san jose welcome to wednesday morning. taking a peek outside of the lovely start to our day. live look at downtown san jose. very nice morning, early. 4:30 right now. thanks for joining us. i'm, i i'm laura garcia. >> and i'm marcus washington. we need to check on the weather. how is it looking for us? >> we're starting off fairly mild. not a lot of cloud cover but the areas that will develop cloud cover including areas along the santa rosa, further inland and even monear monterey county and we're expecting comfortable temperatures into the afternoon. in san francisco 55 degrees, wind speeds at about 12 miles

per hour and the gusty conditions that kind of affected us earlier continue to weaken as an onshore flow begins to develop and that's going to bring much calmer conditions in terms of the wind the next several days. hayward 52, san jose 52 and mountain view 49. i'll break down your predicted highs as well as when our next chance of possible rain might be in the forecast coming up in a bit. let's head over to mike. >> an early morning crash in contra costa county. speed sensors are green throughout and the approach to the bay bridge is not a problem. it is southbound 680 looking at recovery. there were two crashes reported. one at lavorn and one at rugyear. i think they are the same crash, they are similar in the same area. the roadway reported cleared and the speed sensors recovered over the last few minutes. i think they were duplicate there. the rest of the bay moves smoothly. aside from a crash, i'm watching the crew clearing northbound

101. right behind me you see the flashing lights, clearing the cones north 101 approaching willow. >> 4:31. new this morning, flames tear through an antioch fast food restaurant overnight. in the fire started around 12:45 at the kentucky fried chicken on montgomery way. no one was hurt. part of the building was damaged. also new the debate to build a new ikea in the bay area will rage on for another month. after hours of discussions, the dublin city council decided late last night not to hold a vote on the big box store but to delay the vote for a month. >> cheryl hurd finds the opposition is intensifying. >> it doesn't serve the local community. >> reporter: those against building an ikea store in dublin passed out yellow t-shirts and signs before the meeting making people know where they stand. >> we don't have the

infrastructure for it. >> reporter: that's why this has been going on for years. this is where the company wants to put the retail giant, alongside 80 off of hacienda drive in dublin, an area known for gridlock during the morning and evening commutes. >> it's already compact, so that's going to be more insane. i'd shop there, though. who doesn't love eikea? >> reporter: a company spokesperson says store traffic won't interfere with morning commute traffic because ikea opens at 10:00 a.m. after rush hour. the center would generate an estimated $1.76 million in annual revenue for dublin and hundreds of jobs. >> they talked about revenue being a big draw for wanting ikea, but there's been no actual substantiated facts, and actual cost analysis. >> reporter: an ikea spokesperson says the company is all about community. >> we go only where we know we will be successful, and we

believe that this proposed dublin store would be a strong and vibrant part of the ikea family. >> reporter: cheryl hurd, "today in the bay." this morning, a bay area family wants answers, after their loved one died after being tased by police. chinidu okobi died after being tased by deputies. the 37-year-old was reporting in and out of traffic in millbrae, when a deputy tried to stop him. the sheriff's office claimed the suspect assaulted the deputy who then called for backups and used a taser. the family hired john burris. >> you look at this. you have a 37-year-old man, apparently physically healthy, has contact with the police. they tased him. they did whatever they did, and he winds up dead. >> burris is calling for a moratorium on the use of tasers in san mateo county until deputies are properly trained. a bold purse snatching caught on camera.

look at this, it happened in a parking lot of an antioch grocery store recently and police say it happens way too often in the contra costa county city. now, officers are warning shoppers and drivers to be on alert. they say often thieves are not even waiting for people to park and get out of their cars before they attack. >> you've got a red light where they know you can't go anywhere, either open the door, break the window, take the property and leave. you are now stuck at that red lig light. where are you going to go? >> another grocery store in ant knock is not taking any chances. it hired an armed security guard because of the troubling trend. a follow-up for a story we told you here on "today in the bay" yesterday morning. contra costa county moving forward with a plan to crack down on sideshows. the county will use ceramic bumps as a deterrent. engineers came up with that idea to use the large dots on certain streets. the plan calls for the new dots on the shoulders and center medians of some streets. the dots will hopefully stop

drivers from performing doughnuts and other stunts. if you're old enough to remember exactly where you were 29 years ago today, that is when the loma prieta earthquake forever changed the bay area. >> the 6.9 magnitude quake killed 63 people. it was centered in santa cruz but the hardest damage occurred miles away in locations including the bay bridge, san francisco's marina district and the old nimitz freeway. as a way to commemorate the day, san francisco firefighters today will host a quake safety fair in the sunset district. >> quite the day here. 4:36 for you. coming up on "today in the bay," christmas already on the minds of retail stores. the big move target is making inside hundreds of its stores that will become a kid's wonderland. and taking a live look outside the bay bridge toll plaza. things are getting busy. mike is keeping tabs on your morning commute. lot more ahead. 4:36.

good morning. i'm contessa brewer at cnbc global headquarters. here are today's top business headlines. wall street is looking to set up a bit of a slide today. the markets rallied on the back of positive earnings from several big companies yesterday, including goldman sachs, morgan stanley, johnson & johnson and we got that big report showing the number of job openings hit a record high this summer. the dow surged 547 points, its best day since march. the nasdaq rose 214 points to

