80s. as you head out the door this rng m morning, temperatures in the 40s and 50s. san francisco we have areas of low clouds and a little bit of patchy fog but overall, your forecast will be good. headed out to the dublin b.a.r.t. station this morning, if you notice by about 9:00 a.m., we'll still be in those 50s, so i still think you need a sweater of some sort. eventually by 12:00, temperatures will be in the 70s. you don't have to worry about any rain for now. i am tracking that in the forecast. but before i get to that, we have to check in on the roads. mike? >> you got me intrigued. looking at rain possibly in the future. over here we have traffic in the present and building of course for the future of why you are commute. little build for san jose north 101, a couple of scattered incidents. want to update the two in the east bay, though, as folks feed over out of contra costa county through alameda county, westbound 580 and north 238 slow up to a crash just shy of the connector on to 880, just off the castro valley y. that crash is still there, maybe affecting lanes as chp arrives.

we've held steady with the slowing, just as you're approaching that split, and getting over toward the nimitz. on the nimitz, i see a little bit of slowing south 880 passing haganberger. we typically see a build there anyway. looks like the overturned big rig is affecting the on-ramp, but not the freeway itself. getting over here cocoa county moving nicely out of walnut creek. the upper east shore freeway in down toward berkeley and a smooth drive for the bay bridge, where the metering lights of course are on and there is the north bay. we have a build for the volume of traffic, and northbound 101 this side the lighter side there is a disabled vehicle around the area but i don't see a problem for lanes. traffic flows nicely. back to you. we continue to follow breaking news out of crimea. this is video we received earlier this morning to our newsroom, where there has been an explosion at a vocational college. at least 13 people have been killed. we understand at least 50 others are injured. now an explosive device itself

was discovered. initially they thought it was some sort of gas explosion, but russian leaders now believe this could be a possible terrorist attack. rush annexed crimea from the ukraine in 2014, a move that triggered western sanctions. we'll continue to follow this breaking news this morning. we also want to tell you about a this developing story, an investigation is under way after an officer-involved shooting takes place near a popular san francisco park. >> "today in the bay's" pete suratos joins us live from aquatic park cove with the latest details on the shooting. pete? >> reporter: good morning to you, laura and marcus. as you can tell behind me, that police tape has gone down. we've gotten closer to where the shooting took place in aquatic park overnight. i want to show viewers some new video, not too long ago, a tow truck taking away some cars involved in this shooting. unclear exactly what the specific connection is, but here's the information we know at this hour. this is according to san francisco police, this officer-involved shooting took place roughly around 9:30 p.m.

in the aquatic port cove area. they said they were responding to shots fired in this area and it involved a u.s. parks police officer. now at this time, we know that one person was sent to a hospital with life-threatening injuries. another person was detained. now it's unclear if an officer was actually injured in all of this. now, the last notable shooting, i want to point out here in aquatic park was back in 2016. san mateo resident calvin riley shot and killed while playing pokemon go. the suspect in that case is still outstanding. if you have any information to help out with the latest shooting no aquatic park contact san francisco police. we're live here in san francisco, president president for "today in the bay." >> very concerning. thank you, pete. a deputy accused of secretly recording juvenile robbery suspects is expected to be in the east bay courtroom this morning. prosecutors say at least four times alameda county sharn y se james russell illegally recorded young suspects as they spoke with their attorneys in interview rooms.

russell alluded to doing so in conversations captured by police body cameras. he now faces felony eavesdropping charges. a facility aimed at helping kids in crisis close to home is getting a green light. it will be located on the santa clara valley medical center camp news san jose. the two-story building will include 24 beds for kids in need of care. new this morning, the san francisco-based ninth circuit court of appeals will soon have america's second openly gay federal judge. president trump announced a new wave of judges including three for the ninth circuit. one nominee is patrick bamatai, known as a conservative judge and ace nomination is getting high praise from log cabin republicans. he will be the second openly gay judge to serve on the federal appeals court. the first todd hughes has nominated by president obama for

the federal circuit in washington. antioch police are cracking down on traffic violators. the department posted these photos to social media showing officers out checking for moving violations and cars without license plates. in total, officers wrote 28 traffic citatiocitations, towed cars and made arrests. they located the stolen car yesterday. a new development taking shape in san jose, you might have noticed some construction under way near north first and headquarter drive. the mayor will help cut the ribbon today. the businesses will be able to start moving in by this summer. this week, seven parks and play grounds getting spiffed up in oakley. you have to find another way to entertain the kids for a few days. these are the seven oakley parks getting new rubber surfaces under and around their play structures. here is the map showing all of them. the rubber was poured first at

