welcome to tuesday morning. taking a live look outside, city by the bay, san francisco this morning. hope you had a good monday. now, let's get tuesday going together. good morning. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. we'll get to traffic in a bit. meteorologist kari hall is standing by with that tuesday morning forecast. >> it's still smoky out there and also very chilly. it's basically starting out like it did yesterday. where you see the red dots which is basically all the bay area, it's still unhealthy. as we go throughout the rest of the day, it's going to be smoky, and then we start out in sunny veil with temperatures in the mid-40s. we'll be in the mid-60s today by

2:00 and still not much of the clear sunshine that we'd like to see. so we'll talk more about this coming up, and mike, oakland gets most of the early attention. >> that's right, kari, because they have the only stuff that's not green. green meaning the sensors at speed limit. we'll go over here for 880 southbound and we talked about this over the last few days. southbound 880 at 23rd, off and back on again. the reason folks are slowing, the area has to funnel off to the one off-ramp and back on again. the overhead bridge work is continuing to be taken down and they'll have the new one already in place as well, so the conditions continued transition on to the new walkway over there. getting over there no problem in cocoa county an easy drive. there was construction at the top of the screen. looks like that cleared up over the last few. i see slowing around golden gate. i'll see if there are any crashes in richmond. back to you been. >> thanks, mike. >> the destruction is growing across the state, as wildfires burn out of control. the butte county fire the death

toll there is rising from the camp fire, and now stands at 42, making the fire the deadliest in state history. this morning, dozens more people are still unaccounted for. search and rescue teams are taking on the grim task of searching through that rubble and ash. that fire has burned 117,000 acres and is currently 30% contained. thousands of people remain under evacuation. many people affected by the camp fire are leaning on each other for much needed support. >> sam brock was in oroville for a community meeting last night. >> reporter: after applause rippled through the state theater for sheriff corey honey, he told constituents this. >> i'm proud to be your sheriff and sorry we're going through it. if we're going through it, i'm glad i get to go through it with you as your sheriff. >> reporter: unbridled support, so necessary, on a day where 13

more bodies were recovered, bringing the total to an asto d astounding 42. >> ernest fost age 65. >> reporter: three victims, the eldest 77, after outlining the obstacles of recovery and notifying next of kin. residents rallied behind the public assistance, emotionally and financially. >> just the idea that you can collect unemployment insurance for being unemployed by this disaster, that will help a lot of people beyond belief. >> i have insurance. i just need to talk to them tomorrow and you know, get the ball rolling, but the thing is, you have to determine and declare your house a total loss. >> reporter: homeowners like jamie kern have a long path before them, but are boosted by the many helping hands. the first emergency supply center opens its doors. in oroville, sam brock, "nbc bay area news." two fires right now are

burning in southern california. >> the hill fire is burning on both sides of 101 and the woolsey fire spans from thousand oaks all the way to the ocean in malibu. that has killed two people so far. it's burned more than 93,000 acres and it's 30% contained. the second fire the hill fire is much smaller, 4,500 acres there. currently 85% contained. firefighters up against santa ana winds, which are fueling those flames. >> the winds picked up around 50 to 60 miles an hour and it looked like it was snowing, and it was actually embers flying. >> extreme conditions are expected to continue for at least another full day. many of the fire victims will need help to get back on their feet. for ways you can donate, head to our website nbcbayarea.com. you can find a link on our home page as well. 4:34, and a homemade model rocket leads to a grass fire. this is in concord last night. it happened off of barkwood court near boundary oak golf course. fortunately, no one was injured,

and no structures were burned. the fire investigators there are still looking for the person who set off that bottle rocket. they found these items right here on your screen nearby and asking for help to determine who they belong to. a broken pipe is causing an east bay water service to temporarily shut its doors. this is at the dublin san ramon water service office. it started over the weekend when an underground line broke. the district is relocating its office to pleasanton. happening today, upgrades that b.a.r.t. riders should notice. canopies are going above powell street and civic center entrances. b.a.r.t. says they'll cover theet straitthe the escalators to protect from rain and debris. the ribbon cutting will take place at 11:00 this morning. 49ers quarterback jimmy garoppolo causing quite a twitter storm but he wasn't the one tweeting. scott mccloughan was behind the

good morning. i'm bertha coombs at cnbc global headquarters. here are today's top business headlines. wall street attempting a rebound this morning, following yesterday's sell-off that saw the dow plunge 600 points and nasdaq fall nearly 3%, sparked by a big decline in shares of apple but on top of that, continuing concerns about the rise in the u.s. dollar makes it harder for multinationals and worries about the trade war with china. apple tanked after the company that makes technology for the iphones face i.d. feature lumentum said one of its largest customers asked it to reduce shipments for products. that pushed the broader sector lower. amazon expected to announce as soon as today it is splitting the site of its second head

quart quarte quarters, there will be two, between northern virginia and long island, new york. the company will make a significant investment in a third city. the decision will cap a year-long beauty contest that saw more than 200 bids from cities and stiz states promising amazon billions in tax breaks. it will boost its presence in new york and washington areas as it tries to gain a recruiting edge over silicon valley tech giants including google which says it's going to boost its workforce. lyft is launching a new loyalty program in which riders acumulate points that can be redeemed for trip upgrades or access to more experienced drivers. the program kicks off next month but won't be able to everyone at first. riders in select cities will get special email invitations. they can earn points based on the amount of money spent with lyft. the new program comes just a few weeks after lyft introduced a

a very good tuesday morning. taking a live look outside waiting for the sun's arrival at the golden gate bridge. couple people making their way across that span. mike is keeping his eye on that morning commute. >> all three of those cars. >> he's literally counting cars. probably a little busier in most parts. cold and smoky. >> still smoky and cold, and it will warm up as we go throughout the day. we're starting out with a lot of the bay area in the 30s and 40s and we're dealing with unhealthy

