very chilly. so we are right in the middle of fall, with some very dry air, and that causes a wide range in temperatures, starting out with some upper 40s in willow glen this morning. we'll be at 49 degrees at 7:00, and look at that, we are going to see as the sun rises some warmer air moving in. normally you're up to 76 degrees, but we're going to be a little bit above that as we go into the afternoon. fruitvale b.a.r.t. station looking good, all nice and clear as you get ready to head out. mike has a look at the commute. >> a little nicer and clearer. still a little slowing, remnants of the crews clearing up as you head westbound 80 into san pablo. the overnight crews around carlson approaching central look like there's a few more cones and flashing lights. watch that portion toward san pablo dam road. everything else is moving nicely. west 24 the caldecott tunnel, bore number two, be careful over in the area a distraction.

we'll track both of the areas. there could be issues with distraction and slowing richmond bay bridge. the rest of the area clear as a bell. now we want to get you caught up on breaking news, an apartment fire in:can cloud cover county going up in flames and our cameras outside getting an inside look at the damage left behind. that fire is stirring up a lot of controversy among neighbors. "today in the bay's" pete suratos is live for us in antioch to tell us about what happened and a lot of concern from neighbors this morning, pete. >> reporter: yes, good morning to you, marcus. the latest information we're getting from contra costa county fire is that this might have been a possible misuse of smoking materials by this tenant, whose apartment caught on fire. kind of unclear exactly what that means but we know that some of the neighbors here say they've had issues with this tenant in the past. i was going to show you guys some video from inside here off of claudia court in antioch. this is private property, i want to show you guys that video. this is the information that we're getting from contra costa county fire, as you see, the

aftermath of this fire. they're saying that it happened roughly around 1:15 a.m. they got a call about a person trapped on a balcony in the area. they showed up, they were able to knock this fire down. obviously that one unit is a complete loss but all together you had about six units affected by this fire and also as a result, you had nine residents displaced because of this apartment fire. now, our crew on the ground says that the tenant appeared to be okay, but police actually took her away, because the neighbors weren't too happy with her because of this fire. here's what some of these neighbors had to say about this early morning fire. >> i called the police every night. i tell the manager every day. told them she was going to end up setting the place on fire, and she did. they ignored everything we was telling them. >> the police officer said there's nothing they can do. it's up to the manager in the office to take control of that, because she wouldn't let the officer in, so he couldn't get in last night so he knocked on

my door and told me that only thing we could do is try to get hold of the owner of the department and let them know what's going on. >> reporter: we'll be sure to follow up with antioch fire and antioch police about those concerns mentioned by the neighbors, but i do want to point out that there were plenty of staff, actually a fire in the area because of yesterday's red flag warning, and as i mentioned, they think they may know the potential cause but the final cause of this fire is still under investigation. we're live here in antioch, pete suratos for "today in the bay." >> pete, thank you. it is 5:03 right now. our other top story this morning, secretary of state mike pompeo is in saudi arabia right now. let's get to "today in the bay's" tracie potts in washington, d.c. tracie, this trip is all about the missing "washington post" columnist, we've been following that. >> and whether or not, laura, the saudi also take responsibility for what many believe happened inside their consulate in turkey.

he went in, he never went out and now sources are telling us the saudis are about ready to explain what they think happened. getting to the bottom of it, secretary of state mike pompeo lands in saudi arabia this morning to meet with saudi king salman about missing "washington post" journalist jamal khashoggi, a staunch critic of the saudi government. >> i'm really sending him just to find out really firsthand what happened. >> reporter: the saudis have repeatedly denied any involvement, but three sources tell nbc they're now deciding whether to admit ka shogie was killed inside their consulate in turkey without the knowledge of crowned prince mohammad bin salman. the turks believe the prince ordered the hit. >> it sounded to me maybe this could have been rogue killers, who knows. >> reporter: a source tells nbc that's actually one of the explanations the saudis are considering. >> it would be inconceivable that such an operation would be

