"today in the bay" continues right now. a very good morning. thanks for joining us. i'm laura garcia. >> i'm marcus washington. we'll have weather but we'll get to mike talking about traffic. >> we had a b.a.r.t. delay. let's get to the good news first. when b.a.r.t. has a delay at one station, they follow all the trains affected to the end of the run. this time it was antioch out of san francisco. like i had reported, we have now green status. no more delays reported.

almost 50 trains. we still have row location to temporary transit center. minor delays in san francisco as a result of that. that will continue. fremont street won't even open until next week. we have that update as well. a smooth drive in towards san francisco. this is at the bay bridge because metering lights are on. there is a stall reported around treasure island. we'll wait for the bridge crew to get there and sort that out. we're looking for the rest of your bay and a smooth, easy drive. no problems for this clear view across the san mateo bridge. is it this clear everywhere? >> we are. we're starting out with nice weather. cool temperatures as you get ready to step out the door. let's get a look at the numbers and what to expect in fremont. we'll see a lot of sunshine today. some mid-50s as you head out and some upper 60s by early afternoon. here's a look at all of our microclimates and high temperatures today with upper 70s in concord and in antioch. 75 in morgan hill.

san francisco staying in the mid-60s. and tropical storm michael over south carolina and still holding onto its tropical storm status even as it moves well inland. starting to race off, forward speed moving to the northeast at 21 miles an hour producing 50-mile-per-hour winds. and also some higher gusts. this will continue to move over towards north carolina and then moving offshore the atlantic as it produces the potential of some tornados today. for more information on that, i'll send it over to you, laura, marcus. >> thank you very much, kari. of course the sun is up in florida already. this is giving us a first look at some of the dabmage left behind from michael. overnight the hurricane was downgraded to a tropical storm. one of the hardest hit areas is panama city beach. take a look at the new drone video showing a high school gym destroyed. heavy winds also responsible for the devastation throughout that

city. nbc's jay grade live with some of the damage they're seeing, assessing from the ground. so sad, jay. >> reporter: yeah, it really is. michael a dual threat as it made landfall. you had the strong rain, storm surge that lef devastating flooding. you can see the wind has fretted this beachside business. it knocked down a huge advertising signs, crashing through the roof. more evidence of just how intense this history-making storm really was. with powerful winds gust withing over 150 miles an hour -- >> i've never been in one like this. i was here during dennis and that was scary enough. this is pretty awesome. >> reporter: torrential rains and a monster storm surge, hurricane michael slams into the florida panhandle. >> utter destruction.

utter destruction. going to be a lot of good people hurting. >> reporter: the massive storm leaving behind flooded roads and damaged buildings. power knocked out to tens of thousands of homes. >> we're turning 100% of our focus on search and rescue and recovery. >> reporter: members of national guard and first responders. some residents who rode out the storm are starting to clean up. one woman with her bare hands. >> trying to clear the roadway for emergency vehicles to get through. >> reporter: the storm moving on but the recovery here is just beginning. you know, we talk about michael being a history-maker. it's the strongest october hurricane ever on record in the u.s. the first category 4 storm to strike the florida panhandle, which is amazing when you put that into perspective because this area deals with so many storms. and then with winds at 155 miles an hour at landfall, the

strongest winds we felt from a hurricane since andrew in 1992. so, laura, just a real monster storm that moved through. now what's going to be a difficult to long recovery just beginning. >> they're going to need a lot of help there. i was surprised as well at that fact, the first time it'ser hit the panhandle. jay gray, thank you so much for the update. 6:05 right now. new this morning, san francisco's district attorney is seeking a restraining order against a man protesting his decision to not charge officers in two of the city's most recent controversial police shootings. "today in the bay" pete is live with us from san francisco city hall. to give reason for this push behind the restraining order, i know you have new video. >> reporter: good morning to you. according to the san francisco examiner, the district attorney gascon is seeking a restrain straining order against one person in particular. i'll show you video why he's moving forward with this. >> look at gascon.

