vocational college there. you see emergency crews at the scene. at least 50 other people are injured. the explosive device was discovered shortly thereafter. they thought it was a gas explosion as well. russian leaders believe this is a possible terror attack. russia, of course, annexed crimea from ukraine in 2014, a move that triggered western sanctions. we'll continue to follow this breaking news story this morning. hopefully there will not be any additional injuries, but so far, we do know of 13 people killed at the explosion at that vocational college. a developing story to tell you about this morning, an investigation is under way after an officer-involved shooting takes place near the popular san francisco park. >> "today in the bay's" pete suratos joins us live from aquatic park cove with the latest details on the shooting. pete? >> reporter: good morning to you, guys. the details are still limited as far as why this officer-involved shooting took place here at aquatic park in san francisco but behind me there's still a little bit of a scene as this

area is still taped off following last night's officer-involved shooting. we're going to show you guys that video from overnight and give you information that we know at this hour. now, according to san francisco police, they're saying the officer-involved shooting took place around 9:30 p.m. here at aquatic park. there were shots fired involving a u.s. park police officer. we do know that one person was sent to the hospital with life-threatening injuries and another person was detained, but still unclear at this point if an officer was injured. now, when we talk about aquatic park and shootings, the last notable shooting was of course in 2016 with calvin riley shot and killed playing pokemon go here in the park. the suspect in all of that is still outstanding. back out here live, this was the scene of last night's officer-involved shooting. of course, if you have any info to help out with this case, contact police. we're live near san francisco, pete suratos for "today in the

bay." >> thanks for the latest there, pete. >> it is 5:02 right now. this morning, there's new evidence as the turkish government builds its case against saudi arabia in the disappearance of a "washington post" journalist. secretary of state mike pompeo is in turkey right now. he arrived overnight. "today in the bay's" tracie potts tracking all the developments from washington, d.c. right now, president trump is defending the saudis. >> he is and he sent pompeo to saudi arabia and now turkey to get more information, but pompeo is gone. he was only on the ground for a few hours and now the turkish authorities are telling us they are trying today to search the home of the saudi consul in turkey to get more clues as to what happened here. turkish authorities claim seven saudi nationals used these passports to enter their country and kill "washington post" columnist jamal khashoggi, the hit sent by the saudi government they believe.

dropping charges. with just over two weeks until the midterm elections the california senate race is heating up. dianne feinstein and kevin deleon will debate later this morning, event hosted by the public policy institute in san francisco. recent polls show senator fein stein in the lead. nancy pelosi outlined some of the party's top agenda items including a speech last night at harvard. it includes lowering health care costs, rebuilding infrastructure, more transparency, prioritizing legal status for dreamers and tightening gun restrictions. one item not on the list, impeaching president trump. democrats need to retake 23 seats to regain house control. a facility aimed at helping kids in crisis close to home is getting the green light. santa clara board of supervisors

voted to approve building a $222 million behavioral health facility, located on santa clara valley medical center camp news san jose. the two-story building will include 24 beds for kids in need of care. >> a new development is making shape in san jose. you might have noticed construction under way at north first and headquarter drive. today the mayor will help cut the ribbon for the opening. the campus is made up of four buildings that will include office spaces, pizza ovens, games and fire pits. businesses will be able to start moving in this summer. if you haven't checked your tickets, no need to wonder whether you won last night's mega millions jackpot. no one won. >> that means $868 million will be up for grabs in friday night's drawing. bay area stores buzzed with ticket sales ahead of last

the current temperatures mild. 52 degrees in san francisco. 49 in mountain view, but the big story for today is going to be if you're going to be heading out to do some surfing or anywhere along the beach, we've got a storm developing off the northern pacific, that's going to bring our first major swell for the fall here across the bay area, and this is going to prompt some waves upwards four, possibly six feet with sneaker waves possible and the threat of rip currents all along the coastline, so there is a bit of a hazard out there. not if a good beach day for going swimming but if you're a ser surfer, this is a great day to head out there and check out the waves because it's our first big one of the fall and we're expecting our strongest surf to be on friday, so i'll be keeping a close eye on that, we've been looking out for the mavericks. we'll send things over to mike. >> not for me personally to surf it but because a big event around the bay. over toward the south bay, no major problems. we peninsula an easy drive.

