welcome to monday morning. let's take a peek outside. a live look at san francisco this morning. a fairly nice start for a monday morning. you can see the pyramid there. thank you for joining us. hope you're coming off a great weekend. i'm laura garcia. >> that was a good yes. >> yes. nice way to start the week, right. >> welcome back. >> thank you. now i'm bringing back the weather and we are going to have some rain moving ant we start o storm ranger this morning, that's our mobile doppler radar. not giving us any rain, through the day we'll see mostly cloudy skies, martinez will stay very muggy and the highs into the mid 70s. we'll go all around the bay area

and talk about this incoming rain coming up and mike, you're tracking an overnight closure in oakland. >> because of the continued improvements in the roadways, that's the goal and why we have that going on in oakland, a wide look you see all of the rain. we are showing you the southbound side of the nimitz towards 23rd. they should be clearing this road in the next half hour. the overhead work, they were doing it northbound. this week southbound. you're forced off and detoured back on the next on ramp around the embarcadero. everything outside that is fine and towards the bay bridge is smoothly towards san francisco. in san francisco, of course, we have this continued closure over the salesforce transit center, but do not have a closure near mossconi. many commuters are closely tracking the repairs in san francisco. this is on the cracked beams by the transbay transit center.

it's been a nightmare since cracks were found. >> workers started installing a temporary shoring system to reveal pressure on the cracked steel beam. >> reporter: architecture fan makyle wanted to get a glimpse of the transbay transit center he watched go up. he was surprised of news fractures were found in two support beams. >> it's nice to see it up but hopefully they can fix it and people will feel calm and safe walking up there. >> reporter: workers spent hours positioning each jack to make sure they were in the right spot, but even before they were put into place crews had to do prep work. >> we were thinking installing the pads in the middle of freemonteeds and start installa relieving a lot o weight on the two cracked girders that have to be repaired. thlan is to have vehicles

drive around the jacks. >> we intend to open a portion of freemont street. >> reporter: the whole structure including the bus terminal and open air park will remain closed as the repair work continues for residents who hoped to enjoy the park news of the fractured steel beams was a surprise. >> yeah, that's bad. that's really bad. do they have any idea when it's going to be fixed? >> it represents something about our city and the fact that they messed up twice, you know, it's a structural design, it is a little disappointing. i just hope that they can get it all fixed. >> pete is at the center toal it. mike inouye is tracking the commute and updates all morning long. safe drug injection sites t. governor brown vetoed a bill that would have allowed san francisco to open clinics where drug addicts could safely inject drugs. last night the governor says he

simply does not believe it will reduce addiction, in part because there's no requirement that people seek treatment and also pointed to federal laws which ban the sites. supporters say it would have cut down on overdoses and gotten drugs off the street. london breed said in part, quote, i'm disappointed the governor has vetoed this important public health bill. safe injection sites save lives. if we're going to prevent overdoses and connect people to services and treatment they badly need to stop using drugs in the first place. we need safe injection sites. that was london breed there. governor brown singh two billso access police videos public within 45 days of an officer-involved shooting. there is an exception if releasing the video interferes with an investigation. the second bill by nancy skinner gives access to internal police investigation records.

for more on the bills the governor signed head to our website nbcbayarea.com. hundreds are remembering a slain college student with ties to the bay area. a memorial was held yesterday in honor of mollie tibbetts in brooklyn, iowa. the student disappeared while jogging near her home july 18th. she was found dead leading police to charge a 24-year-old undocumented immigrant for her death. at least 500 people raised money for the local non-profit in the process. >> we're not going to let evil prevail. this is our community and we want to make sure we feel safe and secure and i think this is a great way to make people have that feeling again. >> tibbetts grew up in oakland before moving to iowa. good news, an east bay woman missing after a hike in kings canyon national park is safe. hikers spotted 63-year-old diane salmon on the south lake trail head today -- yesterday i should

say. salmon is from the lafayette and was reported missing friday morning while hiking with two family members. park rangers aren't sure how the group became separated, but they're happy she's been found safe and sound. nearly 50 search and rescue team members found salmon over the past few days. live look at sfo this morning where things are expected to return to normal. it was a weekend full of snarled air traffic because of runway repairs. airport closed two main runways for maintenance to get ready for holiday traffic and rainy weather. both runways were put back into use late yesterday but sadly the problems continued. yesterday there were at least four cancellations and 61 delays. saturday, there were 118 cancellations and 467 delays. coming up here on "today in the bay" -- a trade agreement that brings good news to dairy farmers and could bring more jobs to the u.s. a look at that trillion dollar deal.

