"today in the bay" continues right now. good monday morning to you. as we get started with our day, thank you so much for joining us. i'm marcus washington. >> i'm laura garcia. hope you had a great weekend. now to start that workweek. a change in the forecast. >> there will be a lot of changes here and we're going to have some cooler weather, still very muggy, and then some rain moves in. we'll talk about all of that. let's get you out the door with a live look outside and palo alto things are all dry here and will most likely stay that way throughout the day. we are going to have very muggy conditions with our temperatures in the low 60s during the morning and some low 70s for the afternoon as the sun tries to peek out. you get up and wake the kids up for school in antioch we are

also going to have a day with highs in the mid 70s. we are tracking incoming rain, mostly for the north bay today. the rest of the bay area sees it in time for the morning commute tomorrow. i'll have more on that coming up in a few minutes. mike takes us to the south bay. >> that's right. certainly track those changes with kari tomorrow morning and see a different set of conditions. right now san jose just starts to show the traffic starting to build. we had the first which eased off and now starting to see things start to hold steady. 101 at 680 at the bottom of your screen right here. the blip will start to grow towards oakland road and then build on the approach towards capital and 87 and 85. the tri-valley the east bay moves smoothly and the push towards the peninsulate noe eort shore freeway. a disabled vehicle at university has cleared, west 80, now a chance to recover. a smooth but slow drive down to the berkeley curve and the backup, the build at the bay

bridge toll plaza. and then, of course, towards san francisco the berkeley curve is not showing slowing. i was worried about that. that moves smoothly. towards san francisco, a live look out there shows you we have our crew watching their crew. this is the crew at the transbay transit center. we still have the closure for freemont street. we'll track that. the development over the weekend and, of course, pete suratos will have a live update coming up. for now back to you. >> all right. thanks, mike. developing for you, new video this morning of crews rescuing a woman three days after that powerful earthquake and tsunami. this in central indonesia. the disaster left some areas entirely cut off. video showing how strong that tsunami was as those waves up to 20 feet high hit. the 7.5 earthquake also causing those buildings to collapse, destroying homes and more than 800 confirmed deaths. the number is expected to rise into the thousands. affecting the way you get your news and connect on-line.

governor jerry brown just enacted one of the country's toughest protections for when you go on-line. >> uncle sam isn't going to let california's net neutrality bill become law without a fight. bob is live in san jose with more on the lawsuit filed by the u.s. government. u.s. attorney general jeff sessions says california's new net neutrality law is illegal and i'm quoting here, an attempt to subvert the federal government's regulatory approach. governor brown signed the bill into law yesterday to require internet service providers to maintain a level playing field on-line. the new law prohibits the internet service providers from blocking or slowing down data c websites or video streams from companies that pay extra money. people pushing for net neutrality hope that what happens here in california will spread east to other states and force or persuade congress to pass similar legislation

nationwide. the department of justice says the new law creates requirements that are burdensome. at&t and coms cast which owns this tv station lobbied against the bill and believe it will lead to higher internet and cell phone bills for customers and discourage investments in faster internet. last year the federal communications commission the ftc repealed rules that prevent internet companies from throttling data speeds for certain websites and in court yesterday the federal government filed an injunction to prevent the net neutrality law from going into effect plus we go into effect january 1st. live here in san jose, bob ridell, "today in the bay." thank you. governor brown is signing off on another new bill aiming to make it easier for people to erase their old marijuana convictions. starting in january the california department of justice will review state records to find out who is eligible. it's estimated there are nearly 220,000 cases that will be

several local district attorneys and counties like alameda, san francisco, sonoma and yolo are reducing or dismissing convictions. a bill aimed at streamlining housing development around bart stations is getting the green light from the governor. supporters say the measure will fast track proposed projects as mercury news reports bart is working with developers to build nearly 4,000 apartments and town homes at 13 stations. already 2,000 have been built. now for a full list of the bill passed head over to our website, nbcbayarea.com. a new chapter begins for tesla. it appears to be starting on an up note. on saturday elon musk settled with the s.e.c. over misleading tweets and agreed to give up his role as board chairman and pay $20 million in fines. ahead of the opening bell tesla shares up 15%. but the coming week may be critical for tesla.

a report due tuesday should indicate if the carmaker can hit its long-term production target. happening today, attorneys for the former leaders of the infamous silicon valley company thernos scheduled to appear in court. elizabeth holmes and others facing criminal charges connected to the company's downfall. the palo alto blood testing company shut down over the summer. federal prosecutors charged the defendants with defrauding investors, doctors and patients. the u.s. supreme court starts its term without a ninth justice. president trump's nominee tied up in the fbi investigation of sexual misconduct allegations. >> "today in the bay" tracie pottss live on capitol hill with who is being interviewed and not. and the new information overnight. traci? >> yeah, marcus and laura, we learned that the prosecutor who was hired by republicans to ask ns at that hearing last week, she's now weighing in saying this is not a case she would take to court.

