victims. the new clinic opening in the bay area and the reason it was such a big debate over its tin 2018. the final push for votes across the bay area and the country. . the news starts right now. thank you for joining us tonight. i'm vicky nguyen. >> i'm terry mcsweeney. campaigning shifts into overdrive as election days draws closer. a lot of star power on the campaign trail and a lot of people heading to early voting centers in the bay area. in fact, nearly 35 million ballots coming in early. a record number for early voting. there's a lot at stake in this election as i'm sure you have heard. democrats need to flip 23 se te from the republicans. a lot of tight senate races as well. a change in the balance much power could seriously affect the president's agenda. so many big issues for bay area voters today. who will be deciding on issues such as affordable housing, homelessness and even daylight

savings time. in the south bay many people took advantage of early voting centers. nbc bay area's mia a bustling location. >> reporter: this early voting center at the cambridge library was so busy. so busy that even after he closed tonight some people were coming in asking, where do i put my ballot. that's a good sign people want to make their vote count this election. it is the last-minute push before election. today democratic gubernatorial candidate gavin newsom urged people in los angeles to get to the polls. >> because at the end of the day there's nothing more empowering than voting. there's nothing that -- i don't know,equaunzing. >> reporter: in sacramento his opponent, republican john cox, talked about change. >> we are going to make this

state affordable and liveable again. we're going to start by repealing that gas tax! >> reporter: there's a lot at stake for the country and the state. at this rally in sacramento tensions between the two parties escalated. chanting: usa. immigrants are welcome here. >> reporter: this year there are many ways to vote. in alameda county people didn't have to get out of their cars to cast a ballot. many say they appreciate the convenience of drive-through ballot boxes. >> early vote is really, really important for those that work, and i do think that the voting -- day of voting should be easily gotten off of work and even a holiday absolutely because our rights are under attack. >> reporter: about a fourth of all registered voters in santa clara county have already voted, with nearly 200,000 people casting their ballots early.

have burned and the fire is 30% contained. smoke is drifting north, affecting air quality in nearby felton and boulder creek. >> when i got down to boulder creek the smoke -- i had my windows open. it was so bad my eyes started to water and it just kept getting worse. >> no word on when the stretch of highway 9 will be reopening. it is a potential solution to a troubling problem, a rise in sexual assaults in santa clara county. it has led to the addition of a second clinic to help victims. live at stanford university with the details tonight, sergio contana. >> reporter: advocates for the victims have been pushing for the second location to be here at stanford hospital and it looks like it is going to happen. people fighting at stamford hospital. >> there's definitely a need for a thorough exam or rape kit exam, a location on campus. it is a great idea. we're happy it is moving forward. >> reporter: it has been a

struggle to get it there. ph.d. student emma and her colleagues have been pushing for it for about a year. they say someone who has just endured a sexual assault should not have to go miles away to valley medical center to have a rape kit administered. when plans were announced last month to open a clinic here at the campus, concerns were raised at a meeting. >> we do not support this unless it is open to everyone regardless of where it occurred. >> reporter: the first proposed location was in a student health center so the general public may not have known how to get there and it sits in the middle of student housing where students could potentially see victims. >> to have it at the stamford dr because it would make more sense and reduce the stigma because you can go to a hospital for any number of reasons that have nothing to do with being sexually assaulted. >> reporter: this is a letter the stanford president sent to the board of supervisors announcing the decision to open the clinic at the hospital.

sausalito are on notice tonight. the owners of small boats docked off the shore of sausalito are on notice tonight, find another spot or get towed. the police left warning flyers on dozens of boats bobbing in richardson bay this weekend. any boat left in city waters for 72 hours could be removed by officers. the number of boats in the bay has doubled in the last year of so and apparently reports of theft and other issues. a spot at the marina costs $1,000 or more a month. that's kind of why. an amber alert is in effect for a san jose brother and sister allegedly abducted by their mother who does not have custody. the police say they met at a park in san jose with a child protective services worker supervising the whole thing. the social worker took an

