into napa as well as the tri-valley where visibility has been cut down to a quarter mile or less. allow extra time this morning for that drive. our temperatures in morgan hill will be in the 50s. our temperatures warming up with our highs reaching into the low 80s inland. it will be a much warmer day. i'll have a look more -- a closer look at the microclimate. mike, you're seeing something in the east bay? >> we showed you how the construction and lane closings have cleared around the palo alto, south bay and east bay moving nicely except for this earlier crash and construction clearing from the nimitz but getting away from the bay bridge, we may have a disabled vehicle blocking one lane. went from yellow to orange in front of us. there may be a quick traffic break to clear one of those vehicles. the bay bridge itself has a few folks waiting for the cash lane. we'll see that build over the

next 15. some issue for north bay drivers will be the fog. right back to you. back to that breaking news. two more suspicious packages are found overnight. in new york city, one was found at the property owned by actor robert de niro. sources telling nbc that the package has similar markings to the pipe bombs sent nationwide, putting authorities on high alert. several were mailed to high-profile democrats critical of president trump. also breaking at this hour, nbc news confirming a package, as you see this shot right here, this is in new castle, delaware, addressed to joe biden has similar markings found in those packages found with pipe bombs. these are live pictures from that postal facility. let's bring in tracie potts in washington following these developments. >> reporter: we're just getting word they finally found that package they thought was in the

system addressed to joe biden, part of this investigation of what's now several packages targeting key democrats. especially democrats who have been -- and democratic supporters who have been critical of president trump. take a look. this is what one of those packages looks like. this is the one from cnn addressed to former cia director john brennan. these packages with similar markings, similar postmarks, similar return addresses to florida democrat debbie wasserman schultz, causing her office to be evacuated. cnn was also evacuated, as you know. now we understand not only president obama, hillary clinton, other prominent democrats have been targeted like maxine waters, again, who's been critically outspoken of president trump. the evacuations is for safety, but we understand no one has been hurt. now authorities are trying to use what's on and in these packages to figure out who sent them. >> the postal inspection service

can track that package back to the united states post office that first received the package. >> reporter: not only that, but dna, hair and fiber and some of the bomb components may be helpful in trying to identify who this suspect is. meantime, president trump tweeting about this. in wisconsin last night he said the feds are on it but criticized the media and tweeting this morning a big part of the anger we see today is what he calls false and inaccurate reporting of the mainstream media. he calls it fake news. he says the media needs to clean up its act fast. that's the president's latest comment with this investigation under way. marcus? >> all right. now, we're learning here in the bay area there are extra patrols at b.a.r.t. stations this morning. bob redell is covering that angle of the story.

we'll have more in a live report. in the meantime, i have a developing story out of contra costa county. chevron is agreeing to pay millions of dollars in fines following allegations of pollution laws. pete joins us from the refinery with how it could impact the folks that live in that area. good morning, pete. >> reporter: yeah, good morning to you, laura. this is going to effectively resolve some investigations into chevron, including that refinery fire that took place right here in richmond back in 2012. we'll jump into the agreement details we're getting from federal officials. this is coming from the u.s. department of justice. it says chevron will pay roughly a $3 million fine just over $160 million they'll spend over $160 on environmental improvements to its refineries, including right here in richmond. when it comes to that fine, it will resolve some regulatory investigations that were for chevron in four states, including right here in

richmond, including that 2012 richmond refinery fire that if folks remember, evacuated roughly 14,000 residents in the area. i want to point out that in 2013, chevron did pay $2 million in fines for folks affected in that 2012 fire. also when it comes to that spending that $163 million, chevron will spend roughly $20 million on improving the facility right here in richmond. we're live in richmond. pete suratos for "today in the bay." >> that's quite a big fine. thanks, pete. one of three defendants accused in the murder of a peninsula father is expected to ask for a bail reduction. he's accused in the death of keith green, whose body was found in sonoma county in may of 2016. authorities later arrested tiffany lee from hillsborough along with two others. lee is the mother of green's children. investigators say there was some kind of custody dispute.