in a new memo obtained overnight by nbc news, rachel mitchell, the prosecutor republicans hired, called sexual assault allegations against judge brett kavanaugh weak and says, quote, i don't think that a reasonable prosecutor would bring this case based on the evidence before the committee. that evidence could be growing. a source familiar with the investigation tells nbc the fbi has interviewed deborah ramirez, the woman who claims kavanaugh exposed himself to her in college. our source says she provided a list of people who can back up her story. the fbi will reportedly interview kavanaugh's high school friend mark judge. dr. blasey ford testified judge was there during her alleged assault but sources tells now no interview is scheduled for the third accuser, julie swetnick. >> the allegation she iomakes d >> reporter: democrats say the white house is handicapping this

investigation from the start by limiting witnesses. >> i wanted to use the word farce, but that's not the kind of investigation that all of us are expecting the fbi to conduct. >> reporter: president trump tweets the fbi can interview whoever they want. >> the white house is not micro managing the process. >> reporter: the investigation is supposed to wrap up in a week. also, new this morning, we're learning that chad lettington, a yale classmate of judge kavanaugh, is speaking to the fbi today. apparently not originally on the list but he has confirmed that he will talk to the fbi. he told "the washington post" about violent drunken behavior by the judge when they were in college together which, of course, judge kavanaugh denies. >> so interesting to see how the week will play out. thanks so much. 6:08. live look for you right now, san francisco skyline. by the end of the week it should be busy there.

>> happening today the start of fleet week. if you've been in san francisco for any amount of time you probably know things ramp up pretty quickly. by wednesday some of the navy ships docked in san francisco bay will be open for tours. on thursday the blue angels typically do a practice run if the skies cooperate. on friday the grand parade of ships. the three-day air show gets under way on friday. we're hoping for clear skies, at least through the weekend. >> that is always the issue. it comes to the air show. we are going to start out this week with a lot of clouds and even some spotty rain. let's go through the future cast right now. this kind of gives us an idea of what the day could look like on the radar. it shows some green here for go through the day we are not going t really get going until later on tonight and then starting to move into the coast and working its way from north to south as we go into tomorrow during the late morning, early afternoon

hours, for much of the inland east bay and south bay. the rain will take a long time before it really gets going. we may not see that much of it. still looking at our first rain of the season since mid-april. i'll have more on that and mike, you're tracking a crash at the done barton bridge. >> i am. it's in the left lane as you approach the dumbarton toll plaza. anything affects our bridges early on i'm concerned about it. as you look at our speed sensors everything looks great. the tri-valley shows the build, 880 south through hayward coming off the castro valley area. 680 around south main a disabled vehicle which may be in lanes for a few minutes. we see the build coming down through concurred off highway 4 making the cut through pass the crash on the shoulder 242 there. the rest of the east bay getting over there, towards the freeway, smooth flow, around universe.

headlines. wall street is pointing towards a higher open as investigators react to the u.s. and canada striking a late night deal to salvage nafta. the markets saw marginal moves on friday. the dow had the bests quarter since the fourth quarter last year and the nasdaq snapped a five-month winning streak but best quarter since the first quarter of last year. on today's watch list reports on manufacturing and construction spending. the dow closing up 18 points on friday, 26,458. the nasdaq adding 4 points, 8046. the new u.s./canada/mexico trade agreement rescues the $1.2 trillion three-country trade zone that had been on the verge of collapse after nearly 25 years. under the new term it will make it harder for automakers to produce cheap cars in mexico and aimst doesn't resolve tariffs on canadian steel and aluminum imports. >> looks like we lost our signal

it will be a muggy day. we have tropical moisture moving in. the humidity at 83%. i'm saying just put it in a pony tail and forget it. it's going to be breezy, mostly cloudy, and don't even bother at least for today. as we look at our high temperatures, we're heading up to 67 degrees in san francisco. 76 in napa. and 78 in concord. livermore reaching 82 degrees. and as you're getting dressed this morning you need also the need for a hat. we talked about that. or a pony tail. and some light, long sleeves will keep you comfortable. going through the timeline of our future cast and the rain where it will arrive first, mostly in the north bay come over and take a look at the screen as we go through the next 24 to 48 hours. looking at some light rain in the north bay. seeing some pockets of some heavy rain just south of ukiah. as we go into late tonight, most of us won't see rain until tomorrow morning's commute as it starts to move into napa, down to san francisco, and along the