air quality. look at the view in san francisco, as you can barely see there. it's going to be very unhealthy in the north bay as well as the bay and the coast, and unhealthy for inland east bay, south bay and santa clara valley. the smoke alert has been extended through friday night, so that means pretty much all week long we are going to have to deal with the lingering smoke just blanketing the bay area, and having to limit our time outside. here is a look at our temperatures as you get ready to head out, down to 34 in santa rosa, and it's 43 in oakland, also 43 in san jose. san francisco you're walking out the door to 47 degrees, and then as we look at our highs for the south bay, los gatos will reach 67, and 68 degrees in milpitas. all of these temperatures basically where we were yesterday, and still slightly above normal for this time of year, with oakland reaching 68, also 68 in vallejo and for the peninsula, 68 in half moon bay. 70 in san mateo.

pretty uniform temperatures from the coast to the inland areas. mostly reaching the upper 60s and low 70s. ukiah today up to 72. so as you're getting started this morning, once again, it is chilly to start out on this tuesday morning. grab a coat. you'll be comfortable with some jeans or maybe some slacks throughout the day, and then as we go throughout the rest of the week, still this northerly wind coming in. that's going to continue to bring in more smoke, as we go into the weekend, it looks like there will be a weak disturbance near the coast that will help shift our winds and we may have a little bit more of a southerly wind headed into saturday and sunday to help clear out some of the smoke for the bay area, and then as we go into next week, a pattern shift shows that the storm track will dip south enough to make some rain develop in the bay area, so it looks pretty good as far as our rain chances. we've seen numerous runs of the computer models bringing in rain as we go into the middle of next

week. we're still all dry with upper 60s and low 70s and morning temperatures in the 40s. san francisco pretty uniform with some mid-60s as well. now, mike, you were saying that the east bay, oakland still the story. >> still the lead story because we don't have any other stories aside from the overnight road closure on the nimitz. over here we have a little build out of the altamont and construction, road repairwork westbound 580, that's done by the time you get to north -- grant line road as you're headed west, not north. smooth drive north of there through cocoa county, everything moves welcoming off the benicia bridge. this is the slowdown, south 880, from time to time i've seen the sensors change. they must be starting to move the equipment crews out of the area, because 5:00 is when we have the scheduled reopening of southbound 880. you just get off and back on at the freeway. allow yourself another ten minutes if you're traveling south through the area because there will be temporary traffic breaks, they movement equipment from the center divide many times over the course of the

reopening that should happen in the next 15 to 20 minutes. toward the bay bridge an easy drive, we talked about the carquinez bridge and benicia bridges, easy drive through the north bay. we'll show you the toll plaza at the richmond side, two cars going over to san rafael via westbound 580 getting on other side of you. southbound 101 san rafael, a light flow of traffic. you can see some smoke in the area and our signal breaking up so i'll head it back to you guys. >> thanks, mike. now to the latest installment of our investigative unit's diseased streets coverage. reporter bigad shaban went back to san francisco to check on that campaign promise by lieor london breed. she said the streets would be cleaner three months after taking office. >> he joins us now what our team found. >> reporter: good morning. mayor london breed told us by this point, the people of san francisco should be able to notice significant changes on the streets and sidewalks, when it comes to the amount of trash,

a less yoon here for all of us. >> when ray man dough ramirez contacted us, he was fed up. he had received a dozen parking tickets from the city of san jose totalling more than $2,000. they were for an illegally parked bmw 323i, a car armando used to own, but he told it two years ago and he had proof, but it seemed no one would listen. so we reached out to the dmv and the city of san jose. the dmv verified the car had been sold but the city of san jose didn't get any paperwork. it turns out the people who bought armando's car never did register it in their own name. once we cleared up ownership, the city agreed to tear up armando's parking tickets, $2,153 in all. this could happen to anyone. so here's what you need to do, if you sell your car. first, fill out this form right here, it's called a notice of

taking a look outside, not a clear start to the morning as we look at the bay bridge there. still cars on the road there, people getting started with their day. thanks so much for beginning your morning here with us on "today in the bay." i'm marcus washington. >> and i'm laura garcia. let's get a look at the forecast right now before you head out the door. time to grab a jacket? >> grab a nice warm jacket, maybe something thicker than a light jacket that you normally wear. here is a live look at sfo, you can still see the smoke even this early in the morning. air quality very unhealthy for parts of the bay and the coast and getting out the door to the dublin b.a.r.t. station we'll be at about 40 degrees through 7:00 and reaching the low 60s at 11:00. we'll talk about our microclimates in a few minutes. mike, you're seeing some slowing in the south bay. >> i am, kari. i saw this crash pop up here, north 101 at story road over on the shoulder and hasn't presented slowing, and that was

the issue as well for this one. we'll watch the one in san jose, but the slowing is a result of this crash over here coming in through sunnyvale, which had been on the shoulder, and we had some slowing as a tow truck arriv arrived, this is the effect on the connector from 237 to north 101. it's starting to ease up as far as speed sensors go. they may have cleared the lane blocked as the tow truck arrived. we see this continue to adjust. you saw yellow and now red and orange again, so as they move equipment around and clear the area south 880 at 23rd, that road crew should be cleared in the next few minutes but you will find some slowing at the very worst, you're off and back on the freeway. no problems at the toll plaza. guys, back to you. >> thank you very much. from north to south, devastation and destruction, as three massive wildfires tear across our state. in butte county, the camp fire now the deadliest in state history. the death toll there now stands at 42. this morning, dozens of other people still unaccounted for. search and recovy
