60s by 11:00. we'll get a look at all of our microclimates coming up. mike taking us back to oakland. >> start off with the green sensors all around. the approach toward the bay bridge, the backup a little bit over at the toll plaza. of course we know it's going to build and they'll open all the toll lanes for cash in a couple of seconds. we're hoping they open all the lane toward the nimitz and 808 snd. we see the speed sensors improving southbound from 980 you'll find slowing and improvement. there's much of the closure for our traffic system but the sensor also take a couple seconds to wake up. i believe they have opened the lanes through the construction zone south 880 past 23rd. just use caution there. getting toward the bay bridge again the maze is moving smoothly. we'll watch for the backup there and no problems for fog. visibility is great on ggb. new for you this morning, investigators looking into what caused a house fire in san jose, forcing several people to evacuate overnight. nbc sharon katsuda is live to

show you the damage. >> reporter: you can see the fire caused a lot of damage. burned mattress here and some furniture. the house is all boarded up and all this damaged furniture on the front lawn. the fire broke out at this house on the 3900 block of hamilton park drive at about 1:00. firefighters told anybodies to evacuate their homes while they fought the blaze. fortunately, it didn't spread to other homes but the person who lives here was displaced and helped by the red cross. we are hearing that investigators are looking into possible arson, but we have yet to confirm that. reporting live in san jose, i'm sharon katsuda, "today in the bay." >> sharon, thank you. it is 5:01 now and the latest on the saudi journalist killed inside a consulate in turkey. top saudi official is trying to fill in the blanks on how this all happened. are saying, which is that they had no part of it. >> right, not only that they had no part of t but that this was an accidental death by a rogue team that had no connection to the saudi government. no, lawmakers here on both sides, democrats and republicans, aren't buying that. they say the story just does not add up. saudi arabia's foreign minister tells fox news the death of jamal khashoggi inside their turkish consulate was a mistake. >> it was discovered that he was killed in the consulate. we don't know in terms of details how. we don't know where the body is. the consulate is not aware of this. even the senior leadership of intelligence service was not aware of this. this was a rogue operation. >> i don't think anybody believes that. >> reporter: the details bringing doubt on capitol hill. >> you don't bring a bonesaw to a fist fight inside the embassy in turkey.

live from washington, i'm tracie potts, "today in the bay," back to you. >> so many of us are watching that closely, thank you, tracie. transgender rights forrers are blasting an apparent white house effort to roll back recently won protections. the "new york times" obtained a department of health and human services memo seeking to establish legal definition for an individual's gender as strictly male or female. the person's gender would be determined exclusively at birth and then would be unchangeable. the obama administration loosened gender definitions leaving it largely to the individual. critics fear this new effort is meant to define the transgender community right out of existence. san francisco mayor london breed tweeted her opposition saying it has no place in an inclusive society. >> 5:04 right now. turning to decision 2018, one of the most contested propositions on the ballot, prop six, has fierce defenders and critics. supporters of yes on six rallied

in walnut creek this weekend. that measure repeals california's gas tax. supporters say it costs the average family nearly $800 a year, and much of that is diverted away from road repair. they also have a warning for voters about the wording on the ballot. they say it's labeled prop six, they're saying repeal road repairs is strategically misleading. >> we know the money is there to fix the roads, so why are all those scary commercials threatening us if we vote yes on six, we're going to die in a car accident? it is because the politicians are lying. they know we want road repairs, and they are dangling it like an ornament, like lucy and the football, saying we'll fix your roads this time. >> now opponents of prop six say that it is an attack on bridge and road safety. they claim it would eliminate funding for more than 6,500 transportation projects currently under way. earlier today a judge may issue her final decision in the case of monsanto's massive

payout to a bay area man with terminal cancer. in august jurors awarded a former groundskeeper $280 million. the judge is deciding whether to uphold that verdict, reduce the damages or order a new trial all together. in a tentative ruling two weeks ago, she seemed to be leaning toward vastly reducing that award. pittsburgh police are looking for the driver involved in a deadly hit-and-run crash that happened on beau canon road near meadows road 4:30 saturday morning. 35-year-old michael watkins was walking on the side of the road when he was struck and killed. police say using surveillance video they have identified the suspect vehicle involved, an f150 pickup truck with a sunroof. a big cell phone theft bust in napa county. look at this photo here, american canyon police shared.