peninsula to half moon bay. san jose may not get much of this and much of the south bay and east bay we could see some of the rain just kind of skipping by and then redeveloping for parts of the bay area and the east bay and the north bay by tomorrow evening. we still will have a slight chance on wednesday. we're going to be in and out of this scattered activity through at least wednesday. after that the storm system moves away and our temperatures will be clearing out, our skies will be clearing out with our temperatures heating up. san francisco staying in the 60s all week long. mike, you're still tracking a couple crashes. >> yeah. they haven't proven to be a big issue but a concern because there is a crash reportedy the plaza. affecting one of your fast track lanes -- i'm sorry carpool lanes to the left. chp will give us an update. we haven't seen a big backup. that's good. too early for a backup at the dumbarton bridge. san mateo bridge, the volume building.

the south bay and peninsula, very easy drive. kicking in. a crash at 242 caused some more distraction and slowing as folks head out of bay point through concord cutting down to pleasant hill but clear to the walnut creek interchange. we don't have a lot of lanes blocked. i think everything is off to the shoulder. a new crash reported as you get towards the golden gate area for westbound 80 or east bay 580 whatever you call that coming off the bridge. might call that east 580 to the bay bridge things move slowly but getting more cro cve. the note not on the span. over here on the san francisco side starts slowing and over to the right lanes remember freemont exit is there impeded by the closure at the transit center and that will be an issue until they open all lanes there and they will not open the bus lanes until they reopen the transit center. consider that a issue.

upper 60s this morning. look the clouds. we will see the clouds lingering throughout the day with our highs in the upper 70s there, 80 in san jose and palo alto reaching 73 with san francisco in the upper 60s. there could be spotty rain in the north bay. i'll have the timeline on that coming up in a few minutes. now better news from one of our bridges. >> yes. i'm looking at the muggy, i don't like that. i like this, though. the dumbarton bridge now all lanes are clear. i'll take a second to look at our big map, the south bay does start to slow again. i was concerned we had the crash at the dumbarton toll plaza for west 84. that did clear from your lanres but still the distraction was causing a little more backup. should smooth back out, see all the traffic coming down from hayward and union city towards that span. meanwhile, here out of concord we still have the crash on the shoulder and distraction. see west 24 shows the build off the walnut creek interchange. over here near golden gate field we still have a crash looks like

it's on the shoulder but may be affecting the slow lane. use caution past the merge and bay bridge where you have the backup. the span moves smoothly but watch towards san francisco, one lane at the freemont street off ramp closed because of the transit center work going on. for more send it back to you. >> thanks, mike. >> 6:31. the traffic alert to tell you about. this morning in san francisco, crews are still fixing that infrastructure issue at the transbay transit center which has traffic there in the area close to a week. >> "today in the bay" pete suratos joins us with some of the latest on the project being made at the center and what's coming up next. good morning, pete. >> good morning, laura and marcus. we're standing here on freemont street which hasmpacted more than a week because of what's taking place at the salesforce transit center. these are the jacks that have been set up, about six of the jacks set up as crews fix the

cracked steal beams that shut down the transit center since last tuesday. i want to show you video as they put up those jacks there that took several hours to position here on freemont street over the weekend. now the point of those jacks are to relieve weight on the cracked beams that still need to be repaired and took several hours just to put up those jacks we showed you. the goal is to have cars drive here on freemont street around the jacks. >> ultimately we intend to open a portion of freemont street. we don't know the timeline for that. >> reporter: back out here live, you're looking at the jacks that are set up to help them fix those beams, but unfortunately for bus riders you're going to have to go to the temporary bus terminal on main and howard but official hope to get things back to normal by the end of the week. we're live here in san francisco, pete suratos, for "today in the bay." >> thank you. developing story for you now. >> yeah. >> the safe drug injection sites are now off the table. governor brown vetoed a bill

that would have allowed san francisco to open clinics where drug addictses could safely inject drugs. last night the governor says that he simply does not believe it will reduce addiction. in part because there's no requirement that people seek treatment. so he also pointed out federal laws which ban the sites. supporters say it could or would cut down on overdoses and getting drugs off the street. san francisco mayor london breed issued a statement on the decision reading, quote, quote, i'm disappointed the governor has vetoed this important public health bill. the city planned to open two injection sites this summer and then expand next year. the dea tells us that those site are illegal under federal law which means anyone using them or working there could face