>> dude, that's illegal. >> run me over! run me over! >> reporter: now, this video was tweeted out from june 17th incident in front of his home when he was pulling out of his garage with his wife. you can see the protesters are unhappy with him at that point. i want to show you another instagram video. this was from september 2nd. gascon confronting demonstrators on his front steps. appears they're throwing watermelon. coming from the san francisco examiner, victor manuel picazo he's seeking the restraining order against. he's unhappy with gascon not charging police officers in police shootings mario woods. a judge ruled this video casts

doubt on the officers' statements. it shows woods not walking way quickly but falling after officers fire rubber bullets at him. this may pave the way for woods' new family lawsuit. i want to point out gascon will not be seeking a third term in 2019. we're live in san francisco, "today in the bay." >> thank you, pete. the background on all of that. 6:07 right now. in just a few hours we're expecting another update on the closure of san francisco's salesforce transit center. work to shore up the transit center is taking longer than expected. the street was supposed to reopen tomorrow but now the transportation leaders say fremont between howard and mission streets will not reopen until next wednesday. the road was closed after a cracked beam was found in the new transbay transit center on september 25th. a second crack in another beam was found shortly after. new this morning, a warning to anyone who buys jewelry at ross, nordstram rack or papaya.

tests show many necklaces and earrings sold there are loaded with a toxic metal. extended exposure can cause cancer and reproductive harm. the investigation was done on jewelry from stores right here in the bay area. ross says it's addressed the issue with its supplier. papaya says it's recalled all the jewelry from suspected store. so far nordstram rack is not commenting. the walnut creek shopping center where jade garden restaurant is located is owned by a company called regency centers. the company says whole foods is renting part of the property and the restaurant is being kicked out to reduce congestion. the owner says she can't believe she's being forced to leave and has a message for whole foods and amazon. >> don't hurt the small business.

through the drop-off line. we'll get sunshine and a much more comfortable afternoon with highs reaching into the low 70s there. a look at all of our microclimates and what you can expect where you live. 64 in san francisco. 73 in san jose. as we head over to mike, he has a look at the morning commute. so far it's been pretty good. >> pretty good. a report of a disabled vehicle on the bay bridge but it sounds like everything is off to the shoulder. it's also countercommute. as you approach the lower -- or lower deck approach to treasure islands, you may see activity on the service area but it's not affecting your commute into the city. that's the heavier traveled area westbound across the span. that's good news as we look at the wide look. here we see no major problems. there's a new crash west 80. there may be a motorcycle involved. it's always a big concern. chp arrives on scene. wi maybe a second incident in the area or a second call.

also worries about our relationship with chooib. that's another part of it. everyone who money in the stock market had a rough day. jeff bezos lost $9 million but you lost money if you have a retirement account. i do hope you have a retirement account. lots of people know down to the dime how much money they lost yesterday. many americans now have access to their retirement account through apps and on their phones. that's a good thing. you should be involved in your own future. but financial experts warn you should not take any rash action based on one or two days of selloffs. these apps do make it easy to take a rash action. there's also a lot of worry about rising interest rates. that helped move the stock market lower. bonds become more attractive so money flows out of the stock market into bonds. the fed raises rates to keep inflation in check as the economy grows. that's totally normal. totally expected. but the president doesn't like it. >> i think the fed is making a

good hair day. it's going to be a very nice comfort day as we see highs reaching 73. 77 in concord. 71 in santa rosa. here's an update on tropical storm sergio. this will be heading towards baja, california, and going to bring a lot of rain there. a lot of us in the bay area make travel plans. we have friends and family in parts of the southeast. an update on tropical storm michael now over south carolina. it's still producing tropical storm force winds as it races off towards the north and east. really impressive storm there producing some heavy rain and the potential today of some tornados. we'll keep an eye out on that. as we bring it back home, we're looking at our inland valleys reaching into the upper 80s. it's going to be a very warm weekend. and then a little cooler early next week. heading over to mike, keeping an eye -- >> one for kari, too. not the piece with laura's thumb

print. good morning, folks. we're looking over here, celebrating marcus' birthday and also celebrating a pretty good commute around the bay. unfortunately, we do have this crash still blocking at least one lane westbound 80. no update from chp. we'll get more information. there will be slowing from highway 84 to the scene. that will keep the racetrack, emeryville, albany and berkeley curve a little lighter than you might expect at 6:20 in the morning. here's where the crash is. this is the part of contra costa county that's affected, the rest of the approach. the walnut creek interchange, that's all impacted. as we get into the south bay, north 101, 85 and 87 shows volume, typical pattern. smooth flow of traffic down the