officers found eight stolen cell phones, two smartwatches and a gun inside of a car following a two-county pursuit. this started saturday just before 6:00 after a t-mobile grab-and-go robbery in american canyon. police arrested two men, both facing felony charges. there have been several grab-and-go thefts in the bay area in recent weeks. new for you this morning, people in berkeley will soon learn the fate of the trees and landscaping in their beloved traffic circles. this summer, the city said that it would be cutting down the trees and any vegetation after two and a half feet tall there. in order to create a safer line of traffic. number of residents complained and according to berkeley's side, the city backtracked and tomorrow will hold a community meeting to address the issue. one of the questions, is whether the city will take over maintenance of the circles which has always been a job for the residents. >> if the city maintains them,

i entered the studio, so here is the change. over here in the east bay, southbound 880 no for slowing, no more crash no, major injuries and everything is back to green for the nimitz underneath the 23 overcrossing. things are backing up at the bay bridge. we know that's going to happen but getting off of the bay bridge in san francisco, this is the change, we have a crash here and folks, chp has held all traffic just for the next couple of minutes, from what i can tell there's a motorcycle-involved crash south 101 just off the skyway. we're following up to see if there's any major injuries. think it's just because we have to get a tow truck there and trying to keep everybody away from the scene for a couple of minutes. we'll follow that in san francisco. anything south of there looks just fine. back to you. >> thank you very much, mike. coming up, halloween giving a scare at the box office, bringing in big bucks. you can look. >> no. >> is it any good, what critics and audiences are saying this morning. >> i did not realize that was happening.

out the door and see the cloudy skies and it's a cool start. live look outside in san jose, all of those clouds we are seeing this morning clearing out. as we go to willow glen, we'll start out with low 50s this morning and head to the low 70s. it's going to be cooler than normal but a warmup is on the way and hurricane will, coming up in five minutes. and a clear look across the san mateo bridge. we can clearly make out the high-rise as well on the peninsula side. problem though, getting to the peninsula off of that bay bridge. the crash i told you about, chp thinks it's a bigger deal than first thought. a very good morning. happy monday to you. big week for earnings reports this week. we should hear from amazon any day now, as to where the company's going to put its second headquarters. chicago and new york's long island front-runners. reminder, oracle open world gets started, that's going to cut off some of the streets near the moss conn

moscone center. twitter is dealing with new twitter bots supporting the saudi's version of what happened to that missing journalist. there was an unexpected fist fight, that's the story. saudis supporting twitter accounts are attacking people who question that story. "the times" also said saudi intelligence officers xwroom eg twitter employee into spying for them. it's not clear whether that employee worked in san francisco. "the times" says the twitter employee who was saudi himself peeked into certain dissent accounts. he was fired and returned to saudi arabia. san francisco's uber and lyft are racing to an ipo. both companies secured the banking and paperwork they need. uber has apparently made plans to deliver food by drone similar to plans by amazon, which made this video. job posting on the company's website first noticed by the "wall street journal" says uber wants to launch food drones by 2021, that's less than three years away.

>> can't look. terrifying. >> i saw the spooky clouds rolling over the bay area this morning so that's what you're going to see as you head out the door this morning. here is a live look in palo alto where we start out with cloudy skies and it's going to be a beautiful day, as we head into the low 60s for the afternoon, look to see everything clearing out by about noon here. it's going to be breezy as well as you make your way out the door, headed to the dublin b.a.r.t. station. it's going to be a chilly morning. grab a jacket. look at the numbers, only 50 degrees at 8:00, and then at noon, lunch outside. 65 degrees, all clear and sunny and it warms up a few more degrees from there. toward concord highs in the low 70s for today. at 3:00, we're at 73 degrees. so as you are getting ready getting your hair together it's going to be a day where you need a little bit extra hair spray because it is so humid this morning, and look at that, the humidity at 89%, but then later today, it's going to be drying out. so we have a very humid morning and a breezy and sunny day.

