damaged transit center in san francisco. right now, the work begins on repairing the damaged transit center in san francisco. we are live with what's being done and when it could hope. plus california changes. governor brown making the state the first to mandate women be on corporate boards. and it's not the only law he signed. but first, something is forming offshore. we are tracking another round of rain. a special edition of nbc bay area news starts right now. thank you for joining us i am terry mcsweeney. >> i'm jessica aguirre. we begin with weather. a big change expected this week. we are talking about rain. >> yeah, here to tell us more about it, meteorologist rob mayeda. >> we have the storm ranger doppler radar scanning the skies. picking up a few sprinkles here and there. a few showers off of the marin county sonoma county coastline. this is the first wave of more

significant rain we think is heading our way heading into monday and tuesday. a few showers passing by right now. this is the main event, we are watching it closely, heading in tuesday, in addition to tropical storm rosa heading into southern arizona. it is tapping into the tropical moisture out of the south. that will boost rain totals we think especially by tuesday. a muggy day tomorrow. 70s and '80s outside as tropical moisture comes in. we will give you the time line of when the heaviest rain will fall in the full forecast in about ten minutes. >> track the conditions throughout the week and beyond with our free nbc bay air app. six massive hydraulic jacks are now in place in the middle of freemont street in san francisco being used to shore up two cracked steel beams this the transbay transit center a lot of people are paying attention to that work. they want to know w reopen. sergio is live with what we know

at this point. >> reporter: look at the massive beams. you can see them right there in the middle of freemont street of the jacks will stay in place while crews install a shoring system to repair the failed beams. the question is how long will it take to complete? for now there is not a solid answer. workers spent hours positioning each jack to make sure they were in just the right spot. but each before they were put into place, crews had to do some prep work. >> we are currently installing the pads in the middle of freemont street. once that's completed we will be able to put the jacking system on top of the pads and start the installation of the shoring system. >> reporter: the jacks are relieving a lot of the weight on the two cracked girders that have to be repaired. the plan is to have vehicles drive around the jacks. >> ultimately we will open a portion of the street. we don't know the time line for uding the bus terminal and the open air structure above

remains closed. for residents who hope to enjoy the park news of the cracked steel beams was a surprise. >> that's bad. really bad. do they have any idea when it is going to be fixed? >> it definitely represents something about our city and the fact that they messed up twice, you know w the structural design is -- yeah it is a little disappointing. but i just hope that they can get it all fixed. >> that was sergio can tannah reporting for us. it is the ends of the line at least for now. starting next weekend cal train will not bring passengers into san francisco on saturdays and sundays because crews will be working. crews are working on the election tri fix project from now until late spring of 2019. riders are excited about the project even though it really is going to be a hassle. >> i think it will be a huge inconvenience on one hand.

but on the other hand they are electrifying the system so i think that will be actually great for the environment and people would appreciate it more because the trains will be moving a lot faster. >> so free sam transbus service will take passengers to the san francisco staying at 22nd street. the one exception is the weekend of january 5th and 6th, ahead of the college playoff national championship game. the expanded fbi investigation into sexual assault claims against judge brett kavanaugh is coming under fire tonight. democrats saying they are concerned about the white house limiting the scope of that inquiry. president trump says that's just not true. also we have learned new information involving the first accuser, palo alto's dr. christine blasey ford. nbc's kelly o'donnell has more. >> reporter: with a friday deadline looming over the fbi's relaunched background check on supreme court nominee brett

kavanaugh, today the president's team claimed to be keeping its distance. >> the white house isn't intervening we are not micro managing this process. >> reporter: careful to emphasize the fbi's work on kavanaugh is not a criminal probe. >> it's not meant to be a phishing expedition. the fbi is not tasked with doing that here. >> reporter: officials tell nbc news the fbi has not received new direction today that would alter the original scope of the background check, which is currently focused on only two allegations made against kavanaugh. today sources close to christine blasey ford say her legal team has not yet been contacted by the fbi after her wrenching public testimony thursday. >> brett groped me and tried to take off my clothes. >> reporter: but the fbi has already contacted kau accuser, ramirez, according to her lawyer, who says she will cooperate. kavanaugh categorically denies any misconduct. >> i am innocent.

