"today in the bay" continues right now. good morning to you on this monday morning. thanks for starting your morning here with us. i'm wi i'm marcus washington. >> i'm kris sanchez. laura garcia is off this morning. the roads look green on the maps. this is a good thing so far. kari has some weather that might make you feel happy. >> it will be a very nice day. we start out with the clouds, we'll see that throughout the morning hours but that's also going to keep the temperatures down. here is a live look outside in dublin this morning. lot of people heading out the door. are you on your way out, too? grab a jacket, because our temperatures will be in the lower 50s. we'll be at 55 at 10:00 in campbell, also about when we'll start to see our skies clearing.

upper 60s there today, as we get a look at all of our microclimates, mid-70s inland and low 60s for the coast. we'll talk about the rest of the week as we go back to summer, that's in a few minutes and mike, a crash near the bay bridge. >> we have a crash near the bay bridge. concern over by the berkeley curve. live look out here we see traffic flowing smoothly westbound 80. things slowing down at the berkeley curve. west 580 approaching the transition we had reports of a crash. i scanned the area, didn't see it on a live camera and the speed sensors don't look any worse than we typically see. west 580 coming in toward the maze and transitioning on toward that drive toward berkeley, so it's kind of outside of your normal commute. cocoa county looks great, just a build for over here, walnut creek, and earlier disabled vehicle west highway 4 around san marco may still be over there on the roadway. tow truck trying to get there, the backup in pittsburg and bay point. the rest of your map, you see a smooth flow of traffic through the tri valley, build for

hayward and the castro valley y there but no major concerns. little more for the south bay. i'll check on this for 680. back to you. >> see you in a bit. investigators are looking into what caused a house fire in san jose that forced several neighbors to evacuate overnight. it spread fast and furious. sharon katsuda is live in san jose to show us the damage and what investigators are looking at at this point, sharon. >> reporter: kris, a homeowner herself came out and told me that she had to run for her life when she heard someone yelling outside of her house, and somehow set her house on fire. take a look. this is the damage that's left behind. you can see a burned mattress here and a lot of furniture on the lawn. the house is boarded up. the fire broke out at the house on the 3900 block of hamilton park drive around 1:00 a.m. firefighters told neighbors to evacuate their homes while they fought the blaze. fortunately it didn't spread to

other homes, but this home is so badly damaged that the homeowner can't stay here. she's safe with a neighbor right now. investigators are looking into possible arson as a cause, and police are looking still for the person that she believes set fire to her home. reporting live in san jose, i'm sharon katsuda, "today in the bay." >> thank you, sharon. new this morning, a big cell phone theft bust in napa county. look at this photo that american canyon police shared all of that was phone. eight stolen cell phones, two smartwatches and a gun inside of a car following a two-county pursuit. this started saturday just before 6:00 after a t-mobile store grab-and-go robbery in american canyon. police arrested two men, both facing felony charges. there have been several grab-and-go thefts in the bay area in recent weeks. >> 6:03. a judge mayi issue her fina decision in the case of monsanto's massive payout to a bay area man with terminal

cancer. in august, jurors awarded a former vallejo school groundskeeper $289 million. they found monsanto knew its roundup weed killer could cause cancer. the judge is deciding whether to uphold the verdict, reduce damages or order a new trial. tentative ruling two weeks ago, she seemed to be leaning toward vastly reducing the award. pittsburg police are looking for the driver involved in a deadly hit-and-run crash that happened on buchanan road near meadows avenue around 4:30 in the morning on saturday. 35-year-old michael watkins was walking on the side of the road when he was hit and killed. police say they used surveillance video to identify the suspect vehicle involved, so you'll want to keep your eyes open if you were in that area for a ford f-150 pickup truck with a sunroof. people in berkeley will soon learn the fate of their trees and landscaping in their beloved traffic circles. the city said it would be cutting down the trees and any

vegetation over two and a half feet tall, in order to create a safer line of sight in traffic there. the number of residents complained here and according to the berkeley side, the city backtracked and tomorrow will hold a community meeting to address the issue. one of the questions is whether the city will take over maintenance of the circles, which has always been the job of the residents. >> if the city maintains them, they're going to maintain them the way they see fit, which is not really the way that, not with the same amount of care that's been done by the neighbors. >> each one does need to be evaluated for sight lines. evaluated for tight lines. i think there can be a win/win in this argument. i don't think it's a this or that. common sense. safety. >> like if there's lots of shrubbery, you can't, when you're driving, you can't see what's on the other side of the circle. >> there is a community meeting being held on the issue. it's tomorrow night at the frances albrier community center.