the company reported huge numbers. the los gatos company recorded record growth, reed hastings the ceo predicts in the future regular tv channels will stick to live events like news and sports. netflix will handle the entertainment. president trump grousing about interest rates again, he says "my biggest threat is the fed." he says powell is raising rates too quickly. the fed raises rates when the economy is hot to keep inflation in check. the thing is, inflation doesn't seem to be that much of a risk. in general despite the hot job market, bosses are not raising americans' pay very much. study by the tech incubateor combinateor one-fifth of women founders reported they were harassed by their own investors. the study was small, 88 female

up because of the offshore flow we're now seeing the decrease because we're seeing an increase in onshore flow. san jose 50 degrees right now. nice and clear through that area, but as we head in towards the afternoon, expect mostly clear skies. we're talking clearing for the coastline, where we will expect to see a couple of clouds out there. as far as your temperatures go, no major changes there. temperatures will remain in the mid to upper 80s for the inland areas. concord one of the warmest at 85 degrees. through the south bay comfortable 80s, up through the peninsula upper 70s. if you're headed toward san francisco, 68 degrees. so as far as temperatures go, we'll remain in the similar range, but let's talk about that rising surf that i was mentioning. this is big, because it's our first northwesterly swell. we've got a bit of a system that's developing off the pacific north, and what that's going to do is start kicking up these waves, we're talking possibly four to six feet. this is the timing of it, every 18 seconds. if you're looking at these

buoys, 7 miles per hour, 11 second periods. that means the four foot wave height every 11 seconds. that's happening along the coastline. if you're a surfer, you have surfer friends, if you call in sick, your boss is going to know why, because we have nice rising surf with the peak expected for tomorrow. looking ahead, i mean way ahead into next tuesday, wednesday and thursday, we are tracking our next possibility of seeing some rain. as of right now again, the storm system seems to be tapering off to the north, which means we'll get the tail end of that rain, but as we head in towards friday and saturday, the temperatures really remaining into those comfortable 60s for san francisco, and we're talking about those mid to upper 80s sticking around all week long, so i think as far as your clothing choices this week, you'll be okay with a nice light sweater. mike? >> nice light sweater, maybe a card i began. nice light traffic flow, hiding these folks coming through the carpool lanes -- fast track

lanes. smooth easy drive and no waiting, bridge from richmond to san rafael 580 westbound on the map. easy drive coming across the carquinez bridge as well. we'll show you the bay bridge metering lights turned on, kicking in about now. south across the benicia bridge everything is reported as clear until you get to marina vista, where there was an earlier crash. it doesn't sound like labors are blocked but a lot of talk about debris and maybe one vehicle is having trouble there, clearing it from the roadway. no sensors slowing. note out of the north bay and into contra costa county, southbound 680 getting to the walnut creek interchange, easy, clear through dublin, and down in toward alameda county, continuing in toward sunol and fremont and into the south bay without any problems for our speed sensors. we're looking at mass transit, b.a.r.t. looks great. 42 trains running on time.

be a possible terrorist attack. russia of course annexed crimea from ucrepe back in 2014 and a move that triggered western sanctions. we'll continue to monitor what is going on there. >> 5:32. we always talk about traffic. mike gets us on the road in the morning but the morning drive is ramping up and you're looking live at some of the busiest spots in northern california and all new for you this morning the report released saying bay area roads are among the roughest in the entire country. bob redell, what did you find out. >> reporter: marcus, a nonprofit transportation research group called t.r.i.p. came up with this report. they analyzed pavement data provided by the federal government to find out where roads, talking about major urban roads are crumbling and antioch and concord topped the list of

