"today in the bay" continues right now. i think a lot of people buzzing and dreaming. >> managers at wells fargo say nobody join this time, last time they were able to leave if they wanted to. >> i'm laura garcia. >> i'm marcus washington. mike inouye will have a look at our traffic in a moment but meteorologist kari hall is wihe with a look at the weather. >> upper 40s and low 50s as you head out around cupertino expect it to be 64 degrees already by 10:00 so it's going to heat up fast, and some upper 70s throughout the afternoon, as we look at the temperature trend for antioch, we'll be at 52, as you walk the kids to school, and 75 as you get ready to head back to pick them up. so it's going to be a day with a wide range in temperatures, and we'll talk about more of that coming up. mike, you have a problem

approaching the bay bridge. >> there's a lot of folks, kari, and this distraction. one vehicle i think was cleared but i think we have two others, i'm trying to make it out because we're shooting all the way across the water from our emeryville camera to the approach toward the toll plaza and the opening of that last stretch of pcarpool lane, that' where the flashing lights are and distraction and slows the traffic down around the bend. slowing around the emeryville mall and things are okay on the approach coming down the upper east shore. part of that is because folks are held up. there was an earlier crash and chp called the traffic alert they were concerned about the location west 80 at penol valley road. 680 southbound coming down in toward treat boulevard a crash there, moving to the right shoulder but that's a tough spot for contra costa county approaching the walnut creek interchange. the rest of the bay shows a nice easy build, a slight build for san jose, same thing for hayward. guys, back to you. >> thank you very much, mike.

6:02 right now. we all know sideshows are loud. they're dangerous, and they certainly get a lot of attention. but they're often hard for law enforcement to bust on local roads. one bay area county is trying something new to deter the illegal street racers. >> it's new for you and only on nbc bay area. "today in the bay's" kris sanchez has been working on this story and she is live for us now plans to stop those spinouts. kris? >> reporter: hi there, marcus and laura. we know that sideshow drivers like big, broad intersections like this one here behind me, but they've also been known to shut down our local freeways as well and if you keep an eye out on why are morning commute this morning, i bet you money that you will spot skid marks and tire marks on your way. we've seen massive side shows with dozens of cars but smaller side shows take over smaller residential streets as well. the drivers do their doughnuts and wheelies in the dark and by daylight often organizing on

social media and dispersing and scattering before the police and the chp can show up. take a look at the scar marks at this particular intersection in rural contra costa county. this is where alhambra valley and bear creek roads meet up. the intersection is wide and wide shoulders which may make it appealing to do stunts. neighbors told supervisors again and again they were feeling unsafe so traffic engineers came up with a new idea using an existing low-tech product. check out these ceramic bumps, the smallest one is the kind you see on local roadways but notice the other two are much, much bigger. the larger ceramic bumps are six to eight inches across and about four to five inches high and if you hit one of these, you're going to know it. >> it would hopefully have more of an audible and physical feel, where it would not be comfortable. however, for the legal driver,

it's also not, if they were to go over these products, it shouldn't be that bad. >> reporter: as the traffic engineer said, law-abiding drivers and cyclists shouldn't tangle with those dots, which will be laid out down the center of the road and along the shoulders. now today, the board of supervisors in contra costa county will consider the environmental impact report, which is the very first step toward setting up the pilot program. once that pilot program is up and running, they may expand the sideshow deterrents elsewhere in the county, where sideshow folks tend to show up. we expect a lot of other communities like san jose to oakland all around the bay will be watching as well because sideshow drivers will go wherever they feel like it. srveg sn kris sanchez, bay area news. >> thanks, kris. happening now, power is still out for some north bay neighborhoods that lost due to high fire danger. we checked about an hour ago, and about 4,400 customers still do not have electricity.

