the national insurance crime bureau released its annual list, topped by civic with more than 45,000 stolen. usually honda accord is on the top of the list. that came in second followed by a full-size ford pickup, the full-size chevrolet pickup and toyota camry. we're not getting the same coverage anyways. to pay additional on top of that is totally wrong. >> the outcry this morning after some east bay communities say they will charge people for calling 911. why they want people to pay up. plus new hope for a homeless community in the south bay. the next place these folks will be allowed to move. and here we go again. temperatures heat up and winds pick up, firefighters are sounding the alarm about the fire danger. this morning but warming. >> it will heat up as we go through the day, looking at some very dry winds starting to pick up from the north and that's the reason why we were talking about a higher fire danger, and as we get a look live in san jose, you step out the door, feels nice and cool. willow glen will be at 54 degrees at 8:00, and then heading into the mid-70s today, it's still going to be seasonable, right at about 80 degrees for the afternoon. as you get ready to head out in pleasantton you need a jacket but it will be a touch warmer for the afternoon. i'll look at all of our microclimates and more on the fire danger coming up in a few minutes. mike, you've been seeing some slowing in the south bay. >> yes, kari. we'll show you the live look first of all in san jose, north 101 and it looks great here. just a little outside of our shot, as that interchange 280/680 northbound shows a good weady flow right here. re we see just about the camera area we see speeds into about the 50-mile-per-hour area and

oakland road and also 87 shows sop early slowing. that's really what i wanted to point out is from ma we have mo slowing than we typically see. there was debris and roadway hazardous stall in the area last half hour that may have contributed to things. as we zoom out the rest of the bay looks great. an easy drive whether for the tri valley south 680. for hayward south 880, the crash north 880 in dakota cleared without any problems. the bay bridge metering lights are on, we have a 25 minute drive throwing through hercules, san pablo and toward berkeley. >> 6:02 right now. paying for 911, this may be happening soon for some folksco. some say it really doesn't make sense, since we already pay for it in our taxes. pete suratos joins us live from brentwood. lot of people asking why are we going to have to pay more into

this? break down why this is happening. >> reporter: yes, good morning to you, marcus. this is all about bringing in more revenue or at least another stream of revenue when it comes to the east contra costa county fire district. they want to use that money potentially to build more fire stations to really help out a growing area here in contra costa county, especially right here in places like brentwood. when we talk about paying for 911, there are specific incidents where folks could see a charge, whether they're a resident or getting help in:can cloud cover county. -- contra costa county. anything ranging from the car crash to helicopter landing to even water rescues. as i mentioned, this is going to start a few months from now. the prices could range from $400 for a car crash to even more for some of those incidents listed there on your television screen. now the fire district says it p $50,000 annually but residents still aren't happy about it. >> we pay our taxes and not

getting the same coverage anyways and to pay additional on top of that is totally wrong. >> the district has been struggling to find alternative ways to get revenue into the district. we need more stations. >> now not all of the district officials are on board with this. in fact you're looking at fire district finance chair joe young who voted against it, saying that this fee is really just nickel and diming it as far as revenues go, and it won't fix the problem. it may be saying this because it can cost up to $10 million to build a new fire station in the area and around $4 million just to operate it. we're live in brentwood, pete suratos for "today in the bay." >> thank you very much, pete. >> 6:04 right now. new this morning an east bay middle school student has been arrested for allegedly making social media threats against diablo view middle school, this is in clayton. police say the student hacked into someone else's social media account to make the threat. we don't know which stool he attends.

the arrest comes after threats were made against livermore high school yesterday and two schools in contra costa county monday. as we told you yesterday, the fbi has a new public awareness campaign called think before you post, aiming to stop people from making false threats against schools. developing right now, san francisco police are investigating a deadly shooting that happened around 9:00 last night. this was on 46th avenue in the outer sunset near the great highway. we do know that the victim is a man, about you we donbut we don is. no arrests so far. there is hope for san jose's hope village, which is a homeless camp. the city and santa clara county are working on an agreement where the county would lease city-owned property, next to the original hope village homeless camp. the new property would serve as a temporary site for up to six jose international. >> this comes as governor brown signs a bill to allow unused cal

trans land to house the homeless. this law will only apply to two cities, san jose and los angeles. both cities will be able to lease up to ten parcels of land for just $1 per month. happening today the final piece of san francisco's trail force center is almost done. the much anticipated gondola there, the center officially opened last month but the gondola wasn't ready. we saw crews testing it earlier this week. there's some buzz going around, it may debut in a matter of days, but so far, there's no announcement. today they're holding one last construction update. >> maybe they'll spill the beans. happening today, santa rosa's water warning for the fountain grove neighborhood first issued after last year's fire storm may finally b lifted. right after the tub fire virtually wiped out the entire neighborhood. santa rosa leaders today are