7645, but right now the dow futures are off by almost 100 points, the s&p and nasdaq are also in the red. today's watch list, data on new home construction. and shares of netflix are on the move today, up more than 10% in premarket trading. the streaming service reported quarterly earnings that topped wall street's forecast as it added a record number of new subscribers, more than 7 million. the bulk of those customers come from outside the united states. netflix says it will continue to produce more original content and it's acknowledging it has some growing competition here with new streaming services from disney, apple and at&t warner media, set to launch next year. target will dedicate nearly a quarter million square feet of new space to toys at its stores. it's trying to win more holiday sales. customers will also be able to shop for more than 2,500 new and exclusive items. targets says it saw a big opportunity to boost sales when toys "r" us went out of business this summer, and the truth is you guys, headed into the

taking a live look outside the oracle arena this morning. time to enjoy that place while you can, as things are going to be changing with the warriors on the move. >> something stayed the same there, speaking of the roarcle, the warriors picking up right where they left off the championship run. they tipped off the season at the packed oracle of course against oklahoma city and the stars led the way. steph curry 32 points, k.d. added 27 against his former team and the warriors won 108-100 but

patchy fog areas. mike know this is very well, when it comes to the drive, it happens. right now in san jose 51 degrees. wind speeds are nice and calm. very nice change in terms of the winds compared to what we experience earlier this week with the elevated fire danger, the red flag warnings. the offshore winds that brought those strong winds are now weakening and we're seeing a strong onshore flow come in. right now in san francisco 55 degrees. could you see we're going to see some of the low clouds begin to develop and we might even see some low clouds and patchy fog developing further inland as well, for areas like santa rosa, you could see we've got some fog through there, half moon bay, some spots in san francisco, and it's crept in through hayward as well. as far as your temperatures change for today, no big difference in terms of that. the temperatures are going to remain comfortable, in the 70s for the oakland area, and even down through the peninsula as well for palo alto 79. as we take this further inland and down to the south bay,

temperatures will climb into the mid 80s, 85 for concord and today we have rising surf and that's expected to kind of kick up those waves about four to six feet starting today through friday. as far as the long range outlook, this is looking way far ahead we're tracking our next chance of seeing potential rain as we head in toward next tuesday, wednesday and into thursday. now we're still pretty far out, but the chance of seeing some rain is still there, considering that storm is just off to the north. it looks like we might get the tail end of that. as we head in towards today, 68 degrees, again early morning fog clears up quite nicely by the afternoon, even for the coastline, a couple of clouds hanging on there. as we head in toward the inland areas, 85 for wednesday. thursday and friday we'll keep temperatures in the 80s. no major changes for the temperatures. really what we're looking forward to next is the chance of seeing that rain as that storm nears the northern coast all the way into next tuesday. so if you haven't had a chance to dig out those umbrellas, you

still got plenty of time. let's send things over to mike. >> good, we love having extra lead time to dig out the umbrellas. plenty of time getting onto the roadways. couple crashes southbound 280 around 11th coming past the downtown some of the san jose state exits not affected by a crash and it's off to the shoulder but maybe a little debris pickup there. north 101 at holly an earlier crash leaves a little debris as well but again all lanes are clear. crash south 680 at lavorna the duplicate account looks like it should be cleared without problem. no new activity on that incident reported by chp. over here a mild backup and only off to the left cash lanes. we still have, if you watch the pattern here, that last one right there, that last cash lane is still not open and that's standard for the morning, before we get to 5:00. it's still 4:48, light, easy drive at the maze approaching the bay bridge. this is nice westbound across that san mateo bridge, beautiful clear view of that high-rise and

toward foster city and here traveling south through san rafael you see how light the traffic flow is here. you're at speed novato all the way down to the golden gate bridge. back to you. >> thank you very much, mike. this is a strange and disturbing story out of dave this morning. police say two students allegedly gave classmates cookies baked with human remains been. >> this happened a couple weeks ago. the students were given sugar cookies at da vinci charter academy. they reportedly told the kids the secret ingredient was one of their grandfather's ashes, then pulled out an urn as proof. police are investigating, but they say there's really nothing serious they can charge the students with. >> we haven't tested the actual cookies to physically know that there's remains in there. we're basing all this on statements, basically. >> there are no reports of any students getting sick from those cookies. the school says those who were involved are remorse recall and this is now a personal family matter, and we all want to

respect the privacy of the families involved." 4:49 right now. antioch police cracking down on traffic violatoviolators. they are checking for moving violations and cars without license plates. in total officers wrote 28 traffic citations, towed three cars and made two arrests. 4:50, a deadly disease is making sea lions six sick. hundreds tested positive for a bacterial infection. the marine ma'am rmmal center s two-thirds of infected animals are expected not to survive. the sea lions were rescued along 600 miles of coastline. scientists are trying to learn more what triggered the outbreak. marin transit revealed new additions to the bus fleet, adding two zero emission buses. these are completely battery

gate bridge good wednesday morning to you. hump day for a lot of us to the weekend. live look outside at the golden gate bridge. not too many cars on the road but we know that will change soon. good morning and thanks for joining us. i'm whereby shamarcus washingto. >> and i'm laura garcia. vianey is in for kari. >> a good start, temperatures not cold, not hot, kind of mild. 49 degrees in some spots, 50 degrees for san jose and along the coast 52 degrees. we have a couple of areas of patchy fog in through the santa rosa area as well as half moon bay, so if you're out driving, as always, make sure to turn on your low beams. i know somebody who knows more about that traffic and i'm going to send things over to mike. >> so far able to get by without crowding each other, if you encounter the fog, do not use the high beams, they'll reflect and make it worse, for folks new to the area, you might need that advisory. in the south bay we look at all
