talked about classic work. peyton manning a class act. came up afterwards and had that fun. brittany brees and his kids there. >> an awesome moment, first the latest on hurricane michael. >> millions on the florida panhandle are being warned to bring pair now for a potentially catastrophic event. we are going to go live to florida in just a second. first, dylan is here on the latest of when and where this thing could hit. >> hey, hoda. this storm is going to hit tomorrow. today is the last chance to prepare. it's a category 1 hurricane right now with winds at 90 miles per hour. look at how fast it's moving. north-north west at 12 miles per hour. and it's moving into a very favorable environment. there is not a whole lot in the atmosphere that's going to break this thing apart. so that's why it is forecast to strengthen to become a major hurricane by wednesday, programs making landfall wednesday

afternoon, near panama city, with winds up to 120 miles per hour. then by friday morning, it's already exiting the coast of the mid-atlantic. so it will become a non-issue going into the week. in the meantime, we have hurricane warnings and tropical storm warnings all along the panhandle of florida, we also have your storm surge warnings. as this continues to move in from the south and pushes all that water into the big bends of florida so detailed storm surge forecast. as of right now, 8 to 12 foot storm surge is possible in this purple area here. a six to nine foot storm surge in panama city. the good news the tomorrow is not expected to come at the height of high tide. it is going to be less of a coastal flooding issue than if it were to come at high tide. we are going to see coast be inundated with this storm surge. also, additional rainfall could be as high as seven up to 12

inches of rain. that will lead to localized flooding as well. it extends all the way up into southern georgia. savannah. >> dylan, thank you. as nevada embraces for the storm, mandatory evacuations are in panama city. kerry sanders is live. good morning to you. >> reporter: portions of the gulf coast are in effect now, thousands of tourist being told to head inland to safety. but already there are some problems. because well there are long lines for gasoline and some pumps are running dry, with i is causing that anxiety index to rise as you can imagine. also, evacuating. tyndall air force base. not far from here, herbert field to the east ordering its military aircraft, including the f-22 fighter jets to bases far

from the predicted impact zone. florida's governor says this rapidly growing storm must be taken seriously. >> we have never seen a storm hit this part of our state. again, hurricane michael is forecast to be the most destructive storm to hit the florida panhandle in decades. this storm will be life-threatening and extremely dangerous. >> reporter: because this is such a popular tourist area, o e get those people who are here, the hotels are ordering them out by 11:00 a.m. in now to the latest on the horrific limousine crash in upstate new york that claimed the lives of 20 people. they say the driver should not been behind the while and the limo should not have been on the road. overnight an emotional vigil was held for the victim. channel will have more on that in just a moment. first, nbc news' tom costello is covering the investigation. hey, tom, good morning.

>> reporter: hey, hoda, good morning to you. air, state police now tell us they have recovered the airbag control module. they described that as a sort of black box. they hope it will provide a clue after the vehicle's speed and whether the brakes were applied. they say to reiterate that this driver should not have been behind the wheel the limo should not have been on the road. for now the limo company has been shut down. state police say they've launch a criminal investigation into how 20 people died in that horrific crash on saturday the focus now on the limo company and its driver. police confirm the stretch limo involved in the accident had failed its most recent inspection and should not have been on the road. federal records confirm the company prestige limousine service company out of new york failed four out of five inspections over the last five years. the driver, who died in the crash, should not have been behind the wheel. >> the driver didn't have the proerpt license to operate, so,

no -- to the proper license to operate, so no, it should not have been on the road. >> they found no skid marks on the road, he careened across a highway and through a parking lot where it hit a car and killed two pedestrians before slamming into a ravine. all 17 passengers and the driver died. witnesses say the limo appeared to have been speeding. >> if an entire engine block has moved back and basically crushed back past the driver's seat, that would indicate there was a lot of force and energy involved in that crash. >> among the victims in the limo, two newlywed couples, four sisters, two brothers and many close friends. all of them on their way to celebrate amy stein berg's 30th birthday at a local brewery. her husband axel hired the limo so everyone can celebrate safely. >> i hope everyone didn't suffer. i want to believe it was

boyfriend. the deaths of four sisters leaving the community particularly shocked and heart broken. >> they were just full of life. daredevils on the ball field. i don't know how to say it. great kids. >> reporter: one of the sisters allison king described by her coworkers as a ray of sunshine. >> awful that her parents had to say good-bye to four of their babies with this tragedy. the girls were together and they were the best of friends. >> reporter: a tragedy that now has their hometown showing its strength under the weight of a crushing loss. >> sheinelle, you are there talking to people. this seems like a close community. >> reporter: it is tough. you could feel the grief here last night. there were other events and fund raising events planned for victims and families. i have to say the community made it clear they will support the