turning to decision 2018 and one of the most contested propositions on our ballot. supporters of yes on six rallied in walnut creek this weekend. this measure repeals california's gas tax and supporters say that's because it costs the american family nearly $800 a year. and much of that is diverted away from road repair. they also have a warning for voters about the wording on the ballot. they say it's labeled prop six, they're saying repeal road repairs is strategically misleading. >> we know the money is there to fix the roads, so why are all those scary commercials threatening us, that if we vote yes on six, we're going to die in a car accident? it is because the politicians are lying. they know we want road repairs, and they are dangling it like an ornament, like lucy and the football, saying we'll fix your roads this time. >> now opponents of prop six say that it is an attack on bridge and road safety. they claim it would eliminate funding for more than 6,500

right now it's 6:13. we have another cloudy start and we'll be able to leave the air conditioning off today, as we take a live look outside in san jose, we start out at 53 degrees, and then head into the upper 60s. we'll be into the low 70s for our highs this afternoon. nice cool start to the week, but it's going to heat up. i'll talk more about that coming up in less than five minutes. and we're looking at over half an hour. 32 minutes highway 4 to the bay bridge. most of that slowing san pablo into richmond. farther south more traffic so the castro valley y is slow there. slower than the east shore freeway. good morning. happy monday to you. big week for earnings reports this week. we should hear from amazon any day now as to where the company

wants to put its second headquarters. chicago and new york's long island are front-runners. and a reminder that oracle open world gets started, that will cut off some of the streets near the moscone center. i'm sure mike will have more about that. the "new york times" reported over the weekend that twitter is dealing with new twitter bots that support the saudi's version of what happened to that missing journalist. saudis supporting twitter accounts are attacking people who question that story. "the times" also said saudi intelligence officials groomed a twitter employee into spying for them. it's not clear whether that employee worked in san francisco. twitter hasn't commented. "the times" says the twitter employee who was saudi himself peeked into certain dissident accounts. he was fired and returned to saudi arabia. san francisco's uber and lyft are racing to an ipo. both companies secured the banking and paperwork they need. uber has apparently made plans to deliver food by drone similar to plans by amazon, which made

this video. a job posting on the company's website first noticed by the "wall street journal" says uber wants to launch food drones by 2021, that's less than three years away. i want to introduce you to this fella, he's john hennessey, the chairman of board over at alphabet, the parent company of google. he was on our sunday morning program "press here" talking about google in china and all kinds of other issues. he's also the former president of stanford university. >> if you could, would you rather have the stanford band or the usc band? >> oh, am i looking for entertainment or looking for impressive marching? >> i don't know, you were the president of stanford. >> i'd rather have the stanford. my son would kill me if i said the usc band. >> fair enough. i threw him with that question. >> you got him up. >> i wasn't here friday, so i wasn't able to promote my show. it's a podcast as well.

we'll some comfortable weather the rest of the morning into the afternoon. if you're on your way out the door, got to get to to work, the diridon station 53 degrees. cool start and our skies clearing and temperatures starting to warm up. and if you're getting ready this morning, we have some high humidity. look at the number. we're at 93% of relative humidity this morning. so you may need a little bit extra hair spray as you get ready this morning. but it will be drying out this afternoon as our highs head up to 73 degrees in san jose. we'll be up to 76 in antioch and napa 74. san francisco staying in the 60s today. we have hurricane willa and it's a category 4 hurricane expected to move into mexico over the next couple of days just north of puerto vallarta and going to move in as a category 4 over the next couple of days and a lot of vacationers will be watching this one as we go into the week. we have some all quiet, calm weather here at home.