run by the saudis without the knowledge of the day-to-day decision-maker of saudi arabia. >> reporter: overnight, a turkish prosecutor left the consulate. team of investigators spent nine hours searching the building after a cleaning crew had been called in. >> i think they were absolutely waiting for an opportunity to get away with murder, and this is it. >> reporter: it was the first search, 13 days after khashoggi disappeared. tracie potts, nbc news, washington. it is 5:05. happening now, power this morning still out for some north bay neighborhoods that lost it due to high fire danger. we just checked and about 4,400 customers still do not have electricity. yesterday, pg&e proactively cut power to some 60,000 customers. wind speeds up to 16 miles an hour were forecast in parts of the north bay with even stronger winds in the sierra foothills. some people called the shutoff necessary. others believe it may have been an overreaction. >> the ones who are suffering

from those decisions are the small business owners, like myself, and actually, if it you talk to pg&e, that's what they'll tell you, this is the new normal. well, i'm sorry, but that new normal is not okay. >> pg&e expects to have all power restored at some point today. side shows are certainly loud. they're dangerous, and they get a lot of attention, but they're often hard for law enforcement to break down on, on local roads. one bay area county is trying something new to deer is illegal street racers. it's a new story this morning and one you'll only see on nbc bay area. >> "today in the bay's" kris sanchez started working on this story yesterday and live for us with a plan to stop the spinouts. kris? >> reporter: well hi there, marcus and laura. we know side show drivers like big, broad intersections like this one behind me but we've seen them shutting down freeways as well and i bet if you keep an eye out this morning on your morning commute you'll spot some of the skid marks and fire marks

they leave behind. we've seen massive side shows with dozens of cars but smaller side shows take over smaller residential streets as well. the drivers do their doughnuts and wheelies in the dark and by daylight often organizing on social media and dispersing before the police and the chp can show up. take a look at the scar marks at this particular intersection in rural contra costa county. this is where alhambra valley and bear creek roolds meads mee. the intersection is wide and wide shoulders which may make it appealing to do stunts. neighbored told supervisors again and again they were feeling unsafe so traffic engineers came one a new idea using an existing low-tech product. check out these ceramic bumps, the smallest one is the kind you see on local roadways but notice the other two are much, much bigger. the larger ceramic bumps are six to eight inches across and about four to five inches high and if

you hit one of these, you're going to know it. >> it would hopefully have more of an audible and physical feel, where it would not be comfortable. however, for the legal driver, it's also not, if they were to go over these products, it shouldn't be that bad. >> reporter: as the traffic engineer said, law-abiding drivers and cyclists shouldn't tangle with those dots, which will be laid out down the center of the road and along the shoulders. now today, the board of supervisors in contra costa county will consider the environmental impact report, which is the very first step toward setting up the pilot program. once that pilot program is up and running, they may expand the side show deterrents elsewhere in the county, where sideshow folks tend to show up. we expect a lot of other communities will be watching this as well because this is the first time these ceramic dots have been used in this

heat" hosted about the bay area author of the same reviews. you heard paul allen died, co-founder of microsoft along with bill gates and owner of the seahawks and trailblazer and he was the funding behind spaceship one which sent private astronauts to space in 2004 and founded a set of ray telescopes that helps the bay area seti look for alien signals from space. allen was 65. other news, washington says the deficit jumped again. the deficit is how much more the government spends than it earns, and right now, the government spends $779 billion more than it earns, mostly because of tax cuts. now it was actually worse in the early days of obama, but that was during a recession. to have such an enormous deficit in good economic times is very unusual. the makers of an app that bring trump fans together say they fix a problem that expose