mid sized cities. you'll see a percentage and a dollar amount. the percentage is the percentage of roads in that area that are ranked poor and you can see in antioch and concord it's well over 50%, and the dollar amount is how much damage it causes to your vehicle in terms of repair, maintenance, wear and tear, that sort of thing and again looking at over $900 and by the way, santa rosa is ranked seventh on the list. look at the large cities and again bay area cities ranked top in the country, unfortunately. san francisco, oakland and san jose respectively first and second. 71%, 64%, and cost your vehicle around $1,000. how bad is it in oakland? >> bad. i think i changed my tires about two times, so it's pretty bad. >> reporter: does that surprise you? >> yeah. >> reporter: it does? >> because i don't think the roads are that bad out here. maybe in san francisco but not

out here in antioch. >> the roads are really messed up. we got a lot of bumps, potholes, tires out, the freeway, too. they need to fix it. they really do. >> reporter: the tr.r.i.p. repot issued recommendations to stop our roads from crumbling. among those, government should fund programs that do a better job preserving and maintaining the roads on the front end while still in good condition, and recommend cities be aggressive with pothole repair and invest more money, the idea to get 75% of the local roads up to "good condition." reporting live here in antioch, bob redell, "today in the bay." >> i'm surprised we have the worst in the country, because i've been to a lot of other places and to me, the roads here are not that bad. 5:34 for you. plans are temporarily tabled for the ikea store in the tri

valley. councilmembers decided to wait until next month to plan for a new dublin store. it would be built not far from the regal hacienda theater north of 580. opponents argued the store would cause more gridlock. eikea reps were there, too, and say dublin stands to benefit. >> we go only where we know we will be successful and we believe this proposed dublin store would be a strong and vibrant part of the ikea family. >> supporters say the store would generate close to $2 million in revenue. city planners recently voted down the ikea. the council plans to hold a special meeting november 8th >> it is 5:35. today the catholic diocese of san jose wraps up one part of its outreach to family members or those accused of sexual abuse. >> the diocese has to make good on a promise to release the names of all priests credibly

accused of abuse. "today in the bay's" kris sanchez joins us live from downtown san jose, with the process for now. kris? >> reporter: good morning to you, marcus and laura. we should be getting that list of names of priests with credible accusations of abuse against them any day now. the diocese promised it by mid-october, and here we are, it is october 17th. but for the people who showed up at the first two listening sessions, this is just a start. bishop patrick mcgraw says the same thing he told us after the first two listening sessions, that the process has been informative and painful, but one that he hopes will lead to healing. at the same time that he and other diocese leadership had been listening to victims and their families, a former fbi administrator has been looking through diocese records to see how allegations were handled in the past and how they should be handled in the future. we talked with a survivor, and a sister of a survivor at the first two listening sessions, and they had differing opinions on whether it's enough. >> i think this bishop is trying

to do the right thing. part of the healing for me is to have a voice. >> the diocese has a lot to do. the catholic church has a lot to do. i don't think they satisfied anybody. >> reporter: the san jose diocese was the first to announce that it would release the name and status of every priest with credible accusations against them. since then the san francisco and the oakland diocese and others announced they would do the same. the final listening session, withcy public today, is at santa teresa parish in san jose is at 3:00 this afternoon. i pressed the diocese for more information on when that list of priests might be released. it was supposed to be mid-october. again, i did not get an answer yesterday, but patrick mcgraw, the bishop, will be available after that listening session this afternoon. we'll ask him again then. in san jose, kris sanchez, "today in the bay." >> thank you for latest there, kris. all right, if you were in the bay area 29 years ago you'll

remember this nexter toy, the loma prieta earthquake forever changed the bay area. the 6.9 magnitude quake killed 63 people. it was centered in santa cruz but the heaviest damage occurred miles away in locations in the bay area. the bay bridge collapse, san francisco's marina district toppled and the old nimitz freeway did of course as well. as a way to commemorate the day san francisco firefighter also host a quake safety fair in the sunset district. a follow-up story you saw onned "today in the bay" yesterday. contra costa county is moving forward with a plan to crack down on sideshows. the county will use ceramic bumps as a deterrent. engineers came up with this idea to use these large dots on certain streets. the plan calls for the new dots on the shoulders, as well as center medians of some streets. those dots will hopefully stop drivers from performing doughnuts and other stunts, which, mike, we see too often.

