california. as the devastating camp fire continues to burn. well wishers spent all night at a church in chico near the town of paradise praying for the victims of that wildfire. and even more help from routine nation continues to pour into the region. >> but with the fire far from contained, for? it feels like there's no end in sight. moving at a rapid speed, exploding in size and engulfing 150,000 acres of land, the deadly camp fire is now responsible for the decimation of vital infrastructure and thousands of homes and a rising death toll. crews and air tankers are working tirelessly to contain the flames. our dan scheneman is closely following the latest. >> reporter: in chico, california people gather to remember paradise. >> bring us hope. >> reporter: a town decimated by the camp fire. lights were lit in memory of lives lost. >> it is a difficult season. but we stand with you.

we are here to support you in any way that we can. >> reporter: not far from chico the battle against the camp fire goes on. in the sky and on the ground. firefighters are busy dousing hot spots. about 60% of the fire is contained. this is what the camp fire has left behind. towns and homes destroyed. more than 1,000 people are missing. and the death toll keeps rising. many survived but lost nearly everything. >> no one knows what to do. we're all living minute by minute out here. >> reporter: some evacuees created a makeshift camp near a walmart in chico, california. they have been advised to move on. >> all we heard for weeks is by sunday everybody had to be gone. >> so what's your last to leave. until everybody's gone. because everybody needs help. >> reporter: at least? help has arrived. trina reid and ronny macelli drove from oakland to chico to hand out personal items. >> two weeks ago these people

had their lives and they were going about their days every day, normal activities just like we were. and they need help. >> reporter: help in the wake of tragedy. dan scheneman, nbc news. rising tensions on the u.s. border this morning as the first wave of the migrant caravan arrives. thousands of central american migrants seeking asylum in the u.s. faced off with protesters in tijuana amid fears that mexico isn't prepared to handle the massive influx. meanwhile, their arrival identt midterm message back to the forefront. nbc's gabe gutierrez is in tijuana, where thousands of migrants are camped out. gabe, good morning. >> reporter: phillip, good morning. mexican police in riot gear have shown up here at the main makeshift shelter where thousands of migrants have shown up in tijuana, mexico. these are counterdemonstrations by local residents who want these migrants out. so far about 3,000 of the roughly 10,000 people in multiple migrant caravans has already arrived here at the mexican border with the united

states. tijua tijuana's mayor has called this an avalanche and says that the city's ill prepared to handle all these migrants. so what you're looking at now, these are demonstrators, local residents who say that these migrants do not belong here and they want them to leave essentially. now, president donald trump has tweeted saying that since tijuana's ill prepared for this so-called invasion, so is the united states. and he has largely dropped the issue since the midterm lerks sin election, since he used it to rally his base. he has tweeted about it in the last several days. the question is how long will these migrants be here in mexico? the u.s. government tightened its restrictions for asylum seekers. so some of these migrants are deciding right now whether to stay here in mexico or try and continue their journey to the u.s. it could be months before they're processed. so far nearly 6,000 american troops have been deployed to the u.s. border at an estimated cost

of $220 million. a big question right now is how long will the migrants who have flooded into tijuana, mexico, how long they will remain here and whether they will be able to be processed as they seek asylum in the u.s. phillip, back to you. >> life-changing moment for thousands. gabe gutierrez, thank you. a growing chorus of critics is calling on the trump administration to take action this morning in the murder of saudi journalist jamal khashoggi. nbc news has confirmed the cia has concluded the crown prince himself ordered the hit. president trump has not yet said what he will do if that is true. for the latest in the investigation let's get to nbc's sarah harmon in london. sarah, the president says a full report is on its way. >> good morning, marlie. that's right. that report is expected today or tomorrow. but as you say the cia has already concluded the crown prince ordered this killing, a finding that president trump called very premature. and let's not forget there's also a tape of khashoggi's

the atlantic ocean following an implosion. we get more now from nbc's lucy kafanov. >> reporter: the mystery of the missing argentine naval submarine now solved. the san juan was carrying 44 crew members when 2 vanished in the south atlantic, triggering an intense search. 18 countries joined the mission, including the u.s. argentina gave up hope of finding survivors but continued the search. hiring ocean infinity, an american firm specializing in deep water recovery. the san juan was en route last november from argentina's southern tip to its base near buenos aires when all communication was suddenly lost. the submarine's imploded wreckage discovered more than 2,600 feet below water. days ago mourners gathered to mark the first anniversary of the vessel's disappearance. this boy holding a sign addressed to argentina's president, asking, where is my dad? that grief is renewed, with officials unsure if that submarine can ever be recovered. lucy kafanov, nbc news.

another contentious chapter in florida's voting history is in the books this morning. republicans triumphed in both governor's race as well as the senate after a manual recount. and following weeks of criticism broward county election chief brenda snipes officially resigned from her position. several top republicans accused her of fraud and she quickly became the face of florida's latest election woes. meanwhile, outgoing democratic senator bill nelson conceded to rick scott following the recount and he took a parting shot at president trump. >> we have to move beyond a politics that aims not just to defeat but to destroy, where truth is treated as disposable, where falsehoods abound, and that the free press is assaulted as the enemy of the people. >> in the governorrace, democrat andrew gillum conceded to republican rival ron desantis on saturday using his speech to