near the pittsburg area, concord 85. danville 85 degrees, and it's not going to be as windy. those offshore winds that kind of kicked up all of those red flag warnings in the elevated fire danger are being dominated by an onshore flow, going to bring clear conditions and much calmer winds as well. san mateo 74 degrees and daly city 69 degrees. make sure to just go outside and enjoy plenty of sunshine, but how are the folks doing on the roads, mike? >> looking over here for a smooth drive vianey. approaching the bay bridge no problem. it's smooth at the bay bridge. it shows the backup there. as we widen out our view we're looking at slowing through concord out of pleasant hill and coming into concord out of bay point for westbound highway 4, pretty typical there. alamo, danville, san ramon moving nicely. over here in the east bay i see some slowing now, southbound 880 as you pass by the haganberger january ramp. talked about the overturned big rig at the hegenberger on-ramp

and this may have some visibility there. may be some flashing lights that may be why you see some slowing. checking with chp there. avoid that, use 66th or 90th to get on to the area. another crash is clearing north 238, speed improvements there and that is the only issue, the slowing off the casty valley y. back to you. >> thank you very much, mike. we have breaking news to in your newsroom. we're hearing that the first lady's plane was forced to make an emergency landing. the plane was helded to philadelphia where there were reports of smoke. >> the press pool on the plane say they saw secret service jump ump and a haze of smoke and turned the plane around headed back to andrews air force base. everyone is okay so nothing to report with that but this he had to turn the plane back around and reevaluating the trip. >> it is believed to be a precautionary measure at this point but we'll keep tabs on that for you. coming up next on "today in

canopy. it was down slightly yesterday. investors bought the stock when the law passed. the price is and this is the termed for it, baked in. watch netflix, though. the company reported huge numbers. the los gatos company reporting records of subscriber growth, adding 7 million people in three months. it promises more original programming. reed hastings the ceo predicts in the future regular tv channels will stick to live events like news and sports, and net fliflix will handle the entertainment. president trump grousing about interest rates again. he tells fox business channel "my biggest threat is the fed." he says jerome powell is raising rates too quickly. the fed raises rates when the economy is hot to keep inflation in check. the thing is, inflation doesn't seem to be that much of a risk. that could be because in general despite the hot job market, wages aren't rising as

fast as you expect. study by the tech incubator combinator one-fifth of women founders reported they were harassed by their own investors. the study was small, 88 female founders responded to the survey. 19 said they experienced incidents from angel investors in venture capital. i'll link the post on twitter. google's pixel 3 goes on sale tomorrow, some get them as soon as today. reviews are positive. still a couple of degrees warmer than this time of year but we are in california. >> we have high expectations, that's what we expect. we expect a lot of traffic, sorry to disappoint, not so much traffic but i'll get yours for the south bay. we see san jose building a bit so the speeds coming down toward the yellow so that means the upper 50s but it feels slow because speed limit 65. over here slowing also for pleasanton starred there. more slowing south 880 around tennison just past 92 there say crash over on the shoulder but that dris strax and the build through hayward and union stay that may result in more slowing bull the san mateo bridge sees the build. the standard pattern through the area is not so bad over there in the east bay. getting across the peninsula, there is the build for the san mateo bridge westbound, all the tail lights along the flat section. there is slowing brake tapping but a smooth drive to the peninsula, no delays 101 or 280m

breaking news we continue to follow, melania trump's plane forced to land due to smoke in the cockpit.lane this is video of passengers getting off of that plane after returning to andrews air force plane. the plane en route to philadelphia. ten minutes into the flightorte secret service agents jumped up and ran to the front of the plane. reporters on board there were brought wet towels and told to put them over their faces if they needed.all new no one on board was hurt.d over here is a look at some of the busiest spots in northern california. you're likelye among familiar w them. on them there was a report bobe released overnight saying bay area roads are among the roughest in the entire country. bob redell live in contra costa county for us this morning. bob, i understand you went through this new report. does it pinpoint any one for t

particular area?ight her >> reporter: unfortunately a lot of the bay o area, laura, y tops transportation research group are a non-profit called t.r.i.p. came up with the report by analyzing pavement data provided by the federal government to figure out where major urban roads are crumbling the most. unfortunately the roads in antioch and concord top the list of mid sized cities. look at what we're putting up on your tv screen. you can see the list of the cities and to the right you'll see a percentage. that's the percentage roads in the area that are ranked poor, and ul ayou'll see the dollar amount, the amount of damage it does to your ka are car in term wear and tear and maintenance. antioch and concord over 50% of the roads ranked poor and cause just over $900 in damage to your cars. santa rosa also on the list comes in at number seven. let's look at the list of the large cities nationwide, and you can see the three major cities here in the bay area top that list.

