good sunday morning. it is 7:00. here is a live look outside, some pink clouds over san francisco, from emeryville and the airport tower, just glimmering there. thanks so much for joining us. i'm kira klapper. vianey has a look at our microclimate forecast. is it the last day of the summer? >> it is and temperatures aren't going to feel that way. one of those days where the temperatures are starting off nice and cool and they're going to stay cool at least through the start of the work week. san francisco 55 degrees. mainly clear skies. we have some nice cloud cover

overhead but if you look at san jose 51 degrees, wind speed at about 3 miles per hour. into the afternoon get ready, we are expecting below seasonal temperatures. look at the 24-hour change in napa, 12 degrees cooler. san jose about 4 degrees cooler. livermore 7 degrees cooler. it's chilly in some spots. for the most part our bay and coast temperatures will remain in the 60s. inland temperature also climb into the mid-70s with some 80s for the interior valleys. >> thanks. this morning we have a follow-up to a high-profile homeless camp built on state property in san jose. the camp was set up by a group that complained that the city was moving too slowly to help the homeless. it appears the plan to let those people stay has changed. the people living at the so-called hope village were told to get out by 8:00 a.m. tomorrow

morning or else. the encampment was organized by homeless advocates. it originally was supposed to be cleared out this past week but friday the county of santa clara sent a letter to the state asking the california highway patrol to hold off on removing the tents for six more months so the county officials could rent the lot or find another place for the people to live. it seemed like the state agreed, but that all changed yesterday morning. >> reporter: where will you go on monday morning? >> well that depends, if we find a spot or back down the creek. >> you could begin to give a much better quality of life for people who are living in the dirt, living under freeways. >> reporter: we're told the advocates say they are planning a protest ahead of tomorrow's eviction deadline. now to the latest on stunning news of a potential serial killer in texas. the suspect is a u.s. border patrol agent who has now been arrested. juan david ortiz a ten-year veteran supervisor for the u.s.

border patrol is accused of killing at least four people and kidnapping another. that fifth victim was able to escape and alert law enforcement. an overnight chase ended in laredo, texas, early yesterday morning where ortiz surrendered to police. according to a criminal complaint filed yesterday he has confessed to the killings. investigators have known about the murders for almost two weeks when the bodies of four people were found near the border. they didn't have a suspect until yesterday. >> the county, the city can rest assured that we have a serial killer in custody and he will remain in custody. >> it's not clear whether ortiz was on duty at the time of the alleged killings. it appears three of the victims were women. the fourth was a man. all are described as sex workers. now to the carolinas where florence is proving it's still packing a punch as a tropical storm. more than 30 inches of rain, two and a half feet have fallen in

some parts of north carolina and another ten inches could fall before the storm moves on. at least 11 people have been killed. that is up from 5. flooding is threatening entire cities. the national guard is active in at least ten north carolina counties, and rescues are under way across the state. >> i cannot overstate it, floodwaters are rising and if you aren't watching for them, you are risking your life. >> south carolina is now bracing for flooding as well. nearly 800,000 homes are without power. several bay area firefighters and elite water rescue crews are working to rescue people stranded in the carolinas. yesterday oakland task force 4 checked on 100 people who chose to wait out the storm in north carolina rather than evacuate. on friday, that same team searched more than 150 homes and were able to evacuate 30 people. amid the destruction and the

desperation, there are stories of new beginnings. couple was supposed to get married at a north carolina park yesterday but the hurricane of course canceled that plan. the people decided they didn't want to put their wedding on hold, so the bride asked her boss if she could have the ceremony at work. she works at sunoco gas station. her boss said yes of course. the couple tied the knot and as the story goes, they lived happily ever after. back here in san francisco, a new political center opened with a single goal, to flip the balance of power in washington from republican to democrat. minority leader nancy pelosi joined other democrats and roll steers for yesterday's grand opening of the red to blue center as it's called. the idea is to call voters in swing states and republican majority states and try to convince them to cast ballots for democrats. republicans gained full control of congress in 2016 at the same time president trump took the white house. >> 45, that's about as far as i

