this is one of many state where's people are lining up outside because enthusiasm around this midterm is higher than we've ever seen before. this morning, it's voting day. >> let's go vote and win this thing. >> reporter: as millions of americans prepare to cast their ballots. while voter enthusiasm in midterm elections is usually down, this time, it's different. 70% of voters both democrats and republicans telling nbc news, they're extremely interested in. one, two, three. and democrat? one, two. do you think people are more riled up about this election than you've seen in the past? you do. and for young people, latinos -- >> let's make a change, a real big change. >> reporter: -- and african-americans, that number is even bigger. up double digits since the 2014 midterms. >> the day after the last

election, they're pumped and ready to immediately change everything or they were ready to confirm what had just happened. >> reporter: some of the key issues driving people to the polls -- the economy, health care, immigration, and of course, president trump. >> i want a strong message sent to trump. >> reporter: 40% of registered voters telling us, the vote will be a signal of opposition to the president, compared with 32%, who said it would be a signal of support. have you ever seen this level of excitement before? >> not that i know of. not that i can remember. >> reporter: why do you they're excited now? >> i think it's the president, pushing them. you like the president or you don't like the president. >> reporter: another record, early votes, 30,000 votes have already been cast. >> i did the early voting thing. >> stay in line for two hours on thursday. >> reporter: since october 1st, there's more than 14 million tweets about voting and early voting. and in states with some of the

closest races, women voters are outpacing men. the question now, with enthusiasm at an all-time high, who will show up? when it comes to those early ballots, democrats are leading republicans by 11 according to our most recent poll, but the big question is what's going to happen today. savannah? thanks. the guy with the answers is chuck todd. at least >> let's start with the house and lay out what democrats need to do if they want control of the house for the first time in a decade. >> they need to win 23 seats. on paper, it isn't that tall an order. there's 100 republican held congressional seats that we deemed vulnerable. 25 of the 100 were carried by hillary clinton in 2016. if they just win the house seats that were cared by -- carried by hillary clinton in 2016, they

represented the house, they don't need a wave to do that. >> let's look at virginia, a bellwether and a purple state. this is an interesting race. >> this is where peter was this morning. he was in the tenth congressional district. arly, they're not having a good night. >> what about up here? >> this is the typical swing district. virginia. whoever controls congress seat. this is a quick, early test to see if they're on a path.>>et's. much tougher road for democrats here. they need to flip two. it is sure hard when they look where they are fighting to retain control. >> this is a case where 23 is less than 2. you can discuss. there is a path for them. it would mean winning in texas or tennessee or north dakota. all of those feel like -- >> and holding on in red states. >> and holding on in some of the red states. that makes this seem difficult. if they are just break even or only lose a seat or two, they will feel good.

you the race. andrew gillum, and ron desantis. this is a hard-fought race. >> it's the perfect proxy fight. you have the trump candidate in desantis and the democrat in gillum.her democrats will run o that. >> hoda and kasie want to get involved in this. and watching these come in, are there certain races you watch and go, this is going to be a dynamite night for republicans or a dynamite night for democrats? >> i think chuck is right. and missouri will be a key thing you can look to and say that tells me a lot what about what's happening. it depends on what time you are watching. if you're in the east coast, you're looking for an early night, the two key races for virginia. there's a bunch in new jersey. if democrats say take all four of those critical races, you'll know that we're going to be in for a wave across the country. if you're staying up late on the west coast, there's a bunch of districts in california up for grabs, in orange county, places that have been republican for

generations, really, but which voted for hillary clinton and now have seats that might flip. >> we're calling this midterm -- not for you, mini-presidentiain there's billions being spent here. >> billions being spent. and for the democrats, money fell out of trees. there's something called act blue. i don't want to get in the details of it. it's a centralized giving portal that has transformed how the democratic party raises money. the biggest -- it's not a blue wave or a red wave. when you talk to republicans, and they say they will lose congress, they will say it is a blue wave that fell out of the sky. the money fell out of skies in some districts. >> when money falls out of the sky, democrats are competing in strongholds.

prosecutors say they'resed oi s explosive devices to critics of trump and to cnn. if convicted he faces nearly 50 years in prison. now, to a major development surrounding the u.s. gymnastics team. the u.s. olympic committee is moving to revoke usa gymnastics status as the governing body for the sport at the olympic level. the development comes in the wake of a sex abuse scandal involving former team doctor larry nassar. in an open letter to the committee, sarah hirschland the chief executive officer of the olympic committee said, quote, you deserve better. and the challenges facing usa gymnastics are more than it is capable of overcome as it is currently structured. anticipation is building on that decision on amazon's second headquarters. but there's new word the online retailer may actually split its new headquarters among two locations. been the rise of beto o'rourke. he was an unknown congressman from el paso two years ago. he is a star in the democratic party. he's raised more money than any other senate candidate. he's been drawing big, diverse, young crowds all across this state, which hasn't sent a democrat to the united states senate since 1988. but he's up against a conservative star, as well, the former presidential candidate, ted cruz. has also been drawing crowds. he's been running on his relationship with donald trump and on the booming texas economy. he's also been trying to disqualify o'rourke, saying he is too liberal for this still somewhat conservative state. although, both are saying they are the ones who can unite texas. >> if you're tired of the rage and the hatred, all of us as texas, let's come together behind a common sense supermajority for the state of texas. >> it doesn't matter to me who you pray to. could care less who you love or how many generations you've been here or whether you just got to

i can't grow the beard yet. let's take a look. so far, the battleground states, as far as gubernatorial races are concerned, take a look. wisconsin is a big one going on. we're looking at rain and snow in the northwest corner of the state. rain generally everywhere else, especially late in the day. and then, montana. the western part of the state going to be looking at snow, sunny, very cold in the east. and the rest of the u.s., as far as the forecast is concerned, windy conditions in the northern plains, strong storms in the southeast, down to the mid-atlantic. looking at sunshine from texas into t good morning. i'm meteorologist kari hall. all clear skies across the bay area, and it's a chilly start, most of us are in the upper 40s right now. and then we're going to see our highs reaching into the low 70s in oakland and 79 in napa. we'll also see a high of 79 in livermore. 78 in morgan hill, and san jose reaching 77 degrees.
