block flooding rains. and what could be a devastating storm surge. >> expert modeling here at north carolina emergency management shows that storm surge alone is likely to flood tens of thousands of structures. >> reporter: still, there are some in the strike zone who have stocked up on supplies and plan to stay. >> just batten down the hatches and get ready to ride it out. >> reporter: likely the worst storm to batter the carolina coast in decades.

look, now it's important to remember this is a massive storm system. everybody talking about where it's going to make landfall. that strike point is important but understand that the effects of florence are going to be felt for hundreds of miles. in carolina beach, north carolina, jay gray. back to you. >> thanks, jay. we told you yesterday morning, more evacuees from the carolinas are making their way to the bay. jay manages a hair salon in florence, south carolina. he arrived at sjc last night. >> in the last hurricane, i was out -- without electricity for a whole week. i'm like, i'm not doing it this time. i am not taking a chance. i'm going to go. >> he's one of 2 million people following evacuation orders. his aunt and uncles evacuated all the way to baltimore. others went to georgia. he says some of his family members are going to ride that storm out. 6:06. happening in san francisco. the global climate action summit heads into its second day.

>> it's expected to be a rowdy one, not only a-list celebrities expected to be there but also plenty of protesters. "today in the bay" pete joins us. if you have plans to be anywhere south of market today, you better pack some patience. >> reporter: that's right, lauren. it could be an issue if you're traveling around the mascone center. we're standing on howard street. between fourth and third you have this area barricaded off as they get this global climate action summit under way. thousands of leaders will talk about the issue of how to deal with climate change, but some folks believe the folks inside there aren't going to be going far enough when it comes to discussing this topic. that's why we'll see some protests in this area later this morning. we saw some protests over the weekend on march tus street. thousands marching down marcus street.

they say they want to send a message to the attendees at the summit, to focus on underserved communities and not to focus on renewable energy from a profit-driven standpoint. the groups will start north of jesse square at 7:00 a.m. as they make their way to the mascone center. we've seen a number of events. yesterday california county leaders signing onto the county climate coalition. that's calling on county governments to use 100 m% renewable energy by 2030. former u.s. vice president al gore taking the lead on all this. he was at that event. here's what he h t >> getting the counties into the action in an organized way could be the tipping point to move us into the solution phase. >> reporter: we'll hear from several speakers over the next few days when it comes to the

summit. today i'll have mayor london breed from san francisco speaking. you have house democratic leader nancy pelosi as well as actors harrison ford and alec baldwin, who are activists when it comes to dealing with the issue of climate change. as i mentioned, there will be some protests taking place today and we're expecting the protesters to arrive roughly at 8:00 a.m. live in front of the moscone center. 6:08. a state supreme court decision has now cleared the way for san francisco to seek disciplinary action against a group of police officers who exchanged racist and homophobic texts. this stems from a federal corruption case back in 2012.en thousands of inappropriate messages between officers. but by the time the evidence emerged, it had passed the department's disciplinary deadline. in may a lower court ruled the officers would get a chance to appeal the disciplinary

proceedings. yesterday a state supreme court justice overturned that decision. new this morning, the ballot size in one bay area county is shrinking. no, i'm not talking about the number of candidates. we're talking about the size of that ballot. contra costa election officials say they will now take that ballot down to a regular 8x11 inch piece of paper. as you can see here, this makes reading that ballot easier and speeds up the counting process, but voters can also expect more than usual number of pages there. that includes six pages for the upcoming fall elections. as we approach 6:10 on this thursday morning, we are starting to get closer to sunrise. here's a live look outside over san jose. you can see we still have those clouds, but a filtered sunshine to start out the day. we will still have a really nice one. let's head to south san jose to

santa teresa. we start off in the high 50s and top out at 70s. in martinez, upper 50s heading into the low 70s by noon. as you go back to pick up the kids for school, it will be comfortable, low 70s as well. we'll get a look at all of our microclimates coming up. mike, you're tracking the jam in fremont. >> now the jam is? the jelly. i don't know if that metaphor works. all the sensors aren't bad. typical pattern, 880 traveling south through fremont approaching milpitas. we have recovery speeds back into the yellow because that crash has cleared. those two right lanes that were blocking for about an hour. no major injuries. south 880 at warren, the exit coming up, traffic flow is much better. over the last three minutes we've seen this go from slow to basically at speed once again. the other side of the freeway, the lights, that's the parking

north bay. we're looking at 37 westbound slowing. a very good morning. happy thursday. glad you're with us. broader markets should trade a bit higher this morning. shares in apple fell about 1.25% after the company's big announcement yesterday. we told you that would happen ahead of time. google under the microscope again after conservatives discovered a video of google at an all-hands meeting in which nald trump has been elected t president. this is from the president's re-election chairman. to be clear, it was google's weekly all-hands meeting which was on the friday after the election. anyone who follows silicon valley politics even a little bit knows google's leadership leans much to the left, as do a lot of companies here in the valley. google executives, after all, went to work for the obama white house. silicon valley certainly has conservatives, of course, but they tend to be libertarian. type of conservatives.