san francisco police are reportedly touting a new approach to defend against car bre break-in. police chief met with supervisors. they involve dedicating staff members to focus solely on property crime and work directly with neighborhood prosecutors. citywide break-ins are down 14% from last year. it could be a big win for major silicon valley tech companies like google, facebook and apple. president trump's administration is planning to change the way the lottery is run for h-1-b visas. under the plan highly educated foreign workers getting the accepted rate will be boosted. the new process is expected to be announced later this month. new this morning, san jose police need your help to i.d. a suspect who eblxposed himself t three different victims. take a look at the photos of the car and the man police are

looking for. the victims were walking near parkview park in the last few weeks when the incidents happened. police say he was driving a late model toyota matrix or similar style car with bumper stickers. powerball now in the spotlight. >> jumping to $750 million. it comes after no one matched all six numbers last night during the drawing. those numbers were 3, 21, 45, 56 and the powerball was 22. if you want to get your hands on the $750 million jackpot, the next drawing is saturday night. we should grab our tickets now. >> but i wonder if it will grow to $1.5 billion. >> are you going to hold out until then? >> i think so. i'll hold out. $750 million's not enough for me. all right. here's a live look outside in dublin. a bit concerned about fog as you get ready to drive to work. we're seeing low visibility there down to about a quarter

mile or less. we'll be dealing with the fog through 8:00 and quickly clearing out. at noon we're at 71 degrees and reaching into the upper 70s and low 80s this afternoon. as you get the kids ready for school in antioch, on your way to school and work, it will be in the mid-50s at 7:00. we go from 55 to 74. the warm-up will be quick today. i'll have more on that in a few minutes. mike, you're getting folks out the door. how's it looking? >> well, what we can see looks great, kari, but you're talking about what we can't see as well. here's a view of the bay bridge. we can't see the bay bridge. you can see the toll plaza from emeryville. that's what people are driving into across your bay area span and throughout the north bay in patches. be careful. there's our road weather index, north of san rafael and through san rafael, we do have the clouds. we should see the fog on our camera. we'll check that. the issue for 24, no lanes are blocked but we are looking at a

mike traffic tease good thursday morning. it's 5:12. we're watching out for low clouds and patchy fog this morning. we're seeing that right now as we take a live look outside in san jose. let's get to the neighborhood of evergreen in east san jose. it will be in the mid-50s. normally we're seeing highs in the low 70s. we'll already be there by 1:00 today so we'll be much warmer. we'll talk about what's coming

up for the weekend. that's ahead in less than five minutes. we're going into the fog -- or out of the fog right here. san mateo bridge. in the foregrand you see the flat section but you cannot see the high rise. the low clouds drifting around the bay. we'll see if it is presenting a problem in the north bay. 5:13 on your thursday morning. some really tough numbers here. the dow fell 608 points on wednesday. that's enough to erase all of the dow's gains for the year. smaller numbers but bigger percentages on the nasdaq. wells fargo shuffling executives as it continues to deal with scandals at that bank. and then twitter, one of several tech companies reporting profits today. we'll talk more about twitter in a second. let's take a look at the market's losses. i mentioned the dow turned negative for the year. the s&p 500 erased all of its gains as well. can you see those are fractions of a single percent to the negative but still negative. nasdaq so far has held onto gains.

about 3% in 2018. now, you'll hear the president blame rising interest rates, but what we've really seen are mediocre quarterly reports from companies. every three months companies who offer stock have to open their books to investors. it's only fair. and we're right in the middle of the earnings season right now. intel, alphabet, amazon all report today. san francisco's twitter releasing numbers right now ahead of the opening bell, saying it lost 9 million users. that's breathtaking, but it says a majority of those were actually bots. twitter is cleaning up its act but it's hurting the numbers. and tesla also opening up its books and it made a profit. you see, tesla makes money. you know, there's a little asterisk. profit for the quarter. tesla has never made a profit for the full year. tesla says its low-cost model 3 will not be available until next year. this is the car that everyone's waiting for, the $35,000 model. tesla needs to hurry. some of the federal tax

