rafael. a very good monday morning. let's take a live look outside overlooking san rafael this morning. i'll have a full look at the forecast coming up, starting out our week. and a look at the commute, good morning to you. hope you had a great weekend. i'm laura garcia. >> i'm scott mcgrew. marcus washington has the day off. mike has a check of traffic but first a check of your monday morning weather. >> the big story over the weekend was the red flag warning, high fire danger through the inland hills. that continues through noon wind gusts in the mountains, over 60 miles per hour. in the east bay we're looking at wind gusts up to 50 miles per hour and as we look at what to expect as we go throughout the day, the winds will gradually calm down and we will see the

fire danger decreasing as we go throughout the evening. as we get a live look outside in fremont this morning, as you get ready to head out, it's going to be a very chilly morning, with some low 50s and heating up fast. couple.we're at 68 degrees. overall, the big view looks like a lot of green sensors as you'd expect 4:31 on a monday morning. good morning. we're looking over here not a great morning for a motorcycle driver westbound on 580 approaching warren freeway. no major injuries reported, but there's some damage to one of the poles in the area, and there may be some debris, so i think there will be a quick traffic break there. cocoa county looks great coming in from cod, upper east shore freeway moves nicely. crash eastbound 80 away from the bay bridge, counter whatever commute we have, maytishoulder. the richmond to san rafael bridge it's clear but headed over into the north bay yougust

the high-rise and you are taking over for the north bay. >> that's right. strong winds forcing pga to take dramatic action to prevent fires. >> the power company turning off off in parts of 12 northern california counties. so far, nearly 60,000 customers are without power. 17,000 of them in the north bay, with most in lake county. among the critical information running across the bottom of your screen, the names of schools in lake county that are already announced they'll be closed today because they don't have any power. this is the first time pg&e has ever proactively shut off customers' power in the bay area to reduce the risk of wildfires morning, so approximately 17,000 pg&eed by this and we call this our public safety per >> pg&e notified people by text or email it planned to shut off power, which is why some people in napa got out their

damage. >> as far as i can tell it seems like a dozen or so defaced. >> reporter: they are trying to figure out who did this friday night. one of the artists was approached by three people who were acting odd. she took a picture of two of them. >> they were being kind of angry and kind of strange and had a make america great hat on, and then you know, they had some paint on them. >> reporter: we've blurred their faces because it's not yet clear if they were involved. this weekend's vandalism left some of the artists rattled. >> it feels like we're being frdom to just fically for our around justice. >> reporter: sergio quintana, "today in the bay." >> it's not clear yet what will be done. the artists collective attorney said they could sue the vandals if they could figure out what they are. much of the damage has already been painted over. it's 4:34. san francisco in a miami hospital, a gas explosion burned

90% of her body. the 31-year-old was studying for exams while attending the medical university of the americas on the west indes island of st. kitts and nevas island. gas explosion left her severely burned. she was air lifted to a hospital in miami. yesterday in san francisco, family and friends gathered at st. john's armenian apostolic church to pray for her. >> she's the best friend that you can ask for. she's a loving daughter, a loving sister. she's a fighter. so she's strong. she's getting through all this. right now she's day to day, but ebeing optimistic about her recovery. >> a go found me accountelp her keel with rising hospital expenses. i4:35. as early as today, a judge could order a new trial in the

good morning. i'm contessa brewer at cnbc quloebl headquarters. wall street set to open what we were seeing only after nasdaq, the s&p 500 had their worst declines since march. today we watch for data coming in on retail sales and earnings from bank of america and netflix. sears holdings, the parent company of sears and kmart filed for chapter 11 bankruptcy this morning. it marks the collapse of the

company that dominated the retail industry for much of the 20th century in this country. sears has reached a deal with its creditors to keep most of its remaining operations up and running for now, but it will close 142 money-losing stores by the end of the year with liquidation sales expected to begin soon, and that's on top of the 46 stores closing by next month. the sears and kmart stores still and roughly 70,000 employees. facebook is testing an unsend feature its app. for those who decided maybe they shouldn't have sent it after all. screen shots from a user shows the ability to rescind a message, but with a time limit. in fact, like gmail's unaccepted, it has a 30-second window so you have to make up your mind pretty fast. it's not clear whether facebook will roll out this feature for everybody who makes a mistake in sending an off-color joke to their grandmother. guys? >> make sure you know who you're

sending what to. >> sorry, nana. >> thanks, contessa. coming up on "today in the bay," kari hall watching the wind. >> and the wind will be a big issue especially through the early hours, but in the south bay, everything is all calm, as you get ready to head out the door. let's go to south san jose to santa teresa, with our temperatures in the low 50s this morning. it's going to be another warm day. we'll be at 72 at noon. we'll get a look at all of our microclimates and talk about that wind, that's coming up next. and we sometimes talk about the windy high-rise here for the san mateo bridge. we're not talking about it as far as chp is concerned this morning and a smooth drive. we'll talk about the changes over in oakland.