good morning. i'm jackie. here are today's tops business headlines. wall street pointed towards a higher open as u.s. and canada salvage a late night deal. market moves on friday, the last day of the third quarter. the dow the best quarter since

the fourth quarter of last year. the nasdaq snapped a win streak but had its best quarter since the first quarter of last year. on today's watch list reports on manufacturing and construction spending. the dow closing up 18 points on friday, 26,458. the nasdaq adding 4 points, 8,046. u.s., canada and mexico trade agreement rescues a $1.3 earslion trade zone that had make it harder for automakers to under the terms it's going to produce cheap cars in mexico and aims to bring more jobs to the doesn't resolve tariffs on canadian steel and aluminum imports. canada made one concession opening part of its dairy market to u.s. farmers. the deal must be approved by congress before it could be signed by the president and his counterparts in canada and mexico. consumers are in love with their smash speakers. a report by nielsen says a quarter of u.s. households own

fall is finally here... and in good monday morning. a live look at freemont. 4:45 this morning. few people on the road. mike will have a look at that commute in just a moment. fall, we know is finally here and in utah, that means massive pumpkins. people from across the area trek their oversized pumpkins to umpkin rower's weigh off.e utah they are known as atlantic giants and most come from the seeds of a massive pumpkin that competed for the heaviest title pumpkin festival for the big gourds. >> what's interesting to see is how they carve them as well. >> i thought they just smashed them. >> nope. >> make pumpkin pie, filling.

>> all right. so we're in the mood for fall and now we have some rain in the forecast. so that just seals the deal. as we get a look at storm ranger this morning it's all quiet and for the most of the bay area you don't have to worry about lugging around the umbrella today unless in the north bay where we will have a slight chance of rain. we've seen some of the spotty showers over the weekend moving through. well now we're watching another disturbance that's just offshore and as that moves closer another shot of some rain as we head into the day. most of us not seeing it until tomorrow. here's a look at future cast, spotty showers moving into the north bay, mostly farther to the north and sonoma and napa counties for the morning and spotty rain. once again this is north of the golden gate bridge. into tonight we start to see that rain getting a little bit heavier as this system moves closer and then that rain starts to spread from north to south and to the bay area in time for

tomorrow morning's commute for san francisco and the peninsula and then eventually into san jose as we go into late tomorrow morning early afternoon. this will be the kind of rain that will be scattered and it will be hard to put in exact timing on exact locations. we will at any point throughout the day tomorrow have those rain chances that may linger into early wednesday morning. this looks pretty good. as we look at our rainfall totals and how much to for today this goes through 11:00 tonight we're only going to see light amount for ukiah and santa rosa, a tenth of an inch farther to the north. once the heavier rain gets here we could measure three quarters of an inch in santa rosa for tomorrow evening and the rest of the bay area seeing light amounts. san jose less than 0.1 of an inch and those rain totals for the east bay light rainfall totals, about a quarter inch or

less. temperatures today will reach into the low 80s and feel muggy as we get ready for a humid day and highs for the upper 70s. more about this coming up and you're still tracking the road crews. >> most not preventing a problem as far as the speed sensors go. all over the bay a great drive. bottom of the screen, southbound 85 approaching 87, slowing over the last few minutes. usually that means one of the few vehicles there going slower than the rest. we'll track that. the big issue is the closure that continues for the nimitz in oakland, southbound 880 just seen the whole stretch approaching 23rd down red to orange and means there's improvement for the speeds and maybe less traffic flow or have cleared the traffic break which periodically happened as crews start to clear. should be clear in the next ten minutes for the overhead road work going on overnight southbound 880 expect some delay towards 23rd.

the bay bridge, a smooth drive throughout basically all of the county towards the maze and bridge itself, cash lanes and a couple folks waiting over there. remember in the city san francisco freemont street closed underneath the trns aansit cent because of that, ac transit moving to temporary facilities like last week that will continue. bart is unaffected and we track the situation with the developments over the weekend. that may be an issue for folks that travel across the bay bridge if you didn't do this last week, the freemont street exit will backup and may have one lane closed as you get there. closed off the bus lane because you can't get to the transit center on the busses anyway. a distraction for folks you will slow west across that skyway approaching san francisco. across the san mateo bridge no changes. back to you. >> as we get closer to the midterm elections our investigative unit is taking a

honored with a nobel prize. dr. james allison along with another doctor are being recognized for work in cancer therapy. allison developed a brand new approach for treating patients using their own immune system to attack tumors. he was a director of the cancer research laboratory for cal for decades. congratulations to him. 4:53.
