breaking right now at 5:00, a massive fire overnight in an east bay construction site. firefighters are fighting those flames there. good morning. >> we've been following this breaking news for hours overnight we've gone at the scene since 4:30. this is a huge response. anything new updated? >> reporter: we are still here, but moved further down to give our viewers a better shot of what's going on. take a look at those flames, guys, that is the apartment building that was under construction that we were talking about that caught fire this morning and caused quite a scene in this area. when i into to the oakland fire chief, he tells me they're about 70%, 80% containment. this is exactly what you see when you see the construction

fires. they're a bit hard to handle. you can see the flames burning right through, as a number of crews are battling this fire. we know about 20 to 25 people have been evacuated and roughly 2,000 people are without power. so as we're looking at the flames there, it's still going. we have to show you video from earlier. a lot of videos were tweeted out. according to oakland fire, they're saying this fire started roughly before 2:00 a.m. it was upgraded to a five-alarm fire, and as i mentioned, this was an apartment building that was under construction. they feel like they have good containment, but we know there's still quite a battle ahead for this fire. here's the oakland fire chief talking, giving us more background on what's taking place. >> the fire started at 1:59

a.m., involving a project under development, a multifamily residential occupancy with six different buildings. fire was going pretty good enough that units immediately upgraded to a second alarm, and subsequent third, fourth and fifth alarms, to salomon enough resources to get containment. >> reporter: plenty of resources, and right now i believe we're showing you a google earth picture of the complex that was under construction. still unclear exactly how far along they were in the process of finishing up that apartment building, but that's what it was before it caught fire thorpe. back out here live, that fire is still burning at this structure at grand avenue and filbert. obvious liter we're talking about a big-time impact on grant avenue and market. the cause is way too early to be disclosed. it's still unknown at this time.

wool have another update in the next hour. >> thank you, pete. let's head over to kari has. anytime we have fires like this, we look at the wind conditioning. >> absolutely. earlier, when that fire first started the national weather service was able to detect a heat signature on satellite imagery, and posted this on social media, the circled area, the bright purple, and also retweeted that, so make sure you're following me and the national weather service. the wind speeds coming in from the northeast. we will start to see the winds weaken, so any of this smoke mostly being spread over downton oak lend over the next couple hours. we'll continue to monitor those conditions. mike, it may be a problem for freewise driver. >> we see the smoke from the

emeryville camera. there's 580, the tribune building, and in between you see the smoke. as we have spotlights traveling through the area, five alarmts, and they're checking out the perimeter, and as ha light hits right there, the smoke at the upper elevations, we are seeing it lit up. that would be more of a distraction folks wondering what that is. you know what it is. it's the fire between all these freeways. no on or off ramps are affected, but we're still tracking it as an issue for the morning commute. we'll track all those issues for oakland. back to you. thanks, mike. back to the fire in oakland. our newsroom started following this story an 2:30 this morning.

toxin again are showing up in preliminary crab tests, but still too early to tell if it will result in any delays this season. there are two huge topics in the bay area. today a joint meeting on sexual assault issues, and homelessness is being held today. they are set to talk about the need for services for assault survivors. later, the leaders will also discuss homeless solutions. they will be joined by representatives from fire, sanitation, sector control and lighting districts along with several others. you can join that conversation did you the public session. that meeting is at 10:00 this morning at san jose city hall. if you worked in san francisco, you could soon see an increase in your paycheck. happening today the city council is set to vote on minimum wage. if passed wages for over 25,000 workers could be increased. a rally is being held by low wage workers ahead of the vote this asp on the steps of city

because it's been pretty nice around the bay area. as you start out this morning in napa where we have the coolest temperatures, only 41 degrees, 56 in oakland, 55 right now, as you get ready to step out the door. over for concord where temperatures stay in the mid 50s. we'll see partly cloudy skies throughout the day and actually cooler than normal. and eventually reaches up to 76 degrees. livermore 72, oak lend 66, and in napa a high of 72. it looks pretty quiet out there so far. you see all this green, no problems right now, peninsula clear, and so is the course, and cross the east bay pef traffic clears up down towards 23rd, the

which is funded by the saudi money. the president repeated the claim to reporters at the white house yesterday, a tax with you by november 1st. this is confusing, because you can't pass laws without congress. reporters repeatedly asking the president how he would do that. the president said we're putting in a resolution next week a. week and a half. reporter says congress is not in session, though. the president says we won't have time to do the vote. we'll do the vote later. the report then says congress is out. you can't have a tax cut that is written, much less passed, bull congress isn't home. it's a promise for the mid terms that maybe he hopes people don't realize. i don't know. it's a mystery. new this morning, new video to show you, the world's longest

