deadly accident involving a tour bus is all being cleaned up and down right now. investigated. complete cover am right now. first, good morning to you and thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. right now we want to get over to the accident. mike inouye, what can we expect from the roads? >> -- coming up north past the alvarado off-ramp. the crown plaza sign is the exit off where everybody on northbound 880 are forced off. you see the flashing lights because of the deadly crash. as i take you out to the traffic maps i'll show you wt' here, lo fremont. one of three closures right no

deadly crash or a crash of any sort. the other two are construction related. north of the dumbarton bridge you're forced off of the freeway at alvarado niles, west of the freeway toward whipple, using direrialha you'le h to take that since about 10:40 last night. we've been tracking this. bob redell is on the scene. you're in union city. what's the latest? >> reporter: good morning to you, mike. we just heard from a chp sergeant who gave us an update. they expect it to probably be at least another hour and a half before they're able to open up northbound 880 on the border with union city and hayward. one reason it's taking so long, they have their major accident investigation team out here trying to recreate this accident in which two people were killed. to give youd 10:40 last night there was a small tour bus headed northbound on 80. this was a construction zone at the time, and for whatever reason, it didn't stop. it was stop and go traffic, but it ended up hitting one car.

it went on top of tlexis. it killed the driver in that car and other passengers and through a chain reaction it pushed a second car ups big rig a, drivers of thei passengers, and the tour bus operator and the big rig drivers were not hurt but they are both cooperating and tour bus driver is also as i mentioned cooperating. they do not suspect drugs and alcohol were involved. they will look to see'driver was distracted, falling asleep or other possible causes. this is under investigation. the coroner is out here, doing removal of the two people, a man and a woman, who were killed in their cars, and they have shut taking place around whipple road, the border of union city and hayward. the traffic is being stopped and divertedth'ake a live look, we just came to the backup a little bit earlier but as you are well aware it's only 4:30 in the

morning so the backup is not as severe as it could be as the morning goes on. chp expecting the estimated time of reopening of northbound here and hayward, union city, to be around 6:00 so about another hour and a half. reporting live in hayward, bob redell, "today in the bay." >> that could make a rough morning commute. sad for the family loss this morning. right now, we head over to meteorologist kari hall with a look at the forecast for the week. >> we are still in a microclimate weather alert until about another hour and a half. we have hey high wind gusts in% parts of the north bay and inland east bay, especially above 1,000 feet with our highest wind sweet at mt. st. helena at 62 miles per hour. low humidity and some breezy winds. getting you out the door in willow glen, we will have some wool temperatures, only in the upper 40s, and heading into the mid-60s by noon. i'll have a look at that halloween forecast coming uphec.

ay of october, the dow was d the nasdaq rising 111 t karocar performance since august of 24 company the first to be approved without a backup driver, it's in the santa clara area not too far from you guys. it includes tested speeds up to 65 miles per hour as well as during foggy and rainy conditions. pizza hut is teaming one toyota on a new delivery vehicle. it's called the tundra pie pro, a concept hydrogen fuel cell truck that not only cooks pizzas but uses a pair of move them along. th the whole process takes about seven minutes, so the truck could maker pizza while it's driving to your house, but don't expect to see this on the road any time soon, due to the high cost and lack of hydrogen filling stations in the u.s.

for those chilly temperatures hat, too, but then you can take off some of those layers as we go throughout the day, and our temperatures warm uhm. we're making plans to go out trick-or-treating today and for the bay, it's going to be about 71 degrees at 5:00, and then cooling down quickly as we go into the evening, going from 71 to 65, down to 61, and then for the inland areas like the tri valley, it's going to be 81 degrees at 5:00, and keep in mind, sunset will be at about 6:10, and then you can go out trick-or-treating around that time and staying clear at 7:00, we're at 72 degrees. now we've had some warmer than pressure, and it's keeping us from seeing any clouds. we've had some really clearflow look at the ose are some offshore windsti of year. going to see another few days of keep i talking about mid 80s for the inland

the crash. two people have died, as i understand it, as a result of the the investigation continues until at least 6:00 in the morning. that will be your alternate for the time being. north 680 fremont toward sunol this overnight roadwork was planned around vargas and we should have it cleared up in the next few minutes. i've been watching sensors for the last 10, 12 minutes and they have changing. it's a typical pattern we tend to see as crews start to clear from the overnight construction scene. west 580 is open for business as folks travel their commute direction toward the dublin interchange and out of contra oming into that area. northbound 880 the third of our three closures at 23r toverhead continue to remove some of the construction equipment and other apparatus, so that is the reason why they've been closing it, southbound earlier last week and northbound this week, they're off and then back on the freeway and finally the bay bridge toll

plaza, that's very light right now, because it's just 4:50. no delays through cocoa county and no problem for fog at the golden gate bridge. loophole that opens the door to fraud. >> lawmakers cited their own abuse. bigad shaban is here with the story. >> reporter: good morning. landlords in oakland who live in their own duplexes or triplexes are legally allowed to evict everyone else in the building for no reason, but our reporting over the past few months exposed a serious lack of oversight that may be allowing landlords to abuse the system, and pretend to live in one place when they really don't. >> any neighborhood where you're seeing increasing property values, you're going to have a perverse incentive on behalf of landlords to try to scam the system. >> reporter: voters here in oakland will get the chance to decide whether landlords who live in their own duplexes or triplexes should be allowed to evict renters without cause. that issue known as measure "y"