's picture of san jose live. nice and calm, but north bay, lots, and that's got us in the weather alert. good morning. >> good morning. i was looking at some of those high wind gusts that we've had in spots like parts of the north bay and also in the east bay, mt. diablo wind gusts over 60 miles per hour through the p d get a look at still a red flag warning that continues this morning, that goes on until noon, and that's when the winds will start to calm down. we have very low humidity and we'll talk about that in just a second but the red flag warning means that any small spark or anything could spread rapidly if we get any flames going in the hills, especially, so all of these areas shaded in red are

under a very critical time as we head through the next few hours. as we get a look at our wind speeds, once again, they will be calming down as we go throughout the day and most of the bay area by this time tomorrow morning will have some very light winds. our humidity, look at this, it is just unreal to see some of these numbers. humidity dropping down this morning to about 5% in ukiah, and clear lake at about 6%,ut there in some of the hills, so if you get a tree down on a power line or something like that, that's why we have seen pg&e turn off a lot of power in some of these communities like clear lake. and then we look at the relative humidity numbers as you head farther to the south. it's a little bit better but it's still very dry and we should get some of those humidity levels coming up as we go throughout the day. as you get ready to make your way out the door around dublin, it's going to be a chilly morning. our numbers dropping down to 48

degrees at 7:00, and then from there, we will see things heating up headed into the upper 60s by 11:00, and it will be another very warm day with our highs reaching into the mid 80s at degrees. we'll also be up to 84 in napa. as you're getting dressed this morning looking out the window, you see that we will have some cool weather to start, so you do need a jacket and short sleeves to start out, but our seven-day forecast shows that we do still have a lot of warm weather in the forecast this week. keep in mind we should be in the mid-70s. we're going to be in the mid 80s today and still very more abou coming in. mike, the traffic break, is it over yet? >> oakland 580 approaching seminary, overall just as you'd expect, we have green. beautiful green sensors at speed all over the bay for the early commute. we are looking at 580 westbound toward warren freeway the earlier crash involving a motorcycle, they've removed the debris from the roadway and no major injuries to the

motorcyclist from what i've heard. the slowing eastbound showed up over the last couple of seconds. i did notice that and i'll let you know if there's anythingd. it sounds like nothing big. no problems cocoa county or the maze approaching the bay bridge. we're looking at trains on time for b.a.r.t. remember, we have the reroute still for muni and ac transit. they are using a temporary transit center. the transit center is not open but fremont street did open last evening and it's open for this morning's commute. good stuff a couple days earlier than we thought, we updated the update to last week's update. bo isng580 westbound through dublin, a good volume of traffic. no problems, just a little slowing out of the altamont pass as we would expect. back to you. >> thank you, mike. 4:48 right now. the hundredth point shipyard say mass save piece of prime waterfront property in san francisco, slated for parks, shops, homes, but for decades the navy performed radioactive operation there is at hunter's point.

liz wagner is at the shipyard with a look at its toxic past and concerns from critics the navy failed to identify much of the contamination there. >> reporter: the navy ran a radiological defense lab out of radiationbuildings. really understand the shipyard's experiments on animals, but to past, you have to start 4700 miles away. >> three, two, one. >> reporter: nearly 80 warships exposed to atomic weapons test in the pacific ocean docked at hunter's point in the 1940s. they came back with more contamination than spended. sailors like gilly jenkins watched crews sandblast the radioactive ships at hunter's point. he believes the wind likely spread radiation across the shipyard. >> it was hotter than a $2 pistol. it would melt a geiger counter. no doubt about it. they didn't could anything to control it. they took and tried to wash it, scrape it, whatever.

nbc bay area responds to an oakland woman for a billing dispute that dragged on half a year. >> she called cchmura's p ite clearing it up. >> good rnin follow-up ultrasound. karen first asked her insurance this year the doctor requested a company, cigna, what she'd have to pay. she says cigna told her the secondary test was covered in full. she expected to pay nothing. ase had the the good news the results found karen in good health but bad news she later got a bill for $867. karen says she then spent six months going back and forth with cigna trying to figure it out. finally, she called us. we reached out to cigna and three days later, cigna sent a note that said "we work hard to make health care easier for our customers, and unfortunately we fell short of that goal in this instance. we're glad it has been resolved." yes, resolved, cigna erased

folks farther up north there -- well that's not the san rafael camera. >> san francisco. >> it is indeed, but there's a high alert right now, wind gusts topping 50 miles an hour sparking fire concerns. historic safety measures as well in this part of california. good morning, everyone. i'm scott mcgrew. marcus has the day off. >> and i'm laura garcia. let's check in with kari right now. these winds are a big concern. >> it's been a big concern and we're gradually going to see our winds decreasing as we go throughout the day. in other parts of the bay area, we haven't had high wind gusts. calm conditions in palo alto and our temperature trend from the mid-50s to the mid-70s. it will be a very warm day, and the main concern has been over the north bay and also the east bay hills, as our temperatures today head into the low to mid 80s, once again, very warm weather and also somnds.e we're still looking at some of the wind gusts and sustained winds over 20 miles per hour, with gusts possibly topping 50