11-year old to the bathroom and came out to find the mother and the one year old gone. shortly after that the girl disappeared and is believed to be with the mother as well. 33-year old diana mararia drives a gray 2012 minnie cooper. they could be headed to colorado springs. it appears san francisco is about to get help to deal with the city's traffic problems. for the first time in three years, the san francisco police department is expected to add 16 traffic cops. the san francisco examiner reports the department started a motorcycle training class last week. that class is required for any officer hoping to join the city's traffic division. the department is hoping the boost will help them crack down on traffic-related deaths. friends for life because of a life saved. today two women who previously didn't know each other ran a half marathon in san francisco to raise awareness for organ donations. nbc bay area's christie smith explains how they have an

unbreakable bond. >> reporter: at the finish line, hands up for a sweet victory and a new personal bond. >> as i ran it with the woman who was yesterday a stranger and today is a part of my family because she gave a kidney to my husband about 13 months ago. >> reporter: this is lisa emmet with her family, including husband neil. today she ran the golden gate half marathon with her brother and kidney donor, shannon bousfield. >> she donated to help a friend of hers and through what is called a kidney chain, organized by the national kidney registry, she kicked off a chain which ultimately saved four people, one of which was her friend she donated for and also my husband. >> to have this incredible bond with somebody you have never even met but you share something so incredible. >> reporter: the emmets live in florida where family and their daughter's teacher tried to help, offering to donate, but they could not find a perfect match until fate would provide one by way of the kidney chain. today the recipient's wife spoke

about why they chose san francisco as the backdrop for this emotional run. >> today the golden gate bridge was nice and clear, but it is often known for being very foggy and you can't see the end of the bridge. but even if you can't see your destination, you have to keep going and put one foot in front of the other. >> reporter: lisa's husband has responded well to the donation. >> he's doing great. he's doing great. amazing. >> reporter: lisa and shannon raising awareness one step at a time. >> it is amazing. i mean we'll be friends forever. >> reporter: in san francisco, christie smith, "nbc bay area news". >> a special bond. an east bay city came together to honor those who have served our country. the 23rd annual tri valley veterans' day parade happened this afternoon in pleasanton. this year the parade also celebrated the 100th anniversary of the ending of world war i. one veteran says it is important to remember the difference between this holiday and memorial day.

sutro tower camera. we see city hall in san francisco lit up in red, white and blue this evening. 58 degrees, a high of 67. similar weather setting up for tomorrow. notice jacket weather leaves this part of the forecast. the morning temperatures look and feel a bit like november, with mid 40s to low 50s starting the day but high temperatures again tomorrow, a few degrees above average. not as warm as saturday, but still mid to upper 70s around san jose, for areas around pleasanton. another day near 80 degrees tomorrow. low 70s fro ola hayward, penins temperatures in the 70s. san francisco, again in the upper 60s with the wind off the water. into the north bay, highs in the mid to upper 70s. hou hour-by-hour, it doesn't get more boring than this. no low or high clouds, no inra. that's a problem, isn't it? you see high pressure is the cause here, keeping the storms way off to the north. so the good news actually for election day here locally.

we will see the same trend we are seeing tomorrow. a cool start, mild midday, and then a cool finish there. so tuesday, weather wise, clear and dry. we will likely stay dry at least through the next seven days. you see here high pressure off to the west, storms staying to the north. as terry was talking about, that slight chance of seeing showers around the 13th or 14th. high pressure will start to weaken a little bit, but this is the way things are looking right now. you can see here a lot of the showers possibly moving off to the north. so between now and at least the middle part of the month, rain chances for now looks like it will be in the pacific northwest. we are hopeful as we pass the 14th we will start to see this drop to the south, but it is a very dry-looking seven-day forecast. san francisco, a bit cooler towards midweek, and then back to 70 as we head towards next weekend, which will be pleasant for veterans day activities around the bay area, but it is a very dry looking forecast. obviously now going all the way to the 13th and 14th, and coming up in the next 15 minutes we