this comes after google failed to send an executive to last week's senate hearing on cyber security. turned out to be a very reasonable, sobering hearing with good points made on both sides. apple announced all kinds of stuff at its big announcement yesterday in cupertino at the steve jobs theater. updates to its apple watch and updates to x, xs max. that's how you say it, of course. it's want the iphone x. this whole roman numeral thing has people confused and it's led to weird branding problems. the iphone xs, the update to the iphone x, could be said as the iphone excess, but nobody wants to be excessive. you could call it the iphone xs for extra small, but it isn't the smallest. it's the iphone tennxs, which ss

like tennis. this is one of those things, let's move past this, iphone 11 we'll figure it out, or possibly the xi, i don't know. >> i say look at the price tag and you'll be able to tell. >> it will change your mind. uber is being sued in federal court by a los angeles limo company for what it claims is unfair competition. diva limousine claims uber saves up to $500 million a year by classifying its drivers as independent contractors instead of employees. they argueompany to save on paying drivers minimum wage, overtime and other benefits. uber is not commenting on the lawsuit. study out this morning says americans spend nearly $3,000 each year on financial vices. 38% of americans say they dine out at least three times a week. that accounts for just over $2400 a year spent at restaurants and at takeout.

you don't have to wait for that. it's in the south bay right now. we head over to antioch to see pe up for the morning commute. may have to turn on the heater a little while in the car to be in the upper 50s but later on today, windows down. we're enjoying cooler weather with highs in the low 70s. walking to school in the south bay, it's going to be in the mid-50s. the kids need a jacket. they'll probably be comfortable wearing pants all day long, too. we'll see those temperatures heading into the upper 60s by the time you head back to pick them up from school. here's a look at our south bay high temperatures. it won't be as hot in gilroy today. we're going to see the high up to 77 degrees. nice little breeze to make it feel cooler, too. we head over towards concord with a high of 78 degrees. 73 in martinez. for oakland, 66 degrees. 67 the high in san mateo. for san francisco, it's still going to be windy with marine district reaching 60 degrees. 65 in the mission district. and the north bay looking at

some low to mid-70s. all thanks to that trough that dropped in. it's still bringing us clouds and a beautiful sunrise. if you saw the sunset yesterday evening, it will be look just as amazing this morning. get your cameras ready. as this dips to the south, we'll be on the other side of the cool air so it continues for a couple of days before we start to see a little bit of a change. slightly warmer temperatures early next week for our inland valleys. for san francisco, the marine layer, the cloud and fog return tomorrow morning. it's still going to be a really nice weekend. mike, you were looking at something that's happening in the tri-valley. >> i wases looking with chp's help, no luck checking twitter and scanning sources, we see slowing south 680 past mission north. we'll check again in a couple of minutes. right now that's the only surprise we have. southbound 880 continues to recover. that crash did clear the alert at warren on the southbound side. now the arrows show you the typical build, which we expect

will discuss its surveillance policy amid accusations that b.a.r.t. staff went behind the bored's back in collecting people's information and sharing it on a databasis available to i.c.e. >> kris sanchez joining us with a story we've been following for months. it goes beyond personal security and into issues of privacy, kris. >> reporter: yeah, the b.a.r.t. board is under a lot of pressure to make people feel safer while riding b.a.r.t. but now they're us prur under pressure on a way not to undermine privacy. it was reported b.a.r.t. collected and shared people's personal information at the b.a.r.t. station and then shared the images available to i.c.e. after the b.a.r.t. board passed a sanctuary possibly which would have barred that. the license plate readers were

installed without public notice. this is why civil rights and public advocacies are trying to put the brakes on the policy before the board today. here's what's on the agenda. expanding the surveillance system, which the general manager contends won't include facial recognition technology or the collection of personal, identifiable information or cell phone tracking. also notice of surveillance. people know when they are being watched. also the no panhandling ordinance will get another discussion today, as will the raising of barriers at fair gates. also the addition of more inspectors particularly at last month b.a.r.t. did go forward with some safety protocols including more visible police officers patrolling b.a.r.t. trains riding them during the work days. that's been done through denial of vacation requests, time off requests and also overtime and also the addition of emergency call boxes on all of the platforms. that was the least controversial part of this whole surveillance