yesterday pg&e proactively cut power to some 60,000 customers. wind speeds up to 60 miles an hour were forecast in parts of the north bay, with even stronger winds in the sierra foothills. some people called the shutoff necessary. others believe it may have been an overreaction. >> the ones who are suffering from those decisions are the small business owners, like myself, and actually if you talk to pg&e, that's what they'll tell you. this is the new normal. i'm sorry, but that new normal is not okay. >> pg&e expects to have all power restored at some point today. 6:06 right now. today san francisco's transit agency is set to sign off on controversial new rules for struggling taxi industry. many companies are trying to compete with uber and lyft. among the proposed changes, the sf mta wants to drop restrictions on who can buy medalme dolli dallions and which companies can

buy in bulk. they will phase out 260 medallions, most people think the idea is fair >> those guys pay 250 medallions to buy a house, they probably have a house but they mortgage their house to buy the medallion. >> thinking that this was their ticket to the american dream, you have those people all of a sudden in a situation where their medallions were almost worthless. >> the taxi services director for sf mta saying that the airport plan will help steer value back to purchase medallion holders. >> it is 6:07 right now. also today a new push to help kids in crisis close to home. santa clara county board of supervisors will vote on building a $222 million behavioral health facility. if approved it would be located on the santa clara cvalley medical campus center in san jose. the two-story building would include 24 beds for kids in need of care. the future of high speed rail at stake, the high speed

rail authority meets to discuss the project that could eventually connect the bay area with southern california. the board meeting centers on the fresno to bakersfield section. officials will also hear public comment and may certify the environmental impact report. you're excused for having a sliver of hope, it's about all to change tonight. >> and maybe it is if it happens to be holding one of those winning million-dollar lottery tickets there. tonight's jackpot is expected to be the second largest mega millions history, $654 million there. before you get your hopes up too much there, please realize the last time someone actually won the mega millions draw was back on july 24th, when 11 employees shared that prize at a san jose wells fargo, and we're going to spare you the part of the microscope odds of winning here. just know that that drawing happens at 8:00 p.m. our time.

>> kari, thanks for the warning. that's right, people would have said oh my gosh, kari's lottery and now she's not here today? tomorrow kari's planning to be off. over here we weren't planning for this much traffic to be off. just a light flow of traffic. folks might have been scared because of all the problems yesterday, south 101 was jammed up for almost nine hours yesterday because of a deadly crash in san jose this morning. everything's clear for south bay freeways. look how light this traffic flow is, all the roadways are open, a nice smooth flow of traffic. slowing should recover 24 through the caldecott. talk about that in a second. i want to call out a second crash west 80 around penol valley road. the fire on the shoulder. watch the slow lane traveling westbound. earlier crash around the same area may be double distraction, more slowing off the carquinez bridge. things fine into berkeley. we're tracking a crash, you have another vehicle that remains to be cleaned up so minor distraction westbound

we're coming up on 6:14, it's a chilly start this morning as you get ready to start out the door and it's going to be a day where it will be chilly in the morning, and then very warm in the afternoon. wide range in ten tours as we check out fremont. upper 40s at 8:00, and then 75 at 2:00 today. look at all of our microclimates coming up in less than five minutes. >> and despite the crashes in through the penol area we have less than a half hour from highway 4 to the bay bridge. backup, maybe a new crash. i'll swing the camera around and show you what we find. a very happy tuesday to you. hard to say what's ahead on the trading day. futures kind of show an uncertain open. we should hear from amazon soon about its pick for the city to host its second headquarters.

shares of netflix fell hard yesterday on negative comments from analysts. the company in los gatos reports profits after the closing bell today. netflix debuted its first cooking show to very good reviews. you heard paul allen died, co-founder of microsoft along with bill gates and owner of the seahawks and trailblazer and he was the funding behind spaceship one which sent private astronauts to space in 2004 and founded a set of ray telescopes that helps the bay area seti look for alien signals from space. allen was 65. other news, washington says the deficit jumped again. the deficit is how much more the government spends than it earns, and right now, the government spends $779 billion more than it earns, mostly because of tax cuts.

