today and get going. >> i'm excited about the rain. >> yeah. >> we are going to see that moving in especially for tomorrow morning. we start out this morning with a live look at storm ranger, the red beam on san bernardino mountain. we can move around the bay area as the rain gets here. things are quiet and see the approaching storm system that will be here tracking some rain mostly for the north bay today and some spotty showers and the rest of the bay area seeing it by tomorrow. i'll have more details on that coming up in a few minutes and might get you out there with a look at your morning drive. >> with the rain on the horizon, we'll track that. a big change. haven't had rain on the commute for some time. right now we don't have the rain on the commute and we don't have much of a commute either. mostly green sensors around the bay, over here in oakland, though, looking at southbound 880, we continue to see the shift in what i'm looking at with the sensors, is it looks like there have been two separate traffic breaks, first one, cleared, second one, which lightened up as well. looks like they're getting ready to move the cones and the crews

there with the full closure scheduled to pick up right now as you pass by kennedy down to 23rd, south of 23rd, should be fine for the nimitz. the bay bridge, we have the cash lanes with a bit of a build up here. we'll track that and a look at the transit center that continues closed for the work developments over the weekend and i'll track the traffic impact. still closed. back to you. >> thank you very much, mike. 5:02. happening now, the investigation into allegations of sexual assault and misconduct against supreme court nominee brett kavanaugh is well under way. fbi agents spent the weekend talking with people. >> "today in the bay's" tracie potts is live on capitol hill. do we know who is being interviewed and who's not? >> we have a sense of who is being interviewed including a new one a former classmate of judge kavanaugh who contradicts the story he told the committee last week. we also know that the lawyer,

the prosecutor, hired to do the questioning last week doesn't think there's a case here. in a new memo obtained overnight by nbc news, rachel mitchell, the prosecutor republicans hired, called sexual assault allegations against judge brett kavanaugh weak and says, quote, i don't think that a reasonable prosecutor would bring this case based on the evidence before the committee. that evidence could be growing. a source familiar with the investigation tells nbc the fbi has interviewed deborah ramirez, the woman who claims kavanaugh exposed himself to her in college. our source says she provided a list of people who can back up her story. the fbi will reportedly interview kavanaugh's high school friend mark judge. dr. blasey ford testified judge was there during her alleged assault but sources tells now interview is scheduled for the

developing right now, new video this morning of crews rescuing a woman three days after that powerful earthquake and tsunami in central indonesia. the disaster left some areas entirely cut off. the video shows how strong that tsunami was with waves up to 20 feet high. the 7.5 quake collapsed buildings and destroyed homes and there are more than 800 confirmed deaths. the number is expected to rise into the thousands. affecting the way you get your news and connect, governor jerry brown enacted one of the country's toughest protections for you when you go only. >> uncle sam isn't going to let california's net neutrality bill become a bill without a fight. good morning, bob. >> u.s. attorney jeff sessions says california's new net neutrality law is illegal and i'm quoting here an attempt to subvert the federal government to regulatory approach. governor brown signed the bill

into law yesterday and it's going to require internet providers to maintain a level playing field on-line, the new law prohibits internet service from blocking or slowing down data based on content or favoring websites or video streams from companies that pay extra money. people pushing for net neutrality hope that what happens here in california will spread east to other states and force or persuade congress to pass similar legislation nationwide. the u.s. department of justice argues this is an overreach, the law creates requirements that are burdensome and anti-consumer. at&t and comcast which owns this tv station have lobbied against this bill and believe it would lead to higher internet and cell phone bills and discourage investment this is fast internet. you might recall last year the federal communications commission repealed rules that prevented internet companies from throttling data speed for certain websites. in court yesterday the federal government filed a preliminary injunction to prevent the net neutrality law from going into

effect. it's supposed to go into effect on january 1st. reporting live in san jose, bob riddle, "today in the bay." governor brown is signing off on another new bill aiming to make it easier for people to erase their old marijuana convictions. starting january, the california department of justice will review state records to find out who is eligible. it's estimated that there are nearly 220,000 cases that will be considered. several local district attorneys in counties like alameda, san francisco, san francisco are reducing or dismissing convictions. a bill aimed at streamlining housing developments around bart stations is also getting the green light from the governor. supporters say the measure will fast track proposed projects. as the mercury news reports bart is working with developers to build 4,000 apartments and town homes at 13 stations. already 2,000 have been built. for a full list of the bills

see things. >> that's always the issue in san francisco. looks pretty good by the end of the week we're starting out with a storm system that will bring us some rain and that could start for the north bay as early as later this morning as this next storm system approaches. we can see the clouds still offshore and most areas south of the golden gate bridge not see the rain until tomorrow. as you make your way out the door for the morning commute and morgan hill it's going to be mostly cloudy. you're going to feel that mugginess in the air that will stick around all day and at noon at 71 with sunshine as our highs head up to 81 degrees there. 80 in san jose. and 78 in concord. we'll talk about more of that rain and how much we san see in the full microclimate forecast. mike has a look at the morning commute. so far so good. >> even better for oakland, kari. we have word that caltrans has cleared the overnight closure so we're looking at green sensors all over the bay. a little change and a little