>> i'm vicky nguyen. firefighters are still fighting a fire that forced road closures in the santa cruz mountains. the rinkin fire started around 10:00 last night, burning off highway 9 in linkin crossing. flames forced the shut down of highway 9 in both directions between paradise park and glen dairy road. cal fire says so far 17 acres have burned. that fire is 30% contained. there's no word though on when highway 9 will reopen or what sparked the fire. highway 9 is a commute alternative for people heading to or from the south bay through the santa cruz mountains. a chain much events on highway 4 near discoveryay. chp says ari a motorcyclist shortly after 5:00 p.m., fled the scene and crashed head on into another car 500 feet away. the meteorn suffered major injuries. the driver accused of causing

last week the turkish military shelled kurdish soldiers across the area. the u.s. responded by leading joint patrols along the border with kurdish forces. turkey considered the kurdish militia working with the american troops to be a threat and extension of the rebel effort in turkey. a fiery crash in sonoma county killed the driver and knocked down power lines. it happened just before 8:30 on east side road in windsor. chp says the man veered off the car and his car hit a power poland tree and caught fire. the driver died at the scene. officers say preliminary investigation shows he may have been driving too fast and lost control. when is the next time you plan to talk to your insurance agent? you might not have thought of that question. we are about to give you more than a million reasons to call tomorrow. >> consumer investigator chris chmura profiles a north bay family fighting a seven-figure

insurance battle. >> i miss it so much. >> reporter: it has been 12 months since madonna day's home burned down in the north bay wildfires. >> my whole life, treasures, memories are gone to ash. >> reporter: she and her daughter marie louise are eager to rebuild the farm house they called middle earth, but there's no sign of construction. >> and i can't replace it. they haven't come through. >> reporter: they is state farm. madonna and marie louise say they were stunned and upset to learn they were dramatically underinsured, even though state farm automatically adjusted their coverage each year. >> there's a gap of at least a million dollars in what it would take to rebuild this. >> reporter: this contractor report estimates $3.2 million to rebuild middle earth. madonna and marie louise say their policy will pay a maximum of about 1.5 million. >> they actually gave us less than half to rebuild. >> reporter: that's a familiar chorus in the fire zone

>> the laws have to change. >> reporter: amy balk leads united policyholders, a san francisco nonprofit that helps to tackle the claims. they found 66% of north bay fire victims were underinsured. who is responsible for making sure you have enough coverage? you are. even though insurance companies automatically adjust your policy yearly, state farm's website is clear. the choice is yours. balk says most people just renew with whatever the insurance company computer spits out. she believes those formulas can better reflect building costs. >> if you don't know how to figure that out, then you've got to tell your customers that. you can't continue to lull people into a false sense of security that tyinsurance to pu back and then have them find out after the factt's not true. >> it was a beautiful home. >> reporter: we contacted state farm. it declined to talk specifics of madonna and marie louise's case. instead it sent a statement that says in part, it is our intent

and obligation to pay what we owe under the terms of the policy. we are always willing to work with our customers to make sure they are receiving the full benefits allowed within their policy. but madonna and marie louise say even getting what state farm owes is a struggle. they told us they're ready to just accept the seven-figure shortfall and take what their policy offers, yet state farm still hasn't paid them in full to rebuild. >> it just doesn't seem fair. you spend years and years paying for your insurance and then to have to battle for rebuilding, that's cruel. >> reporter: well, as for why some homes are already rebuilt while madonna is still waiting to be paid, state farm said, quote, the timeline to process a claim can vary because each customer's situation is unique. back to underinsurance, two steps. one, ask a builder if the amount in your policy is enough to

but now three children speak out about their experiences, and they say no one is following up to see whether these pricey workshops actually work. >> i do not want this to happen to a single other person. >> hasn't been the same since that program. >> i can speak for myself, and i can speak for the fact that this is the first time, vicky, i have a voice. this is it. >> now adults, leo, arianna and sam open up for the first time about mill valley-based family bridges, a workshop they were ordered to attend by a family court judge. >> did the program help you reconnect with your mom? >> no, i don't have a relationship with my mother. >> reporter: did it help your relationship with your dad in any way? >> no, i haven't spoken to him since the program ended basically. >> reporter: family bridges is marketed as a program to help children bond with an estranged parent after divorce. arianna, sam and leo attended the four-day workshop led by multiple psychologists and

social workers. >> i feel like i was taken from my childhood when i was 12. >> reporter: leo is a national lacrosse champion who has a business teaching the sport in canada. he was astonished to hear his experience matches so much with these young women he has never met. after contentious fights between the parents, they spent more time with one parent. as part of a court order, the children were required to attend family bridges and cut off contact with their favored parent for three months, which turned into more than a year for leo and ariana. >> you can't force somebody into a relationship. >> reporter: at 17, ariana and her 13-year-old sister were taken by a private transport company from a seattle courtroom to the family bridges workshop in southern california. invoices we obtained show it cost about $40,000. >> honestly, the prices of this program are ridiculous. >> reporter: sam, also 17, was