we're going to stay in the mid-70s for the inland valleys. look at the numbers toward the end of the week. it's going to be heating up, the mid 80s by friday. nice weekend ahead, but warm in san francisco. mostly staying in the 60s all throughout the work week. mike, you found what you were looking for, right? >> i did, but it wasn't that near 80 degrees expected for my daughter's halloween party. >> oh. >> that's california, right? i found this over there, the one little set of flashing lights. that is the crash we've been tracking why there's no slowing, it's off to the shoulder, just as folks are coming in toward the maze. so that would be better news, but behind me, we see all these steady lights, the brake lights west 80 coming off the east shore freeway, still congested as you would expect getting over to the bay bridge. no surprises outside of that crash and again, a little slowing approaching the area. they may have a crew that's arriving any minute there. we'll track that. no problems coming out of the north bay. the rest of cocoa county we have that one crash, looks like it's clearing, 680 southbound around

apparent white house effort to roll back recently won protections. department of health and services memo seeking to establish legal definition for an individual's gender strictly as male or female. the person's gender would be determined exclusively at birth and then would be unchangeable. the obama administration loosened gender definitions leaving it largely to the individual. critics fear this new effort is meant to define the transgender community right out of existence. san francisco mayor london breed tweeted her opposition saying it has no place in an inclusive society. now to video of a frightening accident near the university of clemson campus in south carolina. watch this. that is the sound of the floor collapsing. night of fun celebrating homecoming took an unexpected turn. large crowd was dancing the floor gave way and collapsed.

"nbc bay area responds" to a san jose woman who says an auto dealer tried to stiff her on repairs. >> chris chmura is here with how our team helped. >> sally perez bought this 2014 bmw2 series in may. two months later, she encountered that right there, a blank display. she says she took the coup back to the dealer for repairs and didn't expect the bill because the car had come with a 90-day warranty. the mechanic fixed the display

but handed sally a bill for $2,169.70. she says nobody could tell her why it wasn't already covered by the warranty. so sally paid the two grand to get her car back and then turned to us. we contacted the dealer. it did not explain what happened, but it agreed to a full refund of $2,169.70. when you buy a car, treat your warranty like a contract, because it is. read it, understand it and keep a copy of it. then, when you need repairs, make sure you get a written estimate before the shop starts any work, especially if you think that work should be free. if there are unexpected charges, you need to ask some questions and get an explanation. if you aren't satisfied with the answers, you can call the state bureau of automotive repair. when you file a complaint there, the shop is required by law to

looking at a high of 74 today. san francisco stays in the low 60s, we'll talk about the weekend coming up in seven minutes. mike, you have a new crash in san jose? >> i do, kari, as the south bay starts to see a build in the volume, we see a crash and some more slowing at the bottom of your screen. take a look at the rest of your screen. no real surprises for those traffic patterns but northbound 85 sees more slowing north of 85 and 17 and winchester boulevard. the crash may be moving to the shoulder any second now and you see the slower sensors and the build off of highway 87, the area out of the valley. here in the north bay or into the north bay we're looking at westbound 580 the approach toward the toll plaza, richmond to san rafael, west 580 shows thein creased volume as you expect off the east shore freeway. marcus? >> thanks, mike. today is the last day to register to vote here in california, if you want to take part in november elections. now, given the national climate, we wonder if more people are registering here in the bay area.

"today in the bay's" pete suratos has the numbers and the major countings across the bay area. pete, people need to know some things they want to get started and vote on in november. >> reporter: good morning to you, marcus. if you're here in california, be sure to register to vote as today is the last day, and in fact video from here in contra costa county. this was posted by the elections office of their twitter account. you see those mail-in ballots that are coming in. according to the latest numbers from the secretary of state's office here in california, you got over 600,000 people eligible to vote registered here in contra costa county, over in alameda county just over 850,000 people registered, and then jumping over to the south bay in santa clara county, about 875,000 people are registered so far. you got workers still processing forms and mail-in ballots, things of that nature and i want to point out that counties are still looking for poll workers and according to a santa clara county elections coordinator that we spoke to, she mentioned