can go. we talk about him, and we talk about the republicans in congress. this election isn't about him. it's about our candidates, vis-a-vis their opponents, the incumbents, and we don't agonize, we organize! >> meanwhile, republicans are hoping nancy pelosi's unpopularity will help keep both the house and the senate in republican hands. many republican candidates are now airing ads featuring the san francisco democrat arguing she's too liberal to lead. the midterm elections by the way are november 6th. dozens of activists marched around san francisco's union square yesterday calling for president trump to be impeached. the protest organized by a group called refuse fascism brought together a variety of activists protesting everything from the president to his supreme court nominee brett kavanaugh. police marched with the group and held traffic at some point to keep everyone safe. they say the protest remained peaceful.

welcome back on this sunday morning, 7:10, as we look from our new sutro cam looking over san francisco below the clouds somewhere towards the marin headlands looks like another sunny sunday for most of us today and breezy conditions. now to a glitch in uber's payment system. it's turning into a major issue for ride share drivers across the world. those drivers now say the company's daily cash out feature isn't working and it hasn't for days. that could turn into a problem for us as riders, as some drivers say they'll hang up their keys until uber fixes the problem. quintana has more. >> reporter: the instant pay feature is supposed to allow the money they earned from drives almost immediately but the feature has been down for days. tell me about uber instant pay. >> it's not working. >> monday is five days. >> reporter: you haven't been paid in five days? >> no. it's crazy. >> reporter: are you ticked off about it at all? >> yes, because i was expecting to have money but i could not do it. >> reporter: there's at least one driver who is so angry she's decided to stay off the streets until uber finds a fix. >> they are telling us one thing and every couple of hours it's another thing, so i decided to not drive at all. >> reporter: silvana is owed more than $300 from uber drive this week. uber issued a statement on the problem it reads in part "we have identified an issue affecting drivers visibility into their trip earnings and our

welcome back. it's 7:14 on your sunday morning. plenty of sunshine as we look toward the bay bridge and is that the sixth street off-ramp in san francisco. the sun is shining. the weather should be beautiful for this last sunday of summer. could the supermarket be the answer to cutting the lines at

the dmv? the state is now expanding a program to install self-service kiosks at grocery stores across california. the kiosks can't do everything a dmv worker can but the machine can be used to renew your car registration and get new stickers. currently there are two locations in san francisco, one in south san francisco and six in the east bay. more than 120 terminals have been rolled out statewide and more are being added every single week. it was cleanup day yesterday for california's waterways. san jose was one of the many places where volunteers gathered to pick up trash and litter on yesterday's annual coastal cleanup day. this was the scene along coyote creek. volunteers saw some disturbing trash piles and hope this event not only leads to cleaner water but also a lesson for the next generation. >> we saw a few people running around screaming, it's important for them to know who is out

there and what we're doing to try and help people. >> statewide, more than 60,000 volunteers signed up to take part in the coastal cleanup. more than 130 people answered the call to save some lives in the south bay this weekend. garvin thomas held his second annual bay area proud blood drive yesterday. the stanford blood center says they are at critical levels for types of blood. local hospitals need to collect between 1,000 and 1200 units of blood every week. the bay area is known traditionally for low turnout. >> we are so fast paced. we only see 2% to 3% of that 38% that's eligible come out to donate so basically we have 2% or 3% or less than that actually of the population taking care of all of our local patients. so we're really hoping to see some first time dopers that become lifelong toners today. >> 133 units of blood were

collected bringing our two-year total for bay area blood drives to more than 250 units, enough to save 750 lives. wonderful. it's just about 7:17. let's check in with vianey arana with a look at our sunday forecast. yesterday was beautiful but breezy and you say today will be similar? >> yes, especially for the coastline. yesterday we had the winds kicking up and a couple of areas that saw wind speeds 15, 20-mile-per-hour but look at the current conditions in san francisco. we've got beautiful clear skies, using our live cam downtown san francisco but i want to show you this other cool shot as well. this is our sutro tower san francisco cam. this is what it looks like high above twin peaks. we have nice cloud cover rolling through there but it's not really down low so we're seeing clear conditions through san francisco. right now in san jose, 51 degrees, wind speeds at about 3 milsz p