now it was actually worse in the early days of obama, but that was during a recession. to have such an enormous deficit in good economic times is very unusual. the makers of an app that bring trump fans together say exposed people's personal data. donalddaters was going to make america date again and said it was for dating without bias, judgment or liberal intolerance. security researchers told the blog motherboard they found a flaw that expose the the whole database, everybody's personal data including their personal messages, names, pictures, location. >> nothing hidden. >> nothing hidden as well which is probably not a bad way to date but not a good way to be on the internet. >> they created it because it's hard to be conservative and to date. >> they were saying a lot of people who are donald trump fans go out there on match.com or whatever and people find out they're donald trump fans and things don't go as well for them so it was a way of bringing everyone together.

not. >> good advice. advice for today, what should we wear? >> make sure heyou're ready fort all. i posted a picture coat in the morning, short sleeves and drinking water in the afternoon. wide range of temperatures today. wow, napa right now, santa rosa, look at that, it's only 39 degrees in santa rosa, and then you head down to san francisco and it's 51 degrees. 54 now in fairfield, so we are all over the place this morning, and cool in morgan hill, but look at how much colder it is now compared to yesterday at this time, and that was because we had the winds rushing and some very warm weather especially for the early hours. but now in napa as you step out the door, you want to run back in, get a jacket, it is 22 degrees lower now compared to yesterday at this time. as you get ready to head out the door for that commute in brentwood, you'll want to crank up the heater. it will be at 48 degrees for that drive to work, and then at lunch time it will be nice,

windows down and turning off the ac, you'll be able to enjoy some comfortable weather. as you get ready this morning it will be a smooth hair day. we have some low humidity, and a little bit of a breeze going on, but i think once you go through it with the flat iron it's going to be a good hair day and look at our high temperatures today, reaching into the upper 70s and low 80s in the south bay. we'll be up to 79 in martinez today and livermore reaching 84 degrees. mostly some upper 60s for half moon bay and low 70s for daly city, then up to 71 on the emba embarcadero today. much cooler than yesterday and looking at some low 80s in santa rosa this afternoon. we'll have hot high pressure that causes the warmer than normal temperatures and that offshore flow as the winds circulate around that high pressure, but then as we go into the weekend, that starts to move off towards the east, and an area of low pressure will also help break down that high pressure and make it weaker, as we watch the approach of a

possible storm system for early next week, bringing us a chance of rain. so in the near term we're looking at some highs in the low to mid 80s all week long in the valleys with san francisco, seeing the highs in the upper 60s. mike, you're looking for another crash out of oakland. >> kari, i thought i'd find it by now because it sounded dramatic. just around the toll plaza on the approach is the initial report, but i don't see any disruption from this angle or from the reverse angle we have from our other camera over there. i'll check closer to the metering lights, there may be a couple of crashes involved in the middle lanes. again we're looking at a same build we saw, slowing through berkeley and upper east shore we have a little bit better speeds, so looks like both crashes just around penol valley road, off to the shoulder, a slow lane blocked at worse but speeds starting to improve. the rest of cocoa county shows a nice whether ovbuild over the wk interchange. over here look how light the south bay is. tri valley and over here in

however, one home in mexico beach was left practically untouched by that storm. now according to an article from the "new york times," the house referred to as the sand palace of mexico beach was built with hurricane-like winds in mind. the owners painstakingly built their home to withstand the big storms. during michael they watched from a security camera as their home was being hit by michael from their home in chattanooga, tennessee, and they were hoping their hard work would pay off. >> every decision that we made, every window, every wall, the roof, the overhang, on and on and on, everything that we had to decide, we told the engineers, we want it to survive a hurricane, and so that's what it apparently did. >> and the architect of the house said that building the home like they did roughly doubles the cost. a south bay doctor reportedly facing 20 years in prison after being accused of distributing opioids to people