incentives that make the car that inexpensive run out soon. on wednesday "consumer reports" panned the tesla x and tesla suv on the bottom rungs for reliability. you can buy a tesla but getting a tesla fixed is another matter. there just aren't enough repairmen out there. >> which is why they just recently linked up with evergreen college. >> to try to generate more workers. >> try to build their own pool. we'll see. it's 5:15 right now. new this morning, it looks like nothing else on the road only has three wheels, seats one person. new electric car dealership called solo now open in studio city. it is the first in the country. the company said it decided to launch in california because of its acceptance of electric cars and the high volume of traffic. solo car's maximum speed is 88 miles an hour with a maximum range of 100 miles. the price tag, $16,000.

compared to yesterday. but it's still a cool start with some low to mid-50s, even upper 50s for the inner bay. as you're getting ready to head out around pleasant hill, heading to the b.a.r.t. station, it will be partly to mostly cloudy and some low 50s throughout the next several hours. and then it will be warming up into the upper 60s at 11:00. low 70s at noon. take the lunch outside. before you head out this morning around foster city on your way for a workout, it will be partly cloudy and looking at some mid-50s. you may want to head to the gym. it will be another cool start. as we head through the day, a lot more comfortable once that sun breaks out. as you're getting ready, allow some extra time because humidity right now at 100%. if you don't have the time to go through it several times with the flat iron, just put it in a ponytail and go. it's going to be a humid start but a dryer afternoon. and it will be breezy, too. our high temperatures reaching 80 in san jose. it will be a little warmer than yesterday as well heading over towards the tri-valley.

danville reaching 85 degrees. 74 in oakland. 72 in san mateo today. in san francisco, some upper 60s in the embarcadero reaching 67. 76 today in sonoma. as we head through the forecast, we have high pressure that will be moving in. that causes the air to sink. as it does so, it warms up. it will be a warmer friday and saturday, but then cooling off on sunday once these storm systems roll into the north, we'll see a shift in the wind. more of a northwesterly wind bringing back our cool, oceanaire. if you're looking for something to do on saturday, mike loved this picture of the dog dressed up. there's a halloween dog festival at jack london square. it's going to be a nice weekend for it with some mostly sunny skies and reaching into the low 70s. we'll talk about more of what's going on coming up in a few minutes. mike, nothing major on the roads right now. >> looks like that pug should have listened to your frizz forecast. we're looking at the bay and nothing major going on.

that's great news for your morning commute. it's either a great time to leave or you could stick around a little longer and watch more of our news. good stuff. over here we're looking at a smooth drive from the altamont pass. i'm calling out contra costa county with an easy drive. recovery from the construction zone approaching hercules for west 80. this is our road weather index. we tie together the traffic and weather. it's indicating you may have issues with visibility. maybe some fog. sure enough, san rafael camera does show we can't see the entire curve of roadway so it's just visible for a few hundred yards. kari is talking about quarter mile, half mile in many patches through napa and sonoma county. so far, light traffic flow means everyone can manage just find. we are looking at already the start from vallejo, highway 37 will only grow from here.

21 people died. this is so sad. two children were never found. new this morning, state authorities fear across california there may be a higher risk of similar slides coming this winter. that's from so much land stripped bare by recent wildfires. the department of water resources finds more than 7 million people state wide are at risk. happening today, the first national opioid summit is being held in washington, d.c. attorney general jeff sessions will be joined by leaders from across the country as well as families of victims from the crisis. they'll announce a new plan to crack down on drug use. according to fair health, can you see it on this map, california, west virginia, kentucky, florida, rhode island, some of the most affect the areas by the opioid crisis. the nonprofit market research firm that analyzed 26 billion privately billed medical and dental insurance claims from 2002 to 2017. today is also prescription drug take back day. several police departments

