in the bay. we )re back at 7:25 with a live, local news update. and join us for nbc bay area news at 11. good morning. breaking news, extremely dangerous. hurricane michael strengthens again overnight. now a powerful category 4. the massive storm bearing down on the florida panhandle and just hours from landfall. >> there's nothing you can do to stop it. you just prepare the best you can. >> hundreds of thousands warn to get out of its path. >> if you are under an evacuation order, listen to it. leave now. do not take a chance. >> millions under the threat of high winds, heavy rain and a life threatening storm surge. we're live across the region and al is tracking it all. surprise exit.
7:01 am
>> i will tell you that i think it's time. >> u.n. ambassador nikki haley's abrupt resignation sending shock waves through the white house and the rest of washington this morning. who is on the short list to replace her? and is the president's daughter is real possibility? unanswered questions. safety informations on the limo in that tragic accident revealing numerous violations this year and the driver's family now breaks their silence. did the driver raise red flags on the very morning of the crash? all that plus thanks, mom. a florida college student caught in a firestorm online after his mother's attempt to defend men in the "me too" era goes horribly wrong. taylor's big night. taylor swift sets a major record at the amas and doubles down on her political call to action. >> you know what else is going on by the people. is the midterm elections on november 6th.

4 storm to make landfall in the panhandle. right now, 120 miles south-southwest of panama city. 140-mile-per-hour winds. if it gets up to 150, that's a category 5, but hopefully that's not going to happen. moving north at 13 miles per hour. so it's a rapid moving storm. here is where we have the tropical storm alerts. we have hurricane warnings from panama city into southwestern georgia. we've got tropical storm warnings all the way to the virginia/north carolina border. here is the path of the storm. landfall around 1:00 p.m. this afternoon with 145-mile-per-hour winds. but look at this. it's a category 4 storm into georgia. and then continues on through georgia as a category 1, becomes a tropical storm, cuts across the carolinas and out along the north carolina/virginia border. here is what we're looking for as far as the impact. winds, we've got extreme winds. gusts up to 100 miles per hour. significant power outages are expected. and with those winds pushing up,
7:04 am
we've got storm surge. 9 to 13 feet from apalachicola to almost cedar key. the only good news out of this is the high tides are later this afternoon after the storm's passage. from panama city into central george, we could see 7 to 10 inches. a dangerous storm. the only good news, guys, is this is not going to be like florence where it lingers, but it is going to do significant damage and catastrophic damage as it comes on shore. >> let's go to the scene now in florida. gabe gutierrez is down in apalachicola. gabe, good morning. >> michael is roaring ashore, hoda. over the last several hours, we've been hit with heavier rain and wind. this road is now flooded. with the eye projected to make landfall just to our west, we would be on the so-called dirty side of the storm.
7:05 am
but what is worrying local officials here the most is the potential deadly storm surge. >> this morning, hurricane michael is slamming into the florida panhandle. >> what else can you do but pray? >> 35 florida counties, 92 georgia counties and all of alabama under a state of emergency. >> hurricane michael is a monstrous storm and the forecast keeps getting more dangerous and if you don't follow warnings from officials, this storm could kill you. >> a cruise ship passenger capturing a storm on video as it goes past cuba. today, deadly storm surges are expected along the gulf coast. at many gas stations, fuel is out, supplies are gone and the time to board up is over. >> this is one to watch. i'm usually not too concerned with the hurricanes in florida, but this one bears watching. >> entering evacuation. please exit the beaches. >> at least 180,000 people are
7:06 am
under mandatory evacuation orders. >> i've packed it tight. >> more than 2,000 national guard members and hundreds of state troopers are on alert. rescue teams just back from hurricane florence in the carolinas have now deployed to florida. >> how worried are you about this storm? >> again, i'm very worried. this is something we've never faced. i mean, we don't know exactly what to expect. >> the water is rising right now here in apalachicola. unlike hurricane florence where people had four or five days to evacuate, here, less than 48 hours and this rapidly intensified landfall is expected in the next several hours. >> gabe, thank you. >> let's check in with kerry sanders just off the coast in panama city. kerry, what is happening there? >> people are waking up here, savannah, aware that it went from a 2 to a 4. it's estimated 24,000 people stayed put and now it's too late to get out.
