"today in the bay" continues. good morning to you. i'm marcus washington. >> i'm laura garcia. a little fog out there to start the morning. in fact, you were keeping tabs on it at sfo. >> we have low clouds and fog there. other parts of the bay area this morning, as you get ready to head out, allow extra time to get to work. let's look at san rafael. you can barely see anything. use your low beams and slow down. here's a look at the drive through dublin. we're seeing some patchy dense fog. elsewhere the clouds are just a little higher. if you're on your way out to the dublin b.a.r.t. station, it will be another cool morning with low 50s.

all of this will be clearing out shortly after sunrise. by 8:00, we're seeing mostly sunny skies and then a lot of sunshine into the afternoon as those temperatures warm up fast today. we'll talk more about that, a look at our microclimates and mike is still tracking that traffic alert. >> after hitting refresh on our web searches, we got information that they just cleared the traffic alert for san jose. we'll give you a big view of the bay. a little build for hayward. a wooden pallet eastbound approaching treasure island out of san francisco. i'll track that. lighter traffic so far. into the south bay where the recovery now -- we're in recovery mode north 101 at mckee. i didn't get a chance to change this sign. left lanes are open. all lanes are open. northbound 101 at mckee. we did have this backup forming starting back at capitol expressway. we did see that shift i warned you about. folks were shifting over to 87 with more slowing. that looks like it's starting to recover even notice. we'll track that. you can stick to the bay shore

freeway. back to you. 6:01. back to breaking news. two more suspicious packages found overnight. just this hour after seven other packages were mailed to high-profile democrats critical of president trump. in delaware, a package addressed to joe biden was found and that is where we continue with this story. nbc news has confirmed for us that there is similar packages marked as the others found in the past few days. also overnight in new york city, a package was found at the property owned by actor robert de niro. let's bring in tracie potts in washington who is following all of these developments. tracie? >> hi, marcus. good morning, everyone. the biden package discovered at a mail facility in delaware that's been shut down is one authorities thought was in the system somewhere. they just didn't know where it was. now they pinpointed that. as for de niro, take a look. we just got a photo of what that one looks like and what tipped off authorities there. this was at a restaurant owned

by de niro. one of the overnight workers who wasn't there but he was at home watching the news coverage about this remembered, you know, we got something like that a day or two ago. he called police and, sure enough, it was very similar. same return address. sources tell us and everything. now, that brings to nine the total of these packages that have been mailed to president obama, hillary clinton and other prominent, high-profile democrats and people who wiare supporters of democrats or people who have been critical of president trump. that is where this investigation has landed. it has also resulted in the evacuation of cnn when a package addressed to the former cia director went there, as well as the evacuation of was offices of florida democrat debbie wasserman schultz. her name was on the return address and the package was returned there. authorities in the meantime trying to use what's on and in those packages to track whoever did this. >> the postal inspection service

can track that package back to the united states post office that first received the package. >> reporter: so, we're talking about suspicious packages, pipe bombs made of pvc pipe, authorities tell us, shrapnel, and a digital timing device. everything that could have created a successful bomb, but didn't. they haven't said why yet. that's part of the investigation. marcus? >> investigation far from over. you know, we're also learning right here in the bay area that there are extra patrols at b.a.r.t. stations this morning. more on that coming up in a live report. that's going to be at 6:30. thank you for covering that side of the story. we have a developing story out of contra costa county as chevron agreed to pay millions in fines and upgrades following allegations of violating pollution laws.