still rebuilding after the devastating wildfires one welcome back, everyone. it's 6:23. for people in the north bay still rebuilding after the devastating wildfires a year ago, sadly, more heartache. >> and contractors are reportedly scamming people. consumer investigator looks at a new sting operation. >> this burned out house looks like so many others but it's actually special. this was home to a sting operation by the contractors state license board. it used this home to catch unscrupulous contractors in the act. when contractors showed up here to bid on the job, undercover investigators found out who was uninsured, unqualified or unlicensed. they made arrests on the spot right there. and after two stings and almost 70 sweeps since the fire, the state says it's opened a total of 185 cases just in the north bay. recommending criminal charges

as you head out for work or enjoying your day. it will be in the low 70s for early afternoon, getting the kids up and ready for school in antioch, it will be 53 degrees. it's a cool start but a very nice day. you have an update on the motorcycle crash? >> no major injuries reported. bad news, you have a delay. it's almost major for the upper east shore. 45 minutes basically from highway 4 down to the bay bridge toll plaza. the bulk of the slowing from highway 4 to san pablo avenue. folks familiar with the area or who aren't on the freeway can use san pablo avenue and i think you can get on past that crash. that's what it looks like from the sensors and details of the reports. everything down through berkeley and emeryville will benefit from folks held back up here. again, no major injuries

reported. that's better news. concern always with a motorcycle crash. a disabled vehicle slows things down around west highway 4 but now it's clear. more traffic rushing down through walnut creek. 24, lafayette, down towards alamo, no problems. san ramone, dublin interchange picks up the volume a bit. we have 680 slowing and south bay a crash on 87. i'm checking with chp. i'll bring that detail coming up. we're following breaking news right now. the emergency landing of the soyuz space capsule with a nasa astronaut on board. this is video of that rocket as it took off this morning in kazakhstan. the two-man crew was headed to the international space station but a booster malfunction took place shortly after lift-off. that triggered an emergency separation of that capsule from the rocket. within the last hour we received new photos from the russia space agency showing both crew members safe and sound. the russian cosmonaut and nasa

engineer are safe. this landed in a remote area in kazakhstan. russia has suspended all space launches to investigate what went wrong. police in the east bay need your help to find a person who shot and killed a teenage boy. >> "today in the bay's" bob redell is outside the grocery store in antioch where that boy died. do we know how old that boy was? >> reporter: sadly, he was just 17 years old. his name is omar zaragoza. there's his name poured out in wax from candles in the shape of a cross. empty beer bottles on the table, flowers. the balloons spell out polo. we believe that's omar's favorite clothing brand. as i mentioned, 17 years old. someone shot and killed him

tuesday afternoon around 4:00 in the front of the lucky supermarket. we're on east 18th street in antioch. sadly, he died right here in the parking lot. the best bay times reports contra costa sheriff's core another's decision identified him as zaragoza. antioch police are investigating and have no suspects or have not made any arrests. if you have any idea, any information, law enforcement wants to hear from you. reporting live in antioch, bob redell, "today in the bay." >> thank you, bob. a key witness reportedly took the stand in the case of a sanl yoe say man accused of killing his parents in their evergreen home. the man is charged with shooting his mother and father in 2016. he's representing himself in his murder trial. "the mercury news" reports a one-time close friend testified yesterday. he talked about the defendant

making a confession and creating a video plot to try to prove to someone that he was forced to carry out these killings. if convicted, he may face 25 years to life in prison. 6:34 right now. work starts in a few hours. developers of vallco mall wasting no time getting started. two weeks after cupertino green lighted retail and massive housing there, today is demo day. kris sanchez joins us live with how the rest of the project is expected to go. good morning. >> reporter: laura, we really don't know how the rest of the project is going to go at this point because there are two options on the table and the city council has to decide which one will go forward. but the heavy equipment is here and soon the parking structure and the empty parts of the mall are going to come down. thooel that's because of sb-35, streamlining projects that

include affordable housing, which this does. either under either development plan, enough of the units will be affordable housing to trigger that streamlined approval. both city's vallco and developer plan will mean 2500 units of housing, 2 million square feet of office space. where they differ is in the benefits to schools, requirements for open space for parks and traffic mitigation among some other points. the next planning commission meeting is a week from today. meanwhile, the community group better cupertino continues its year's long opposition to vallco development and pushing a referendum. you can find the link to that and to the city's explanation of both of the plans in my twitter feed and on my facebook page as well. i want you to join kind of the light-heart part of this conversation. this is a done deal however it ends up, but i want to know what you think about vallco, what your favorite memories are here. i just brought my daughter to a birthday party the to the