7:07 am
let's take a look at panama city beach, which is a densely populated area. as you take a look at the buildings along here, most of them are built to with stand 140-mile-per-hour winds. the winds with this hurricane could exceed up to 145 miles per hour. and there's some buildings under construction. as you see those cranes there, they're only designed to with stand winds up to 125 miles per hour. but the design is to allow them to spin in the wind like tops. they'll go round and round. authorities telling anybody who might crazily decide to venture out to steer well clear of that area. the storm surge is a focus here because we're going to see possibly nine or greater feet right here on this barrier island. and if the sand dunes are unable to hold that storm surge back, it will go in and cause some problems in the more populated areas. s so savannah, a lot of people holding their breath on this.
7:08 am
it will be a doozy. >> just three major panhandles have hit the hurricane since 1920. this storm is really a monster. i was just trying to think of how do you even begin to prep for something like this? >> well, again, the good thing about a hurricane is we've got a good bit of warning. so all the weather stations have kept us very well in the loop. we activated our emergency operations center two days ago. our police department, fire department, all coordinate with all the other municipalities. so we've been ready for this for the last two days. now it's just following the action plan. so we have 50% of our police officers on duty. we have 50% of our firefighters. we're turning people in and out every 12 hours. so everybody is fresh. they just came on board at 5:00. >> so what about the folks there? are they heeding the warnings? this is a familiar routine for folks down there. they hear about a hurricane and
7:09 am
some people think, oh, it will probably not be so bad. are they listening? >> we actually, again, once the county issued the evacuation plan, we actually had people leaving 12 hours before the actual plan. so we had people leaving here two days ago. so once the -- once 6:00 in the morning hit yesterday, half the people were already gone. by the afternoon, almost all of our visitors had already left. we probably still have about 50% of our locals here, but at least they're not on the low, low lying areas. they're -- you know, they're a block or two inland. >> so if we were to fast forward to this time tomorrow, what do you think your city is going to be like? >> again, keeping in mind that most of these buildings have been around for a while, opal, every building that's here endured opal and did fairley well.
7:10 am
i live in a 1969 condo and it has endured many a storm. that's 50 years worth of storms. it's done well. most of the people here know to bar up their doors and windows, pull everything inside. everybody here should be aware of the drill and should have taken that plan. >> we wish you good luck. panama city beach mayor mario gisbert. we'll have a lot more on this hurricane throughout the morning. >> that's right. craig joins us now. what have you got this morning? another major shake-up inside the trump administration and few saw this one coming. u.n. ambassador nikki haley announcing her resignation. what's next for her and for the post she'll leave behind? kristen welker has more on that. good morning. >> good morning to you. the shock waves are still reverb rating here at the white house after nikki haley abruptly announced she's leaving. the reason? haley says she believes in term limits and it's time for her to go. still, her departure is raising
7:11 am
many questions about what comes next. and for the president trump, it means the loss of one of his highest ranking women in his administration. >> this morning, the search for answers, why did nikki haley resign and who will replace her? >> we're all happy for you in one way, but we hate to lose -- hopefully you'll be coming back at some point. >> haley's announcement stunning many in the west wing with some disappointed she didn't wait until after the midterms. still during a joint oval office appearance with the president, all smiles. >> i will never truly step aside from fighting for our country. but i will tell you you that i think it's time. >> haley, the form he governor of south carolina, and one of only a few women in the trump cabinet is widely considered a rising star in the republican party. she quickly dismissed any immediate political ambitions of her own. >> for all of you that are going to ask about 2020, no, i am not running for 2020. >> instead, heaping praise on the president's daughter and son-in-law. >> i can't say enough good things about jared and ivanka.