pete suratos with us. >> reporter: good morning to you. that agreement will end some investigations into chevron, including that incident with the refinery fire, as you mentioned, back in 2012 right here in richmond. let's talk about this agreement in details. this is details we're getting from the u.s. department of justice. as part of that agreement, chevron will pay a $3 million fine and also spend roughly about $163 million in environmental improvements to its refineries. now, that fine is going to result in regulatory investigations in chevron in four states, including right here in california with that 2012 richmond refinery fire incident that evacuated 14,000 residents. now, remember, back in 2013, chevron did pay $2 million in fines for those affected by that 2012 fire. now, as a part of that spending, chevron does plan to spend about $20 million on improving the refinery facility here in richmond. we're live here in richmond,

pete suratos for "today in the bay." >> big fines there. thanks. 6:05. could be a major wig for silicon tech companies like google, facebook, apple. president trump's administration planning to change the way the lottery is won for the h1-b visa. under the plan the number of highly educated foreign workers accepted will be boosted. the new plan is expected to be announced later this month. one of three accused of murdering a peninsula father is expected to ask for bail reduction. bryant is accused of the death of keith green, whose body was found in sonoma county in may of 2016. authorities later arrested tiffany lee from hillsborough along with two others. lee is the mother of green's children. investigators say there was some kind of custody dispute. san francisco police are reportedly touting a new approach to help defend against car break-ins.

"the examiner" saying chief scott yesterday met with supervisors. he says the recent policy change is helping cut down on break-ins there. it involves dedicating staff members to focus solely on property crime and work directly with neighborhood prosecutors. citywide break-ins are down 14% from last year. this morning san jose police need your help to i.d. a suspect who exposed himself to three different victims. take a look at these photos. it shows the man and a car police are looking for. the victims were walking near parkview park in the last few weeks when the incidents happened. police say the man was driving a late model silver toyota matrix or similar style car with bumper stickers. 6:07. new this morning, marin county, one of the most expensive places to live in the country. now lawmakers are trying to create affordable housing there. the county is planning to give

clearing out quickly. we'll be at 63 degrees at 10:00 today and heading into the low 80s. it's going to be much warmer than it was yesterday looking at a high of 84 degrees there. and 82 in livermore and in morgan hill. san jose, we're looking at 80 degrees and normal, about 72 degrees. it's going to be heating up for the inland valleys while we'll keep some 60s for oakland, san francisco and 65 in half moon bay today. napa reaching 78 degrees. i'll break it down for fremont come up in a few minutes. mike says san jose is recovering. >> from earlier traffic alert, kari. i want to call out another south bay crash, highway 9 at 35. it's dark in the area. reports of a crash right near that intersection. we do have traffic flowing through the area. be careful, it's tough to see in the area. chp was here, this is northbound 101. good recovery. we have the red sensors removed. now just yellow and orange. slower northbound approaching

it's a cloudy start at 6:13. a live look outside in fremont where we're seeing clear visibility here but in parts of the bay area, that fog is really dense. our temperatures start out with some upper 50s and then head into the low 70s by early afternoon. very nice day here, heating up inland. a look at all our microclimates coming up in less than five minutes. that fog looks like this.

san rafael southbound 101, tough to see. what we do see are headlights moving smoothly. no speed issues for the north bay, at you want to watch it. we'll show you where things are recovering nicely. good morning. happy thursday to you. some really tough numbers here. the dow fell 608 points on wednesday. enough to erase all of its 2018 gains. smaller numbers but bigger percentages on the nasdaq. wells fargo shuffling executives as it continues to deal with scandals at that bank. and twitter, one of several tech companies reporting profits today. we'll talk more about twitter in a second. let's take a closer look at those losses. the s&p 500 joins the dow in erasing all its yearly gains. you can see it's fractions of a single percent to the negative. still negative. nasdaq has held on up 3% in 2018. what we're seeing is a number of really mediocre quarterly reports from companies. every three months companies who

offer stock have to open up their books to investors. it's only fair, right? we're right in the middle of what that earning season is called right now. intel, alphabet, amazon report today. san francisco's twitter released numbers just a short time ago. it says it lost 9 million users but says a majority of those were actually bought. twitter is cleaning up its act but it's hurting its numbers. tesla also opened its books and made a profit. you see, tesla makes money. and an asterisk. it's the profit for a quarter. tesla has never made a profit for the year. tesla also says its low-cost tesla model 3 will not be available until next year. this is the one everyone's been waiting for. the $35,000 model. now, tesla will have to hurry on this because some of the federal tax incentives that make the car that inexpensive run out soon. elon musk says tesla will soon compete with uber and lyft in the next couple of years. the idea is once the cars are fully automated, if you're done

