this one allegedly se breaking news at 4:30. another suspicious package. this one allegedly sent to property owned by actor robert de niro. this is video of that package being hauled away by the bomb squad. let's get right to it. the most recent package sent to lower manhattan building ucti, offices of de niro's tribecca films. >> a worker who saw the package called police at 4:00 this morning. he told police the package arrived a day or two ago. >> sources telling nbc the package has similar markings as pipe bombs mailed nationwide.

the packages were sent to former president barack obama, hillary clinton, former cia director john brennan and other high-profile democrats critical of trump. the package addressed to brennan went to cnn's headquarters. the building was evacuated. >> if i and others are targeted because we're speaking out and living up to our responsibility as citizens, i think that's a very unfortunate turn of events. >> we are fine thanks to the men and women of the secret service who intercepted the package. >> now, most of those packages were intercepted as mail facilities and got nowhere near their intended targets. across the nation, transit officials are boosting security because of the packages. we have confirmed b.a.r.t., the agency there is extra cautious with more patrols. >> we'll follow the breaking news this morning.

>> but let's get right to your weather and traffic this morninmorning with kari hall standing by. >> the main issue in the tri-valley, patches of fog reducing visibility down to a quarter of a mile. we're also seeing that in santa rosa. just a heads up as you get ready to head out the door. that's a live look at dublin and the camera. as you drive through the fog, we're seeing that all around the trivalley this morning. we're heading up to 82 degrees there. 80 in san jose and 68 today in oakland. i'll have a look at our complete microclimate forecast in a few minutes. mike, you have a tanker truck fire? >> we did. we had one. this was going on north 680 at ber berryessa. thankfully, this was not a full tanker truck and nothing happened more than the little flames you see there. oftentimes it starts with

overheated brakes. we don't know the specific cause. i do know it cleared after 90 minutes so for the last half hour, traffic has been moving smoothly. getting you out to the live shot, we have crews clearing from 100 in palo alto. we had a whole train of lights for the last ten minutes that were trying to slowly moved. southbound 101, a quick traffic break approaching university. you're forced off and back onto the freeway for a construction project here. back to you. >> thanks, mike. 4:33 right now. stanford students may find some classes canceled. that's if power was not fully restored. crews are working to turn the power back on for some of those buildings after a major outage that started yesterday afternoon. for many classes, the power has been restored but still half a dozen campuses are still in the dark. we'll have an update in the 5:00

hour. a photo of 28-year-old kelsey o'leary is posted on the third rails' facebook page. she worked there as a bartender. she died tuesday morning in as house fire in the inner sunset. we covered it here on "today in the bay." it happened on funston. in all six people were displaced. investigators have not determined a cause. thousands of union workers are striking. the patient care technical workers say they're upset about the university outsourcing jobs to contract companies that pay workers less. you might recall in may, service workers at the university staged a three-day strike. we all know the bay area has the highest housing costs in the country but we pay a lot more in medical bills. >> the san jose, the highest in the country. shows us how high people are paying. >> reporter: joanne took her daughter to an urgent care in santa clara earlier this year to get checked for the flu. after a quick doctor's visit, ibuprofen and a quick x-ray, it was nothing, but she was charged more than $800 after insurance. >> i feel like there's no price control, so when we call them to talk to them, they just told us, yeah, for example, we charge four to five times the medicare reimbursement rate. >> reporter: joanne is disputing the bill but she's not the only one paying more for medical services. new data shows the bay area leads the list in that category, too. the san jose metro area is tied for first with an cokoe anchora alaska. san francisco through oakland paying 50% above. the study compares cost for patients with sponsored health insurance from metro area to the national average and to similar patients in 111 other metro

responded to a postal facility in new castle, 4:39. again, with breaking news. this is out of new castle, delaware, where a suspicious package has been discovered at a postal facility there. >> that's right. now, this could be in connection with the bombing investigation. they're not saying yet why, but it may be related to the hunt for packages believed to be somewhere in the postal system addressed to joe biden. something we'll closely keep an eye on. a lot of breaking news on this

thursday morning now. it's 4:39. right now we begin with your news before the bell. nbc's frank holland joins us with a look at the stock markets. >> good morning. here's your top business headlines. stock could see a slight rebound this morning as wall street deals with a selloff. the dow erased all gains for 2018 in yesterday's session, fueled by tech shares and corporate earning concerns. the dow plummeted, 608 points, while the nasdaq dropped 329 points to finish at 7108. on today's watch list, earnings from tech giants, alphabet, amazon and intel. tesla turning a profit for the first time since 2016 in its third quarter earnings report. despite better than expected car sales, consumer reports ranking tesla third out of last out of 29 automakers in its latest

reliability, they say the six-point drop is due to suspension problems. tesla says it was a supplier problem and have improved 55% since last year. google making it easier for userss to delete your search history. a new function called your data and use allows users to delete search history within the page itself and allows users to adjust ad setting and activity controls to decide what information google saves to their account. the launch of the new tool follows a recent -- a handful of recent data privacy scandals that found google was still storing timestamped user data and giving others access to private information on the google platform. that's your cnbc headlines. nbc can still see what you've been searching, marcus. >> he's been searching marcus washington. >> i hope they don't see when i search gifs for laura. >> he's got a computer right

taking a live look, east bay, oracle arena. maub that's the glow from all the action going on there last night. >> a buzz last night and still a buzz this morning. you know why? because steph's epic game last night against the washington wizards, if it wasn't such a blowout, he might have dropped 100 on them. instead he went nuts for about three quarters. he lit up the first and second with 23, with an oracle career high 51, including 11 three-pointers. and then he sat out the fourth quarters. they won going away 144-122. >> 144? >> isn't that crazy? >> that's crazy.