you got sf and oakland, where over 70% of the roads are ranked poor, causing over a thousand dollars of damage to your car and san jose is right after that around 64% and causing just under $1,000 of damage to your car. >> oakland, yes, oakland is bad. that's where i'm working at right now. >> reporter: how bad? >> there's potholes everywhere. >> reporter: what does that do to your interest you can? >> it messes up the alignment and you know, get flat tires. oh, yeah. >> reporter: do you think the roads are bad around here? >> i've seen worse. >> reporter: really? >> yes. >> reporter: like where? >> mississippi. >> reporter: i've driven through mississippi and louisiana and i can back up what he's saying there. the t.r.i.p. report issued a number of recommendations to help smooth out roads. government should fund programs that do a better job in

preserving and maintaining the roads in good condition on the front end and recommend cities be aggressive with pothole repairs and among others recommendations, invest more money to get 75% of the local roads up to good condition. reporting live in antioch, bob redell "today in the bay." >> thanks a y. lot, bob. plans to temporarily table the new ikea store in the tri valley. councilmember also wait until next month for a vote on the new dublin store. it would be built not far from the regal hacienda theater north of 580. opponents argued the store would cause more gridlock. ikea reps were there, too, and say dublin stands to benefit. >> we go only where we know we will be successful and we believe this proposed dublin store would be a strong and vibrant part of the ikea family. >> supporters say the store would generate close to $2 million in revenue.nerate sp city planners recently voted down the idea.

the council plans to hold a tre special meeting november 8th. today the catholic diocese th san jose wraps up one part of its outreach to family members or those accused priests of sexual abuse.today >> the diocese has to make good on a promise to release the names of all priests credibly accused of abuse. "today in the bay's" kris sanchh sanchez joins us live from downtown san jose, with the noy process up to now. kris? >> reporter: hi there, marcus and laura. the diocese promised the list by mid-october. here we are october 17th. the families say this is really just a start. bishop patrick mcgraw says the same thing. he told us after the first two listening sessions that the process has been informative but also painful, but one that he hopes will lead to some sort of healing. at the same time that he and other diocese leadership had been listening to victims and their families, a former fbi administrator has been looking

through diocese records to see how allegations were handled in the past and how they should be handled in the future. we talked with a survivor, and a sister of a survivor at the first two listening sessions, and they had differing opinions on whether it's enough. >> i think this bishop is trying to do the right thing. part of the healing for me is to have a voice. >> the diocese has a lot to do. the catholic church has a lot to do. i don't think they satisfied anybody. >> reporter: the san jose diocese was the first to announce that it would release the name and status of every priest with credible accusations against them. since then the san francisco and the oakland diocese and others announced they would do the same. the final listening session, is today at santa teresa parish in san jose is at 3:00 this afternoon. i pressed the diocese for more

clarity on when that list is going to be released. the person that i spoke with said that the bishop will be available to talk with the media after the listening session today at 3:00, so we'll be asking him once again. in san jose, kris sanchez "today in the bay." >> i'm sure a lot of people wilw be attending that meeting. yeste thank you, kris >> it is 6:38 right now. follow-up for you on a story yok saw right here on "today in the bay." if you joined us yesterday, e cu contra costa county moving forward with a plan to crack down on sideshows. the county will use ceramic t bumps as a deterrent.and engineers coming up with the idea to use the large dots on us certain streets.s from p the plan calls for the new dotss on the shoulders and center medians of some streets. the dots will hopefully stop rivers from performing doughnuts and other stunts. a little larger than most you see out there. >> more pronounced, almost like mini speed bumps. no speed bumps but you are slowing because folks, there's

more company on the road. south bay, 85 northbound shows slowing. north 101 at moffitt a tis abled vehicle, westbound 237 through sunny veil. slowing just off or approaching that transition that may be a factor for sunnyvale. we'll track that, getting to the rest of the bay, a smooth drive though. no real surprises at the bay bridge toll plaza. metering lights are on. we can see the lights at the bottom along the roadway but you can't see the towers. there are low clouds, no clouds. >> working our way to the weekend. >> we love the weekend. we have a lot of fun, even though we have fun here. >> all day every day. now, what we are tracking is a little bit of a change, but it's going to be okay for the new o weekend. now, we arere expecting to keep the sunshine, which is great for us. our temperatures will remain in the 80s. the coast of t89, inland 82.

sunday is where you'll start noticing a bigger change in the forecast, because we will have an approaching system that's going to start bringing some areas of cloud cover, but as far as your daytime temperatures, mild daytime highs, t79 for the bay, inland 81 and the coast 68 degrees. the overnight lows will be cooler as an approaching system begins to make its way in, and then we've got a bit of a low pressure system sitting just off of southern california. these nice mild temperatures are going to cool off quite significantly as we head in towards monday and tuesday, so if you're really loving these 70s and 80s paired with that sunshine, this is going to be a great weekend to head outside, and enjoy the fantastic weather. no complaints from me as far as what we're expecting this weekend. something to look forward to. back to you.ugh a fa >> thanks, vianey. 6:40 and overnight, fire rips through a fast food restaurant in contra costa county. what we know right now. plus, more evidence that the saudis are connected to the disappearance of a journalist.

good morning. it 16:43. we are getting closer to sunrise, starting to see sun out there but dark in san jose. mild temperatures to kick off our morning.

