bridge. good morning and tha and good tuesday morning to you. taking a live look out at the bay bridge. beautiful sight there. cars already on the go, as we get started with this tuesday. thanks so much for beginning your morning here with us. i'm marcus washington. >> and i'm laura garcia. straight to the forecast, another cool start. >> it's going to be a cool start and then another very warm day. let's get a live look outside in palo alto. already looks like there's a lot going on. we have some cool temperatures, as we see our numbers starting out with some low 50s as you get ready to head out the door. at 2:00, we're at 71 degrees. another nice one. walnut creek also looking good with a chilly start, and some very comfortable weather with sunshine, as we go throughout the day. we'll talk about what else is coming our way for the rest of

the week, and mike, you're showing those road crews. >> exactly, right there in palo alto. folks, while you were sleeping or likely trying to wake up in the morning, these folks are finishing up their day. we're looking at northbound 101 right at the willow interchange. on the roadway you'll find a little division and always enter or exit off to the right there. just a note as you're traveling through the area. 101 is down to one lane on the right on the northbound side. it should clear over the next half hour and i've seen some crews starting to move in the area. that's right behind the shield here. everything else is at speed. south bay and all on the east bay. the upper east shore, one or more spots are clearing westbound 80 around central. back to you. we start with breaking news, nine people out of their apartments this morning after a fire in contra costa county. we're working to confirm reports that one person being detained in connection to starting it. two-alarm fire started about 1:15 this morning on claudia court in antioch. four other units were damaged by

water and smoke. red crosses is working to help those who are displaced. nbc bay area's pete suratos is on the scene and talking to people that live there right now. he'll join us with a live report ahead in about half an hour at 5:00 a.m. also making headlines this morning, power is still out at homes in the north bay after pg&e shut off power due to high winds. >> it was because of the extreme high fire danger but as "today in the bay" cheryl hurd powers power is slow to come back on. >> for pg&e to basically cut the pour to the entire city based on what i saw last night, is a serious problem. >> reporter: that's how michael dunsford feels as he watches his employees here at the calistoga inn scramble to serve customers after being without power for almost 24 hours. he felt the winds did not pose a threat. >> the ones who are suffering from those decisions are the small business owners like

myself, and actually if you talk to pg&e, that's what they'll tell you, this is the new normal. well, i'm sorry, but that new normal is not okay. >> reporter: pg&e says it was necessary. the public safety power shut-off went into effect sunday night around 8:00 when pg&e said wind speeds exceeded 60 miles per hour overnight in parts of three north bay counties. the sierra foothills winds got close to 100 miles per hour. some 60,000 customers were affected. >> i had to go and buy ice. >> reporter: colin keene lives in anguin. >> unfortunately we don't have the means to go to the grocery store whenever we want to and buy a bunch of new stuff. >> reporter: pg&e says customers will not be compensated for any losses, like food, that has to be thrown out, because power was shut off for safety reasons and customers, like the only gas station in town, received a 24-hour warning.

cheryl hurd, "today in the bay." as far as why it's taking so long to restore power, officials say that crews are checking power lines just to make sure that there was no wind damage. pg&e is hoping everyone will have power later this morning. >> 4:34. a bay area man charged in connection with the deadly charlottesville protest last year will reportedly be detained at least through a criminal trial. cole evan white is from oakland. he and three other california men are charged with traveling to incite riots and conspiracy to riot. this is in connection to the white nationalist protest in virginia 14 months ago. counter protester was killed. "the chronicle" reports an oakland judge yesterday denied white's release on bail. the judge says white is a flight risk and a danger to the community. a big decision looms for the long-term future of the south bay homeless camp. at issue whether to expand santa clara county's lease for the land known as home village. right now the county has the

land for six months, it is allowing 14 people to stay there. >> county staff is coming to the board of supervisors saying we recommend that the total number of people be expanded up to a maximum of 30 people and that the lease be for 18 months. >> that land near sjc is owned by the city of san jose. santa clara county leases it for just $1 for hope village. the county's board of supervisors is expected to approve the six-month plan and discuss extending that lease at a meeting later today. well, a live look at oracle arena. warriors fans t is time, basketball is back on. >> here we go, warriors tip off their season tonight at home against oklahoma city thunder. needless to say, a full house is expected. do we need to remind you for the third time in four years they will raise the championship banner. team members also receive those championship rings. but for some warriors fans