"the mercury news" reports dr. vincat achi is accused of submitting a false insurance claim as well. he pleaded not guilty last friday and is out on bail. video that has gone viral showing the moment that a st. louis woman refuses to allow a man into his own building and now that woman has been fired. >> i don't like the fact that you're blocking me for where i pay to live. i live here and you're blocking the door. >> what unit? >> i don't have to tell you that. >> he lives in a downtown loft and told the woman he had his keys as he was returning home from work friday, but she did not budge. so he believes that it was because he is black. the video he posted on facebook allergen rating more than 5 million views and appears to show that woman following him and asking who he is, even after

we'll have more in a live report. good morning to you and thanks for joining us. i'm laura garcia. >> and i'm marcus washington. we head over to meteorologist kari hall who is tracking the weather for us. kari, how is it looking? >> it's going to be a cold morning and very warm afternoon. los gatos at 50 degrees at 8:00 and at noon 73 degrees, heading into the mid to upper 70s there for today. here is a look at our microclimates and our highs, where it will be above normal with some mid 80s in concord today, as well as much of the north bay. san francisco today 70 degrees. we'll talk about the weekend coming up, and mike, you've got a look at the commute this morning, and it seems to be growing. >> just a bit. it's tuesday. we expected to start building, should be overall heavier commute than yesterday although we had so many problems late in the morning, oakland especially the south bay, and then eventually over in toward the maze, that things will seem a little bit better perhaps for the late morning drive. right now, we're just starting to see the build for the south bay, the tri valley and over in the east bay. 880 through hayward and past the

san mateo and dumbarton bridges, which are pushing west for your commute. west also here out of contra costa county and the walnut creek interchange, now the build lafayette approaching the caldecott. the upper east shore smoother than it's been for much of the morning but traffic now building as you come past the racetrack. i'm tracking here, moved the camera once again, looking between the toll plaza and the metering lights looking for any sign of a crash. i found some lights that appeared to be stopped around the area. reports of a crash on the approach to the bay bridge toll plaza in the middle lanes but traffic flow doesn't look like worse than typical. i'll point out anything crazy but so far thank goodness we just have the backup. back to you. >> all right, mike. we want to get to the breaking news, an apartment in contra costa going up in flames and our cameras are getting an inside look at that damage left behind. that fire stirring a lot of controversy among those neighbors. "today in the bay's" pete suratos is live for us in antioch to tell us about what happened and pete, a lot of neighbors concerned about what happened.

>> reporter: a lot of concern, good morning to you, marcus. at least at this point contra costa county fire feels that the tenant may have been misusing smoking materials, that's what they're saying, a potential cause may be. quick update on the folks displaced, according to red cross, they are at a motel or with relatives. we'll show you video of the damage inside of that apartment unit here in antioch. we're hearing that contra costa county fire got a call at about 1:15 a.m. at the thousand claudia court in antioch about an apartment fire and a woman stuck on the balcony. they were able to knock the fire out. there were no injuries to report, but several neighbors were displaced and they tell us that they've expressed frustration with this neighbor in the past. >> she does this every night, she's banging and stomping, so the neighbors was banging on the door, so i kept hearing it sounded like it was at my door, decided to open the door and seen her husband. he told her to sit down, stop making all that noise.

>> every time we call police they have to cut the heater or oven off. every time we go to police they have to cut the oven off and she's sitting there with the cigarettes and everything, trashed the whole apartment. >> reporter: we're going to check in with police and fire about those concerns later this morning but the one unit was affected but also damaged six units all together but the ultimate cause of this fire is still under investigation. we're live here in antioch, pete suratos, for "today in the bay." >> frustrating moments this morning there, pete, thank you. it 16:34 right now. new this morning, we are learning how many immigrant children remain in custody after family separations this summer. according to president trump's administration, 66 are still with the government and are not eligible for discharge. one of those kids is under 5 years old. parents of 50 of those children have already been deported. the aclu is filing a class

action case over the family separations. a hearing is scheduled for this afternoon. in the bay area, today berkeley will consider cutting ties with i.c.e. the city council is expected to vote on a new sanctuary contracting ordinance. if passed it would prohibit the awarding of city contracts to vendors who supply the federal agency with data. three councilmembers say they support the measure. earlier this year, richmond passed a similar law. things could get heated tonight when the dublin city council debates the new ikea store. developers want to build this along 580 at hacienda drive near the regal cinemas. supporters say the big box store would generate millions of dollars in revenue and jobs. opponents say driving already a hassle with several strip malls and theater traffic. also happening today a push for santa clara county to sign off on at least for a new lgbtq homeless shelter. the board of supervisors is expected to give final approval to the project this morning.