miles per hour and the current conditions in the tri valley 48 degrees but we notice the temperatures tend to be slightly cooler for our daytime temperatures especially early morning hours when there's not a lot of cloud cover because we don't have that blanket of clouds to kind of keep us nice and warm, trapping the heat. if you notice in napa, 12 degrees cooler at this hour. san jose four degrees cooler and we are going to see a nice warmup as we head in toward the afternoon. you're going to be enjoying some of these below seasonable temperatures in san jose, topping out at 77 degrees. morgan hill 80 degrees so we're seeing a couple more 80s on the map for today but the conditions are going to be very similar to yesterday. so no major changes in terms of our temperatures through walnut creek 78 in through the interior valleys, also seeing some nice temperatures, but the breezy conditions are expected to remain especially for the peninsula and the city, northwesterly winds at about ten miles per hour and even in the city as well 66 degrees expected

for mission today, san francisco and headed up to the north bay, check out current temperatures right now in the 50s and then eventually it will climb up into the 80s for santa rosa, 81 degrees. novato 76. if you're enjoying these 70s temperatures, the last weekend of summer, get ready because we're expected to warm up toward the end of the week. before i break that down for you, i want to talk about our air quality. we've seen a huge improvement. we are all good in terms of air quality index but we are still seeing some smoke off to the north coast. of course we've seen a huge containment in those wildfires that were actively burning throughout parts of california. as far as the warming trend ahead we get that ridge of high pressure that kind of begins to briefly warm us up as we head in toward friday and saturday and that's going to warm us up into the 70s for san francisco, believe it or not, but friday is our last full day of summer, and it looks like it's going to end with a bit of a bang.

dogs that were abandoned during the fires in lake county, and they're now up for adoption looking for their forever homes. karen shaver is at the fairgrounds in pleasanton where the fair opens in a few hours. the event went on yesterday and today is the last day. karen, thanks so much for joining us. why is this pet fair so important to you and your shelter in particular? >> we live in a small county that has been devastated for the last four years. being able to come here to the largest is it i in such a big venue where there's hundreds of thousands of people and coming to this event is huge. >> and it's a problem that a lot of californians are facing right now, wildfires, destruction, evacuations. we understand you alone have 40 dogs to adopt and with so many

people going through this right now, why is this so important for you specifically for your shelter? >> we can't take care of this many dogs for a long length of time. we need to get them into homes as quickly as possible. i get calls every day from people that need to relinquish their pets for a variety of reasons, including losing their homes or not being able to sustain after having lost their homes. >> if for example there's someone watching who can't make it out to the fairgrounds is there any way to help the wildfire victims the four-legged wildfire victims and help adopt? >> there are many shelters in our area that have taken in dogs from the fire that still have dogs from the impact sonoma county takes dogs from us, mendocino inland humane takes in

a huge number of dogs from us, and cats, in order to help out so going to any of those shelters or coming to lake county and going to the lake county shelter to see if you could possibly find a match would be great. >> so really just get out there and visit the shelter even if you can't make it out to the almeida county fairgrounds today. >> that's right. >> if people can make it out there they can visit your dogs, visit the thousands of other dogs on the fairgrounds. i hear that animal planet's jackson galaxy will be there. he's the cat whisperer, for people who don't know. when can people see him? can they bring their cats to see him? >> i'm not sure if they can bring their cats to see him but pets are welcome at the fair and i have seen people wandering around with cats on a leash. there's every kind of animal being brought here by the participants and jackson will be here at 2:00 p.m. in the amphitheater and we have two fire cats to adopt.