across the bay area are participating. can you actually drop off old, unused prescription drugs. this is at several locations this morning. those include the milpitas police department, hayward police department, and at the marin county sheriff's office. new this morning, a warning for you from state health officials. they say don't wear those colored or cosmetic contact lenses for halloween. the department of health says they can cause serious injury. the risks include infection, decreased vision and even cuts or scratches. the sales of the contact lenses without a prescription is illegal and even dangerous. >> some people even wear them after halloween. >> it would be scary to wear them on air. >> don't do it. happening today, lights, camera, action in san francisco. >> netflix is shooting a modern day version of "tales of the city." it was a groundbreaking series

morning hours. as you get ready for school in livermore, we'll see the patchy dense fog as you walk the kids to school or go through that drop-off line. we'll be in the low 50s this morning. a cool start but a much warmer afternoon. heading into the mid-70s as the last school bell rings. more on this and what's ahead for the weekend in seven minutes. mike, you're tracking a new crash in san jose. >> we're looking at 101 northbound. typically we see traffic flowing really smoothly north of 680 even though there's a little build approaching. right now a crash is reported north of our camera. these folks are slowing down approaching the key. i have initial reports that as many as seven cars mighting involved in this crash. no major injuries reported but chp has not yet arrived on scene. right here is 101 northbound. north of 680 for this stretch. another crash reported at story road. i saw chp fly past the camera. we'll update the south bay but

so far a smooth drive there. getting up towards the bay bridge where the metering lights have been turned on at the toll plaza. back to you. thank you very much. it's 5:30 right now. we're staying on top of breaking news. two new suspicious packages found overnight. nbc news just confirmed within the last 30 minutes, a package found in delaware addressed to former vice president joe biden has similar markings to others found during the past few days. this, in fact, is new video just in from the postal facility this morning. another suspicious package caused a frenzy in new york city just a few hours ago, nbc news learning the envelope was sent to a property owned by actor robert de niro. this is our first look at the package. authorities say it has the similar markings as pipe bomb packages recently mailed nationwide. seven other packages were mailed to high-profile democrats critical of president trump. new york's governor says he is increasing security on his state

transit system in case the pipe bomb threat evolves, quote, into something else. this morning we're learning extra measures are being taken right here in the bay area. >> "today in the bay's" bob redell outside of the warm springs b.a.r.t. station. similar situation happening here in the bay area just to make sure people are safe. >> reporter: we reached out to b.a.r.t. this morning and the transit agency reassured us they have not received any specific threats against the transit system, but in light of the pipe bomb threats we're seeing out on the east coast, b.a.r.t. says they are boosting the visible presence of their officers this morning, which will include canine units. as always, they're reminding passengers that if you see something, say something. and report any suspicious activity to b.a.r.t. police. this morning in an interview with npr, new york governor andrew cuomo defended his decision to deploy the national guard and more police to his

state's transit systems saying he has to be careful, making sure it doesn't evolve into something else because they don't really know what they're dealing with. bob redell, "today in the bay." >> everyone wants to be on the lookout for anything unusual. 5:33 right now. a bar in san francisco's dog patch neighborhood remembering a woman who died in a fire house this week. 20-year-old kelsey o'leary's photo is on their facebook page. she died in a house fire. we covered it as breaking news if you joined us yesterday on "today in the bay." the fire happened on funston. six people are displaced. investigators have not determined the cause. for the third day, thousands of union workers at university of california are striking. they're part of local 3299. the technical workers say they're upset about the university outsourcing jobs to contract companies that pay workers less.

you might recall back in may, service workers at the university, well, they staged a three-day strike there. parts of stanford campus still in the dark after a power outage that at one point blacked out a third of the campus. kris sanchez joins us about the cost and now the cost to students as well. >> reporter: good morning to you, laura. parts of this campus still in the dark this morning. the power outage started at 3:00. we don't know why. we don't know why the power was knocked out here at stanford, so we don't know if this is something unique to this campus or whether it could happen to where we work and live. we mentioned the cost to students. some of them lost class time. others had to walk away from their labs right in the middle of experiments, especially those who were working with hazardous materials. now, at no point was stanford hospital affected by this outage nor were student residence or dining facilities, which was a relief to this delivery driver.