and safety policy, which the board will discuss at 9:00 today. of course, safety and security will take a backseat to privacy at that board meeting today. in fremont, kris sanchez, "today in the bay." >> thanks. 6:33. developing this morning, the string of shootings in central california leaves six people dead, including the gunman. investigators say that gunman went to a bakersfield trucking business. this is along with his wife last night. confronted another man. first, he shot and killed the man, then his wife. when another man showed up at that same business, he was also shot and killed. perhaps because he witnessed those first two shootings. police say that that gunman then carjacked a vehicle and went to another home and that's where he killed two more men. >> certainly there is a connection. you don't randomly go to a certain residence. i'm speculating right now at this point, but i'm pretty comfortable there will be a

connection between all of these players. >> when a sheriff's deputy confronted that man at the home, that gunman killed himself. a woman and child in that carjacked vehicle managed to escape the car unharmed. new for you this morning, san francisco's board of appeals has actually revealed something new. >> actually they reversed an earlier repeal and will now allow the removal of a controversial statue. the "early days" statue near the main public library in the civic center depicts a native american sitting on the ground with a mission padre and vaquero standing over him. they say the statue is a symbol of oppression from a euro-american point of view. the historic commission plans to remove that statue and safely store it. happening today, san jose, the deadline for people living in the south bay homeless encampment there. state authorities expect them to clear out later today.

that camp called hope city is at rough drive, south of the airport. it has big tents and each houses up to ten people. with access to showers and clean water. there is growing support for this community that popped up not too long ago, but because it's on state land, the state has the final say. 6:35 right now. a south bay teacher has been arrested, accused of sexually assaulting a student at his former school before he started working here in the bay area. jonathan san matino is charged with statutory rape while teaching in san diego. he just started teaching at the harker school in san jose. the school district released a statement saying, in part, we are concerned to hear these charges. in this case the charges weren't filed until last week, which was well after the school had done its extensive background checks. folks, let's take you out to

the roadways which are looking pretty pleasant. much more pleasant in fremont through milpitas. the last traffic alert long since cleared. now we're back to a typical morning for your commute. 6:36 right now. we're showing the build on 880 heading onto and across the san mateo bridge. the bum barton bridge picking up volume as well. later in the morning, in an hour, things will pick up across the 84, heading to the facebook side, that's what i call it over there, a major business over on that side of the east palo alto, m menlo park. southbound 101 shows a lot of slowing kicking in. the russ by the timou t morgan hill, you're back at speed for 101. you're not at speed right here. the tail lights, more brake lights across west 192, san mateo bridge. there were no incidents, just a lot of traffic. more cars than the lanes can handle right now.

you'll need a jacket throughout the day. and for the end of the weekend, if you're going out around lake merritt in oakland, you can check out some beautiful, colorful dragon boats. the festival happening on lake merritt from 10:00 to 5:00. it will reach into the mid-60s. meanwhile in the tri-valley, it won't be as hot as last weekend, so you'll enjoy more time outside, going to some of the restaurants and vineyards we'll see mostly sunny skies on saturday, reaching 73 and 77 degrees on sunday. some upper 70s and sunshine throughout the weekend. in a ltle closer to home, santa cruz will also have some really nice weather. highs reaching into the mid-70s but the clouds and the fog will return for the early part of the day. and sunshine with a high of 72 on sunday. we'll talk about what's going on today. our temperature trend is coming up in three minutes. >> looking forward to it. dimming the millennial tower.

air to the north and slightly warmer to the south. it's right over the bay area right now. that's the reason why we've seen the dip in the temperatures and also a shift in the wind. thosaz let's head over to north carolina and hurricane florence and how wide the system is. the wind field has expanded. we request see how wide those clouds are. the impact this will have on the east coast. they use a measuring tool to show you how wide those clouds are. 770 miles confidwide. this will have a major impact and producing large storm surge along with rain over the next couple of days a lger for a couf days and the storm surge could be over ten feet plus, and rainfall totals of unimaginable amounts. 20 to 30 inches, possibly over 40 inches.

back to the drawing board. part of the security ordinances already in effect, if you're a rider you may have noticed more b.a.r.t. police patrols. all time off requests were canceled and officers have been working six to ten-hour days since august 9th. at issue today, some of the surveillance policies that some community members claim are being pushed through without transparency. today's meeting is at 9:00 a.m. a state supreme court decision has now cleared way the for san francisco to seek disciplinary action against a group of police officers who exchanged racist and homophobic texts. this stems from a federal corruption case back in 2012. that's when fbi agents discovered thousands but by the time the evidence emerged, it past the department's disciplinary deadline. in may a lower court ruled the officers would get a chance to appeal the disciplinary proceeding. yesterday a state supreme court justice overturned that