polio-like condition. we told you about cases in minnesota. there are other cases in other states. nbc's kristen dahlgren has been following this story for us. >> reporter: good morning. these six cases in minnesota popped up in the last few weeks. now we are learning colorado has seen 14 cases so far this year. this morning, doctors in minnesota are still stumped. trying to figure out what caused six kids in the state to come down with a rare condition. known as an cued flaccid myelitis. it is a case officials are trying to resolve. now settling in a pattern. >> we were curious as to what would happen this year. we are hearing reports cases occurring in 2018. >> reporter: this serious polio-like illness impacting mostly children has no cure. according to the cdc cases peak every two years. in 2014, 120 people diagnosed.

the spike in cases continuing every other year across several states. 2018 has already seen 38 reported cases. with 14 in colorado and a half a dozen in minnesota since mississippi sta mid-september. >> this could take a quick turn for the worse and we may not be able take him home. >> reporter: 4-year-old orville was diagnosed with afm in july. he could not move his right arm and had trouble sitting up and walking and breathing. >> we were in the place of not knowing. >> reporter: and orville is home and regaining strength, part of his right arm is paralyzed. >> it is sad. i'm part of the facebook group and every morning i see a new case and start crying. >> reporter: the cause of afm is linked to viruses. symptoms of muscle weakness and drooping of the face or eyelids

three story building under construction suddenly collapsed. six workers were left trapped under a pile of wood and metal. the five people who survived the accident are expected to be okay. strong winds and heavy rain may have contributed to this accident. officials say it's too early in the investigation to draw any conclusions. it was an historic night in new orleans. saints quarterback drew brees etched his name into the record books. >> incredible. brees. wide open. wide open! and smith, what a way to do it! >> that home crowd at the super dome exploded, brought to their feet as brees breaks peyton manning's record of 71,940 career pacing yards. the guy was mobbed by his teammates on the field. he got lots of hugs from players and coaches. that is sean payton.

2:00 a.m., conditions are favorable for this storm to perhaps strengthen into a major hurricane. that is category 3 or higher. it maintains that strength. it is forecast to hit to the east of panama city with winds up to 120 miles per hour. and then it will weaken as it moves over the rest of the southeast, exiting the virginia-north carolina border by the time we go into friday. so here's the timing. we go through the morning on wednesday, the rain bands will move in. the rain becomes exceptionally heavy and the winds are very gusty as we go after 1:00 wednesday afternoon. then it continues to hit all through the afternoon and into the evening. bringing this torrential rain into southern georgia. then through south and north carolina as we go through thursday night and friday. there are a lot of trees still with leaves and the ground is saturated. when you look at winds at 120 miles per hour, we could see widespread power outages through the panhandle of florida, especially up into georgia and even into south carolina too. and because of the energy of this storm, we'll see a lot of spinup tornadoes.

fast moving tornadoes that will cause additional power outages and additional wind damage along with just the effects you get from a hurricane. so this really needs to be monitored today. but the track has not been shifting all that much. so panama city is the area where we're expecting this storm to hit. >> all right. dylan, thank you. let's go down to florida now. kerry sanders is in position there in the sunshine state. evacuations as we understand it already underway? >> already under way, craig. the clock is ticking. there are only hours now left for residents to board up and then move out. tourists being told they have to get out of their hotels by 11:00 a.m. this morning. so many who came here already felt their vacations were ruined because of the red tide and now they're having to lose because of the on coming hurricane michael. which we should note as people are trying to get out, the roads are handling most of the traffic. at least at this hour. it will get worse during the day. but gasoline is in short supply.

balance. we've been traveling around the battle ground states to see what matters to voters. >> my home turf, california. most people think california is as liberal as it gets. but those people have probably not been to orange county. not far from my house in l.a., there are four contiguous republican held congressional seats that democrats are hoping to flip. but they're going to have work cut out for them. >> reporter: los angeles, downtown's union station, probably isn't where you think to start a quest to find some of the most traditionally republican territory in america. the biggest county in america is also one of the more diverse and democratic. but if you take a short train ride south, the politics can seem a world apart. used to be that when you go from l.a. to orange county, you cross through what i guess political pundits would call the orange curtain. you go from a very democratic area into a very republican area. but this year back in washington, the democrats are hoping that is changing.