supervisors chavez and yeager will speak about the posal ahead of the vote. if passed the new facility will open in the come weeks to the homely in san jose. almost the end of an era, a live look outside at oracle arena. the warriors kicking off their new season tonight against the oklahoma city thunder, but this season will be historic, since it will be the last season played in oakland. >> big time there, so "today in the bay's" bob redell live inside oracle there and bob, you also checked out what's happening across the bay at the chase center, the construction site. >> reporter: marcus and laura, think about this. the oakland, the golden state warriors have been playing here in oakland since 1971, that's 47 years. tip-off tonight 7:30 here against the oklahoma city thunder in oracle arena to start their final season here in the oracle arena, where they have won three championships over the past four years. next year as you were alluding to, the warriors will return to

san francisco where they used to play in the 1960s. in the video we shot yesterday the chase center, that will be the warriors new stadium, it is taking shape in mission bay, blocks away from at&t park. we spoke with some of the players during practice yesterday. they know how loyal oakland has been to this team, especially in recent years and they want to deliver them one more championship before moving across the bay. >> that definitely helps with this season, leaving a big legacy behind in oakland, because people might not see us as much next year in san francisco. >> i think it's a good thing because they're coming to the city, man. >> why do you say that? >> because this is where they originated from, in the city so now they're coming back. >> reporter: don't you think the oracle has been good to them in terms of the noise and there and -- >> but i think it's going to be a little louder over here. >> reporter: excited for them to come here in san francisco? >> not really. i want them to stay. >> reporter: you think it's a mistake? >> yes, i want them to stay. >> reporter: you want them to stay in oakland.

but they're not going to be. the warriors new chase center in san francisco will include retail space for 29 stores, a large plaza, a five and a half acre bayfront park and a sky bar restaurant that will be open year round, but first, the warriors do have a lot of business to take care of in oakland. looking live here in oracle arena you see the championship banners. tonight they have the championship banner from last year, they have to dot ring ceremony so a little houseskeephouseskeep housekeeping. the doors are opening ought 5:30, they want you in your seats at 7:15 and everyone gets a t-shirt, navy blue this year with the text in the green -- yellow, and the first 10,000 fans tonight will get one of these commemorative replica championship banners. tip-off at 7:30 tonight. >> beautiful. >> it's very nice and this is exactly where i will not be sitting. i don't have $20,000.

>> we wouldn't mind one of the t-shirts of distinction. >> spoiled sitting on the floor. >> reporter: what? my earpiece -- >> yeah, your time is up. sorry, bob. it's 6:38 right now. new the golden gate ferry reportedly being strained by high demands. according to the marin independent journal, a shortage of ferries and increase in riders is all happening due to the sonoma marin area rail transit extension. managers are now looking to adding a new 500-passenger very toll try to increase the number of trips across the bay, but that could actually cost up to $30 million. the agency is applying for a federal grant to try to raise the money needed. >> do we want everybody to take mass transit but now mass transit we have a the low of folks on b.a.r.t., muni, ferry system, my goodness, the trains all getting overloaded so we have to accommodate all the folks. we have to accommodate these folks on the berkeley curve.