and we're looking at highs in oakland reaching 68 degrees. 63 in san francisco, and 70 in palo alto. 73 today in san jose, and then i wanted to give you a look at what's now hurricane willa, a category 4 hurricane. wind speeds at 155 miles per hour, close to puerto vallarta, expected to move off to the north and east the next couple of days. a lot of vacationers there keeping a close eye on the storm. it will be a strong one as it moves inland over the next couple of days. here at home, we're looking at a cool start to the week but a warm finish. by friday up to 848 degrees and the weekend looking summer-like and we're looking at san francisco, some low 60s today. we start out with clouds and fog, and then heading into the low 70s by friday. mike, chp issued a traffic alert? >> they have. chp has issued a traffic alert. i'm trying to check out exactly what's going on. they haven't updated in the last couple of minutes. i hope that means they're making

progress. the south bay, east bay, peninsula, both sides just fine getting up toward the bay bridge. getting off of the bay bridge is a problem in san francisco, because of this traffic alert. i did not put clear signage because i'm not getting clear information on exactly what's going on. we are looking at the report, sounds like southbound 101 just off the skyway exiting eastbound 80, that's right here around octavia. the speed sensors have suddenly lit up back to green. chp has given no indication that they have cleared the lanes but they did have to clear at least a motorcycle and possibly some debris. i'm not hearing about major injuries but it is a traffic alert. so we'll continue to follow that. but traffic does seem like it's moving smoothly off of the bay bridge and the backup now formulating toward the toll plaza. we'll see the metering lights in the next couple of minutes. scott talked about the moscone center, we had the closure between third and fourth. folks know how to get around it but note it is there. and b.a.r.t. getting out of the city, we have a delay, 20 minutes suddenly reported on delays for trains headed to

warning, california. a handful of billionaires have spent over $70 million on campaigns to undermine our public schools. and electing a former wall street banker named marshall tuck to superintendent of public instruction is all a part of the billionaires' plan to take money away from neighborhood public schools and give it to their corporate charter schools. that's why tony thurmond is the only candidate endorsed by classroom teachers for superintendent of public instruction. because keeping our kids safe and improving our neighborhood public schools is always tony's top priority.

after a boat caught fire near san dramatic new video shows flames shooting into the air after a boat caught fire near san diego. 15 people on that boat were rescued. crew members of another fishing vessel contacted the u.s. coast guard to report a boat was engulfed in flames and several people were in the water. the survivors, some of whom were badly burned, were pulled from the water. tomorrow we'll find out if napa county will send a strong message to pga, and it has to do with the power outages two weekends ago that pg&e did to prevent wildfires during high winds. some county leaders are not

happy with how things turned out. the napa county executive officer asked the board of supervisors to sign a letter of concern. it states the county understands the need to reduce fire danger. leaders and residents need more notice and more details about the outages. the letter also asks pg&e to partner with local leaders and agencies to make sure that people are more prepared for an outage like that. vote on whether to send that letter to pg&e is set for tomorrow. now to new video of a frightening accident. this is near the campus of clemson university in south carolina. i want to you take a look at this. >> oh, my. >> and you see it right there, a night of fun to celebrate homecoming took this unexpected turn at a fraternity party on saturday. the large crowd was dancing there on the floor, the floor just gave way and collapsed. nearly 30 people were hurt. amazingly here, none of those injuries are serious.

clara, 57 degrees at 10:00 and at noon 61. we're headed into the low 70s today. let's head over toward the tri valley as you get the kids out the door for school this morning, as you walk to school it's going to be in the low 50s but low 70s later on today. we'll talk more about that coming up and the weekend, but mike, a couple of delays for san francisco commuter. >> getting into out of san francisco. out of san francisco b.a.r.t. reporting a 20-minute delay out of the gates there. this is going over toward the east bay toward the antioch stations as well as the dublin/pleasanton lines. two of the lines headed across the east bay we are watching that. no other details. sounds like a mechanical issue, getting out of san francisco, again. into san francisco the bay bridge is not showing any slowing but there was a crash and a closure of 101 getting on to east 80, that's an unusual pattern there. most of the commute doesn't do that. that might be why we're not seeing that. chp will give us more detail. the rest of the bay, guys, is clear. back to you. >> thank you very much, mike. today is the last day to register to vote in the november