if the water is indeed s danger from sonoma county sheriff. he sent out this tweet, warning everybody the fire threat increases starting tonight. kari hall has been tracking this for us this morning. >> there is a fire weather watch in effect for those areas in the north bay, especially the higher elevations, where we could see increasing winds, decreasing humidity and wind gusts to 35 miles per hour. it's for these areas shaded in orange and once again includes the higher elevations, which is also part of marin county, up toward northern sonoma county and extending over toward napa and yolo county. that's something we'll be watching as we go throughout tonight as well as tomorrow. winds pick up coming from the north it's going to be a dry wind but also going to increase ras we go into today. as we look at our highs for this afternoon, coming up at least about ten degrees in some of our

88 in ukiah and a is going to be up to 85 in livermore, down to san jose 81 degrees, and morgan hill today reaching 86. we do still keep those cool coastal temperatures, with some patches of fog. so i'll have more on our temperature trend for fremont coming up. mike, you have two reports now for 680. >> i do, kari. it's been a calm chp report over the last half hour, but in the last few minutes, we had two reports come in, one south 680 at south main and that does show a little bit of slowing right there at the icon, that's coming down through pleasant hill and concord, clearing by the time we get to the walnut creek interchange. sounds like one lane may be affected but chp has to arrive. the issue with more pronounced slowing is here down toward the bay bridge, south 680 at marsh view. we have a lane possibly two blocked, after you make the split with 80 and getting down toward the benicia bridge. the bridge is moving smoothly clear in both we move south of rest of the bay and in the shot

good wednesday morning. right now, at 6:12 we take a live look outside in fremont as you get ready to step out the door, already busy, and our temperatures go from the low 50s this morning to the mid-70s today. it's going to be a little bit warmer than it was yesterday and you'll really feel it in the valleys. with he'll talk about the numbers and a look ahead to the weekend coming up in less than five minutes. >> these numbers through the valleys moving nicely. 680 and 880 show your typical slowing over through the tri valley over through hayward for 880. the north bay we have highway 37, a lot more slowing, getting over toward mayor island and i follow that crash off of 680 for the benicia bridge.

wednesday. glad you're with us. stocks rallied tuesday, despite another round of tariffs by both the u.s. and china.t the emmys, bloomberg says tesla is under criminal investigation after that now infamous tweet from ceo elon musk, saying he was considering taking the company private and naming a price. now there's nothing wrong with speculating per se, but you can't try to deliberately affect a stock price, and the stock price was affected immediately. the question, was it deliberate or was it just a really dumb tweet? facebook has been sued by the aclu and workers union for allowing advertisements like this one. at first glance there's nothing particularly wrong with it. it's a job posting that showed up in people's feeds, but it was targeted only t here's another example, the greensboro police department

wants new officers but again, they only targeted men and only age 18 to 25. there's nothing wrong with targeting a gender or age in a general advertisement but the aclu says it violates fair hearing practices to target a group in an ad for a job opening. look at this, if you're in the market, this is a mansion in los altos hills once owned by robert noyce, who created the whole chip industry and silicon in silicon valley. the president of avia bought it but they spend more time at their second home. five bedrooms, three baths $21.8 million. true story, when i moved into the bay area with my wife mid '90s, we were still looking for a mansion in los alto it was a neighborhood. it was a place we lived for a couple of weeks in los altos hills. we didn't buy it. we bought a two-bedroom condo in campbell, which i don't think we

could afford now. some controversy to consider before you turn on "sesame street" for the kiddos today and it could have some parents thinking we've heard this one before. now, one writer for the show says that he originally wrote bert and ernie as a gay couple based on his own relationship with another man. the makers of "sesame street" are saying once again as they have before bert and ernie never had a sexual orientation. the muppets were created to teach kids that people can be good friends with folks who are very different from themselves. there you go. they are pretty different. >> yes. >> one is sloppy, one is neat. so how did you sleep last night? a lot of folks are turning to a trendy new drink to get a better night's sleep. we haven't heard of it yet. >> no, we haven't but this morning, some doctors are warning people to be careful about the dream drinks. it contains melatonin and less understood ingredients like gava and been studied in