refunds. spark networks must also pay a half million-dollar fine and follow stricter terms. the company is not commenting. happening today, you can weigh in on stanford university's development plan. the santa clara county board of supervisors will take public input at a meeting this morning. the time line of the project will also be addressed. stanford is asking for a permit to add new facilities and housing units on campus. it is the largest development application ever submitted to the county. today's meeting starts at 10:00 a.m. at the county government center in san jose. scott mcgrew joins us now, the saudis may be about ready to say rogue killers probably killed the journalist. >> they have to admit jamal khashoggi was dead, killed inside their consulate. there's really no other explanation that fits the available evidence. khashoggi, a writer for "the washington post," entered the saudi consulate in istanbul, turkey, this month, to get

paperwork for his upcoming we wedding and we didn't see him back out. the turks inspected the consulate after the saudis insisted they didn't kill khashoggi, in fact, "he left the consulate unharmed" they said. we haven't heard from turkish police but look at this, a few hours before turkish inspectors inspected, the saudis opened the front door of the consulate for a cleaning crew, who carried in mops and several boxes of what appeared to be bleach or other cleaning chemicals. secretary of state mike pompeo just concluded a meeting with the king of saudi arabia in saudi arabia to get the saudi side of the story. all smiles here but we suspect there were serious talks behind the scenes. as you try to track all this, understand that is the king, but he's not the real power. here is the real power, the crowned prince, mohammad bin salman, the king's son. you'll hear him referred to as mbs sometimes. crowned prince mohammad bin

livermore. 51 in the south bay. look at how much colder now compared to yesterday. the reason why we don't have the winds rushing offshore the winds were warming up the temperatures, and then we still have the very dry air, so with some very low, dry air that makes the temperatures fall relatively quickly, so we are now much cooler in napa. you need a warm sweater, and also in the south bay, as you head out the door for school this morning, heading to school, in the upper 40s and by the time you get out of school in the mid-70s. so we see the clear skies, as you get ready to start out. yes, you do need a warm jacket or a sweater, and then sunglasses, because it's going to be a nice and sunny day, with our high temperatures in the inland valleys reaching into the low to mid 80s. we'll be up to 80 in san jose, and 70 in san francisco. now we do still have this stubborn high pressure that's giving us that offshore wind flow as we look at the wind

circulating around that high pressure and all the clear skies. but this area of low pressure just to the south of us will kind of start to break down that high pressure, and force it to move off to the east. that could open the door for some rain chances early next week. so i'll be watching out for that. looking at our inland temperatures in the near term, it's going to feel like summer all week long with some low to mid 80s. in san francisco expect upper 60s. the weekend up to 66 degrees by this sunday. now headed over to mike, you're starting to see some of the sensors change. >> kind of like the sunrise, we see the yellows and the oranges. looking over toward the build for the south bay, now really hitting san jose, northbound routes. we've seen more traffic over the last 15 minutes on schedule for a tuesday, and the build for 237 pushing over out of alviso and toward sunny veil. the east bay side the tri valley with the build for 680 smooth through pleasantton and fremont. same thing for 880 out of hayward toward fremont.

antioch, an apartment up in flames. look what's left. angry neighbors blame a tenant that they say they've complained about before. they say she started it. it happened after 1:00 this morning on claudia court. firefighters rescued one person from a balcony. 12 people don't have a place to live. neighbors say they've complained about one woman who lives there in the past saying she has issues. they believe she set her own apartment on fire and then it spread. fire and police right now only saying the incident is under investigation. another top story, power still this morning out for a lot of north bay neighbors. they lost that power due to high danger of the fire there. we checked this morning about 4,400 customers still don't have electricity. pg&e proactively cut power to some 60,000 customers. wind speeds up to 60 miles an hour were forecast in parts of the north bay, with even stronger winds in the sierra foothills. some people called the shutoff necessary. others believe it may have been

an overreaction. pg&e expects to have all power restored at some point today. it is 6:57. happening today, a new push to help kids in crisis close to home. the santa clara board of supervisors will vote on building a $222 million behavioral health facility. if approved it would be located on the santa clara valley medical center campus in san jose. the new two-story building would include 24 beds for kids in need of care. it's game day for golden state, a live look at oracle arena where the warriors will tip off their final season tonight. the team will play the oklahoma think thunder at 7:30 tonight and this will be the last season inside oracle arena where the team has won three championships over the past four years. next year the warriors will move to san francisco as we have seen this video we shot there, the chase center is really taking shape in the mission bay and it blocks away from at&t park. >> they're hoping a block away