the volunteer wants to be treated. it's not a locked facility. >> a public meeting is scheduled on the issue next monday at 1:30 in martinez. who can forget when coyote creek flooded in february of last year leaving so many san jose homes unlivable. now san jose is teaming up with abnb to make there are housing options next time a disaster hits. they'll announce a new decision called house core. continuing to learn from that, my gosh, i was here when that happened. this is not such a biggyish for the bay bridge but a disabled vehicle reported around the tower. you can see slowing with taillights going up the westbound incline. about the tower things move much more smoothly into the tunnel.

there's a disabled vehicle that ran out of gas reportedly in one of your right lanes. we're watching for that. the bridge crew should clear that very quickly. also top of your screen, you do see slowing westbound 80 still approaching one lane blocked by a motorcycle crash. again, complaints of pain by the motorcycle rider. but up and walking around. no serious injuries. the rest of contra costa county looks great. alameda county, typical pattern, including 87. there's a disabled vehicle. probably one of the worst spots you can have in the morning. >> a hot spot around there. here we are on thursday. closer to the weekend. >> it's your birthday. >> it's my birthday. and the birthday weekend. >> you'll be celebrating all weekend. we'll have great weather but it will be warmer in some spots and comfortable for the coast. high temperature will reach up to 69 for the coast. bay at 81 degrees. some upper 80s for the inland

valleys. we'll see more of the same on sunday. as we check out what's going on around the bay area, the art and pumpkin festival in half moon bay, that will be a great event to check out. parade starts at noon. you can see those gigantic pumpkins they weighed earlier this week. our high temperatures on saturday reach up to about 66 degrees. very comfortable. and then if you're on the other side of the bay, you're in oakland, you want to check out the pirates of the caribbean ship tours. on saturday it will be at about 60 degrees at 10:00. light jacket needed to start. and then very comfortable and nice with highings reaching into the low 70s. if you're going to the sierras, we have highs 69 degrees. russian river valley, it will be warn this weekend but very nice for going out and touring some vineyards. expect the highs in the upper

drive. we'll show you how things are shaping up for the east bay. michael is losing a bit of its punch this morning and it's now a tropical storm. but it's still causing problems with severe rain and strong winds that are moving towards the carolinas. >> you can see it here. the storm actually made landfall as a category 4 hurricane, causing the most severe damage along the florida gulf coast. one of the hardest hit, panama city beach. nbc's jay gray live there now with a look at the damage they're assessing from the ground. jay? >> reporter: the sun up here now a day after the storm made landfall. you can see what it's done. just devastation. it spread out across the strike zone today. let's talk about michael as a dual threat. you had the wind that did this and caused really significant damage across the region, but you also have the water. that left devastating flooding. we've seen many areas affected

not only by the driving rains but also by that storm surge that caused so many problems for so many in the strike zone. you've got that flooding and then you go to the winds. they just ripped off roofs in some areas, really tore apart, shredded many businesses and homes that were really affected after this thing came on land. it's an area where they're used to seeing storms on occasion but even this one was something that many had never experienced before. >> i've never been in one like this. i was here during dennis, and that was scary enough. >> utter destruction. utter destruction. as i said, a lot of good people will be hurting. >> reporter: it really was overwhelming. a history-maker in many ways. the strongest hurricane ever to make landfall in the month of

october in the united states. the first category 4 storm to ever strike the florida panhandle. that's pretty amazing when you put it in perspective. this area has dealt with a lot of storms over the years. finally with those winds at 155 miles an hour at landfall, the strongest winds we felt from a hurricane here in the u.s. since andrew. that was back in 1992. so, marcus and laura, just a monster storm. now they begin what's going to be a long, difficult task of cleaning things up here, recovering, getting back to the way things were before the storm, it will be tough. >> it will be interesting to see when fema kicks in as well. thanks a lot, jay. the "today" show has live coverage from panama city as well as other spots in florida and in south carolina. meanwhile, the president is speaking out about the disappearance of a washington post writer. >> president trump's words have become much more severe. >> it's a change in language.