throughout the day. here's a look at our high temperature, south bay highs in the low to mid 70s. in oakland today, 66 degrees, and 64 in san mateo. san francisco mostly in the low 60s today, and the north bay reaching 72 in napa and 73 in novato. hurricane willa yesterday was a category 5, but now still a very dangerous category 4. wind speeds at 130 miles per hour. look at how close it is to the western coast of mexico. over the next couple days, we'll quickly move inland, so we'll continue to monitor a lot of those destinations. >> as we look at the high temperatures, the inland valleys go to the upper 80s. it will be a hot one, and of course we'll be tracking the hot and dry conditions around the bay area. mike, now you have a new crash in the east bay? >> i do. overall traffic is very light,

all the sensor south bay peninsula are clear clear. in the tri-valley just a little slowing. over here toward the maze area, telegraph, a new crash reported. it sounds like everything is moving to the shoulder quickly. in that maze, between all these fleeways, that's where we have the fire that continuing to burn with all the smoke that's visible from the free ways. that's at filbert near market -- off the grand, i should say. grand is the most heavily affected. as those -- more of a distraction for drivers. now we're looking at no problems as far as the drive, and the travel time, just what you would expect, make he better than you would expect. no delays for b.a.r.t. itself.

seeing some of the ash here as fire crews -- they pit out this fire that resulted from embers, that's what we're hearing from the structure fire down the street. we did talk to the resident. we'll get to that sounds in a moment. and newspapers in between the building. so that happened about half an hour ago, a spot fire as a result of the structure fire down the street, and filbert. let's take our viewers to that video, where you can see the structure fire taking place earlier this morning. according to oakland fire, this thing kicked out roughly around 2:00 a.m., was a three-story apartment building under construction. they believe it's at about 70%, 80% containments. that's what they were telling us. still working on that down the block from where we're standing. your interview with the resident, talking about the fire that happened roughly about 30

morning. we sent out this push alert, was the fire could be seen from across the bay. you can never miss -- even as they're starting as you sleep. more details this morning. we looked deeper into the recent string of fires at construction sites in the oakland area there have been now at least five at four different locations in a little over two years. two of them burned within blocks of each other. this fors two fires over nine months. the first of the the fires happened in july of 2016. investigators believe they were all set on purpose. more breaking news for you now. we are trying to get more answers after police activity overnight in contra costa county. this is video from the area of

[ laughter ] right now in san francisco, it starts out cloudy. here's a live look as you get ready to step out the door. the temperature dropped down to 50 degrees. it's 41 in napa, 51 in antioch and morgan hill. if you go out for a early morning run, look at that. it will drop down to about 49 degrees. we do have a few clouds moving by. after that it starts to feel more comfortable. at noon we're at 63 degrees. livermore will reach 72, also 72 in napa, 69 in santa rosa, san francisco 63 degrees, san jose reaching 71. if you look out the window, grab a jacket, you will be much more comfortable, also some light long sleeves will keep you comfortable through the day, but

we'll have some changes on the way. hotter temperatures moving in. that fights back our onshore flow. it won't be giving us the natural air conditioning. in fact or winds will shift, and high pressure always causes the air to sink. it produces a high amount of pressure on the earth. that's why we call it high pressure, so the air is sinking. as we go towards the end of the weekend, slightly cooler air as a couple storm systems stay to our north t won't be staying away from the western coast the mexico just to the north of puerto vallarta. this category 4 hurricane will be moving in and producing a high amount of rain. this is something we'll be watching, as it continues to spread, a lot of moisture over the mountainous region over the next couple days. here we're looking at nice quiet weather. mid 70s inland for today, and then some upper 80s by friday,

peaking temperatures on saturday, the warmest day of the week. as we look at san francisco, also warming up just a bit, it will be a nice weekend with low 70s there. mike ustarting with a backup? >> no surprise, we haven't actually shown this camera all morning. there's the backup that is right on schedule about 5:22 when we started to see the lanes fill in. that indicates that traffic is pretty predictable. it looks like we just lost our camera on emare iville. we'll reset that. from the emeryville camera, we could see the smoke and flames, which is a distraction around the area. as the sun comes up, that may prove to be more of a distraction, even though the crews are on scene and the flames are starting to die down