quarter of last year. reports on manufacturing and construction spending. the dow closing up 26,458 the nasdaq adding 4 points, 8046. meantime the new u.s./canada/mexico trade agreement rescues the $1.2 trillion free country trade zone on the verge of collapse nearly for -- after 25 years. under the terms it's going to make it harder for automakers to produce cheap cars in mexico and aims to bring more jobs to the united states. however, it doesn't resolve tariffs on canadian steel and aluminum imports. canada made one concession opening part of its domestic dairy market to the united states dairy farmers. the trade deal has to be approved by congress before it can be signed by president trump and his counterparts in canada and mexico. consumers are in love with their smart speakers. a report by nielsen saying a quarter of u.s. households own one, 40% have multiple. nearly two thirds have bought a smash speaker like amazon echo, google home, apple home pod in

get it done. that's my hot dog. >> yeah. >> cute. >> didn't look happy but cute. >> not happy at all. >> today's forecast hopefully some people will be happy about that. >> oh, yes. let's reward our pets. take the costumes off. there you go. >> let them go for a nice long walk this morning. it's dry as we look at storm ranger, our mobile doppler radar the red scan there. we have it parked on san bruno mountain. we saw spotty showers for parts of the north bay and now as things quiet down this morning, we're getting ready for the next round. most of the bay area should see the rain as we go into tomorrow. we do start out with the chance of some scattered showers, mostly light rain for the north bay. look at the timeline at 10:00, this morning, and this is for areas mainly north of santa rosa and napa and as we go into this

evening, the rain gets heavier there and then starts to work its way to the south. so san francisco, may not see the rain until early tomorrow morning in time for you to head out the door. and then it works its way down the peninsula into the east bay by 9:00 tomorrow morning. well we see the scattered showers in the east bay as well as much of the north bay. and then we could see the spotty rain making it into the east bay and south bay by tomorrow afternoon. and still a chance as we go into early wednesday morning until the disturbance moves off to the east. as far as the initial amount of rainfall we could see for the north bay today, this takes us through tonight and we're only looking at about less than a 0.1 inch for ukiah and areas to the north. once that rain really gets going tonight after all is said and done we're looking at mostly about a half of an inch in san francisco and farther to the north and east bay and south bay, very little amount of rain.

it will feel muggy. as you get ready we're looking at the frizz factor forecast, will your hair look curly or straight. today is a pony tail day. forget it. we have this tropical moisture moving in and it's going to be muggy. right now the humidity is at 84%. so don't veep even bother with that today. as with you loe look at our tem it's going to be humid, mostly cloudy throughout the day. most of the rain moves in tomorrow with some scattered showers and still lingering chance on wednesday morning. the rest of the forecast we dry out, warm up by the weekend, in the mid 80s, the inland valleys. mike is saying looks easy on the roads. >> things moving smoothly, but we have reached a critical point. we look at the map, green sensors around the bay and peninsula. 580 that track out of the altamont pass but a report of a semi truck which is dragging a

train and some folks getting debris on the window behind it. it's over at 580. if the rig pulls over, it may be a distraction. sounds like it's going to keep going. if the chain makes sparks that's what i'm concerned about because that can trigger fires. no impacts to the drive. over here we're looking at slowing westbound 80 your commute through berkeley. critical time as the commute bills. the stall reported eastbound but you see the westbound slowing. that will be a factor. i'll track that and swing the camera around and show you if we have anything to report over there. in the city all the traffic flows smoothly. the big issue that continues from last week, the transbay transit center still closed. freemont is closed as well and will continue to cause the jam as folks get off of that bay bridge at the westbound skyway that will impact your transit agencies but not bart. krains as i mentioned it, you mentioned fleet week this

south bay, roads are dry for this morning's commute and will stay dry as we go throughout the day as our temperatures in the upper 50s. as you get ready to head out the door partly cloudy throughout the day and some upper 70s by 1:00 this afternoon. as we look at the future cast we will start to see light rain in the north bay. the rest of the bay area won't see the rain until early tomorrow morning. we'll talk more about how much to expect and also what's ahead for the weekend coming up. mike, you're checking in on the backup in oakland. >> the oakland side of the bay bridge we saw things sort themselves out to a lighter volume just before 5:20 this morning. then at 5:30 now between the two reports we see the backup that forms as those meterering lights are on. the cash lanes are starting to fill in. south of the bay bridge everything moves smoothly. you heard kari qualify for this morning's commute the roadways are dry. that's good stuff. over towards 580 with a building commute. i'm worried about the semi truck but it has not been an issue.