place. and, of course, we want to watch the baby bump. >> baby bump watch. >> and the weather, something for everyone, right? >> starts out nice and cool. we have to deal with the fog in the early hours but later on today we'll have cool weather for the coast and starting to warm up inland. let's get a look at the fog we're having to deal with and the low visibility. this shows you the number and visibility and miles. we're down to about half of a mile visibility in livermore. elsewhere the fog and the clouds are just a little bit higher than the roadway. but then you go up towards napa and santa rosa and we have quart canner mile visibility. if you need to use the low beams and also slow down out there as you get ready to head to work. for morgan hill, it will be in the low 50s and still cloudy, but all of the clouds and the fog we're seeing right now will be clearing out quickly. we'll go from the low 50s to the mid-70s by 1:00 today. that that warm-up will be pretty fast this afternoon. and then as you check out the seven-day forecast at the bottom of the screen, you'll see the peninsula will have some 70s

over the next few days. san jose will be warmer so we start out our school day with upper 50s. at recess and as the kids head out, it will be in the upper 60s. nice and comfortable and the low 70s. as you're getting ready, allow extra time to get ready this morning. we have a lot of humidity. as you're getting ready, if you don't have the time to go through it several times with a flat iron, just put it back in a ponytail and go. it's one of those kind of days. it will dry out as the day goes along. our temperatures warm up. we're up to 84 in concord today. 78 in napa. san francisco reaching 67 degrees. high pressure will be building just to the south of us. normally this produces a very strong offshore flow and moving just to the south of us. our ocean breeze will be weak. still, our temperatures will be heating up. this will also block the storm track from moving into the bay area. we're still going to see that rain across the pacific northwest. and we're going to stay dry. we will see a shift in the wind going into late weekend and

early next week. that's going to help cool us off. we can even see that now as we get a look at the satellite imagery and all the clouds but staying clear here in the bay area. looking for something to do this weekend, check out this funny picture and the halloween dog festival. you'll see more dogs dressed up in jack london square on saturday and the weather is going to be perfect. let's head over to mike. you're tracking a new crash now in san jose. >> i am. we had recovery for the bay shore freeway highway 101. at bottom of your screen. if we take a look at the rest of the commute, the peninsula is just fine. we are looking at northbound 101. as things were recovering around capitol expressway, we see a backup around tully. this crash looks like a fender-bender clearing from 280 north. anywhere north of there we see an easy drive. now, we're looking at a smooth flow of traffic as well. we're looking at 24 over here

towards fish ranch road. reports of a crash there. it may be blocking one lane but i haven't seen slowing there. i have seen slow on the build out of walnut creek. kirker pass, waze tells us it will take an easier drive through kirker pass and locals know that can save you about ten minutes. fog registers for the north bay, kari has been talking about that, but i want to point out, our view from hayward, the flat section of the bridge, the fogs and cloud keep us from seeing the high rise to the east bay. still ahead on "today in the bay," we continue to follow breaking news. we just learned seconds ago now a second package has been found addressed to former vice president joe biden. it is a suspicious one. new scares breaking out across the country over these numerous suspicious packages and pipe bombs. new targets. also at 6:30, how local

summit is being held in was 6:23. happening today, the first national opioid summit is being held in washington, d.c. attorney general jeff sessions will be there joined by leaders from across the country.