it, pulling it up, drying it off, reuniting it with its grateful owner. what a story to tell there. little puppies get into unusual places. >> wow. >> they're cute, no matter where they are. >> they are though, exactly. >> don't do that. all right. good weather today? >> yes, we have some nice weather, but we'll start out with some cool temperatures, and then we're going to heat it up. here is a live look outside from emeryville, looking at the bay bridge toward san francisco, and the seven-day forecast is coming up at the bottom of the screen. ooh! all right, check out napa, you've dropped down to 39 degrees this morning. it is cold out there! and then we have some low 50s for the south bay, so already we have a wide range in temperatures across the bay area with 54 right now in san francisco. as you get ready to head out around brentwood, it will be in the upper 40s, going from 49 to about 58 degrees at 9:00, and then it's going to heat up pretty fast, mid-70s early this

morning, as you get up and get the kids ready for school this morning, in the tri valley, livermore starts out at 45, and it's going to be once again a chilly start, with some very dry air, and we don't have the breezy wind so our temperatures have been really dipping this morning. but then as we go through the day, a light wind and a lot of sunshine. it will feel more comfortable but some upper 70s by 1:00. as we head up toward 84 degrees, it's going to be up to 85 in napa today and also in ukiah, 85 degrees. san francisco reaching 70, and we'll be up to 80 today in san jose. but we do have some changes on the way for the week, so we are still going to have some very warm weather as this hot area of high pressure causes the air to sink down, and as it sinks down and gives us some clear skies, and it also warms up. now the winds circulating around that high pressure is giving us an offshore flow, so that's the reason why we've had the very dry and warm air, but then as we

go through the week an area of low pressure will develop just to our south and kind of break down that high pressure, and force it to move off towards the east, and then we'll see the approach of a system moving in early next week that could bring us some rain, but we have an all clear weekend headed our way. let me know what you have going on. i'm @karihallweather and get a personalized forecast for wherever you're headed. we're going to stay in the bay area for the inland valleys, our highs will stay in the low to mid 80s. very warm weather, feeling like summer. san francisco looking at mostly some upper 60s the rest of the week. mike, you were saying there were no injuries for that san jose crash. >> the one 280 at 87, the single van spinout reported on the shoulder there. may be sticking into the bushes a little bit. it will be a distraction though, kind of critical junction coming through downtown, but light traffic there. same thing, south 680, not north, so south 680 at mckee another crash involving a vehicle that went off the roadway and into the bushes. sometimes people get drowsy or lose focus in the morning.

make sure you focus on where you're going. watch the two incidents there. as we move up toward highway 24, westbound 24 your commute direction into the caldecott just before you get to bore two we're looking at a disabled big rig that's still there. tow truck should be arriving any second. there are flashing lights and lane restrictions, may cause some slowing out of orinda. use caution approaching the caldecott. so far there's not enough traffic to show problems, look at that coming through walnut creek, concord, even out of bay point, highway 4, cocoa county looks great right now. upper east shore a little bit of a build past the racetrack down in toward the bay bridge toll plaza. we're starting to see the backup forming there. the north bay a little slowing right here for highway 37 westbound, that's out of vallejo, over toward lakeville highway and here is san jose, the south bay late as we showed you on the speed sensors. back to you. >> thanks, mike. 5:21, coming up how a florida homemade it through the hurricane with minimal damage. we're going to hear from the

5:25 right now. new drone video from mexico beach, florida, showing the destruction left behind from hurricane michael. the death toll rose overnight to 19. that number of missing dropped down to three. president trump toured some of the worst-hit areas in florida and georgia. thousands of homes were destroyed. however, one home in mexico beach was left practically untouched by that storm. now according to an article from the "new york times," the house referred to as the sand palace of mexico beach was built with hurricane-like winds in mind. the owners painstakingly built their home to withstand the big

storms. michael, that storm there, those people, the family, they watched from a security camera as their home was being hit by michael from their home in chattanooga, tennessee, and they were hoping their hard work would pay off. >> every decision that we made, every window, every wall, the roof, the overhang, on and on and on, everything that we had to decide, we told the engineers, we want it to survive a hurricane, and so that's what it apparently did. >> and the architect of the house said that building the home like they did roughly doubles the cost. changing times in san francisco's mission district have apparently caught up to one popular art gallery now planning to close at the end of the month. we've covered gallery de de la rossa before when vandals targeted a mural. leaders say their rent recently doubled and it's just too much for them to afford. fortunately the gallery has a second much smaller space

