inspiring victims of sexual assault to come forward. the mayor shared her own stories of assault since then citing the courage of dr. ford. >> people in the tri-valley rocked with word of an apparent overdose death of two teenagers leading to an urgent new warning for parents. livermore police tell parents to pay special attention to their teenagers after the denaths of 16-year-old girl and an 18-year-old boy. the 18-year-old, justin miles, died sunday. police suspect they died after many cooing a street form of xanax containing powerful opioids. justin's stepfather is scott adam, creator of a popular comic strip "dilbert" on social media, he became emotional talking about what happened. >> he died last night, or maybe early in the morning yesterday, we're not short, in his bed. >> authorities are now trying to figure out where the teens got the drugs and if the cases are

linked. a 33-year-old cold case murder in contra costa county is solved. detectives used a technique never successfully used in the bay area called a familiar search using dna collected from a crime scene. a woman found raped and murdered in 1985 and her killer never found. 16 years ago a dna profile was made from the evidence but the case went cold again. then last year the sheriff's office used that search method and it ties joey ford to the crime. ford was a plumber in the area and he died 20 years ago. we talk about his texts every morning here on "today in the bay." you can expect a tweet from president trump today. this is actually fema testing a new way to notify americans across the country in an event of an emergency. it's called a presidential alert. and anyone with a cell phone is going to get that one this morning. it's going to happen at 11:18 our time and read presidential

his portions of the south bay. rain in san mateo and damp but not a major problem for the commute. issue, talk about hayward in a second. take you south toward the santa cruzments. north bay, santa cruz side, building traffic. summit, earlier crash. still have equipment and crews out there. at least one lane blocking and from time to time imagining moving crews around. that's the additional distraction for the southbound side as well. south out of los gatos toward santa cruz shows speeds at the limit. and 880, speeds recovering right around wynton. had a van stuck in the lane for a while. that did pronounce, show a little more pronounced flowing but starting to recover and 880 and 580 through oakland moving closer to the speed limit. lowering speeds west 92 across the san mateo bridge.

south l.a. is very medically underserved. when the old hospital closed people in the community lived with untreated health problems for years. so, with the county's help we built a new hospital from the ground up and having citi as an early investor worked as a signal to others to invest. with citi's help we built a wonderful maternity ward and we were able to purchase an mri machine. we've made it possible for the people who live here to lead healthier lives and that's invaluable. ♪

>> reporter: laura and marcus, sounds similar to the grab-and-go-style robberies seen at apple and other cell phone stores. the first robbery took place at this at&t store according to concord police. two adult men entered store and stole a number of cell phones on display. left, entered the sprint store steps away to the left side of your screen. put this map together on your tv screen for a sense of the location. three stores in concord and a fourth store. the verizon store hit on oak road as police responded to that location, officers learned their colleagues in pleasant hill also were working a grab-and-go robbery. you can see in the video at an at&t store on monument boulevard. according to the police timeline, they hit that store

ten minutes after. two adults wearing black -- two adults according to police. one's wearing a black and white striped hoodie. the other wearing a dark hoodie. we want to show you surveillance video from a similar grab-and-go robbery that took place at a t-mobile store in mid-september. in that instance according to police, again in concord, three men entered a store. two in dark hoodies, one in a black and white hoodie. police have not said whether that crime is connected to the four from last night. reporting live here in concord, bob rid elle for "todaell. and a boyfriend killed an ex-girlfriend and dumped her body. they believe he killed 18-year-old mariah davis from richmond who he dated in high school. family members reported her missing last week saying pinmentel was the last person she saw. on monday police say he led

officers to a body near a lake chabot dam. so far a positive identification has not been announced. and when it comes to the bay area commute, pay as you go express plains, no doubt the future. happening today, the future gets started for one busy stretch of highway. east bay leaders help break ground on a new 11-mile lane. along the way drivers should expect plenty of lane closures and authorizations there. it will take close to three years to complete with the opening set for late 2021. and new this morning, leaders taking new measures there to boost gun safety. the east bay times reporting the council members voted last night to acquire gun owners to secure and store all firearms. violators cited with an infraction as opposed to a misdemeanor. the fines will run up to $500. update on a story we first

reported last week. today is the deadline for the city of morgan hill to submit an application to bring a plot of farmland into city limits nap would open the door for introduction of a private catholic high school. the san jose catholic diocese owns the land and wants to build the school, but the land has to be annexed first in order to have city services. now it's up to santa clara county's local formation commission or lafco, a state mandated agency intended to protect open space and agriculture's land. the commission has said no in the past. the plan could get the blessing this time in part because the diocese is willing to preserve as much farmland as it develops. >> what we're offering is, we want to keep this morgan hill beautiful, and what we're offering is a one-to-one mitigation for every acreage of land we build, for the children and students, we're going to reserve another acre to keep it agricultural.

radar parked on san bruno mountain and seeing scattered light rain now moving back into san francisco, and also in parts of marin county. as we look at san francisco, right around the sunset district, and the marina district, also moving across the golden gate bridge. light rain at this point, and as we open up the picture, we have still the storm system that's spinning just offshore but has shifted a little farther south. that brings the focus for our rain today in areas that didn't get a lot of it yesterday. that includes the peninsula, south bay and parts of the east bay, but rain has been very hit or miss. we do have to be prepared today for that potential of rain as you make your way out the door to the pleasant hill b.a.r.t. station. mostly cloudy. really muggy out there. high humidity throughout the day and our high temperatures there reaching into the mid-70s. this is the futurecast. this gives us an idea what the radar could look like. doesn't show a lot going on at 10:00 this morning, but then as we go into the afternoon, we get

heat of the day and still this unsettled weather and high humidity. we could start to see the potential of scattered showers popping up, and notice where they are. south bay, parts of the east bay in to the tri-valley moving into the delta and then they could really get quite heavy in some spots, with potential of thunderstorms. watching that for today. even early tomorrow. there's still lingering moisture that could give us a wet/dry early tomorrow morning before it clears out and drier air moves in. a look outside now. getting dressed, make sure you're ready for that chance that there could be a chance of showers moving through. there could be showers and even thunderstorms. umbrella and rain jacket needed. for tomorrow, rain chances go down, and for the inland valleys, going to be really nice. highs reaching into the mid-70s. a very nice weekend starting to warm up with gusting winds on sunday. and san francisco looking good for those fleet week festivities. today, watches out for a chance
