afternoon. the headline later on this evening will be the red flag warning going into effect for the east bay and north bay hills. i'll have more on this coming up in a few minutes. mike, you spotted a crash in the south bay. >> i did, coming down to the studio, it was on the shoulder for southbound 808 but a lot of flares. no slowing on our sensors but just past 237 folks were moving over, despite all the room we had, everybody tapping their brakes because of a string of flares between the off and on ramps for great mall parkway. right at the scene, a lot of flares but no major problemso outside of that. smooth drive, a little slowing for paving work and the build at 205 and 580 merge. in cocoa county, everything looks great. i'm tracking a crash 680 and highway 4. chp should give you details in a few. back to you. >> thank you, mike. now to the decision 18

coverage, the midterm elections. here is the latest at this hour. across the nation a blue ripple. democrats are set to take back the house majority but denied a majority in the senate. >> this morning nancy pelosi drawing criticism for promising bipartisanship after the democrats win big. plus a his dark high, more than 100 women projected to be elected to the house. and we're just finding out president trump will hold an 8:30 news conference this morning. we'll bring that to you live. big story here at home, california electing our next governor. >> voters overwhelmingly chose the one-time san francisco mayor gavin newsom. he leads john cox by a wide margin with more than 80% of the votes tallied. newsom was declared the winner last night, before most of the votes were tallied. cox delivered his concession speech only 90 minutes after the polls closed. sam brock is in los angeles at news newsom's headquarters with a report at the top of the hour.

live look at capitol hill. america waking up to divided government in washington. >> democrats are given control of the house of representatives and republicans are still in charge of the senate. nbc's tracie potts is in washington with reaction from the winners and the losers. >> reporter: democrats won control of the house of representatives with a record number of women elected, and the blue wave swept through places like virginia. jennifer wexton becomes the first democrat to represent her district in four decades. >> we have the power to makes things better. >> reporter: republicans hold on with ted cruz's victory in texas. >> we want a future with more jobs and more security and more freedom. >> reporter: senate republicans took seats from democrats in indiana, north dakota, and missouri, where josh holley great claire mccaskill. >> i am not going away. i love this state. i will continue to serve. >> reporter: west virginia's joe

manchin heads back to washington with this message for president trump. >> we've got to bring people together. mr. president, i want you to be president of the united states, not the divided states. >> reporter: tremendous success tonight, the president tweeted. the white house downplaying democrats taking over the house. >> the president's agenda isn't going to change regardless of whose party is there. >> reporter: some races are still up in the air. florida senate, despite that from republican rick scott. >> i'm going to d.c. to get something done. >> reporter: and georgia's race. >> we'll make sure every vote is counted. >> reporter: stacey abrams' race too close to call, and there were a lot of firsts in this election. the nation's first openly gay governor, three states with their first female governors, the first woman native american and muslim members of congress and the youngest member of congress at 29 years old. most of those part of what some are calling the pink wave.

tracie potts, nbc news, washington. as expected, senator dianne feinstein won re-election but challenger made the race interesting. feinstein lost by only a half million votes. last night she talked about her goals for the new congress. >> we need to do an immigration bill. we need to do a health care bill, particularly to provide a public option and to enable people to buy into medicare at age 55. >> in defeat, democratic state senator kevin de leon said he'll continue to work so all voices in california will be hurt. >> eleanie kuounalakis is the declared winner with a significant lead over ed hernandez, her 56% to

hernandez's 44%. no change at the sheriff's office, laurie smith added to a sixth term as the county's top cop over john hirokawa. smith, the incumbent and her supporters celebrated when smith jumped out to a lead right away. >> i'm very optimistic now. i think the lead is insurmountable at this point. we had a great team in place and i'm really pleased the voters of santa clara county selected me. >> i think that i would still be an advocate for change, still be an advocate especially in regards to the use of force, racial profiling and the reforms that need to occur in the jail. >> hirokawa plans to stay active on the issues he campaigned on. those are just some of the races that we've been tracking. >> for a complete list and in-depth analysis, head over to nbcbayarea.com. we have a real time local election results along with easy

headlines. wall street is pointed towards more gains at the opening bell, after the markets rose yesterday, as the midterm elections went largely as expected. the dow closing up 173 points. the nasdaq adding 47 points. stocks typically do well when congress is split and a republican is in the white house, and those instances, the s&p 500 averages an annual return of 12%. that's according to bank of america merrill lynch. wall street historically does well after the midterm. since 1946, the s&p was higher in the 12 months after every single one. who are the market winners and losers from the midterms? wall street thinks the democratic house could be a check on president trump's trade policies, especially the ongoing tensions with china. industrial and material stocks could benefit on speculation lawmakers may be able to work together on an infrastructure deal but drug stocks could come under pressure on a bipartisan