president trump tweeting "sadly it looks like mexico's police and military are unable to stop the caravan headed to the southern border of the united states. criminals and unknown middle easterners are mixed in. i have alerted border patrol and military that this is a national emergency. must change laws." several thousand people are traveling from nations including guatemala and honduras, seeking a new life in the united states. president trump is making sure that this is a midterm elections issue, demanding the migrants stop short of the u.s. border. many of those say they are leaving behind a life of violence, poverty and corruption. >> reporter: why are you fleeing your country? "because there are no jobs in our country." to keep traveling north despite mexico's threats of deportation. continuing coverage and an update to a shocking deadly shooting we covered two weeks ago on "today in the bay." police have arrested three juveniles in the death of 17-year-old omar zargoza. he died in antioch october 9th outside of a lucky grocery store. antioch police say officers last week arrested three teenage boys, all are now in custody in juvenile hall. the man sentenced in a bizarre vallejo kidnapping that made national headlines is scheduled to appear in court today for a state trial. matthew muller is served a 40-year federal sentence in the kidnapping of denise hoskins in 2015. police say he also assaulted her boyfriend. police initially considered this crime a hoax. during an interview last month with nbc bay area, muller said he thought about defending himself. he has since reversed course. happening today a planned pg&e power outage at a busy intersection in daly city from

8:30 this morning until 4:30 this afternoon the power will be out near john daly boulevard, she field drive and north mayfair avenue. you'll want to take it slow if you drive in this area. power crews will be disabling the traffic signals that control the intersection. so do watch for other signals there. tomorrow we'll find out if napa county will send a strong message to pg&e about the power outages two weekends ago meant to prevent wildfires during high winds. some county leaders are not happy with how things turned out. the napa county executive officer asked the board of supervisors to sign a letter of concern. it states the county understands the need to reduce wildfire danger. leaders and residents need more notice and more details about the outages. the letter also asks pg&e to partner with local leaders and agencies to make sure that people are more prepared before hand. vote on whether to send that letter to pg&e is set for tomorrow.

of traffic in san mateo. >> slow right into the weekend weather forecast. we're still trying to eke out a bit of good weather. >> it's halloween weekend, a lot of parties and things going on, so as you make plans coming off of some very comfortable weather, it's going to be a little bit warmer to a eer for upcoming weekend. by friday we're up to 84 and 82 on saturday for the san francisco area, the coastal areas will stay in the upper 60s for saturday and sunday. here is a live look at squaw valley if you're going to the sierra, those morning temperatures have been so chilly, dipping down into the upper 20s, but very nice throughout the day, with highs reaching the upper 60s this weekend. and then if you're making plans to go to russian river valley, expect a high friday of 80 degrees but a little bit cooler by the end of the weekend, and then i just shared what i did over this past weekend. i'm @karihallweather on facebook

four people safely escape a house fire overnight. this happened near ridley drive and bennett court in fremont, just after 2:00 this morning. you can see the crews there at the scene. we're told within 15 minutes firefighters were able to put out that fire. the cause is under investigation firefighters believe it started in a nearby shed and then spread to a home. guns are a hot topic on the peninsula. san carlos leaders meet tonight to consider extending the city's moratorium on new gun stores. councilmembers first approved a temporary ban last fall in the wake of that massacre in las vegas. the order later prevented a southern california based gun store chain from opening in town. san carlos' moratorium is scheduled to end next month. the president is warning some people not to vote. >> scott mcgrew, this is a dire warning that came over the weekend. what is it about? >> it comes, kris, as early voting is under way in some districts. i'll show you some video coming

out of las vegas this morning, a critical election for a new nevada center. officials say 30,000 people voteded on saturday, three times as many as last year, and another 17,000 sunday. and around the same time, the president tweeted "all levels of government and law enforcement are watching carefully for voter fraud, including during early voting. cheat at your own peril. violators will be subject to maximum penalties both civil and criminal." obviously cheating at the ballot box is illegal. what the president said was not factually inaccurate but many critics say the president's tweet smacks of old time jim crow intimidation. reminder today is the last day to register to vote in california. >> so democrats produce mobs. republicans produce jobs. that's become hashtag. right?