along the peninsula in the 40s and the reason we're a little bit chillier this morning is because we don't have the crowds to kind of trap the heat in so temperatures running a little bit cooler. as we head toward the afternoon we are going to warm up so nicely. i want to give you a bit of a heads up about a mexican independence celebration in san jose at the mexican heritage plaza. the event is called chile mole bosole, three of my favorite dishes from 11:00 a.m. to 4:00 p.m. head out there, talk about good food on a sunday. >> oh yeah, mouth-watering, i have nothing else to say. we'll check back in with you in about 15, thanks. all right, you have 33 hours to get out. can you imagine hearing that? that's the message the chp delivered to unique homeless camp in san jose, it was set up by activists who said they did so because they were tired of

waiting for the government to come up with a solution for the homeless. activists and those living at what they call hope village say they're fighting to stay. "today in the bay's" marianne favro has more. >> reporter: for charles nelson, hope village really did provide hope. instead of camping along the guadalupe creek and constantly having his blopgings stolen he lives in a roomy tent in a secure area. >> it's the difference between night and day, between living in the creek and living over here. security, the cleanliness, the showers, and port-a-potties. >> reporter: the encampment even has showers. san jose catholic worker established hope village here last saturday. the problem is, the state owns the land. the california highway patrol says it must enforce the trespassing laws so it has ordered hope village to pack up and move out by friday morning at 8:00 a.m. >> that was a surprise and severe burden for us.

>> reporter: peter who helped organize the village says his group was tired of waiting for the city and county to help the homeless. he says hope village only costs about $10,000 to establish and the model can work. >> a much better quality of life for people who are living in the dirt, living under freeways. >> reporter: on september 25th, santa clara county supervisors will consider some possible solutions, including moving hope village to an adjacent property owned by san jose, moving it to the city owned land behind the san jose police department parking lot or convincing the state to lease the property the vulage is on right now. but for now, the 8:00 a.m. monday deadline looms. where are you go on monday morning? >> well that depends. if we find a spot or back down the creek. >> reporter: marianne fach row, "nbc bay area news." now to the latest on stunning news of a potential

safe"-- with safe standing for "scrubs addressing the firearm epidemic." hundreds are expected for a noon rally near stanford hospital... similar rallies are scheduled for hospitals all over the country. they don )t need a coffee break, or a vacation... or even a day off. we )re talking about these robot security guards. they )re now patrolling parking lots in downtown hayward. the "knightscope" data machine patrols the downtown civic center parking garage, and will eventually patrol outside the new main library and "heritage plaza." hayard says it )s trying out the robot because of recent problems at the watkins street hayward says it's trying out the robot because of recent problems at the watkins street garage. its high-tech features include thermal person detection, a two-way intercom, parking management and of course audio and video recording.

a marin county family says it will fight to keep ferrying passengers from tiburon to angel island. the state is seeking new proposals to take over the angel island ferry service. joe rosatto learned more about the nautical history of that family that's been taking people to the island for decades. >> reporter: >> my great grandfather came in with the railroad and built a border and chowder house. we've been down here for over five generations. we've run boats in and out of angel island belong before it was a state park. >> reporter: nearly every visitor who stepped on to angel island over the last 60 years made a trip via ferry operated by the mcdonagh family. maggie's father and great grandfather ran boats out of tiburon. her dad in 1959.

>> the gateson was our first boat. once you have the water in your vein s that's what you're going to do. >> reporter: eventually maggie took over. >> this was when it was first tied up in tiburon. >> reporter: she runs passengers back and forth as part of the family business. >> it was the original deep water shipping channel for the san francisco bay. i get to be out here. that is my office. >> reporter: but the state of california is seeking a change of scenery. it recently put out a request for proposals to take over the angel island ferry service, the well established blue and gold fleet says it submitted a proposal but mcdonagh did not citing the expensive dock repairs. still she says she will fight to keep the family business on the water. >> we'll continue to operate to angel island and continue to take care of the communities just like they've taken care of

investigation has opened a new front on the 16-month-old inquir inquiry. manafort's agreement to fully cooperate may open the door to paths previously not available to the mueller team. nbc bay area political analyst larry gerston joins us now. what might we learn because of manafort's plea bargain? people are calling it the full monti. >> it's getting curiouser and curiouser as alice would say. this investigation was originally launched to probe the impact of a russian operative on the 2016 presidential election and, this is important, any other related activities. for some time, mueller critics complained that gee, the convictions to date largely skirted that central charge but now, now manafort has admitted several important conversations with key russians as well as other russia allied oligarchs.