49 degrees right now, but we will be warming up quite nicely. i'll break down your temperature trend for various parts of the bay area coming up. looking over this part of the area, east bay east shore freeway 37 minutes and growing. highway 4 through the congestion berkeley and emeryville. highway 24 shows slowing as you approach the caldecott but no problems for that tunnel. 6:44 for you right now. authorities in san francisco are saying little so far about a police shooting that critically injured one person at aquatic park last night. here sis a live look where this happened, between fisherman's wharf there and ft. mason. at around 9:30 last night sfpd says san francisco officers and federal park officers responded to shots fired. they believe that a park police officer struck and injured one of two people. that person suffering life-threatening injuries. officers detained the second person and we're still trying to

determine if any officers were injured. >> we have new video to show you this morning of massive flames tearing through an antioch fast food restaurant overnight. smoke could be seen shooting into the air. you saw it there, at a kentucky fried chicken, at about 12:45 this morning is when it broke out on mahogany way. firefighters are still on the scene trying to make sure the hot spots are out. no one was hurt. the fire is under investigation. crews will not be able to access the inside of the building until a building inspect why are clears the entry because firefighters say there's a high potential the building could collapse now, due to all the damage. some new and dramatic body camera video to show you of a story we followed all morning yesterday on "today in the bay." if you joined us, you would recall that this fire destroyed six units at an antioch apartment complex on claudia court. the video shows how intense the fire fight got and what

firefighters had to deal with. nine people were displaced. one had to be rescued from a balcony. investigators say it all started accidentally likely from a tenant smoking in bed. the president is defending the saudi royal family this morning, saying don't rush to judgment in the disappearance of a journalist. >> this, scott mcgrew as more evidence points to top saudi intelligence officers. >> disappearance, almost certainly a murder. good morning. nbc news and other agencies obtained passport scans of the saudis who flew in to istanbul just before the disappearance of jamal khashoggi and threw out hours later and "new york times" did incredible detective work looking for those same men in past photographs and video, finding them, showing the men suspected of killing the journalist near or at times next to the saudi crowned prince mohammad bin salman. u.s. secretary of state mike pompeo met with the crowned

welcome back. it is 6:56. first lady melania trump's plane is forced to make an emergency landing due to mechanical issues. there were reports of smoke in the cockpit. is new video just into our newsroom, as the passengers are getting off of that plane there returning to andrews air force base. the plane was en route to philadelphia. there are reports that ten minutes into that flight secret service agents suddenly jumped up and ran to the front of that plane. reporters on board were brought towels and told to hold them over their faces. no one on board was hurt. >> 6:56. new this morning, a report says bay area roads are among the roughest in the entire

country. this is a live look at a busy spot in contra costa county. nonprofit transportation research group called t.r.i.p. came up with the report analyzing pavement data provided by the federal government to figure out where the major urban roads are crumbling the worst. antioch and concord topping that list of mid sized cities. oakland and san jose topped the list among large cities. the t.r.i.p. report issued a number of recommendations to smooth out the roads including having cities be aggressive with pothole repair. a deputy accused of secretly recording juvenile robbery suspects is expected to be in an east bay court this morning. prosecutors say at least four times sergeant james russell illegally recorded young suspects as they spoke with their attorneys in interview rooms. russell alluded to doing so in conversations captured by police body cameras. he now faces felony eaves dropping charges.

a facility aimed at helping kids in crisis close to home is getting the green light. santa clara board of supervisors voted to approve building a $222 million behavioral health facility, located on santa clara valley medical center campus in san jose. the two-story building will include 24 beds for kids in need of care. >> right now shares in los gatos based netflix are up about 7%. the company wowed wall street with its latest earnings numbers. the streaming service is reporteding a record amount of new subscribers, most of those from outside the united states. netflix also plans to produce more original content. if you haven't checked your tickets from the lottery, no one won the big mega millions jackpot. >> get up and go to work. friday's jackpot will be the second largest ever. last night lottery leaders did announce one mega millions ticket sold with five of the six numbers. it happened in san francisco at the marina green satisfeway.