that's called hashtag. that's a new hashtag. that's a hot one. >> president trump rallied over the weekend and said a number of things that need fact checking. he said there are riots in california over sanctuary cities. there has been no rioting in california. the president also said washington would pass a middle class tax cut before november. that's ten days away. not only is there no plan, the house is not in session, and couldn't pass one because members of congress are not there. they won't be back until the middle of next month. the president warned ending a defense deal with the saudis would cost "over a million" american jobs. this also needs some fact checking. as "the washington post" points out, the president said this defense deal will bring in 500,000 american jobs, he said that october 13th. we don't know where he got that number but added it up and made it 600,000 jobs on october 17th, and now the president says

and after that, skies clearing. we'll be heading into the mid-60s by noon today. it's going to be really nice and another cool morning as you make your way out the door to the fruitvale b.a.r.t. station. some mostly cloudy skies throughout the morning, but that's also going to keep our temperatures down today, as we look at our highs, seeing the high in napa 74. 63 in san francisco, and 70 in palo alto. san jose reaching 73 degrees. so as you are getting dressed this morning you see the cloudy skies and know it's going to be a cool one. maybe some light long sleeves will keep you comfortable. some comfortable shoes. once the temperatures warm up, it will be a great day. you may be spending more time out there walking around enjoying time at the park, but if you're on your way to the warriors game later on this evening, it's going to be mostly clear and temperatures there about 60 degrees. you'll need a jacket headed into oracle arena. it will be 57 degrees and then the low clouds start to move in. we'll see some changes as we go through the week.

high pressure builds. that's what makes it very warm, because we get a lot of sunshine and not as much of a strong ocean breeze, which keeps the bay area cool. so we are going to have some warmer temperatures by the end of the week, possibly some changes early next week as we see that high pressure moves away, and a couple of storm systems just north of the bay area. so i'll be keeping tabs on all of the changes ahead. just know we're going to have a beautiful day today and by the end of the week it will feel like summer with mid 80s for the inland valleys, and some warm weather, so for the weekend while san francisco mostly stays in the 60s. mike, do you have anything new to report for the road? >> i do. nasa, we have a problem, mountain view. over here single tracking our vta in the south bay, mechanical issue is reported, not major delays. follow them on twitter as well. no other agencies reporting any

problems and caltrain restored back to full service to and from san francisco, weekend work continues of course into the spring. looking to the south bay with the nice flow of traffic. the crash north 85 around winchester looks like it cleared out any problem. we continue with that northbound push through san jose, and pushing west in through the tri valley and southbound off of 580. 680 slows a bit, still more and 880 holding steady for hayward down toward the dumbarton bridge for the nimitz, passing over the san mateo bridge as well. look at that westbound will be your push across from the east bay to the peninsula, just starting to see over there university, willow and 92 shows some more slowing off both bridges. folks, that will mean 101 gets more traffic as well but no delays into or out of san francisco there. walnut creek interchange back to the morning regular, you expect as well as concord for highway 4 coming off the bay bridge, that's fine but getting to there, southbound 680 slows a bit. so does westbound 80 approaching the carquinez bridge. nice flow just more traffic. we're about 40 minutes from

changes are coming to how your credit score is calculated. the company behind the fico score said it lold out a new system next year that factors in how consumers manage ka shall in their checking, savings and money market accounts. the biggest shift for credit reporting and fico system since the 1990s. the new ultrafico store is designed to boost the number of approvals for credit cards, personal loans and other debt by taking into account the borrower's cash transaction history which could single or signal how likely they are to repay. new this morning, people in berkeley will soon learn the fate of the trees in the landscaping in their beloved traffic circles. this summer, the city said it would be cutting down the trees and any vegetation and anything over 2 1/2 feet tall, ordered to create a safer line of sight for traffic drivers, cyclists, everyone. number of residents did complain and according to berkeley, the

city backtracked and tomorrow will hold a community meeting to address the issue. elon musk making another big announcement on twitter, this time about his boring company. the tesla and spacex founder is also leading the effort to create an underground network of tunnels for the greater l.a. area, to cut down an traffic congestion. in the tweet, musk said the first tunnel is almost finished and will open december 10th. musk wants to move commuters through tunnels at speeds of up to 130 miles per hour. that idea is to help avoid traffic congestion. today is the last day to register to vote in the november election. you have until midnight tonight to get registered online or to drop off your form in person or to mail it but it has to be postmarked by midnight, too. if you can't make it, you can cast a conditional ballot through election day, but you have to do that in person. vote by mail ballots started going out two weeks ago. if you haven't gotten your vote by mail ballot in your mailbox,