>> reporter: today democrats raised doubts about the investigation itself. >> finally, we are going to get one. and the question is, are we going to get the kind of investigation that is sterile and fair? >> right. >> it was a good moment when we got that reopen but now it is on him to make sure it is a vebl investigation. >> reporter: this afternoon the president pushed back tweeting in part the democrats are starting to put out the word that the time and scope is not enough. for them it will never be enough. >> kelly o'donnell reporting. the supreme court goes back to work tomorrow with only eight justices. it is a powerful and personal admission, president trump senior counsellor kellyanne conway today said she understands the pain of women who suffer sexual abuse because ae was once a victim herself. victim of sexual assault. i don't expect judge kavanaugh or jake tapper or jeff flake or anybody to be held responsible for that. you have to be responsible for your own conduct. >> conway did not give details

of what happened to her. in her interview on cnn she went on to commend the women who confronted jeff flake in the elevator on friday and to demand that the victims be heard. she believes kavanaugh is unfairly bearing the weight of the me too movement. it is a first in california. today governor jerry brown sign a new law that requires corporate board of directors to include women. nbc bay area's maryanne favro is here with the details of the new law. >> reporter: for one, companies that don't comply could face fines starting at $100,000. the governor admits the new law may face legal needs to be done publicly traded companies do not have women on their board. that's according to thor thou of the new ball, state senator hannah beth jackson from santa barbara. but that's about to change. today governor jerry brown approved a law that will require publicly traded corporations

headquartered in california to include at least one woman on their boards of directors by the end of 2019. and that's not all. there must be at least two women on boards with five members, and three women on boards with six or more members, potentially impacting more than 300 companies in california with all male boards. the governor says it could reduce sexual misconduct in the workplace. >> i think it is great for women to be there. it is empowering for women to be on the board. i think it is a great initiative. >> i think the intent is good, that he is trying to move in the right direction, force the hand a little bit to make sure that we have diversity in the board room. >> reporter: but he questions whether the state should and coalition of two o dozen businesses also have concerns. the mandate that focuses only on gender potentially elevates it as a priority over other aspects

of diversity. tonight governor brown admits may face legal challenges but said nevertheless recent events in washington, d.c. and beyond make it crystal clear that many are not getting the message. some countries, including norway and france, already have similar laws on the backs. maryanne favro nbc bay area news. governor brown also signed a bill into law that non-disclosure agreement resulted to sexualnd sexual harassment are banned. the law takes effect january ist. victims should never be told to remain silent about abuse. governor brown signed the nation's toughest net neutrality measure today. that means that internet providers would not be allowed to block, slow down or speed up content from certain sites or

stories. many commuters are closely tracking the repairs in want to recap tonight's top stories for you. many commute remembers closely tracking the repairs in san francisco. >> today crews started working on a fix for the new transit center. they started installing a temporary shoring system to relieve the pressure on the cracked steel beams, plural, two of them. it is a complicated process. they plan to work methodically to make sure they do it right. once the shoring system is installed engineers will perform tests on the beams. >> we need to wait for the testing results to come out before we determine what the fix is. and that will tell us what the time line is. >> freemont street and the transit center are going to be

era of police transparent issy. the governor signed two bills that will make it easier for people to access police records. the first requires departments to make body camera videos public within that days of an officer involved shooting. there is an exception if releasing the video interferes with the investigation. the second bill gives californians access to internal police investigation records. we are following a deal offing story out of pennsylvania. three people dead after a car explosion. the fbi is investigating what they are calling a criminal incident. nbc's dan schennman reports. >> reporter: the explosion could be heard and felt all over allentown. >> i heard like some type of explosion. you know? and my building kind of like shook. >> people running. you know? yelling. >> reporter: investigators say the blast happened around 9:30 saturday night. anthony sealy saw a ball of fire. >> the car, it was filled -- you

know, it was filled like -- it was moving when it blue up you know what i'm saying because it was traveling. it was still rolling and then it burst into flames like while it was still going. >> reporter: the scene was quickly blocked off and a shelter in place order was issued while federal and state authorities joined local police in the investigation. the county corps for says three people, all men, were killed. and authorities are now working to identify them. investigators have labeled the blast a criminal incident and suspect the man responsible was among the deceased. >> we have a high degree was probably killed in the incident. >> reporter: authorities believe this was an isolated incident and there is no continuing threat. nbc news. the marquees along the iconic las vegas strip are going to be doing dark tomorrow night one year after the worst mass shooting in u.s. history. nearly 60 people were killed at a country music festival. among them, three bay area women. thousands were at the route 91 harvest festival when a gunman

opened fired into the crowd. in addition the those killed more than 400 were hurt. the motive for the shooting has not been determined. the nevada governor also ordered flags across the state to be flown at half staff tomorrow. we continue to track a developing story out of indonesia. the death toll there has risen dramatically after massive earthquake and tsunami. more than 800 people are confirmed dead. en for more victims continues. nbc's jannik mackie from indone >> reporter: the devastation is vast. rubble, twisted cars, and debris. in the scramble to find survivors rescuers are using their hands to search because there isn't enough heavy equipment. it's unclear how many people are trapped or were pulled out the sea. but the number of dead here is surging. the walls started falling around us, says this woman, who escaped a shopping mall before it collapsed. the injured are being evacuated by military plane as disaster officials here struggle to cope.

