good monday morning to you. starting out the work week, take a live look downtown san jose, a nice way to wake up this morning. 4:30 for you right now. thank you for starting your morning here with us on "today in the bay." i'm marcus washington. >> and i'm kris sanchez. laura garcia is off this morning. nice to see you this monday morning. it was kind of mild out there, kari? >> not too bad. we've got the clouds rolling by. we start out with some cloudy skies. another look r look at downtown san jose, checking out our temperatures that will be in the 50s as you get ready to head out the door. we'll drop down to about 53 degrees around sunrise and start to warm things up as the skies clear. we're heading up to 73 today. it's going to be perfect out there, and in antioch reaching 76. 73 today in santa rosa.

so we'll get a look at all of our microclimates in the week ahead come up. mike, a couple of issues in the east bay. >> a couple of issues because most of the bay wexp sensors. we have a crash reported just off the nimitz freeway on westbound 92. that's heading toward the san mateo bridge. i'll give chp a couple more minutes to give us a little more detail. i don't see a lot of slowing there. i do see a lot of slowing here southbound 880 approaching 23rd. in the backup, because of lane restrictions, there was only one lane open through the construction zone, underneath that crossing they do the overnight roadwork. there was a crash over there as well. it looks like the slowing is starting to improve. i'm going to say i think the crash cleared. i'll double check that on folks leaving the area headed away from the bay bridge. cocoa county and the maze looks great. back to you. >> thanks, mike. 4:31 right now. new this morning, a suspicious fire is under investigation in san jose. this is a house fire, this is

video just in to our newsroom of the damage done. you can see firefighters on the roof of the homeworking in the smoky conditions. the fire happened near carolina avenue atilto park drive around 1:00 this morning. at least three other homes had to be evacuated. luckily no one was hurt but one woman will need to find a new place to live. the san jose fire department is calling the fire suspicious. nbc bay area is headed to the scene. we'll have a live report for you at 8:00. oakland mayor libby schaaf is ending a police policy requiring new attention. >> regarding job applicants to reveal confidential information including whether they had been victims ex assault. >> reporter: questions swirling as to why oakland pd has been requiring job applicants to disclose confidential information, including whether they're victims of sexual assault. >> it certainly seems to discriminate on its face against

women. >> reporter: san jose employment attorney laurie costanzo says the waiver could leave the city open for lawsuitsng to impocket men as chd as women applicants because women are the rijority of those suffe >> reporter: it's unclear how long the waiver has been in place. opd has not responded to our request for comment but police officials tell "the chronicle" the department wants to review any police reports any applicant might appear in. however the form reportedly does not ask applicants if they were the victim of other crimes. meanwhile, mayor libby schaaf was taking action. schaaf issued a statement saying "today i ordered the immediate removal of a waiver where opd applicants authorize the release of confidential records, including those that would disclose whether they are victims of sexual assault" and schaaf requested more information on how the department has been using the information in the past.

she also said "sexual assault survivors have persevered throughumhespect, honor and welcome in oakland." >> that was tom genson reporting. we asked former and current police officers and administrators about the practice. every one of them said they were shocked and they believed it's wrong. not one of them knew another law enforcement agency that required disclosing that private information. developing right now, three earthquakes rattled canada's east coast overnight. the first one happened and was reported as a 6.5. it struck just before 11:00 last night off the coast of vancouver island. then about 40 minutes later another 6.8 quake struck. the third earthquake was reported at magnitude 6.5, just before midnight near the same area as the previous two. so far, no reports of damage and no immediate tsunami warning. from in 50th anniversary of the great quake

good morning, i'm frank holland. here are today's top business headlines. wall street looks like it will open up slightly higher this morning. markets in asia and specifically china rallied overnight. back here in the u.s. it was a mixed session on friday. the dow rose on thelosiac strea in october with the dow off more than 3%, and the nasdaq down markets are still down sharply more than 7%. this is teek500 porting their r. how your credit score is calculated. big changes are coming to fair isaac, the creator of the fico score plans to roll out a system factors in how consumers manage cash, checking savings and money market accounts.

good morning, look at this, a nice clear shot in san francisco this morning as we wake up to this beautiful sight. i like this. freeze frame this for the rest of the day for me. it is 4:44 for you right now. check this out, a big breach in royal protocol, but everybody sailor also hugged meghan markle a little more apparently he told her be gentle with the duchess, she is the examining. i don't know if he said that. the cupel is still in australia but markle, a so cal native is cutting back on some events because of her pregnancy. i wouldn't call that cute. that is a security breach. can you imagine? i find it scary. >> high-risky on the high seas. >> he's like argh, harry! >> all right, so we're starting out this morning with some low