weather in the morning and summer-like weather in the afternoon. here is a live look outside as you get ready to head out. this is looking at the road in san jose, as you get ready to head out. sunnyvale it's up to 49 degrees, down to 49, i should say and rising up to the mid-70s as we go into the afternoon, so yes, another cool start and a warm day. the seven-day forecast for the south bay already up at the bottom of the screen, as we check out what you'll feel as you step out the door. it's the coolest right now in half moon bay. it's only 39 degrees. we have some low 40s in the north bay. i think it will continue to cool off from there, and it's 44 as you head out the door in livermore. if you're on your way to the dublin b.a.r.t. station been the next couple of hours, it's going to be in the upper 40s. all clear skies, and we're going to see temperatures warming up into the low 70s by 11:00. as we get a look at our south bay highs today, san jose reaches up to 78 degrees and 80

at milpitas, and then for the east bay, a lot of those lower 80s back in the forecast today, very much like yesterday, with danville reaching 82, and in oakland 74 degrees. the peninsula up to 66 at half moon bay and 73 in san mateo. some upper 60s for san francisco. the embarcadero reaching 69 degrees and 9 in novato and napa. as we're starting out, you need something that's going to keep you warm, at least to start out, and a jacket or maybe a scarf, or a hat, and then you might want to just make sure you're wearing some comfortable shoes. it's going to be a beautiful day, and you'll want to spend some time outside. as we look at the bigger picture, and see what's happening, we take a look at our satellite, still some clouds well off to the west of us that will be moving into the pacific northwest but still not moving into the bay area, so as we continue on with some very dry conditions. now we have the concern of wildfires once again for our

east bay and north bay hills. red flag warning will go in effect tonight starting at 10:00, as our winds pick up and it's going to be mostly calm throughout the day, but our winds will start to rush over some of those north bay and inland hills, and we'll see that happening later on tonight into early tomorrow morning, and that dry northerly wind will once again raise our high fire danger and the concerns there. we're going to reach into the upper 70s for the weekend, and mostly sunny kskies as the wind start to calm down and san francisco still breezy with highs in the low 70s. headed over to mike, you were showing a report for cocoa county. >> i talked about a crash. it's not a crash. i'll explain what's going on there, chp gave me a little more detail. no surprises at the bay bridge, east shore freeway and north bay looks great. over toward martinez northbound 680, so it's opposite your commute, what commute you have right now, headed up toward the benicia bridge we have a car fire that's blocking, crews

blocking your slow lane as you're traveling north toward highway 4 and the connector. the fire crew had all lanes blocked for a short period of time. the car was engulfed in flames and things calmed down and just the slow lane is blocked and the sensors aren't showing any problems. i'll let you know if it will be there for a long time, but it should be clear and again, counter commute. south bay along the peninsula, no major issues as well. san jose, it's dark but well-lit by the headlights for drivers north 101. you see the silhouette 280/680 interchange. back to you. >> thanks a lot, mike. a decision in the hotly contested east bay assembly race. >> buffy wicks is victorious. lot of people watching this race, two female democrats in an air spanning from richmond and penol through berkeley and albany. community organizers worked in the obama white house was instrumental in hillary

clinton's campaign. she considers herself a voice for change. >> there's such a rich, deep history of organizing in the bay area, and california, and in leading the resistance movement, and that is exactly what we're going to do. >> somewhere is the bay area version of clinton versus sanders. beckles has been a vocal owe pointe opponent of the chevron refinery. >> catherine baker declared the winner in the east bay aft. prop 11 passes, requires ambulance workers to stay on call during paid lunch breaks to respond to 911 calls and gives them more training. maybe california will go to daylight saving time all year, proposition 7 winning by a large margin. during the winter months, we would be two hours behind the

zone to see where all those donations went. >> the main fire relief fund collected more than $32 million, and organizers say they gave more than 6,000 fire victims grants that averaged right around $3,000 each. those recipients include jen and miles harrison, who lost their santa rosa home and everything inside. when they evacuated, they took next to nothing. the harrisons say they really needed that money in the immediate aftermath. >> just to buy, you know, a little bit more clothing, to be able to stop and eat somewhere and know that you're going to be fine, and, it's a little thing but it really is a big thing. >> organizers say 20 million of the $32 million fund went directly to survivors. tonight we'll explore where the remaining $10 million went, including an unexpected project involving hundreds of utility