just a couple days ago the president said he did not know of about the disappearance of saudi arabia journalist jamal khashoggi, an american resident who disappeared during a visit to the saudi consulate in turkey. here's surveillance video from the turks of khashoggi on the right entering the saudi consulate. there's no video of him exiting. turkish officials claim not only was he murdered inside the consula consulate, his body was cut into pieces. here's the president. >> frankly, the fact that it's a reporter, you could say in many respects it makes it -- it brings it to a level -- it's a very serious situation for us and for this white house. we do not like seeing what's going on. >> "the washington post" reports this morning u.s. intelligence has intercepted messages that show the crown prince of saudi arabia, mohammad bin salman, ordered his agents to seize khashoggi. that would put the white house and america in general in an

enormously awkward situation. saudi arabia our ally. mohammad bin salman a close ally of the trumps and jared kushner in particular. already there's talk in congress among republicans even of sanctions against the saudis involved in the kidnapping and murder, if that's what happened. president trump in the meantime held another rally this time in pennsylvania. he's headed to ohio tomorrow. pennsylvania and ohio very important in the 2020 presidential race. mr. trump also signed bills into law that would allow your pharmacist to tell you how much you could save on certain prescriptions. for instance, there are times it's cheaper to buy the pills with your own money than to co-pay. but the pharmacist isn't allowed to tell you until now. we thought rod rosenstein would talk to congress about allegations that he wanted to wear a wire inside the white house. something he says fwas a joke. we now understand that meeting will not take place.

and if you're making your way out in san jose, 54 degrees in the next hour. we'll siee a few clouds in the mix. reaching to low 70s. san jose, 73. 77 in antioch. 74 in napa. 64 in san francisco. still a breezesy wind as you're getting dressed, you do need a sweater to start out. if you have short sleeves, pants on, jeans, you'll be comfortable throughout the day. as we take a look at the tropics, here's the pacific with tropical storm sergio expected to continue to move off to the north and east. and in its line of path will be baja, california. if you have travel plans there into part of mexico, expect it to be very wet over the next couple of days. and you want to make sure you call ahead and check on your travel plans. as we look at our temperatures for inland areas, upper 70s. then mid-80s tomorrow. it will be a hot weekend for the inland areas. and then we keep the very warm

weather into the first part of next week. san francisco looks good in the 70s but windy. >> we talked about disabled vehicle on the bay bridge. westbound across the span. we see a smoother drive. the tail lights moving smoothly up the incline. i believe the bridge crew got there before chp. they were able to manage that off the roadway. you should see a smoother flow of traffic at the metering lights may be slowed in a bit. we may see a built over the next half hour approaching the toll plaza. better news, smoother flow of traffic yet one lane blocked around san pablo avenue on 80. i see traffic backing up. over here, southbound 680 a crash at main tied things up for a bit. over here a smooth flow as well but building through hayward southbound 880, the push across

really? >> you pushed my friend. >> this is a video posted to twitter from june 17th. it's an incident outside of gascon's home. another video showing him in a separate confrontation with demonstrators at his doorstep. gascon filed a restraining order against one protester unhappy with his decision. we're expecting an update on the salesforce transit center. work to shore up the transit center is taking longer than expected. the street was supposed to reopen tomorrow, but now transportation leaders say fremont between howard and mission streets will not reopen until next wednesday. the road was closed after a cracked beam was found in the new transbay transit center on september 25th. a second crack in another beam was found shortly after. the east san jose mural that was painted over may be recreated in a more permanent spot. the community was outraged when the mural celebrating latino history was painted over in

gray. today the alum rock school board will consider whether it's feasible to get the artist to repaint it at the school or district building. staff has been investigating this. that artist velasquez estimates it could cost $825,000 to repaint the mural. continuing coverage now of a fight brewing between whole foods and a long-time contra costa county restaurant. the walnut creek shopping center where the jade garden restaurant is located is owned by a company called regency centers. the company says whole foods is leasing part of the property and the restaurant is being kicked out to reduce congestion. whole foods has yet to comment. that restaurant has been there for 30 years. new this morning, a warning to anyone who buys jewelry at ross. >> this is also a nordstram's as well pa pa yea. research shows jewelry sold there is loaded with toxic