her own ambitions in south carolina, former governor, there were disputes along the way but she kept most of them quiet. she denied she was the anonymous critic in "the new york times" and the president apparently saying that she has a future role in the administration as well. what we don't know about is exactly the reasons why she's resigning early. we understand it was a surprise to the white house. >> thank you, andrea. we now have tape coming in from that oval office meeting. let's listen in. >> we have another hurricane coming. we've done very well. north carolina, south carolina, texas, florida, puerto rico, so many places. and we have another one coming in, a big one, much bigger than anticipated a week ago, seven days ago. i heard for the first time there was a very small drop of weather that looked like it was forming and now it's pretty close to a category 3 if it's not already a category 3. we are very well prepared.

now, the united states is respected. countries may not like what we do but they respect what we do. they know that if we say we're going to do something, we follow it through. the president proved that, whether it was with the chemical weapons in syria, nato, saying that other countries have to pay their share. whether it's the trade deals which have been amazing. they get that the president means business and they follow through with that. but then if you look at just these two years at the u.n., we cut 1.3 billion in the u.n.'s budget. we've made it stronger, we've made it more efficient. south sudan, we got an arms embargo which was a long-time coming. three sanctions packages done in a way that we can work towards denuclearizing north korea. you can't overlook all the of the bad things they're doing. you have to see them for the threat they are are.

look at the anti-israel bias and the strength and courage the president showed in moving the embassy and showing the rest of the world we will put our embassy where we want to put our embassy. all of those things have made a huge difference in the u.s. standing but i can tell you that the u.s. astrong again. the u.s. is strong in a way that should make all americans very proud. and i do want to say that it's not just the president i want to thank. the family in general, the first lady has been nothing but very, very kind to me. i can't say enough good things about jared navanka. jared is such a hidden genius that no one understands. to redo the nafta deal the way he did. what i've done working with him on the middle east peace plan, it is so unbelievably well done. ivanka has been a great friend. they do a lot of things behind the scenes that i wish more people knew about. because we're a better country

because they're in this administration. i also just have to say, certainly thank you to my family, michael is a saint. and my two little ones, i adore them and to team usun. they sacrificed a lot, put a lot of time and energy into it. but they have a lot of heart. really wanted to make america proud. so with that, i'm not leaving until the end of the year. my goal is that we make sure that everything is in a good place for the next ambassador to come in. but it's a great day in it the united states. and i'm proud to have been part of the team. now, i don't have anything set on where i'm going to go. i think that the main thing was i was governor for six years and we dealt with the hurricane, a thousand-year flood, a church shooting, a school shooting. that was a lot. to come in and do two years of russia and iran and north korea, it's been eight years of intense time. i'm a believer in term limits.

their lives, they've got riots and all this, it's blowing up, the inflation, their economy is in tatters. at some point they'll probably come and want to make a real deal, not the ridiculous deal they made that was unacceptable to me. we'll see what happens. what a difference between iran when we first came, i'd like to say the day before we came, and also if you look at north korea, there was a deal that there was something that was -- it was a devastating, potentially devastating problem. now the relationships are very good. secretary of state mike pompe o just left. he spoke to the asian leaders, went there and had good meetings, had a very good meeting with north korea and chairman kim and we've made a lot of progress on so many other fronts also. the as nikki said, the world is

and it's great for our farmers. i'm going to iowa tonight, and we'll be talking a little ethanol tonight. and i've got some great things planned. speaking of that, i will say, if you look at industries, the steel industry in this country is back like nothing i've ever seen before. in a period of six months since we started doing what i'm doing, the steel industry has literally revived. u.s. steel is 0ing up eight plants and new core is opening up -- the steel industry in our country is really, really hot. i'll be going to iowa tonight. >>. [ inaudible question ] >> very well. very well. we have a very good relationship with china. they took out 500 billion out of our country for many years, each year. we just can't let that happen. this year it has been talked about by people in this chair for many years.

it's broadly known nikki haley has had her own political ambitions. she addressed that square on. i'm not going to run in 2020, i'll be supporting president trump. does she have designs to potentially run for office in south carolina or further down the line? that's what folks are talking about here in washington. i can tell you, this is a "c" change within the trump administration. nikki haley was a kriting of candidate trump on the campaign trail. as andrea just said, she was one of his first picks come into his administration and she's been a staunch supporter of his and all of his foreign policy, whether where it reals to north korea, syria ar iran. particularly on north korea, the fact they this are in the process of planning that second meeting with kim jong un. nikki haley firmly defended the president's approach to north korea, the fact that he used that language, that fire and fury language as it relates to kim jong un.