"today in the bay" pete suratos has the numbers for the major counties around the bay area and what you need to know if you still want your vote to count. good morning, pete. >> reporter: good morning to you, kris and marcus. today is the day, if you want to register to vote in california. it is the last day, so it's important that you do so. i'll go tote that information on how you can do it if you still have questions. i want to show you some video of the mail-in ballots coming in here in contra costa county, this was posted to their twitter account. when it comes to the latest numbers, you got over 600,000 eligible voters registered in:can cloud cover cou-- contra costa county. in alameda roughly 800,000 registered to vote. in santa clara you have 875,000 people registered to vote. workers are still processing

canada's west coast overnight and they weren't little ones either. the first one reported as a magnitude 6.5 that struck just before 11:00 last night off the coast of vancouver island. about 40 minutes later another 6.8 quake struck. the third earthquake was reported at a magnitude 6.5, that was just before midnight in the same area as the previous two. at this point, though those were pretty strong, there are no reports of damage and no immediate tsunami warning. developing right now, the massive and growing my grant caravan crosses into southern mexico, making its way from central america to the u.s. border. several thousand people are traveling from nations including guatemala and honduras seeking new life in the united states. president trump is already turning this into a midterm elections issue, demanding the migrants stop short of the u.s. border. many say though they are trying to leave behind a life of violence, of poverty, and

[ speaking in foreign language ] "i have suffered gang violence in the neighborhoods where i live and that is why i fled the country." >> those my grants are promising to keep traveling north despite mexico's threats of deportation. coverage here we continue to follow and an update to a shocking deadly shooting we covered two weeks ago here on "today in the bay." police have arrested three juveniles in the death of 17-year-old omar zargoza. he died in antioch october 9th outside of a lucky grocery store. antioch police say officers last week arrested three teenage boys, all are now in custody in juvenile hall. the man sentenced in a bizarre vallejo kidnapping that made national headlines is scheduled to appear in court today for a state trial. matthew lawlor is serving a 40-year sentence of the kidnapping of denise hoskins in

2015. he also assaulted her boyfriend. police initially considered this crime a hoax during an interview with nbc bay area, he said he thought about defending himself. he has since reversed course. 5:36 now. oakland mayor libby schaaf is taking swift action ending an oakland police department policy that has gotten a lot of attention. it required new job applicants to reveal confidential information about themselves including whether they had been victims of sex out assault. san jose employment attorney lori costanzo says the confidentiality waiver could leave the city open for lawsuits brought by civil rights groups or women applicants. >> it's certainly not going to impact men as much as it will impact women applicants because women are primarily the majority of those suffering from sexual assault. >> reporter: it is not clear at this point how long that waiver has been in place. opd has not responded to our requests for comment, but police officials tell "the chronicle"

that the department wants to review any policy reports that an applicant might appear in. mayor schaaf is also requesting more information on how the department has been using that confidential information up until this point. happening today, a planned pg&e power outage at a busy intersection in daly city, from 8:30 this morning until 4:30 this afternoon, power will be out near john daly boulevard, sheffield drive and north mayfair avenue. you'll want to take it slow if you drive in this area. power crews will be disabling the traffic signals that control the intersection. live pictures now from the new in and outburger in millbrae. it's a special day for the california fast food institution, as it is 70 years old. might be getting up there in age but we hear the food is very fresh, very young. >> happy birthday. >> the burgers are not that old. >> young at heart. fresh food every day, slice those potatoes fresh for the