ordered to attend family bridges in toronto with her 14-year-old brother. >> just these perhaps, it felt they were using literal fear tactics. they were repeating information over and over. they didn't let us sigh anything about our opinions or feelings. >> reporter: leo went from a hotel in san francisco, both say they were taken from court by police. >> i sat in a cop car until i met the judge whool would live with my mother now. >> reporter: we tried to reach the psychologist who runs family bridges. he spoke at a conference about family alienation. he never responded but we learned his license has been inactive since 2009 when the state board brought unrelated disciplinary action against him for unprofessional conduct, gross negligence and dishonesty. he was placed on five-years probation. he appealed in 2012 but was denied. because family bridges operates as an educational, not

psychological workshop, we found it is not under any state oversight. >> these perhaps the way they are right now do not -- do not work. >> reporter: we reached out to family courts in all nine bay area counties. we wanted to find out whether they send children to these perhaps and how they track the outcomes. sonoma county didn't answer. three counties told us they have not ordered children into these perhaps. five counties though told us they don't track this information at all. >> you should never be forced to be put in one of these perhaps. it is a court system that needs to rethink their strategies. >> reporter:s involved would speak tosutcas. >> it is anti-instinctual to reject a partly. >> reporter: linda gottlieb is a family therapist and licensed social worker. she says her program shares the family bridges principle of no contact with the so-called alienating parent. >> if we substituting fondling

the child's genitals, would we permit contact? psychological abuse is more damaging than physical abuse or even sexual abuse. >> reporter: she acknowledges only nine of the 40 children in her program have relationships with alienated pents. records show ariana's court-appointed guardian testified her younger sister made amazing progress after the intervention. but ariana filed for emancipation and went to live with her father. sam was separated from her mother for several months until her mom was able to get the court order lifted. but her brother, oa minor, is still with their father. >> i have not seen my brother in four years. >> you know, does the system work? does family bridges work? in my case, it didn't work. >> reporter: now, on our website we posted linda gottlieb's

let's incourt t let's incorporate the two weeks of dry weather we may see and the deficit is starting to add up, maybe two or three storm's worth of rain. it is early in the rainfall season, but as we move further into november it adds up more. it is obviously keeping the fire season going as we had the red flag warning a bit earlier this weekend. right now 61 in san jose. we had a high of about 73 and a very pretty view from our sutro tower camera. looking back to san francisco, you have numbers in the 50s right now. highs in the upper 60s earlier today. we will see a similar spread of temperatures setting up for monday as well. the morning, a little chilly. mid 40s around the north bay, santa rosa, walnut creek and livermore. low 50s around san jose and the highs tomorrow close to what we had today. not the 87 we saw in concord and santa rosa on saturday, but still slightly above average by the factor of five to seven degrees above average with

temperatures close to 80 in livermore. the futurecast, that time, it is moving. you just don't see anything happening here. we don't have really any low clouds or any high clouds. no rain in the picture here. this is the reason for the dry start to fall so far. you see how high up the jet stream is. western washington has had flood warning and flood watches all weekend long. that is where the storms have been missing us to the north, deflected to the north by a persistent ridge of high pressure to the west. as terry and vickyntiod, for election day it sets up nicely with a cool morning and evening and in between the two a nice warm afternoon, mid to upper 70s for election day. no rain in the forecast. high pressure, even in its weakened state heading into next weekend, still holds the storms off to the north. the best opportunity maybe to see things get more active at this point still looks to be about the 13th or the 14th. you can see how a lot of the energy still is off to the

north. so right now, maybe parts of the north bay late on tuesday into wednesday will have a chance of seeing a few showers. this at least will bring us some cooler temperatures. highs probably into the 60s, but no real strong signs of rainfall between now and november 14thth. so seven day forecast for san francisco, we'll trend about the same as we saw today, a little warmer later this week, which will set up nicely for veterans day weekend ahead. as you see, those temperatures climbing again towards saturday as our rain chances still look pretty slim. we'll have an update on some of the long-range models coming up tonight at 11:00. >> sounds ng the streets of new york city for that annual marathon. some great names involved in this and i will try to pronounce them next. stay with us. it )s donuts by th