7:12 am
>> leading to speculation that she may be replacing haley at the u.n. ivanka posting this picture on instagram after the announcement, the president addressing the issue later in the day. >> i think ivanka would be incredible. that doesn't mean i would pick her because you'd be accused of nepotism. even though i'm not sure there's anybody more competent in the world. but that's okay. >> so why is haley leaving now? many pointing out she's never been afraid to speak her mind, denying she was the anonymous senior official who authored that bombshell op-ed claim to go be part of the resistance, claiming in her own op-ed, when i challenge the president, i do it directly. and last month during the kavanaugh controversy arguing accusers should be heard. >> it's knoll something we do to try and blame the accuser or second-guess the accuser. >> what do we know at this point about who might replace nikki haley? >> president trump told
7:13 am
reporters overnight he has a short list. five names are on it. and the name that's getting a lot of buzz, d the i -- dina powell. adding to the speculation, nikki haley posted a picture on twitter over the weekend of her in a boat with powell. now, the presidents was asked about powell and he acknowledged she is among those under consideration. another name that's getting some attention today, richard grenell, the u.s. ambassador to germany. when the president was asked about that name, he said he was inclined to keep grenell in his current post. so this morning, the guessing game continues. breaking developments overnight in the disappearance of a prominent saudi journalist and his fiancee is now making a plea directly to president trump for help finding him. we've had a couple of developments overnight. good morning. >> that's right. good morning. this is fast becoming a big deal, not least for the white house. the growing concern surrounding
7:14 am
the fate of one man could have international implications including for u.s. foreign policy. new video released overnight, the biggest clue so far in his mysterious disappearance. >> they're believed to be the last known images of respected journalist jamaal khoshoggi, rumors that he may have been kid.napped or killed because of his work. the ims show him walking into the saudi consulate. this morning, turkish tv also airing video of two private planes, showing a group of men that reportedly flew from the saudi capital to istanbul where khoshoggi vanished. >> we know those two vans arrived. we know they departed. we know it's consistent with the official sources. >> this week, secretary of state mike pompeo calling for a thorough investigation. president trump voicing concerns. >> i am concerned about it. i don't like hearing about it.
7:15 am
i do not like it. >> khoshoggi, a saudi rights activist has been increasingly critical of the saudi government. he wrote last year of his fear of arrest. the newspaper recently published a blank column to raise awareness of his disappearance. >> whether or not he was killed or kidnapped or whatnot, we still don't know. we don't have proof positive of anything conclusive, whether he's alive or dead. >> he had visited the saudi consulate. his fiancee waiting outside says he never came out. writing an op-ed for "the washington post" this morning, his bride to be asking president trump to shed light on his disappearance. saudi arabia which denies any involvement now promising it will allow investigators to search the consulate, but its 33-year-old leader has been cracking down on dissent, championing a brutal war in yes, ma'am.en, leaving tens of thousands there.
7:16 am
he has loosened restrictions on women drivers and cinemas, but this high profile disappearance of a prominent critic straining relations with america, its key ally. >> so how concretely do you think this will change relations between the u.s. and saudi? >> it has a potential to be a crunch for the u.s. the white house has been increasingly close to saudi arabian leadership. yet on the other side, jamaal khoshoggi was looking to the u.s. for protection. people are going to say that this is a moment when the u.s. needs to put aside the diplomatic issues and stand up for human rights. if you listen to that washington post article by his fiancee, that brings out what human rights means. he said we were in the middle of making our wedding plans, our life plans. after the cans lat, we were going to buy appliances for our new home and set dates.

8:36 am

8:38 am
>> while it's taken practice, both women learned to live their lives for themselves. >> i don't seek out necessarily what people think about how i live my life or the choices that i made and i really go by the theory or the idea of when this life is over for me, that i have done it and lived it exactly the way i wanted to. >> they say they want that freedom and power for all women. they stand together with other hollywood trail blazers hoping next year brings even more change. >> i feel a sense of sister hood. i feel that we're going to get there. >> well, the other women that you'll see also on this year's elle women in hollywood covers, lady gaga, shonda rimes, kiera knightly and the entire cast of the black panther. and the issue hits newsstands on october 23rd. you can see more of her interviews as well on today.com

fresh chilli. what is the meat? >> we're doing flank steak. this is a really simple marinade. you can do this a full day ahead of time or if you're in a rush you can do it quickly and you know, it will still give flavor even if it's only for an hour. so chunk that in. >> do you smell that over there? >> it's delicious. >> so while you let that marina marinate, i'll turn our flank steak over here. we'll turn it a couple of times through the cooking process and th we've got some simple slaw. toss that together. and then some of the leftover marinade that we've got there -- >> this is an important step. you with held a little bit of this. >> so maybe half of that in there. >> i'll give you a pair of tongs. >> these are adorable. >> aren't they sweet? you basically toss that