temperatures are falling in line but we have a couple of changes ahead. i'll explain what those are, coming up in a bit. here is your live look at the san mateo bridge. picking up a few more cars, westbound still at speed across that flat section with the tail lights. we have an issue for folks traveling through oakland trying to get to the san mateo bridge. we'll show you what the latest is and details from chp. new this morning showing this mass of flames tearing through the antioch fast food restaurant overnight. smoke could be seen from afar there in the air. the fire started around 12:45 this morning at the kentucky fried chicken on mahogany way. contra costa county firefighters remain at the scene working to put out the hot spots. luckily no one was hurt. the cause of that fire is under investigation but crews won't be able to access inside of that building until a building inspector clears entry, because firefighters say there is a high potential for that building to

collapse due to all of that damage. some new and dramatic body camera video to show you of a story we followed yesterday morning on "today in the bay," a fire that destroyed six units at an antioch apartment complex on claudia court. the video shows how intense that fire got. nine people were actually displaced. one had to be rescued from a balcony. investigators say it started accidentally, likely from a tenant smoking in bed. very strange and disturbing story out of davis this morning. police say two students allegedly gave classmates cookies, but they were baked with human remains. >> this happened a couple of weeks ago and the students handed out sugar cookies at da vinci charter academy. they reportedly told the kids there that the secret ingredient was one of their grandfather's ashes and pulled out the urn as proof. police are investigating but say there's nothing serious they can charge those students with. >> we haven't tested the actual cookies to physically know that there's remains in there.

they showed the men suspected of killing the journalist near or at times next to the crowned prince, mohammad bin salman. u.s. secretary of state mike pompeo met with the crowned prince. the saudi royal family says it has no connection to the suspected murder but more and more evidence is pointing in that direction. pompeo is in turkey right now. president trump lashed out saying "here we go again with, you know, guilty until proven innocent," and then compared the accusations the saudis had ordered the torture and assassination with the confirmation of supreme court justice brett kavanaugh. in istanbul turkish officials say they completed an inspection of the house occupied by the top saudi diplomat in that city. that official left turkey on a plane bound for saudi arabia just hours before turkish police inspected that house. president trump tweeting a lot this morning. he tweeted repeatedly yesterday as well. today he says the ap is

couple of spots with some patchy bands of fog. if you're out on the roads be careful. santa rosa seeing that fog creeping in through that area as well as far in as hayward and along half moon bay. again, remember slow down, keep both hands on the wheel and turn on the low beams, not your high beams because the high beams will reflect the light off of that fog and you want to be safe out there. as far as your forecast goes, your highs for today are going to be again above seasonable by a couple of degrees into the 70s and 80s but just looking ahead, i want to give you a teaser of that rain that we're tracking. if you look at the time line here, as we head in towards next tuesday into wednesday and thursday, we're seeing the storm developing but as of now it looks like the majority of that storm is going to be far off to the north, and if you notice down here, this is the bay area, we might get the tail end moisture of that, which could be bringing some rain to parts of the bay area, mainly the north bay, but again, this is a long range outlook so we're far out as far as timing goes and the intensity of that rain, but it

is something to be kind of on the lookout for. over the next seven days, we'll keep the clear skies in through thursday, friday, even saturday and sunday for san francisco, with the exception of a couple of clouds here and there. now the warmer temperatures will remain through saturday and sunday, but if you notice, as that system is approaching into monday and tuesday, we may not see as much rain, depending again on the intensity, as we inch closer but what we will see is cooling and that's in terms of those temperatures. we're going to dip down into overnight lows in the 50s, but i know now you're wondering how the traffic is doing. send things over to mike. >> look at your maps, folks. the big view of the maze, contra costa county, no real problems as far as the speed sensors go. slowing upper east shore and golden gate field. north bay behind me moving smoothly, too. crash reported south 808 at hag haganberger. an overturned big rig reports.