his plea bargaining agreement now allows the mueller team to drill down into an area of the investigation that previously has been tough to penetrate. >> and what is it about manafort's experience that interests the mueller team to the point they're willing to reduce manafort's prison time? >> let's start with the obvious here, kira. manafort was one of three americans along with donald trump jr. and trump's son-in-law jared kushner at the infamous june th, 2016 meeting with russian operatives at trump tower. remember that meeting occurred because a key russian player allegedly told donald trump jr. that the russians had dirt on the clinton campaign for the trump people to exploit. as a participant in the room, manafort will be asked to fully detail that meeting. that information could support a conspiracy charge against the american participants in the june 2016 meeting for their

election meddling knowledge from foreign informants. >> he was really in there and that could be a stunning connection. but i've heard also there are other reasons manafort has become so important, is that right? >> look, manafort has admitted to deep ties, deep ties and financial engagements with russian oligarchs for more than a decade and through 2017, even after the election. he also admits to giving private briefings to russian oligarchs about the presidential campaign, which leaves us, which leaves us with two compelling questions. first, did then candidate donald trump know about these meetings and second, did donald trump have his own financial ties with russian oligarchs especially when he was unable to borrow money from american banks to finance his projects. remember one thing here, remember trump went bankrupt four times. these factors, these factors

underscore manafort's vital importance in this investigation. >> and we have been talking about this for quite some time. you often talk about the importance of connecting the dots in the mueller investigation. so how does this dot fit in with the others? >> that's a good question. paul manafort and michael cohen, you could almost say represent powerful book ends in the mueller investigation. manafort may well provide missing information about the russian connection between the 2016 election and donald trump. meanwhile, there's cohen who, along with the trump organization cfo alan weisellberg may provide valuable information on trump's financial dealings especially as they relate to the russian connection. those would be two powerful dots if connected. >> if connected. >> if connected. >> if nothing else, this investigation has supplied us a life time worth of intrigue. as i always seem to ask you, what can you predict might happen next? >> you know what? i think we may be seeing the

good morning. it's 7:53 and it's sunday, and we are starting out with nice clear skies over san francisco. take a look at this live shot. you can definitely see not a cloud in sight through here but just off in the distance we are still seeing a couple of clouds out there. this is a live look from our sutro tower in san francisco over twin peaks. little bit of cloud cover building over the marine layer but we are expecting to keep these mostly clear conditions through the afternoon. right now current temperatures running fairly cool, 56 degrees in san francisco, 43 in santa rosa and in through the interior valleys for concord, 56 degrees right now. 51 in san jose as you head out the door.

your microclimate highs for today are expected to still be below seasonable. we are tracking some comfortable 70s for the south bay, but we will enter 80s toward morgan hill, east san jose and concord. headed out to oakland, 70 degrees. we will see some breezy conditions. right now we have some westerly winds at 13 miles per hour. if you noticed yesterday the winds kicked up. we can expect to see some light breezy conditions today kicking up in the evening hours. ten miles per hour along the peninsula. in san mateo 69 degrees. redwood city topping out at 73 and san francisco today upper 60s on the map. 66 degrees in mission, 65 for the embarcadero and up near the north bay we have a nice combination of upper 70s in novato. 76 degrees. napa 76 but in through santa rosa we will warm up nicely to about 81 degrees. we're going to keep a bit of these cooler temperatures at

least through the start of the work week, and our air quality has also greatly improved. let's talk about your north bay, bay and coast inland east bay, south bay and santa clara valley, they have all one thing in common, good air quality. we have smoke off the north coast but for the most part you won't be seeing thick layers of haze or some of the wildfires burning thankfully have been contained and that's helped us out in terms of our temperatures. now as far as the mild week forming ahead let's talk about that. we have this system keeping us nice and cool but we have a bit of a ridge of high pressure that's going to briefly warm us up into the midweek and going to cool off toward the end of the weekend. as you may or may not know this is the last weekend of summer and the warmest days believe it or not are expected to be wednesday through thursday. the last official full day of summer will be on friday. if you are wondering who this