responding during the morning rush hour to keep you safe. we'll have details on that coming up in just moments. first, good morning to you. thanks for joining us. i'm laura garcia. >> i'm marcus washington. right now we want to get a check of your morning forecast before you head out the door. a lot of people are starting out with fog out there. >> we have patches of fog that have developed in some of our valleys around the bay area. especially in the north bay where napa, visibility has dropped down to a quarter of a mile. in the tri-valley, quarter of a mile visibility. san martin, down to zero. you do have to take it easy out there, slow down, use low beams and allow extra time to get to work. if you're headed out to the pleasantville b.a.r.t. station, we're in the low 50s. jacket weather to start out the day. it's going to heat up fast. we're looking at mid-70s by 1:00 today. we'll talk about our warm-up in time for the weekend. that's in seven minutes. you're saying something odd for fremont? >> you're talking about fog, not rain. we have a little flooding reported in fremont. 880 at dakota but it may be a

busted water line. we'll check on that. no interruptions for the flow there. the traffic sensors are moving fine. north 101 they should be moving better at tully in san jose. that crash should be cleared in the next couple of minutes. we should see good recovery but the northbound commute is slowing building into silicon valley. nothing unusual for coco county. this fog registered over here for the north bay. we do have a disabled vehicle reported at the westbound direction, treasure island for the bay bridge. i can't confirm any slowing is because we lose sight of the cars. it does look like the incline is moving smoothly. at 6:31, new developments on the breaking news we've been covering for you on "today in the bay." it's sweeping the country. suspicious packages still targeting prominent democrats critical of president trump. this story is changing so

quickly. nb nbc news just confirmed a second package addressed to former vice president joe biden was found this morning. it was found at a postal facility in wilmington, delaware. the first was found at a postal facility in new castle, delaware, and had similar markings to others found during the past few days. in new york city, in fact, another suspicious package caused quite a frenzy a couple of hours ago. nbc news sources say the envelope was sent to a property owned by actor robert de niro. here's, in fact, a look at that package that was found earlier this morning. sources are saying it has similar markings as pipe bomb packages recently mailed nationwide. new york's governor says he is increasing security on his state's transit system in case the pipe bomb threats evolve into, quote, something else. extra measures are also being taken here in the bay area. >> bob redell outside of the

b.a.r.t. station in warm springs. b.a.r.t. is taking similar precautions just to make sure people are safe. >> we did reach out to b.a.r.t. this morning and the transit agency assures us they received no specific threats against the transit system here, but in light of what's happening on the east coast with those pipe bomb threats, they will be increasing the visible presence of their officers on the trains and in the stations, which will include canine units. as always, they're reminding passengers that if you see something, say something. report any suspicious activity to b.a.r.t. police. this morning in an interview with npr, the radio station, new york governor andrew cuomo defended his decision to deploy national guard and more police to that state's transit systems, saying he has to be careful that in this situation it doesn't evolve into something else because they don't really know what they're dealing with. reporting live here in fremont, bob redell, "today in the bay." >> thank you. and a bar in san francisco's

dog patch neighborhood is remembering a woman who died in a house fire this weekend. a photo of 28-year-old kelsey o'leary there is posted on the third rails' facebook page. she worked there as a bartender. authorities say she died tuesday morning in a house fire. we covered it as breaking news on "today in the bay." that fire happening on funston. in all, six people are displaced. investigators have not determined the cause. electricity back on at stanford university this morning. that news just coming down within the past few minutes. at one point there was such a big outage, it blacked out a third of the campus. kris sanchez live will at stanford. do we expect things to get back to normal? they were planning to cancel some classes. >> reporter: they canceled some classes last night, but now things should be back to normal, except for at the science

building. i'll tell you why in a moment. i'll share with you the e-mail we just got into us. the power outage was tracked to a cable in a building at the science building. that's why things are not going to be normal there. you mentioned the cost to students. some lost class time last night. some had to leave labs in the middle of experiments, especially folks working with hazardous materials. we should mention at no point was stanford hospital affected by this outage nor were student residences or dining areas. that was a relief to this delivery driver who had a truck full of food. >> everything needs refrigeration, obviously. if the power is out, you don't know where to put the food. >> reporter: again, if you're a stanford student or staff