about to change, even for the inland areas. here is a look at the sunrise over the south bay, just gorgeous. the seven-day forecast is already up at the bottom of the screen, as we get ready for some warmer temperatures today, but you are not yet feeling it. it is now in the low 50s, so it starts out cool, and then look at how fast these temperatures go up as we go through the day. not bad, 72 degrees, in the upper 70s and our highs today will be about normal for this time of year and it's been a while since we've had normal weather. so as we head over to concord, it's going to be a little bit warmer there, starting out with some low 50s, and then as the kids head out for recess, we're at 70 degrees. still very comfortable, and then some upper 70s as you head back to pick them up. our high temperatures in the south bay will reach up to 87 in gilroy today,ndast bay, some mi danville reaching 87 degrees, to upper 80s there as well. we'll see a high of 75 in hayward, and then looking at 76 in palo alto. san francisco not much of a

change here, looking at some upper 60s in the mission district, and the north bay reaching 86 in santa rosa. as we look ahead to the weekend, if you haven't done so already, make some plans, let me know what you have going on. i'ma @karihallweather, i'll pos how you can see storm ranger. we look at our inland valley temperatures in the low 90s on tomorrow as well as thursday and the first day of fall this saturday, 90 degrees in the valleys and then still looking at some warmer than normal temperatures with some 70s in san francisco and not as much fog. mike, the commute is it starting to shape up nicely? >> it is after an early start. couple of spots i was really concerned with, shaping up back to a normal commute, the south bay last 20 minutes a couple of stalls in the area around kurtner but that is moving better now, looking at a typical build now for the south bay,

silicon valley. smooth flow of traffic through the tri valley, the east bay, over here we have a little slowing which sticks around after another crash, southbound 680 around south main is where we had that crash activity, clear of the walnut creek interchange, 24 through the caldecott fine, so is the rest of cocoa county. north bay we're looking at south 680, top of your screen around marsh view crash leaves debris across lanes, plastics scattered there, causing more slowing. getting across from the east bay into the north bay via 580, here's richmond and back up at the toll plaza headed across that richmond to san rafael bridge, destination san rafael. over here destination foster city and we have just seen slowing really kicking in over the flat section now. i gave it a couple minutes to develop, also waiting for an update from chp or the bridge crew, nothing reported but clearly there's something slamming down traffic on the flat section, i'll bring you that update and check in again in a few minutes. back to you. >> thanks, mike. coming up next on "today in the bay," chris chmura is here

laura garcia is off this morning. we want to look at the forecast, because we know that you have plans come up for the weekend but also for today, kari? >> it's going to be warmer today compared to what we felt recently. it's been a nice fall-like break but we're heading back to summer. here is a live look outside at this beautiful sunrise looking over palo alto as you get ready to step out the door. our temperatures will be in the upper 50s at 10:00, and then into the mid-70s today, which is going to be still about normal for this timef year, as we alnut creek, our temperatures there a little bit warmer, reaching into the low 80s. it's been a while since we've had some very warm weather and i'll talk about how hot it gets for the inland areas, coming up and look ahead to the weekend. mike, what's happening out there at the san mateo bridge? >> kari, this the way you would get to palo alto the peninsula 101, commute westbound and we saw a lot of brake lights the last time i took a quick look. no reports came in to chp, i've slower than a lot of folks would like, it's moving better than we

sometimes see 631 no incidents, just a lot of traffic. funneling across fewer lanes and the feeder route toward the toll plaza that's why we have the slowing. folks slowing at the incline as well, typical pattern and the dumbarton bridge westbound commute coming off of 880, more slowing hayward and into union city. no surprises for the south bay. general slowing 101, 87 and 85 pushing up through san jose and in toward the rest of silicon valley, joined by these folks out of milpitas for west of 237. moving the maps up, we're looking at cocoa county, slowing ow for the walnut creek the east shoreael freeway westbound and 80 east freeway slow through brk lir, traffic by golden gate field. >> thank you very much, mike. one of san jose's most quaint neighborhoods is battling a series of crimes it's not used to saying, home invasion, robbery, burglaries, auto thefts, some happening in broad daylig daylight.