>> yeah, everything we bring is refrigerated. my van's a refrigerated van, so everything needs refrigeration, obviously. you know, if the power's out, then don't know where to put the food. >> reporter: has to stay in your truck. >> right, yeah, yeah. >> reporter: so, if you are a stanford student or staff member, check stanford's website for information about whether classes will continue this morning. the power went out about 3:00 yesterday afternoon. all we know about the cause at this point is that the facility workers were testing circuits one by one individually along a two-mile-long power feeder line. we'll find out what knocked that power out hopefully at 7:00 when stanford gives us an update. on the stanford campus, kris sanchez, "today in the bay." >> thank you very much. 5:35 right now. turns out real estate isn't the only thing in the bay area that will cost you more. people also pay higher for

out-of-pocket medical costs. that's according to a new study by the health care cost institute. it actually compared patient costs with employee-sponsored health plans by metro area. san jose topped that list as the most expensive along with anchorage, alaska. costs for each city runs 65% above the national average. people in san francisco and oakland pay nearly 50% above average. we spoke with one woman who says she was billed $800 after taking her daughter to urgent care for flu treatment. >> what's stopping them from charging 10, 15 times? it was all really arbitrary and clearly not necessarily related to the actual cost of providing the service. >> the study looked at more than 100 metro areas. baltimore, for example, pays 33% below the national average. we actually asked some local health care providers about the higher costs but no one managed to get back to us. with less than two weeks until the november midterm, san

jose leaders are asking former "t" to be passed. a news conference will be later today. that measure would invest $650 million in emergency preparedness, road repaving and replacing earthquake vulnerable bridges. there's a lot of issues on the ballot this elections and we have broken them down for you online. you can check out the voter guide at nbcbayarea.com. click on the election tab at the top of the screen. it will take you right to that section. 5:37 right now. let's take a live look outside. oracle arena buzzing about steph curry's epic game against washington. if the game wasn't such a blowout, he might have dropped 100. instead he just went nuts for three quarters. he lit it up in the first and third quarters with 23 and 20 points. he ended, get this, his oracle career high, 51, including 11 three-pointers. and then he sat out the fourth quarter. he kind of earned that.

peninsula. the bay bridge, a little slow from the top. >> there we go. about that time of the day, when the backups begin. >> yep. but we're still looking ahead to a clear coast to the weekend. >> it will be a nice weekend for the bay area. really expecting some summer-like temperatures. as you start out on friday, maybe you're going to the halloween festival in alameda. this is going to be a place where you find some of the cooler weather, some upper 60s as we go throughout the afternoon and then dropping back into the lower 60s. on saturday, all across the bay area, looking at some low 80s inland. some mid-70s for the bay and the coast at a comfortable 70 degrees. on sunday, that's when the cooling begins. our temperatures drop down to 74 degrees inland. the bay at 70 degrees. and also a little bit cooler and windy for the coast with some mid-60s. so, are you going to the cal game in berkeley? that's going to be where you can find some highs and low 70s.

where police, atf, fbi have all responded to some sort of bombing investigation. not clear why. but they have loaded some sort of package into that -- what you see in the center of your screen right there. w we've seen them all gear up intact cin tactical gear. it was believed to be a package in the postal system addressed to former vice president joe biden. we saw a similar suspicious package arrive at the offices of actor -- what are believed to be the offices of actor robert de niro in new york. they took that package in a similar contraption as well out to the bronx. we're expecting that they'll probably detonate it. we're keeping tabs on that breaking news. more on "today in the bay." a school threat in contra costa county. what officials are telling us this morning. brand-new video of two people riding an electric scooter next to a san diego trolley.