member, things are back to normal here on campus. classes will resume. the power went out about 3:00 yesterday afternoon and was not restored until 10:00 last night. that is after facility workers were testing the circuits. they went one by one on a two-mile-stretch to isolate that problem. now we know it was a cable failure at a transformer serving a new building that is still under construction. so, clearly it's something that could happen in other construction zones as well. here on the stanford campus, the lights are back on. at stanford, kris sanchez, "today in the bay." >> good news for everyone there. thank you. 6:36. happening today, help for parents. the gilroy area of california highway patrol will conduct free car seat inspections. the event is happening at gilroy gardens. it starts at 10:00 this morning. studies show motor vehicle crashes are still a leading cause of death among children. the national highway traffic administration says safely installed car seats can reduce

the risk of fatal injury by 71% for infants and by 54% for toddlers. just have to make sure they're installed correctly. >> a lot of giggling going around from the backseat. south bay moves nicely. everywhere else around the south bay is moving nicely. northbound so101, we just got confirmation all lanes have cleared at tully. a smooth flow of traffic should be restored. we see the build from the rest of the south bay. the other issue is the clouds. the fog right here, the san mateo bridge from hayward, we're looking at the foreground, the flat section. we have more company. when you notice you can't see the high rise, so that's an issue. patchy fog throughout the tri-valley and north bay as well. so far, chp has not reported any problems. let's take a look at the weekend weather. >> there's a lot of festivals, going to the pumpkin patches and

celebrations going on. on friday in alameda, there's a halloween festival. it will be in the low 70s at 3:00. a beautiful afternoon. very comfortable weather. mostly clear skies as we head into the evening. on saturday it will be in the low 80s for the inland valleys. bay reaching into the mid-70s and the coast will be comfortable at 70 degrees. it will be a nice beach weekend at least for saturday. it will be cooling off on sunday with mid-60s for the highs and for the bay, 70 degrees. cooler for the inland areas as well. as we reach into the mid-70s. on saturday, we also have the cal game in berkeley. it's going to tb as we kick off at about 71 degrees. mostly sunny skies, breezy winds and dropping down into the mid-60s by the end of the game. if you're getting out of town, going to yosemite, it will be a nice weekend for it. we'll see highs in the mid-60s and mostly sunny skies. a little cooler on sunday. we'll keep an even 75 for highs

temperatures in the mid-50s. the clouds clear out quickly and we'll get a lot of sunshine and warming temperatures. low 70s by 2:00. we'll talk about all of our microclimates and the weekend ahead coming up in less than five minutes. we're looking at travel times, north 101 at the top of your screen, 50 minutes now. getting better. that crash at tully has cleared. 280 northbound pushes on. new this morning, all lanes of northbound 680 reopened after a hazmat scare involving a big rig. the truck caught fire at berryessa. they were concerned about a possible spill and closed all lanes but firefighters determined the truck tanks were empty. chevron agreeing to pay millions in fines as part of an agreement with the department of justice. this payment will help resolve federal investigations into several refinery incidents,

including the 2012 fire in richmond. that fire sent thousands of people to the hospital with respiratory issues. chevron has agreed in part to pay $3 million in fines along with $20 million to improve its richmond facility. also new this morning at 6:44 out of contra costa county. >> classes at one east bay school are scheduled to go as planned today, but with a higher police presence. this is after an online threat sent to students. here's a look at the letter sent to parents from the principal of freedom high school. this is in oakley. it says students received a snapchat threat citing the columbine school shooting. that post also implied something would take place today. police are telling the school leaders there to carry on as planned and that officers will be there. the snapchat account is now being investigated. just as scooters are hitting the streets of san francisco once again, we have new video to show you. with a ride in southern california taking a dangerous turn. >> two people on an electric

scooter. this is in san diego. came into the path of a trolley. security cameras on that trolley captured that crash. both that man and woman on that scooter were sent to the hospital. the riders were not cited by police but the department says that riding without helmets, riding double on that scooter as well as riding unauthorized in that area are all violations. it's a quarter to 7:00 right now. president trump calling for peace and understanding at a rally in wisconsin last night. >> this as yet more pipe bombs arrive to his poents' mailboxes. >> the latest are for robert de niro, who's been very critical of the president and joe biden as well. here's a scene into our news room from just a short time ago. this was a device that was sent to a postal facility in new castle, delaware, where police and postal officials were able to intercept it. here is the president just a short time ago last night calling for peace and harmony.