these cracked beams in the area. i want to show you some video, it took several hours to position those jacks on freemont street over the weekend. as i mentioned they're there to relieve weight on the cracked beams that shut down the transit center since this past tuesday. they need to repair that before they reopen the area. it could take several beams, several days to fix the issue so the goal to eventually have cars drive on freemont street again around the jacks. >> ultimately we intend to open a portion of freemont street. we don't know the timeline for that. >> reporter: take you guys back out here live to show you what's being done, but, of course, in the meantime bus riders will still have to go to the temporary bus terminal on maine and howard as they fix the issue. the goal to have things back to normal by the end of the week. pete suratos, for "today in the bay." >> good news for those commuters, thank you. a developing story, a safe

drug injection site is off the table. governor brown vetoed a bill that would have allowed san francisco to open clinics where drug addicts could safely inject drugs. last night the governor says he doesn't believe it will reduce addiction. in part because there's no requirement that people seek treatment and he also pointed to federal laws which ban the sites. supporters say it would have cut down on overdoses and gotten drugs off the street. san francisco mayor london breed issued a statement reading, quote, i'm disappointed the governor has vetoed this important public health bill. safe injection sites save lives. if we're going to prevent overdoses and connect people to services and treatment they badly need to stop using drugs in the first place. we need safe injection sites. five months ago the then head of the city's health department told our investigative unit the city planned to open two injection sites this summer and expand to about six site over the next year. the dea tells us the sites are

illegal under federal law which means anyone using them or working there could face prosecution. our investigative team has been looking into the injection sites for months and read more on-line at nbcbayarea.com. governor brown signing off on the first of its kind law designed to help women break through the glass ceiling. under the measure publicly traded companies must include women on their boards of directors. the corporations have until the end of next year to get at least one female director on the board. by the end of 2021 the law requires up to three female directors. critics say it violates discrimination rules, supporters say it could cut down on sexual misconduct in the workplace. >> i think it's great for women to be there. it's very empowering for women to be on the board. >> i think that the intent is good. i think he's trying to move in the right direction to make sure kind of force the hand a little bit like we need to make sure that we have diversity in the board room. >> now that new law could impact

silicon valley. companies such as tivo the seven-member board is all male. several european countries have similar laws. governor brown signed two bills to make it easier to access police records. the first to make body cam video available within 45 days. the second bill authored by berkeley state senator nancy skin nard gives californian's access to police investigation records. for more on the bills the governor side head to nbcbayarea.com. hundreds are remembering a slain college student with ties to the bay area. a memorial run was held yesterday in honor of mollie tibbetts this is in brooklyn, iowa. the college student disappeared while jogging near a home on july 18th. she was found dead leading police to charge a 24-year-old undocumented immigrant with her death. at least 500 people raised money for the local non-profit in the

process. >> we're not going to let evil prevail. this is our community and we want to make sure we feel safe and secure and i think this is a great way to make people have that feeling again. >> tibbetts grew up in oakland before moving to iowa. 5:36. live look at sfo now where things are expected to return to normal this morning. it was a weekend full of snarled air traffic because of a lot of runway repairs going on. the airport closed two main runways for maintenance to get ready for holiday traffic and rainy weather. both were put back into use late yesterday but the problems continued. yesterday there were four cancellations and 61 delays but on saturday 118 cancellations and 467 delays. >> voters across contra costa county have the voices of many in this fall election candidates at their fingertips. on contra costa television posted more than two dozen videos on its youtube channel

each contestant of an election preview forum involving the candidate for that particular race. numerous city council and mayoral races are included along with contested measures. if you're a junior in high school or the parent of one don't have to tell you, others may be sensitive to the fact that starting today, cal state schools accept applications for next fall. students have until the end of november to apply. uc schools start accepting applications at the beginning of next month, november 1st. something to tell you about you shouldn't be concerned if you see smoke in the south bay because cal fire is set to conduct a controlled burn in the east san jose foothills. that's today. happening inside this is joseph d. grant county park and you will be able to see those flames from the san jose area as well as south santa clara vallejo. crews are hoping to burn off dry brush in the 90-acre area as cal

fire prepares for the height of the fire season. >> i know about that, of course, you may have an explanation for the smoke but if you see something that doesn't look right compared to that story call it in. better safe than sorry. over here berkeley where we have had this called into coupon. a disabled vehicle reported eastbound with the taillights at university. i scanned the entire area, eastbound has no stall but westbound coming towards us, look you can see the flashing lights. we have two lanes that are blocked. i'm going to confirm that what we saw on the sensors westbound 80 your commute direction at university that's the reason for things bogging down. you lose that looks like two lanes from the live shot down out of richmond. that will keep the maze and curve moving lighter by traffic held back into berkeley from the richmond area and upper east shore freeway. the rest of the bay moves nicely. of course too early for the delays to begin down here. >> all right. coming off a great weekend, we