the destruction on the coast in palu is only part of it. areas closer to the quake's epicenter are still cut off. what has happened to over a quarter million people there, unknown. >> the bridges and the roads are damaged to get in. it is very, very difficult. >> reporter: the island was struck by two powerful disasters. so the tsunami took experts by surprise. in this video, a man is shouting to people that it's coming. then, the wall of water. >> it's unusual for an earthquake which generates a tsunami to be so close to land so the shaking destroys towns and buildings. it was a double whammy. >> reporter: with more than 200 aftershocks recorded so far, thousands are sleeping outside. disease is a growing worry. food, fuel, freshwater in short supply. and looters are stealing whatever is left. but the desperate concern for

most survivors is finding relatives and friends who are missing, checking hospitals, and makeshift morgues that line the streets. coming back here arc bit of good news for southern california for a boy attacked by a shark. doctors upgraded his condition. the shark attacked 13-year-old keyian hayes early yesterday morning in encinitas. he had surgery today. doctors upgraded his condition from critical to serious. his family now expects him to make a full recovery. the boy was diving for lobster at beacon's beach when a shark attacked and bit him in the back. dieiacers nearby heard him scream and rushed in to help. >> they played a significant part in helping this young man and possibly saving his life. >> lifeguards used drones and jet skis to monitor the shore today. no sharks. despite that they are keeping people out of the water until at least tomorrow morning. well, they carry guns and wear a bulletproof vest but more

and more bay area police officers are adding another critical tool to their arsenal. narcan. >> it reverses the effects of an opioid overdose. it is intended to save the lives of members of the public. but it was used on a deputy in one case. >>s in what one dose of narcan looks like.use. looks like nasal spray and costs as little as pa. without it an alameda narcotics detective wouldn't be here today. he is sharing his story exclusively with us justyward m >> go ahead. >> it started off like any other day for members of the alameda county narcotics task force. they were on a routine search for a drug dealer in the east bay. on june 22nd something went very wrong. >> that's a day i will never forget. >> medical, to the motel 6.

>> reporter: ten seconds after bursting into a room at motel 6, this detective had to come back out, lips tingling, eyes burning, covered in sweat. what did it feel like? >> i remember grabbing the hotel railing, and i remember thinking, i can barely hold myself up right now. you know, my whole body was starting to shut down. i felt it taking over my whole body. >> possible contamination from heroin. >> reporter: his sergeant suspected a drug exposure and order him to take a dose of nar dan. but it didn't work. his skin turned white. he started gasping. passed the sergeant dosed him again and this time he woke up. >> i was -- i was dying. and thankfully, they gave me another one. and it brought me back. >> reporter: as he was to, the sergeant started to feel sick. but he had just one more bottle of narcan. >> and had to weigh out the fact that we didn't have enough to go

around if somebody else was exposed. all i could think about, what if one of my other guys got exposed. >> reporter: so the sergeant held off on taking it until the paramedics arrived. >> the fact we only had three on scene with us showed us we were ill-prepared to deal with further expezzures. >> reporter: turns out the exposure he and his detective experienced in that motel room was from a fentanyl. the powder is especially dangerous when it's airborne. and federal drug officials say a tiny amount of the stuff, just two milligrams, measured here with salt, can be lethal. in fact, fentanyl has killed more than 900 californians in the past five years. 167 of them in the bay area. the detective could have been one of them. >> if we didn't have this equipment with us and the training with it then i probably wouldn't be talking to you here

today. >> this is our narcan kit. >> reporter: this is the man who helped bring narcan and training to the alameda county sheriff's office a year ago. he has been worried about the threat of fentanyl for a long time. >> you are fooling yourself if you think it doupt affect your community in some way shape or form. >> two sheriff deputies were exposed to a dapg rousz dose of fentanyl. >> reporter: do you think this was a wakeup call for others in the bay area? >> absolutely. >> reporr:yeah >> reporter: what do narcan. how do you get it? what is your policy? can you provide us with training. >> reporter: we talked with big agencies. santa clara and contra costa carries narcan kits on patrol. sheriff's deputies do, too as of april. the oakland sheriff's office says it is working on a policy. san jose pd doesn't require officers to carry narcan at all. now these two want everyone to

the mostly cloudy skies heading into santa rosa. the tropical connection we talked about will not directly involve tropical storm rosa. that system right now of winds of 65 miles per hour will weaken rapidly as it cross over northern baja and sends heavier rain to yuma, phoenix and tucson, maybe las vegas. that is where the heaviest rain will fall. the deepest layer sayingth pull up some tropical moisture and may fire up the rain rates. all the models pull inasmuch as an inch of rain around the bay area. os take a coastal rain approach sending rain to the south. and the third model brings in rain, substantial rain we think for the santa cruz mountains by tuesday morning. tomorrow looks like mostly cloudy skies. a few showers off to the north. watch what happens to the tuesday morning commute. the potential is there for some