fries, that's good stuff. over here, we're looking at good stuff for the b.a.r.t. system as well. early trains the first trains out of the gate may be late, as late as 20 minutes, but they are moving now out of san francisco without any more problems, getting toward antioch and toward the pleasanton/dublin stations. we had the mechanical issues for one train. all trains are clear off the tracks. better news for b.a.r.t. out of san francisco and better news in to san francisco and through san francisco, that crash involving the motorcycle 101 east at 80 cleared from reports. no more problems in san francisco. the bay bridge toll plaza metering lights are on, as you would expect at this time of the day and as as we zoom out to the rest of the map, no slowing outside of the bay bridge toll plaza. >> that's good. >> thank you very much, mike. nice to see all of that green on your map. kari, nice to see clear skies. >> we'll have a lot of sunshine as we go throughout the week and temperatures will be heating up, so as we lead into the weekend, we go from 76 today to some 80s

by saturday and it's going to go back to summer for a few days, and as we look at san francisco, some clearing skies in the forecast, but dipping into the upper 60s after a week of reaching up to 70 degrees. let's go to squaw valley, here is a live look this morning, if you go there this upcoming weekend expect highs to reach into the upper 60s. the morning temperatures have been very chilly, dipping into the upper 20s there so not as chilly as you head to russian river valley as we reach up to 80 degrees on friday, but then slightly cooler by the end of the weekend. if you're thinking you are making it a beach weekend headed to santa cruz, it's going to be in the low 70s. now, i just posted a few snapshots of my weekend, i' i'm @karihallweather. i'll keep you updated on the weekend so follow me. the temperature trend is coming up in about three minutes. coming up, a brand new bay area gun store that has not been allowed to open et cetera doors

let's head over to east san jose to the neighborhood of evergreen. we'll still see the clouds through about 9:00 to 10:00, but then the sun just breaks out and our temperatures warm up. upper 60s by 1:00 today. we'll look at our microclimates and talk about what's ahead for the rest of the week, coming up in less than five minutes. and the bay bridge toll plaza, it occurred to me i hadn't shown you the backup. it's there. it's monday. we have relief on the san francisco side from the earlier crash. we'll track all the other traffic that's starting to build right now. new, four people safely escape a house fire overnight. this happened near ridley drive and bennett court in fremont, just after 2:00 this morning. this is video just coming in to our newsroom now. you can see the crews there at the scene. we're told within 15 minutes firefighters were able to put out that fire. the cause is under investigation right now. firefighters believe it started in a nearby shed and then spread to a home. guns are a hot topic on the

peninsula. san carlos leaders meet tonight to consider extending the city's moratorium on new gun stores. councilmembers first approved the temporary ban last fall. this is in the wake of the massacre in las vegas. the order later prevented a southern california based gun store chain from opening in town. san carlos' moratorium is scheduled to end next month. two men crash on electric scooters in downtown san diego and it happened last night around 6:00 in the evening. still daylight. 43-year-old rider was using a bird scooter when another man, 48-year-old crashed into him. police say one man slowed down and the other man was following at an unsafe distance and wasn't able to avoid him in time. the 48-year-old man fell into the roadway, broke his left arm. police say that man seemed like he had been drinking. sfrap allowed two scooter companies to operate so we've been watching these stories happen for a while. former fbi director now forever linked with 2016's

presidential election and that stunning firing by president trump is here in the bay area for a series of speaking engagements. happening tonight at 8:00, james comey appears at the veterans memorial auditorium in san rafael. his engagement is part of the npsf speaker series. through thursday, comey will lecture in oakland. he'll be in san mateo and back in san rafael. if you don if you don't have your tickets, it is too late. all four engamigements are sold out. the president is warning some americans not to vote. >> what? scott mcgrew, the dire warning came this weekend. >> it did and comes as early vote something under way in some districts. video from las vegas, where there is a critical election for a new senator. people lined up to cast their early ballots. 30,000 people voted on saturday, that's three times as many as last year, and another 17,000 on sunday. around the same time, the president tweeted "all levels of

government and law enforcement are watching carefully for voter fraud, including during early voting. cheat at your own risk. violators will be subject to maximum penalties, both civil and criminal." obviously for an american to cheat at the ballot box is illegal. what the president said was not factually inaccurate, but many critics say the president's tweet smacks of joel time jim crow type intimidation. >> so democrats produce mobs. republicans produce jobs. that's become hashtag. right? that's called hashtag. that's a new hashtag. that's one. >> president trump rallied over the weekend and said a number of things that kind of need a follow-up. he said there are riots in california over sanctuary cities. there has been no rioting in california. the president also said washington would pass a middle class tax cut before november.