prosecution. now our investigative team has been looking into the injection sites for months and read more on-line at nbcbayarea.com. governor brown is signing off on a first of its kind law designed to help women break through the glass ceiling. under the measure publicly traded companies must include women on the boards of directors. corporations have until the end of next year to get at least one female director on the board. by the end of 2021 the law requires up to three female directors. critics say it violates discrimination rules. supporters say it could cut down on sexual misconduct in the work place. >> i think it's great for women. it's very empowering for women to be on the board. >> i think that intent is good. i think he's trying to move in the right direction to make sure like yeah, we need to make sure we have diversity in the board room. >> this could impact silicon valley companies such as tivo. the company's seven-member board all males. several european countries have

similar laws. hundreds are remembering slain college student mollie tibbetts. she had ties to the bay area. >> yes. she had a memorial run held in her honor yesterday in brooklyn, iowa. the college student disappeared while jogging near a home on july 18th and then found dead leading police to charge a 24-year-old undocumented immigrant for her death. 500 people joined in yesterday's event to raise money for the local non-profit in the process. >> we're not going to let evil prevail. this is our community and we want to feel safe and secure and i think this is a great way to make people have that feeling again. >> tibbetts grew up in oakland before moving to iowa. a live look at sfo now where things are expected to return to normal this morning. it was a weekend full of snarled air traffic. this is because of runway repairs where the airport closed two main runways for maintenance to get ready for the holiday

traffic and rainy weather. those runways were put back into use late yesterday but problems continued. yesterday there were at least four cancellations and 61 delays. saturday there were 118 cancellations and 460 delays. with those runway repairs just like all the other repair work that goes on overnight the bridges and roadways, would you rather they not do that? good question. towards the south bay, all the overnight construction cleared without incident but now the morning commute as folks get to their work days. sh,have san jose, the northbound in the tri-valley and east bay, reports of a stalled vehicle. over o your left. a person called into chp said i'm nervous about the cars going by. you can emphasize with that. over here towards the east shore freeway all traffic has cleared.

stored in a secure government database. a recent audit shows nine airports had a combined match rate of 85%. students this morning returned to a southern california school where one racist photo has sparked a wave of anger and even violent threats. the photo showing a group of high school students near san diego spelling out the "n" word. this is during a senior picnic last thursday. that event typically involves students wearing lettered shirts and taking photos of preapproved words. last friday social media threats kept some students away from the school's football game and some parents tried to downplay what happened and fellow students understood the anger. >> as a student here, i embarrassed. lots of people from other schools are talking about how bad escondido high school is. >> quite honestly, you know, this whole racism thing, i know some of the kids were involved and they're not racist. i think it was a joke that went

afternoon and still a slight chance even on wednesday morning. as we look at how much rain to expect, for the far north bay, ukiah reaching about a tenth of an inch of rain for today and as we go into tomorrow much heavier amounts of rain with up to a half inch for san francisco and santa rosa and ukiah close to an inch of rain. the rest of the bay area once again barely measuring anything. it would be niceain moving through, hopefully get the car a little bit of a wash. we do need some rain. but then we head back into some dry weather in time for the weekend with mid 80s for the inland valleys. you're tracking two critical slow spots. >> i am. youave the washer ou talked fluid. if you get a spritz youav winds well. the roadways and they are starting to get congesteday. critical spot here, south 680, there is more slowing showing up. we talked about the disabled

vehicle and they may have blocked off the slow lane south of the interchange. towards sunol things move smoothly for 680. over here this that popped up as well. west 80 the skyway approaching harrison, there's a crash. harrison is over on your left side. freemont on your right side where we have one lane blocked by the closure over there getting over towards the transit center. that's the note for you folks as you travel across from oakland again, we still have that closurecleared, we still have the cup jest shun near fulsome, fremont, in that area. over from east bay a smooth flow of traffic. walnut creek interchange built for the volume a bit. same for upper freeway. the bay bridge toll plaza. as we get a look out there, want to warn folks about transit. we have muni as well. all those relocated to the

indonesia. that disaster have left some areas entirely cut off. videos showing how strong the tsunami was as the waves hit 20 feet high. the 7.5 quake collapsed buildings and destroyed homes. there are now more than 800 confirmed deaths and the number is expected to rise. crews getting things in place for the complicated repairs to the new transbay transit center. the center remains closed but two jacks are positioned on freemont street to help shore up the cracked steel beams. right now we don't know how long a fix will take. for the time being busy freemont street remains closed. that may affect traffic from the bay bridgeat this morning. >> a bill aimed at streamlining housing developments around bart stations getting a green line. the measure will fast track proposed projects. bart is working with developers to build nearly 4,000 apartments and town homes at 13 stations. 2,000 have been built. governor brown signing off on a first of its kind law