>> today willow glen residents will get tips from the san jose police department and santa clara county district attorney's office how to protect themselves. bob riddell is live in willow glen with how the conversation is going so far. >> reporter: good morning to you, kris. that would be the second meeting in willow glen involving the community meeting with law enforcement. as you alluded to the focus will be on what people can do to prevent crime. you'll recall late last night, more than 200 people filled the building behind me, talking about the willow glen community center. that was for the first meeting. san jose police department chief eddie garcia, he got an earful of how frustrated people are that criminals seem to be ounced the his neighborhooia a creation of a "proactive burglary unit" to bust rings of thieves, soon to come "street crimes unit" and the fact that san jose police will respond to alarms, whether they're verified or not. so far people we've spoken to say they're not seeing much of a difference.

our newsroom from north carolina. you can see a rescue crew right here from the bay area flying over the devastation in the city of henderson. much of that city is underwater, because of the flooding from nearby river. the is it city is more than 170 miles inland from where hurricane florence made landfall. according to the "charlotte observer" the death toll stands at 36, which includes three this rescue crew by the way is part of the california national guard and they were deployed to the carolinas before hurricane florence even made landfall. a man accused of stealing more than $100,000 worth of items from people's homes is now behind bars. san francisco police arrested 61-year-old george lima. they say over a four-week period this summer, lima burglarized a string of homes in the mission and engelside neighborhoods, he allegedly stole bikes, laptops, electronics and money.

new details on the story we brought you yesterday morning. the future of valco mall in cupertino. last night city leaders were expected to vote on putting what could be the first step toward a major housing project, where the mall is now. the mall is now closed. last night's meeting was postponed or continued until tonight, where officials say they may make a final decision. lot of it was public comment last night. after nearly 80 years, woodside is getting a new fire station. work on the $10 million skylonda station on sky line boulevard is now finished. leaders are going to hold the official ribbon cutting. neighbors are expected to check it out. it replaces the old station which was built back in 1939. so it was old. a live look at something newer, san jose's s.a.p. center, where things are starting to heat up on the ice. hockey season is right around the corner. the sharks played their first preseason game last night. and they won, though we didn't

get to watch it on tv. and if you're a sharks fan, you know who this is, two-time norris trophy winner eric carlsson. the sharks got him in a trade with ottawa. later today he'll meet with the media and take part in the first practice with the team. >> the next game i said was next tuesday, it's actually october 3rd so hold your horses. >> hopefully we'll hear from carlson today. that will be good, good, good. in the south bay a little build for the south bay as well. as we look northbound through san jose, a little build. no big surprises. in fact, all around the bay, take a look, we have no real surprises. east bay, tri valley shows the build for southbound 880 and 680 respectively, coming off of 580 for both of them. smooth flow of traffic toward the bay bridge and also funneling down through fremont for 880 and 680. travel times toward the bay bridge now at 36 minutes down the east shore freeway, general slowing from richmond, san pablo

through berkeley and of course the backup at the bay bridge toll plaza itself and the backup from richmond over to san rafael. it's a little bit of a wait, if you're coming over from the north bay, then you have the sunrise in your eyes. just be careful. >> it's hard to see. you get up that early. hopefully this weekend you'll get to sleep late. >> we're looking forward to the weekend and it's going to be a warmer one as well. here is a look at all of our microclimates and what to expect if. you're going to the beach. it's going to be in the low 70s. the bay will be up to about 82 degrees, and reaching into the low 90s in the inland valleys. as we look at sunday, more of the same, so what are you planning to do? maybe going swimming or if you are in san mateo, come see me. i'll be at the disaster preparedness day, and i'll be there from about 10:00 to 1:00. the event goes on until 4:00 and i'll have storm ranger there, so you'll be able to see it in person. and it's going to be a lot more comfortable during those early hours. it will be 66 degrees at 10:00,

happen. dr. ford accused kavanaugh of attacking her in the bed room when the two were teenagers. she now wants the fbi to investigate that claim before she testifies to the senate judiciary. this creates a conflict for senate republicans. do they accept that and continue to postpone the vote or go ahead and vote on kavanaugh. that vote could come as soon as wednesday. now the fbi doesn't generally investigate claims of sexual assault because generally speaking it doesn't involve federal law and background checks which they do on nom fins are not the same as criminal investigations. t than the fbi, john, said they background checks over the years, as judge kavanaugh has gone beautifully up the ladder. >> that said, the fbi did investigate anita hill's claims against clarence thomas back in the early '90s, at the request of then president george h.w. bush, and president trump can do the same.

that investigation lasted three days, and did not find evidence to back up hill's claims. meanwhile dr. ford said there was a third person in the room when she was attacked. victims advocates point out if dr. hill were making this story up, she wouldn't create an eyewitness. mark judge. judge wrote a letter to say he has no memory of the incident but also says he won't speak publicly about it. in other words, he won't testify. the "wall street journal" editorial board pulling no punches this morning. the conservative newspaper writes "republicans have already created more danger for themselves and judge kavanaugh by agreeing to a hearing the democrats will turn into a #metoo spectacle." it goes on to say if dr. ford doesn't show up monday, republicans should take the vote. we are trying to keep track of everything that's going on and my goodness, isn't there a lot of it. you can follow me on twitter.