francisco area, getting ready to cross the golden gate bridge. they're having to deal with the low visibility there. the seven-day forecast is already up at the bottom of the screen as we take another live look at a foggy shot. this one in the tri-valley. we're starting to see visibility improving just a little bit there. if you're on your way out to the dublin b.a.r.t. station, another cool one. patches of fog. we're at 52 degrees. once all of this clears out, the sunshine will break out right at about 8:00. then we're looking at highs reaching into the mid-70s by early afternoon. making your plans for a workout this morning around foster city, expect it to be cloudy, patches of fog there as well. it's only going to be in the mid-50s. as you -- if you wait later in the morning, it will be a little warmer and much more comfortable. we are going to be warmer today in the south bay with our high in morgan hill reaching 82. 78 in cupertino. east bay looking at some low 80s. for the peninsula, 73 in redwood city. on the embarcadero, 67 will be

the high today with some upper 70s in the north bay. as you're getting dressed, because we do have this cool and humid start, you do need a jacket. the rest of the day you'll be comfortable with some short sleeves. we're going to have temperatures warming up over the next couple of days because of high pressure. but because it is just to the south of us, we'll still have a very weak onshore flow. it always causes clear skies, sinking air. as we go in towards the middle of the week -- or towards the weekend, we'll see this area of low pressure kind of breaking down that high pressure and the storm track still staying well to the north of us. no rain but cooler air on the way by the end of the weekend. mid-70s by sunday. we're all interested in that halloween forecast. we'll be in the mid-70s. it's going to be comfortable for those costumes. mike, you have a warning for drivers about the patchy fog. >> it's the same warning you've been giving folks as well. i'll say the same thing kari did. in the tri-valley we have a patch of dense fog. around the dublin interchange

coming out of livermore, dublin and pleasanton, be careful. keep head beams on low beam. you've heard it from both of us. the south bay we continue to see the build. in fact, san jose has the heaviest flow of traffic right now for the most slowing sensors. north 101, 87 and 85. a number of earlier crashes on 101 into san jose caused more slowing. 101 into san jose through san martin, we see your typical slowing where the arrow is. you're okay whether you get to cochran. highway 17, we've been seeing slowing. there's a crash on the shoulder. it's been there for a while around summit. we don't have any lanes blocked but the distraction tightening the area. that will slow you from the santa cruz side but getting down to santa cruz, it's fine. the berkeley curve is very slow. there's the curve getting to the bay bridge toll plaza. feeding off the madze, you see all these freeways. some countercommute are coming

from coast to coast, suspicious packages targeting prominent democrats critical of president trump. nbc news confirming within the past 30 minutes, two packages addressed to former vice president joe biden were found this morning. both were found at postal facilities in delaware and have similar markings to others found during the past few days. in new york city, another suspicious package causing a frenzy a couple hours ago. nbc news sources saying that envelope was sent to the property owned by actor robert de niro and also matched the other packages sent. new york's governor saying he is increasing security on his state's transit system just in case a pipe bomb threat evolves into, quote, something else. we're also learning here in the bay area there are extra patrols at b.a.r.t. stations and on trains. in minutes on the "today" show, analys analysis and the hunt on whoever sent those pipe bombs to prominent democrats. it could be a win for major silicon valley companies like

google, facebook, apple. president trump's administration planning to change the way the lottery is run for the h-1b visa. under the plan the number of highly educated foreign workers getting accepted will be boosted. the new process is expected to be announced later this month. also this morning, san jose police need your help to identify a suspect who exposed himself to three different victims. take a look. you see part of the photo there. we'll try to fix it. they have a photo of the man that police are looking for. the victims walking near parkview park in the last few weeks when the incidents happened. police say the man was driving a late model toyota matrix or similar car with bumper stickers. there you see the man on the left and the car the suspect was believed to be driving on the right. tesla turning a profit for the first time since 2016 in third quarter earnings report. slightly better than expected car sales.
