microclimates coming up. mike, you're starting out with a slow stretch of the nimitz. the rest of the bay shows speed sensors great. there's a closure at industrial, routed off and back onto the freeway and that's the slowest stretch. i'm not sure why this showed up right here, coming off the san mateo bridge eastbound into the area as well. obstruction just reported. i'm check on that with chp. again, this is the extended stretch and this should be cleared up over the next couple minutes for 5:00 southbound souft 9s 2. the rest of the bay getting through coco county just great. the emergency landing of a soyuz space capsule carrying a nasa astronaut. this is video of the rocket as it took off in kazakhstan. two men headed to the international space station. a booster malfunction took place

shortly after lift-off that triggered an emergency separation of the capsule from the rocket. the capsule landed in a remote area of kazakhstan. we hear the crew members and the russian cosmonaught landed safely. hurricane michael is still causing problems with severe rain and strong winds. the storm made landfall as a category 4 hurricane causing the most severe damage along the florida gulf coastline. one of the hardest hit areas, panama city beach. the storm left behind damaged roads and buildings. power is out for tens of thousands of home. some people who rode out the storm are trying to clean up. >> utter destruction. utter destruction. going to be a lot of good people hurting. >> members of the national guard and first responders are already deployed.

sadly, at least two people have died. now to a state of emergency in a small north bay town. >> in fact, i want you to take a look at a sea wall in belvedere in marin county. it's kept the water at bay for more than a century, but after all that pounding, it is actually crumbling. here's "today in the bay's" jean elly. >> reporter: picture perfect views from belvedere are stunning but something else along the water front is stunning the community of 2100 people. >> right now nothing is shoring it up. >> reporter: a 100-year-old sea wall along beach road is failing. you can see it's moved about an inch and a half. engineers tell the city manager a fix can't wait. >> where the top of the wall has moved out. that means the bottom of the wall is probably moving in, so you have this thing going. you think about it, if it goes too far, it will just topple over. >> reporter: losing the wall would let bay water flow into town, potentially flooding homes

and key access roads. the city declared a state of emergency monday hoping to fast track a $500,000 repair job. the plan is to shore up 120 feet of wall with steel plates driven 35 feet into the bay mud. >> then you attach them to the wall so that they hold the wall up and keep it from shaking. if there's an earthquake, if there's a big wave action, whatever there is. >> reporter: people who live here are relieved city leaders are taking action. >> we want to make sure it's well maintained and safe because having it the other way around would be tragic. especially if an earthquake or everything elts can happen at any moment. >> i think they're probably taking the right action. they have engineers and they're looking out for public safety. >> city managers saying it's a three-week job to shore up that wall. hopefully it will be complete before the winter storm hits. turning to a heat battle

over where to open a mental health facility in the east bay. most people say psychiatric rehab centers are needed but some don't want it on a proposed neighborhood in walnut creek. it was an elderly care home. dr. gregory bravery says he wants to turn it into facility where adults can get emotional help. some people are worried about security. >> it only takes one person who is angry or upset to potentially do harm to someone living in or around the community. >> it's a voluntary program. the volunteer wants to be treated. it's want a locked facility. >> a public meeting is scheduled on the issue next monday at 1:30 in martinez. the east san jose mural that was painted over may be in a

good morning. i'm frank holland at cnbc global headquarters. wall street could see more red arrows at the opening today. yesterday the dow suffered the worst selloff since february. the nasdaq had the worst performance since june of 2017. most of the stocks in the s&p closed in correction meaning they're down 52% from the high. the tech sector leading declines with the worst day in seven years. europe and asia both down all across the board. china had its worst day in 2 1/2 years. a key item for inversers to watch today, government data on consumer prices.

up at the bottom of the screen in the south bay as we look at your current temperatures. look at these numbers. nap napa, 49 degrees. 55 san jose. 55 also in paolo altollo alto. if you're headed out to the gym, it will be the mid-50s with a few clouds drifting by and mostly sunny skies headed in later this morning. temperatures trending into the mid-60s. let's go to the south bay and look at our highs for this afternoon. in east san jose expect a high of 70 degrees. some upper 70s in pittsburg today. 68 in danville. hayward today reaching 72 degrees. we'll be at 72 in palo alto with san mateo reaching 67 degrees and 65 in the mission district. outer sunset, 64 degrees. the north bay, breezy westerly wind with a high of 75 today in novato.

as you're getting dressed, it's a day that will be comfortable if you grab a sweater for the morning hours and short sleeves under that. pants will also keep you comfortable. here's an update on tropical storm michael still well inland and producing wind speeds at 55 miles per hour. we'll see this continuing to move quickly off to the north and east as it weakens. this causing a lot of problems on the east coast. as we look at our temperatures, we're going to be heating up over the next few days. expect those highs to reach into the mid-80s by tomorrow. the very warm weather returns on saturday with a high of 87. i'll be watching out for a high fire danger as well for the hills while san francisco reaches into the low 70s for the weekend. now, mike, you're starting with a transit delay. >> i don't want folks to be alarmed, what's behind me, this wall of yellow. minor ten-minute delay reported for equipment problems out of the embarcadero.

is. clear over there. eastbound heading towards the earlier crash. the roadway, those lanes are cleared as well. back to you. a san jose man is in critical condition after a severe beating at sunday's 49ers game at levi stadium. police say the victim was walking through the parking lot after the game and kicked a bottle which fell near gonzalez. according to investigators, gonzalez walked over to that victim and punched him in the face. the 33-year-old victim got up and tried to walk away butter gonzalez allegedly punched himd a second time. >> it wasn't until we followed up with the victim later that night or next morning we found out the severity of his injuries. as a result of the injuries, we really stepped up the investigation and began our follow-up work on trying to identify who the suspect was. >> witnesses and security video helped detectives track down

gonzalez at his home in medera but they hope anyone with cell phone video of that incident will come forward. these surveillance videos show the face of a man at a hate-related incident at a dentist office. he drew swastikas at the dentist's office. we spoke with the doctor. 4:49. happening today. leaders in the cannabis industry gather today in oakland. the three-day summit takes place at the marriott city center. they will talk about development in the cannabis space, even including a job fair. who can forget when coyote creek flooded in february last year leaving so many san jose

homes unlivable. san jose is teaming up with airbnb to make sure people have housing options. the city and website will announce a new initiative they're calling the host core. it will offer temporary housing options that the city can quickly access. the program will be introduced at 11:00 a.m. this morning two young boys are being hailed heroes for saving another student's life in the cafeteria. >> it was a normal day in the cafeteria when they noticed the boy was choking on cereal. the boys ran over and began performing life-saving techniques. the kindgartner was okay. he learned from watching his mom who's a firefighter.