san jose. as we go over towards willow glen, we'll be at 58 degrees. low 60s through noon, continuing to warm up today. we'll see some much warmer temperatures going into the weekend. i'll have a look at that. also a look at what to wear coming up in less than five minutes. this is also san jose, but this is the san jose crash involving ail big rig. chp issued a traffic alert for north 101 north of mckee. i'll tell you what they're talking about and how many vehicles we now see in the report. >> thank you. it's quarter to 6:00. just as scooters hit the streets of san francisco again, there's new video to show you this morning of a ride in southern california taking a very dangerous turn. >> take a look here. two people on an electric scooter in san diego came into the path of a trolley. now, security cameras on that trolley captured that crash. the man and woman on that scooter were sent to the hospital. the riders were not cited by police but the department says

riding without helmets, riding double and riding in an unauthorized area are all violations. the judge is denying the leader of a white supremacist group release from jail. robert rundo is one of four southern california men now facing federal charges. authorities arrested them sunday at l.a.x. along with two other men yesterday. the fourth man is still on the loose. all are accused of inciting rioting in charlottesville and california cities, including berkeley. rundo appeared in federal court and denied mail. a bay area man arrested last month is also being held without bail on similar charges. the high-speed rail authority is settling a lawsuit with a central valley city where the train is expected to run through. the settlement ends one of several lawsuit the authority faced over plans to build a high-speed train between san

francisco and l.a. two lawsuits remain with one scheduled for a court hearing tomorrow. new this morning out of contra costa county, classes at one east bay high school are scheduled to go on as planned today, but with a higher police presence after an online threat sent to students. in fact, here's a look at the letters sent to parents from the principal of freedom high school in oakley. it says students received a snapchat threat citing the columbine school shooting. the post also implied something would take place today. police are telling school leaders to carry on as planned and that officers will be there. the snapchat account is now being investigated. 5:47. the president calling for peace and understanding at a rally in wisconsin last night. >> this as yet more pipe bombs arrive at his opponents' mailboxes. >> yes. the latest for robert de niro and apparently one for former vice president joe biden as well. we have live pictures out of new castle, delaware, this morning. as officers there have the

containment device for what they think is some sort of suspicious package. again, this was found at a mail facility on its way to vice president joe biden. here's president trump last night at a rally in wisconsin calling for harmony. >> no nation can succeed that tolerates violence as a method of political intimidation, coercion or control. we all know that. such conduct must be fiercely opposed and firmly prosecuted. we want all sides to come together in piece and harmony. we can do it. we can do it. >> the president also said politicians who disagree with their opponents on policy shouldn't call each other names. something, of course, he has done all the time. just one of the many reasons it is hard to take the president's appeal for a more civil tone seriously. it was one year and one day ago

morning. you step outside and some people will see the fog. >> yeah, the fog is going to be theyish. if you have a flight out of sfo, i want to show you a live shot right now. you can see the low clouds there. and i suspect once things really get going, there may be some delays. i'll be watching that for you. as we get a look at our visibility in the tri-valley, it's been reduced down to a quarter of a mile. allow some extra time to get to work this morning. also santa rosa, napa dealing with some patches of dense fog and low clouds elsewhere. some of those clouds, they're just above the roadway as we go around the bay area. but we also have some slightly warmer temperatures compared to yesterday. it's 53 in livermore. 55 in san francisco. seven-day forecast is up at the bottom of the screen as we get you out the door in antioch as you head to school this morning, there it's going to be -- we may see patches of fog in temperatures in the upper 50s. as they head out around recess, it's going to be perfect, upper 60s, low 70s. then 75 at 1:00 today.

it will heat up fast. we're heading up to 82 degrees there. also in livermore and san jose, 80 degrees, which is warmer than normal. palo alto will be up to 75. and in oakland today, 68 degrees. getting dressed this morning, grab a jacket. it is another cool start. and then throughout the rest of the day, you'll be comfortable with some light short sleeves on. then we're going to see some changes here as the temperatures heat up. you'll see high pressure just to the south of us. it keeps the storm track farther to the north. no rain in the forecast. but as our temperatures heat up, we continue with some dry and breezy conditions. then it looks like we'll catch a break as fa ar as the warmer weather. we'll continue to cool off next week as we see high pressure moving on. we'll get more of a northerly wind flow and cool air. we can see rain across the pacific northwest this morning. all clear here in the bay area as we get ready for highs to reach into the low 80s. we'll see more of those 80s in the forecast through at least saturday. then we're back in the 70s just in time for halloween.