we )re taking you inside the damage left behind after right now at 5:30, breaking news in contra costa county. we'll take you inside the damage left behind after investigators say a woman set her own apartment on fire, forcing neighbors out of their homes. the lingering fight which has residents mad at more than just what they've lost in that fire. first want to say good morning to you and thanks for joining us. i'm laura garcia. >> and i'm marcus washington. right now we want to check on what you can expect as you head out the door this morning. meteorologist kari hall has been tracking that forecast for us. >> and we have some very low humidity across the bay area, and that causes our temperatures overnight to dip and fast. so it's going to be a chilly one, as you get ready to head out the door. this is a live look in palo alto, with the start in the lower 50s at 9:00. sunshine and we will have some quickly warming temperatures today. we'll be at 73 degrees at 3:00.

here is a look at all of our microclimates for today with antioch reaching 83. we'll be up to 85 in napa today and san francisco 70 degrees. 80 in san jose. we'll talk about what's coming our way for the weekend in a few minutes. mike you were saying there was a couple of issues for the east bay commuters. >> folks traveling through the east bay, you'll be met with all of these folks who traveled out of the east bay in toward san francisco. the bay bridge metering lights are on and it's filled in all lanes on the approach. that is standard for tuesday, 5:32 now. we also have this issue though getting there, west 24, there's a delivery truck, a larger truck that is just before you get into the westbound, one of the westbound bores for the caldecott tunnel. still we're waiting for the tow truck to arrive but no real slowing other than right at the scene. here is the rest of the bay, guys, not so bad. back to you. >> thank you very much, mike. we continue to follow that breaking news out of the east bay, an apartment fire in contra costa county going up in flames. our cameras getting an inside

look at all the damage that is left behind. this fire is stirring a lot of controversy among the people who live close to it. "today in the bay's" pete suratos joins us will i have in antioch, tell us about what happened and the neighbor's concerns for quite some time, pete. >> reporter: sounds like that. contra costa county fire tell us this may have been a case of the tenant misusing or negligence when it came to smoking materials in that home and as you mentioned neighbors have apparently claimed about this neighbor in the past. our crews did get a chance to see what this damage looked like from the fire. this took place on the thousand block of claudia court in antioch in contra costa county fire saying it happened roughly around 1:15 a.m., got a call about an apartment fire in this complex, a person trapped in the balcony area. they were able to get to the scene. they knocked down that fire. they say that the tenant is okay

this is summer. according to the president's administration, 66 are still in the government hands, and are not eligible for discharge. one of those kids is under 5 years old. parents of 50 of those children have already been deported. the aclu is filing a class action case. hearing is scheduled for this afternoon. in the bay area today, berkeley will consider cutting ties with i.c.e. the city council is expected to vote on a new sanctuary contracting ordinance. if passed, it would prohibit the awarding of city contracts to vendors who supply the federal agency with data. three councilmembers say they support that measure. earlier this year, richmond passed a similar law. >> 5:36. almost an end of an era. orical arena, the golden state warriors kick off their new season tonight against oklahoma city thunder. this season will be historic since it will be the last season played in oaklanded.

