francisco. welcome to tuesday morning. let's take a live look outside overlooking the city by the bay. beautiful lights in san francisco this morning. and it's clear. you can actually make it out. that's a nice start, right? good morning to you and thanks so much for joining us and waking up with us. i'm laura garcia. >> and i'm marcus washington. let's get a look at what's going on outside with that weather today, beautiful scenery. >> clear and we had warm weather as we look live in san jose with our temperatures in the low 60s. we'reoi degrees in sunnyvale headed to 58 degrees around sunrise and normally we're reaching 76 but we'll go a little bit above that today as we look at our high temperatures, up to 81 in livermore and 83 in concord.

74 in oakland and 79 today in napa and in santa rosa. we'll talk about the rest of the week with more cooling temperatures and mike, you found some slowing in palo alto. >> we had the closure of willow connecting with 101 over the weekend. activity flares and cones there and you can't take that off-ramp from northbound 101. there's striping work scheduled at marsh to the north of here and a backup and crews undoubtedly moving through the area. you do know you have this temporarily to get on north of marsh you're fine for the peninsula side. we don't see a lot of slowing here. there is an incident at moss beach and we'll talk about that in a second. highway 1 is clear. 880 at marina a stalled big rig on the northbound side blocking the slow we're following along the san mateo county coast.

house fire in moss beach we believe left at least one person seriously injured. that's the information we get from scanner traffic this morning, including calls for an airlift unit. the fire happened about 90 minutes ago on lancaster boulevard not far from moss beach park, an area just north of half moon bay. we heard the emergency response may be impacting traffic on nearby highway 1. our pete suratos is headed to the scene and will join us with a live report at the top of the hour. new videos of the aftermath of a water main break. this i joseph grant county park. the break damaged nearby roads. through the early morning hours. the oakland diocese of theae and iill launch an independent investigation into clergy sex abuse. it says the church has nothing to hide and releasing the names is the right thing to do.

the first list of names will be released next month. as we reported, san jose diocese of the catholic church is set to do the same thing this month. a live look at sfo, where earlier this year city leaders renamed the airports terminal one after civil rights leader harvey 34i8ing. it includes an artwork and exhibit. as part of the redesign airport leader also talk about their new crowd sourcing display of artifacts. >> a bay area woman is claiming a massage therapist sexually assaulted her during a visit to the claremont hotel spa. the jane doe lawsuit accuses the hotel of negligence and sexual harassment. she says when she went in december the therapist groped her during the massage.

emails and documents obtained by our investigative unit show she reported the incident to hotel management and oakland police. investigators left a voice mail with the hotel and never spoke to the massage therapist. >> he's still allowed to work there and i'm very concerned about him being able to sexually assault other patrons in the way that he did me. >> the claremont declined our interview request but said a thorough and prompt investigation of this alleged incident was conducted and concluded months ago. oakland police say its investigation is still open. after we started asking questions, state investigators called the women and said they're now looking at her claims. >> 34 cal fire blamed pg&e's equipment for starting at least a dozen fires in six counties last fall as fierce winds knocked down power lines, pg&e failed to shut off sections of its power grid. >> that stands in stark contrast

to what a san diego utility does during extreme fire weather. liz wagner got a closer look at how the company cuts power in the name of safety. >> we keep a close eye at the moisture content there. >> reporter: in the foothills of san diego county, it's dry as a bone. san diego gas and electric director of fire science brian d dagostino says it can get up to 110 degrees in an area that hasn't seen rain in months >> if you can feel that, the vegetation is this dry right now for many, many, many miles. >> reporter: dagostino monitors weather conditions county wide with machines that measure wind speed and temperature. the information goes back to the control center where a team of scientists decides whether to deenergize power lines to keep them from sparking fires if they fall. he says it's always a last resort but the utility has preemptively cut power to homes and businesses during 19 weather

event since 2013 including last december's firestorm. >> any emissions in the back country of san diego posed an immediate threat to life, to property, the safest thing to do was to deenergize. >> reporter: the company started laying plans to proactively cut power after massive fires in 2003 and 2007 wiped out thousands of homes and killed 17 people. >> california should be more aware of not only fire conditions but the fact that if their power goes out, that it's a safer environment for everyone. >> reporter: clraig clements is director of the fire weather research lab at san jose state. he says weather conditions in northern california are similar to san diego. >> this is a climatological study of the diablo wind event. >> reporter: just like the santa ana winds in southern california, diablo winds can create extremely dangerous fires up here. do you think utility companies should be deenergizing power

lines in northern california? >> i think it's a great way to mitigate the risk. >> reporter: but pg&e only recently started to consider deenergizing. the company declined an interview request to discuss why it didn't cut power to its lines last october. in a statement pg&e said proactively turning off power is a highly complex issue, and the threat of wildfire has fundamentally changed impacting more people than ever before. the company says it's ready to flip the switch now and it's learning from san diego gas and electric. in your experience, can cutting power save lives? >> it is a tough one to answer definitively. we're confident that, had fires started in the back country of san diego in december, they definitely could have taken lives. >> reporter: in san diego county, liz wagner, "nbc bay area news." coming up next on "today in the bay," google expected to unveil more competition for bay

morning's headlines. the dow rose for the first time in three days yesterday but gains were kept in check as investors fret over sharp rise in interest rates and bond yields. the nasdaq falling on declines of big tech names. the dow closing 26,486. its nasdaq dropping 52 points to 7735. and the number of americans taking out personal loans this year has surged. data from consumer lending site lending point shows there were more than 19 million outstanding loans in the first three months of the year versus about 17 millenials make up a larger portion of that pool, 24%, up from 12% in 2015. lending point says younger people don't use credit cards as much as older generations so they rely on other forms of credit. you can secure a personal loan online. younger people are more comfortable doing business that way. google is holding its annual made by google event today in

talk about being a good sport. history was made last night in pro football, kind of at the expense of a hugely popular former player. first the real story, in case you missed it, new orleans quarterback drew brees broke the all-time record for passing yardage, a record set by peyton manning three seasons ago. manning may be best known for the nationwide tv commercials but he used some of his comedic skills for a viral video reply.