today we're going to be watching for reports on home building and manufacturing, plus earnings from goldman sachs, which just crossed, they beat handily. united health care also posting much better than expected earnings. the dow closing down 89 points to 25,250, the nasdaq falling 66 to 7430. facebook expanding its crackdown on false information involving voting ahead of the midterm. the company has done this before, but amid growing tensions with congress and the public, it's promising to get tougher for the midterm election. in 2016, facebook banned posts that provided misinformation on where people could go vote and what time polls opened and closed. now it's also going to crack down on advertising on fake voting methods such as texting or those claiming votes from the primaries will also be counted in the general election, in case you were wondering, of course, those are not true. more young people meantime are getting their daily dose of news from social media. new survey shows 89% of college

students get at least some headlines online. facebook is still the most popular outlet, but snapchat is closing in fast in second place followed by youtube, instagram and twitter. students note the ease of finding news on snapchat including shows from our parent company, nbc, the stay tuned show, very popular in the discover section. snap's ceo evan spiegel said snapchat's shows continue to bring in more viewers with many drawing up to 10 million unique viewers per month. i am not one of them. i've got to say, i just have to draw the line at only a couple of social media things. >> it's a lot to juggle. >> bertha, your he no the're no. >> i'm on snapchat but active on it, not so much. >> and getting news from it, i don't know. >> definitely not, right here, right now is where we are. >> i guess we're too old. >> thanks, bertha. coming up next on "today in the bay," kari hall talking the

and that's some good news and not as windy as well. tack a look at the numbers your he going to feel and temperatures as you get ready to head out the door. it is chilly in santa rosa. only 41 degrees. it's 43 in napa. ready yesterday you're walking out the door in the 60s? take a look at how much cooler it is now compared to yesterday at this time. 18 degrees cooler now than it was yesterday morning, so yes, go back in, grab a jacket before you head out the door. in san francisco 14 degrees cooler now, and in oakland, it is 15 degrees cooler than 24 hours ago, so as you're making your way out the door headed to the pleasant hill b.a.r.t. station, only upper 40s within the 6:00 hour and we'll be at 51 degrees at 8:00, and then after that, the sun warms us up. we are going to have a very warm afternoon. as our highs in the south bay reach up to 80, we'll see that the high in los gatos and also in downtown san jose , 79 in

martinez, 85 in hayward today and for the peninsula looking at low 70s in daly city and low 80s in palo alto. 71 on the embarcadero today. not the warm temperatures. we hit the low 80s in san francisco yesterday. we're going to see the low 80s in parts of the north bay for this afternoon. looking at a clear start to the morning, and as you get dressed, grab something nice and warm, a jacket or a sweater and with all that sunshine, you will need the sunglasses today. we will also have more changes coming down the line, as we go through the rest of the week. this hot high pressure that we've seen all week long that we will see all week long keeping it very warm will start to break down and we'll see an area of low pressure moving in that could bring us slight rain chances early next week. we're looking at about the tuesday to wednesday time frame but we're still in with some dry and warm weather and our high temperatures for the inland valleys reaching into the mid

80s. all week long it's going to continue to feel like summer and then for san francisco, low 70s today but then some upper 60s the rest of the week. mike, you were saying those crews are on the move. >> the ones working all night to make our drive in a little better. the upper east shore freeway we keep seeing fluctuations between orange and red and green, as crews start to move certain portions, move a little smoother over the last few minutes. we've seen now as you approach central, things are starting to clear up, carlsson and farther back crews typically work backwards removing the cones to the start of the construction area. there's about a 25-minute drive in total highway 4 to the clearing bay bridge toll plaza. over here a smooth drive as well. on the peninsula a tiny blip 101 just finished clearing cones as well, this is north 101. southbound saw slowing as well. looked like a traffic break over the last few minutes and now everything is clear north at

happening today, you can weigh in on stanford university's development plan. the santa clara county board of supervisors will take public input at a meeting this morning. the time line of the project will also be addressed. stanford is asking for a permit to add new facilities and housing units on campus. it is the largest development application ever submitted to the county. today's meeting starts at 10:00 a.m. at the county government center in san jose. okay, so are you a glass half full fan, maybe you should be happy with the niners how they played last night in prime time. >> then again, if you think a loss is really just a loss, then kind of hurt last night. despite not having key players including injured quarterback jimmy g., the niners impressed against green bay including backup quarterback c.j. beathard, who hit a marquee good win to give the team a 21-20 lead there, but in the end, aaron rodgers played like aaron rodgers. he led the packers to a