"today in the bay's" bob redell is live inside the oracle arena. bob, you also checked out what's happening across the bay at the chase center. >> reporter: we did, laura and marcus. you got to think about it, the golden state warriors have been playing in oakland since 1971. that is 47 years, and tonight will be the start of their last season here in the oracle arena, where, over the past four years, they have won three championships. next year the warriors will be returning to san francisco, where they used to play in the 1960s, and as you could see in the video we shot yesterday, the chase center, that's the new digs, it's really taking shape in mission bay. it is blocks away from at&t park. we spoke with some of the players during practice yesterday, they know how loyal oakland has been to the team in recent years and they want to deliver them one more championship before moving across the bay. >> that definitely helps with this season, leaving a big legacy behind in oakland,

approaching the bay bridge. it wasn't exactly where it was reported, but it is there. we're showing you the backup these flashing lights are causing. >> 5:44 for you. an oakland man is under arrest accused of following a b.a.r.t. passenger from her train and trying to sexually asalt her. police say the attacker pulled his victim to the corner of a parking lot at the shops at transforeign in san bruno. she managed to escape and call 911. officers late e took the suspect in custody. the company behind online dating sites including christian mingle and jdate is being forced to make a seven-figure payout. prosecutors in southern california say spark networks will pay $1 million restitution to customers whose subscriptions were automatically renewed without consent or denied refunds. spark networks must also pay a half million-dollar fine and

follow stricter terms. the company is not commenting. a southern california man wrongly convicted of murdering his lover is exonerated. the victim's husband and nephew have been arrested in the riverside case. terry cheeks was killed in 1998. his lover, horace roberts is cleared in thes case. this is video of him being released from prison earlier this week. the county d.a. says dna tests connected to the victim's husband and his nephew all to that murder. 5:46 right now. the president speculates rogue killers murdered the saudi journalist. >> scott mcgrew joins us now. the saudis may be about to say the same thing. >> that's what sources are telling nbc news. the saudis probably have to admit that jamal khashoggi is dead and he was killed inside their consulate. there's really no other explanation that kind of fits the evidence. secretary of state mike pompeo just concluded a meeting with the king of saudi arabia in saudi arabia. all smiles here, but we suspect

there were very serious talks behind the scenes. khashoggi, a writer for "the washington post," entered the saudi consulate in istanbul, turkey, this month, to get paperwork -- wedding and never back. the turks came after the saudis insisted he didn't kill khashoggi, in fact, "he left the consulate unharmed" they said. we haven't heard what police found. few hours before turkish inspectors inspected, the saudis open the front door of the consulate for a cleaning crew, who carried in mops and several boxes of what appeared to be bleach or other cleaning chemicals. president trump speculated yesterday khashoggi was killed by what he termed rogue killers. at the time we weren't honestly quite sure what he meant by that but that may turn out to be the saudi's official explanation that was killed inside the consulate but accidentally by

go back in and get a jacket, and as you head out the door in fremont, it's not that drastic, but we will have a very chilly morning with some upper 40s. going to the warriors game today, it starts at 7:30, and it's going to be at about 62 degrees. all clear skies for tonight in oakland, kind of a cool one, sos your' stepping out this morning, and you're getting ready to head out the door, make sure you have a nice warm jacket, but also those sunglasses for all of that sunshine today as we've had some above normal temperatures, looking at some low to mid 80s for the inland areas. oakland today 76, and san francisco reaching 70 degrees. we will have some changes ahead, this high pressure causes the air to sink and as it sinks, it warms. we also have some clear skies in the air circulating around that, giving us that offshore flow. headed into the next couple of days, our high pressure starts to move off towards the east, and then that will allow the way for possibly some storm systems to move in early next week.

i'll be watching out for that. as we look at our highs for the inland valleys, reaching into the mid 80s. it still will feel like summer all week long. san francisco will head back to the 60s throughout the rest of the week. mike, you were tracking that crash near the beay bridge. >> i showed the folks a close-up before the commercial break. the flashing lights. from our camera in emeryville we're able to zoom in over there as you're making your approach toward the toll plaza. those flashing lights a little distraction and a lot of build coming out of the maze, has traffic slowing, all the way back here, if you are splitting off toward what is oftentimes a faster approach, not so much today. make your move over there, and your normal lanes looks like everything's okay once you get there. back over here, the cause over here and the effect. we'll see as that crew is making its way off the roadway but three cars have to be cleared from the hov lane. it's not having a big effect at the berkeley curve, just what we saw with the lights.