can't help but think about next weekend. hopefully it will plan out as nice. >> after a little rain to start the week we are looking at our vallejo forecast reaping up to 80 degrees today and then those showers, but by the weekend, all that clears out and our temperatures start to warm up as well. look at saturday and sunday, we'll be in the mid 80s with a lot of sunshine. maybe a beach weekend. san francisco, getting ready for fleet week and we are going to have some very nice weather. upper 60s and perhaps a little bit less in the way of fog. i'll continue to monitor that as the week goes along. if you're starting to make plans, maybe going up to muir woods, highs reaching 70 degrees. to the sierra, looking at highs in the upper 50s with those morning temperatures dropping down into the 30s. we will talk about what's going on today in the bay area. our temperature trend is coming up in three minutes. >> all right. thank you, kari. >> coming up a group of

fellow students understand the anger. >> as a student here, i feel embarrassed. lots of people from other schools are talking about how bad escondido high school is. >> quite honestly the racism thing, i know some of the kids were involved and they're not racist and i think it was a joke that went way too far. >> the district and police are investigatings this. school leaders said the students will be disciplined and the messages of racism will not be tolerated. the tsa is testing new facial recognition technology at l.a.x. you might notice it if you travel internationally. the trial is expected to be completed by next month. the system compares your face to the picture on your passport stored in a secure government database. a recent audit showed nine airports have combined match rates of 85%. first off let's get something straight, hunter pence is not retiring.

humid weather as we get ready to head out the door as we get a look at storm ranger and our mobile doppler radar. that's the risk. we're seeing around the bay area, it's all dry right now as you get this monday started. we've seen light rain in the north bay and there will be a few more rounds as this next storm system approaches. as we get a look at our future cast what we can expect throughout the day. most of the rain we'll see today will be in the north bay and very scattered as we start out through the morning and early afternoon we will see the rain moving in and by the overnight hours, that rain gets a little heavier and then starts to work its way from north to south. some of those pockets of rain may be heavy just briefly and then in time for tomorrow morning's commute as we look at the timeline we start to see that rain moving into san francisco as well as the peninsula and starting to work its way over toward oakland and once again going to be very scattered with the south bay maybe not seeing any of that rain until tomorrow afternoon.

even then it's going to be very light. as we look at how much rain to expect between today and mostly tonight, we are only going to see about 0.1 in ukiah and very light amounts for santa rosa. but then once that heavier rain gets here for tomorrow, san francisco could possibly measure about a half of an inch of rain, heavier amounts for half moon bay and little to nothing for the east bay and the south bay. we may see some of those sprinkles. as you make your way out the door this morning looking at pleasant hill our temperatures will be in the uppers 50s and low 60s. you're going to feel higher humidity in the air today. it's going to be mostly cloudy with our temperatures already by noon heading up into the low 70s. we're going to make it up to 79 degrees at antioch, 80 in san jose and 67 in san francisco. as we're starting out this morning getting dressed you might want to wear a hat because it's going to be so humid and long sleeves will keep you comfortable as well today. even though it's going to reach

up to 80 degrees we'll have some slightly cooler temperatures, scattered showers tomorrow and we'll all be breaking out the umbrellas and then that rain tapers off on wednesday. the rest of the week all dry. our temperatures warm up the mid 80s by the weekend. heading over to mike, we were talking about the delay through berkeley. >> that's right. because of the disabled vehicle we showed you on our live camera, over there, right near university, two lanes blocked. i showed you the update where the lanes are clear. that will send more folks over towards the bay bridge. unfortunately see it get congested. our partners at waze if you map routes towards highway 4 and the bay bridge they don't give you a lot of alternates. surface streets. i would stick it out on the east shore freeway. about 45 minutes from highway 4 down to the berkeley curve. that will be the issue for you this morning. out to the map we show you the live shot, shows you all lanes are clear. look at the traffic. the university overcrossing west 80 with the headlights towards the curve.

the congestion pushing down towards emeryville and the maze does move smoothly. more folks meeting at the bay bridge, more delay out of oakland. that's really only the only issue. for everybody else the south bay, the peninsula starting your typical pattern. in the tri-valley one issue reports of a fender-bender west 580, it's been there a while and the live look does show you traffic does smoothly. you just have company up through the dublin grade. >> thank you, mike. don't call it a comeback they've been here for years. >> a travel agent is going to offer you so much more than the internet can offer. >> the reason more millennials are seeking out travel agents. a job many people once said was extinct. a mysterious car explosion have people asking what happened. investigators say it's criminal, but next, why they say people who live nearby don't need to worry.