breeze right there. so yes, fog is back at the golden gate bridge and it's going to be a very shallow layer of fog, very thin. we're not going to see this lasting all day, but that already shows you that we have some changes in the works, and we also will have some hazy skies for the inland areas, and everywhere except for the peninsula, would where it looks good mainly because of the direction of the wind and where it will blow some of the smoke today. the air advisory continues until tonight and as we look at our temperatures as you get ready to step out t upper 50s for most o in the bay area. little bit warmer in san jose, where it is 61 degrees, and then you head down to morgan hill and it is 53 degrees as you head out the door in temperatures cool down a few more degrees around sunrise. sunrise is actually our coolest time of the day, and then after that, we'll see our temperatures quickly in deges in antioch. as you make your way out the

door in fremont, maybe headed to the warm springs b.a.r.t. station this morning, it will be in the upper 50s so a jacket is needed for the early hours before we head up into the upper 70s and low 80s today. we'll see the high in milpitas up to 80 degrees and 80 in gilroy. looking at the east bay, danville reaching 83 degrees, and some low 70s for san mateo, while daly city reaches 69 degrees. san francisco will bring it back to the 60s today. we've had some 70s for the past few days and as we look at the from 77 in sonoma to 83 in novato. getting dressed this morning, we talked about this, it's still a day for summer wear, but because of the cool temperatu f early hours, will you n jacket and later on short sleeves and shorts to keep you comfortable. we'll see more cooling over the next couple of days with tomorrow being the coolest day of the week before it heats up again. look at saturday, 88 degrees. 87 on sunday and then coming

down just a few degrees to start out next week, san francisco looking at temperatures mostly in the 60s, but it's going to be cool as the fog returns for the next couple of days. and mike, you're tracking that jam through palo alto. >> still there. the deal is you're down to one lane at the top of the screen here at willow. the off ramp was currently blocked. the striping work going on in the area continued work on the interchange and folks joining from university, you are jammed north 101 from university to willow. this is because of that construction project we should be picking up any second now. you see that short section for slowing. don't get off the freeway at university because it will tie yoangle through signals so it's not a good idea. allow yourself ten extra minutes. you know, actually allow 15. it will take about seven to ten minutes to get through the area and you're much calmer for the morning because you still have that buffer, that's good news. northbound 101 should improve. 280 if you have a choice between the two, easy drive and no

problem getting on to surface streets as well if you don't have to jump on until north of willow. the rest of the bay shows an easy smooth flow of traffic. back in tracy we have the crash i-5 and 205 blocking one of your lanes, not a major concern for our commute over here. folks over there can't even see our show. 880 northbound at marina boulevard the on-ramp still affected by that disabled big rig so that will be one factor and across the san mateo bridge an easy drive westbound is your commute across the bridge but right now we're kicking in, only palo alto has that problem. back to you. >> thanks, mike. 4:50. election day is around the cornndan start voting early. san francisco voters can cast ballots at city voters can hea ridge strar's office for voting. locations are open from 8:00 a.m. to 5:00 p.m. during the week. if you want to vote by mail the department of elections has begun sending out those ballots.

kanye west is set to meet with president trump at the white house this week. the "new york times" reporting west will speak to president trump about job opportunities for former convicts. manufacturing jobs as well, this is in chicago, which is west's hometown. you'll remember kanye west's wife, kim kardashian met with president trump earlier this year and convinced him to commute one woman's drug-related jail sentence. mr. west was on "saturday night live" just a couple of weeks ago wearing a "make america great again" hat. a san francisco republican group targeted at a street fair. the log cabin republicans say a man poured red juice all over their table at the castro street fair on sunday. they also say a man urinated on their si. membhey've come to expect verbal abuse, but not vandalism. makes them feel e to get things better, then fine, we consider it a civic duty. it does get bothersome, it's fairly predictable, rarely

>> and i'm marcus washington. mike will have a look at our traffic in a moment. first we want to start out with the weather. kari, what are we expecting today? >> it will be a nice day. we are looking at our temperatures in the upper 50s and headed to the b.a.r.t. station on your way to work, it's a morning for long sleeves or a light jacket but later on today, you'll be rolling up those sleeves as we warm up into the mid-70s by 11:00, and then going out for a workout in the south county, san martin will have a chilly start with light, patchy fog and will only be at about 52 degrees at 6:00, but it will be another really nice day. we'll talk about some slightly cooler temperatures in the forecast for the midweek and then another heat-up. mike, you have some better news for palo alto, right? >> getting better by the second. behind me you see this bright set of lights going backwards and cones here. they're picking up the cones. by the time you get to the