clouds across the bay area, and we're going to see all of that ea actlly cooler temperatures. we have such an amazing weekend, and that weather continues into today. here is a live look outside in san francisco. the seven-day forecast at the bottom of the screen starts out in the south bay, and right now at 57 degrees, as you get ready to head out the door, it is chilly in napa, now 43 degrees and 53 now in livermore. so as you get ready to head out the door for that morning commute in brentwood, it's going to be partly and mostly cloudy. there may be some patches of fog. we'll be in the low 50s through about 8:00 and then we're heading into the low 60s later on this morning, as the skies clear. if you're going to the warriors game, expectt be mostly clear, as we go into the evening, pregame at about 5:00. 60 degrees, and as the game begins t will be clear and breezy with some upper 50s with the patchy, low clouds rolling back in. we're looking at highs in the south bay in the low to mid-70s, even some upper 70s as you head to the south county with gilroy

today reaching 79 degrees and 72 in milpitas. for the east bay up to 78 in danville. martinez 74 degrees, and 64 in oakland. expect san mateo to reach 66 degrees, and palo alto 69 degrees. some low 60s on the embarcadero, while the rah rena district sees the fog rolling by, the gusty winds and staying in the 50s there. 75 in novato today and ukiah expect a high of 78 degrees. as you look out the window getting dressed this morning, you need some light long sleeves for the start of the day, because it is kind of chilly out there, but maybe some comfortable shoes as you spend a lot more time outside enjoying the nice weather. as we go through the week, high pressure will build and that will give us some even warmer weather, allnd will have a nice onshore flow, so at least the coastal areas will stay cool. as we go into next week we'll watch an area of low pressure approaching and that could bring in some slight rain chances farther to the north, but it looks high pressure

stays strong and keeps it warm for this time of year across the bay area. inland areas go from 76 today to the low 80s by the end of the week and we'll see that weather continuing into the weekend. san francisco mostly staying in the 60s all week long. mike, that traffic still hanging up in oakland? >> it is because of overnight roadwork. folks familiar with the area know 23rd and the foot bridge that goes over, they're still working on the long-term project. so they had lane closures, restrictions and a crash. toward the bay bridge there is an incident reported around the toll plaza. southbound is where things jam up. the crash i told you about approaching the area that has cleared. no injuries and no involvement for those cal trans workers as far as i know, but watch out. slow for the cone zone and we still have lane restrictions. i think we're down to one lane at 23rd right now. they should be picking up over the next ten minutes though. over here the arrows show you the commute directions through the tri valley and the east bay.

no slowing for either of the stretches. the crash toward the san mateo bridge toll plaza has not been a problem. no problems getting across the bay area or across the dumbo. the peninsula is line a light flow of traffic. back to the bay bridge toll plaza we see a considerable backup, this is about the peak of it, before they open those remaining two cash lanes. folks tend to get toward the bridge about this time like you see here and it will start to clear up over the next 10, 15 minutes in time for it to back up again. lovely pattern. back to you guys. >> at least we're consistent. thank you very much. 4:49 now, and four americans are dead after accident in costa rica. the four tourists were part of a group from florida enjoying a bachelor party when this happened. guide was also killed. authorities say three rafts flipped on the river on saturday, carrying the five victims downstream. 13 other passengers managed to cling to those rafts before they were rescued.

the river was reportedly swollen by recent rain. an alert had been issued for that area for possible flooding. new this morning, four people safely escape a house fire overnight, this happened near ridley drive and bennett court in fremont, just after 2:00 this morning. this video just in to our newsroom of the crews at the scene. within 15 minutes, firefighters were able to bunt out that fire. the cause is under investigation. firefighters believe i ne meet to consider extending the city's moratorium on new gun stores. councilmembers first approved that temporary ban last fall in the wake of the massacre in las vegas. the order later prevented a southern california-based gun store chain from opening in town. san cor close' moratorium is scheduled to end next month. two men crash electric scooters in downtown san diego, it happened around 6:00 in the evening. 43-year-old rider was using a bird scooter when another 48-year-old man crashed into

"nbc bay area responds," to a san jose woman who says an auto dealer tried to stiff her on repairs. >> she says it wouldn't honor a warranty. consumer investigator chris chmura is here with her story and how our team helped. >> sally perez bought this 2014 bmw2 series in may. two months later she encountered that right there, a blank display. she says she took the coup back to the dealer for repairs and didn't expect the90-day warranty. the mechanic fixed the display but handed s bill tell her why it sally paid the two grand get her car back and then turned to us. we contacted the dealer. it did not explain what

we see the speed sensors improving southbound from 980 you'll find slowing and improvement. there's much of the closure for our traffic system but the sensor also take a couple seconds to wake up. i believe they have opened the lanes through the construction zone south 880 past 23rd. just use caution there. getting toward the bay bridge again the maze is moving smoothly. we'll watch for the backup there and no problems for fog. visibility is great on ggb. new for you this morning, investigators looking into what caused a house fire in san jose, forcing several people to evacuate overnight. nbc sharon