>> if he wouldn't have played a half hour of that game -- >> he came out of the gates just -- >> that's how you do it. >> well, yeah, when you're a pro. that's not how i do it. woo! >> practicing today outside. it's going to be nice and a little warmer. here's a look at the low clouds and fog back at the golden gate bridge. we're also seeing a lot of low clouds extending inland with patchy fog in spots, especially in the tri-valley and parts of the north bay this morning. allow some extra time to get to work as our temperatures start out in the mid-50s. we also have some upper 50s from palo alto to oakland. 55 now in san francisco. if you're getting ready to head out the door, you're going through the fruitvale b.a.r.t. station, it will be another cool start but not as cool as the first part of this week. we'll start out with mid-50s, cloudy skies and then seeing those temperatures reaching into the low 60s as we go throughout the day. let's head to the south bay, check out our highs for the

afternoon. warmer than yesterday. we're reaching up to 80 in downtown san jose. 83 in gilroy. 84 in concord. martinez reaches 79 degrees. 74 in oakland. 72 today in san mateo. daly city reaching 66. we'll see upper 60s in san francisco mission district, 68 degrees. 78 degrees in napa. santa rosa reaching 77. it's another cool morning and we're seeing the cloudy skies. grab a jacket as you get ready to head out the door. the rest of the day you'll be comfortable with short sleeves. now, we're looking at a warm-up in our temperatures starting today continuing into the next couple kf dayof days. we have high pressure moving in to the south. with it centered in the south bay area, we'll have an onshore flow at this point. it looks very weak but our temperatures will be going up. a lot of the rain that we're going to see across the pacific northwest will be blocked by this high pressure.

so, we are going to stay dry and it's going to be warmer but not as intense as we originally expected. we're looking at some highs in the mid-80s going into the weekend. there's a lot of events going on, including dichlt a de los muertos. it will be sunny. our inland valleys reach into the low 80s today and tomorrow. saturday up to 81 degrees. we'll brick yng you back to the mid-70s in time for halloween. low 70s for tomorrow and saturday. back into the 60s we go. mike, the party just stopped in palo alto. >> flashing lights, disco lights right here, southbound 101. i showed folks that right before the commercial break and then we had a nice, smooth drive as the entire crew cleared southbound out of university and completely from the overnight work. so the work party's over. now they can get to the post work activities. over here the south bay and the

east bay moving nicely. the only issue is on the nimitz south through oakland. southboundle 880, they are starting to move. just like yesterday, about 4:45 is when we saw the crews start to move. we had another crash reported around haganberger. i'll watch the nimitz away from the bay bridge, looks like a better drive. getting to it the bay bridge, no problems through coco county, hercules down to the berkeley curve. >> thanks, mike. out of sight and locked in cells. female inmates are being targeted for sexual assault in higher numbers than we've ever seen before. >> tonight in an nbc bay area and telemundo with an investigation. we have a preview of tonight's report.

for car break-ins in the countrywood shopping centers. they say the burglaries are happening in the early morning hours. they are adding extra patrols around the mall. an epic move at san francisco's pier 70 and dog patch. take a look at this time-lapsed video. it's a frame of a building from world war ii. the pier used to be an old shipyard. yesterday the building was stripped to the frame. look how they moved it there. 200 feet. eventually a new waterfront neighborhood will be built in that spot. the frame that was moved will be used as a canopy over 22nd street. this is what it will eventually look like. coming up next on "today in the bay," nbc bay area responds. >> multiple attempts for a delivery. fail. she turns to us. i'm consumer investigator, nbc bay area responds next. but first happening now, the european union is going greener. eu lawmakers are proposing banning single-use plastics.

we'll bring you the updates right here on "today in the bay." it is 4:54. nbc bay area responds to say san jose woman who kept trying and trying to get a dresser delivered. >> chris and his team helped resolve this furniture faux pas. >> paula taylor placed a big order at ikea. she couldn't take the furniture home herself so she paid extra for delivery. everything arrived the same day, except one dresser. paula called and ikea made an appointment to try again a week later. her second delivery date came and went with no dresser. she called back to make a third appointment. yet again, no one from ikea showed up. she said the store offered a refund but she didn't want the money, she wanted the dresser. she contacted us. we contacts the ikea. she delivered the dresser a month after she ordered it and

into napa as well as the tri-valley where visibility has been cut down to a quarter mile or less. allow extra time this morning for that drive. our temperatures in morgan hill will be in the 50s. our temperatures warming up with our highs reaching into the low 80s inland. it will be a much warmer day. i'll have a look more -- a closer look at the microclimate. mike, you're seeing something in the east bay? >> we showed you how the construction and lane closings have cleared around the palo alto, south bay and east bay moving nicely except for this earlier crash and construction clearing from the nimitz but getting away from the bay bridge, we may have a disabled vehicle blocking one lane. went from yellow to orange in front of us. there may be a quick traffic break to clear one of those vehicles. the bay bridge itself has a few folks waiting for the cash lane.