so that's ten days away. now the house isn't in session, couldn't pass one because members of congress are not there. they won't be back until the middle of next month. the president warned ending a defense deal with the saudis would cost "over a million jobs in america." this also needs some fact checking. as "the washington post" points out, the president said this defense deal will cost 500,000 jobs on october 13th. 600,000 jobs on october 17th and now over 1 million jobs on october 19th. lots going on in the case of the missing journalist in turkey. i'm tweeting about that and tracie potts will have more from washington in about 30 minutes. a waitress at a north carolina restaurant gets a $10,000 tip. she posted the photo of the cash left by jimmy donaldson.

need a jacket, but later on today, you'll be taking it off. our temperatures will be nice and comfortable, upper 60s by 1:00, as we head up toward about 75 degrees in concord, and 76 in livermore. in san jose, 73 degrees and 63 in san francisco. napa today expect a high of 74 degrees. really nice, and some light long sleeves will keep you comfortable and as the day goes along, you may be spending more time outside, so make sure you're wearing some nice and comfortable shoes, and then throw on your jersey, if you're going to the warriors game tonight at oracle arena. it's going to be mostly clear. pre-game about 5:00, and 60 degree temperatures around oakland. as the game begins we'll be at 57, all clear skies and the low clouds move in as you head out of oracle arena, it will be in the mid-50s. through the week, we're going to see some changes. high pressure moves in. that gives us a little bit less of that ocean breeze and we also see temperatures heating up once we get high pressure, and so our

temperatures are going to be very warm, but then by early next week, that's halloween, we're going to be looking at some changes once again and the potential of some cooler weather, but look at our warming trend, as we go into the next several days, our inland valleys the mid-70s today, but mid 80s by the end of the week, and the weekend looks warm and sunny, feeling like summer. san francisco mostly staying in the 60s, and mike, we're back to our normal commute. >> thank goodness. we had a couple of issues. a closure that cleared from oakland, a crash and traffic alert that cleared from san francisco, and b.a.r.t. is running on time or at least the trains are moving just fine out of san francisco. looking at speed sensors around the bay, expect to see this little bit of slowing north 101 in san jose and a little build 880 south through hayward and 680 south through pleasanton. we're right on schedule, right on pattern for the color changes out of the green area. the bay bridge toll plaza has your metering lights on. we showed you the backup standard. now slowing off of the berkeley curve. here is an issue, more pronounced slowing, looks like it started to improve again,

diagnosed with multiple sclerosis. 46-year-old blair revealed her disease in an instagram post on saturday, as she thanked a costume designer on her netflix show for helping her when she is unsteady. blair says she has had symptoms for years but only diagnosed back on august 16th. she said sometimes she falls, she drops things, and her memory is a bit foggy. in her instagram post blair says she hopes by revealing her disease she gives other people hope and perhaps some hope for herself as well. multiple sclerosis is a disease that involves the damage of nerve cells in the brain and in the spinal cord. the symptoms include like blair said, numbness, impairment of speech and muscular coordination. it also can happen with blurred vision, and severe fatigue. the cause of multiple sclerosis or ms is not known but it is believed to involve genetics. big changes are coming to how your credit score is

calculated. that company behind the fico score says they plan to roll out a new system next year that factors in how consumers manage cash in their checking, savings and money market accounts. it's the biggest system since the 1990s. it is designed to boost the number of aprofprovals for cred cards by taking into account the borrower's transaction history which could signal how likely they are to repay. experts say that credit card interest rates are on the rise. >> it's happening for a good reason, because the economy is doing better, but still, that's cold comfort to somebody who is paying 17% on a credit card. >> the best advice is to still pay off your credit card in full every month. also this morning, a big breach in royal protocol. you see the guy in the white
