>> and i'm laura garcia. let's get straight to the forecast. change is in the works but not yet today. >> not yet today and it's smoky in parts of the bay area. as we get ready to head out the door, you need to take all the extra precautions we've been doing the past few days. here is a look at the smoke that's still hanging over san francisco. our air quality today unhealthy. usg stands for unhealthy for sensitive groups, that means if you have asthma, breathing problems, bronchitis, it's going to still affect you, and the spare the air ends tonight. it's been going on for 12 days now. here is a look at storm ranger, our mobile doppler radar not picking up on any rain yet. rain will be set to arrive tomorrow morning and i'll be tracking the timing of that, as well as how much rain we could see in a few minutes. mike, you'll see the difference at the bay bridge. >> we're talking about the difference from now compared to what i last showed you at the bay bridge. the metering lights you see now, folks are held up here like a starting line and they're let loose onto an easier drive getting up the incline, because

the lights are metering traffic, making the bridge move smoothly but the backup build at the bay bridge toll plaza. the lights didn't turn on until a half hour later than your usual tuesday weekday, that is showing a lighter volume of traffic coming in. out of contra costa county we have slowing for highway 4, an earlier crash should be on the shoulder. i'll outline that in a second. another crash 1bdsouthbound 880 closer to 92 from the speed sensors, crash reported in your middle lane. chp will get there over the next few. those two spots i'll bring are more details. the rest of the bay shows a light drive. back to you. >> 6:01 for you right now. north of the bay area in butte county the death toll is rising from the camp fire. it now stands at 79. at least 699 people are still unaccounted for, as crews search for those, the much needed rain is a cause of concern right now. >> "today in the bay's" kris sanchez is live there in

paradise, where that storm preparations, they're all under way right now, kris. amidst all of the other things they're doing, kris. >> reporter: there are so many different things going on, laura and marcus. there's proof life is suspended for the folks in paradise. car up on a lift at an auto shop in paradise next to the noodle shop that's completely gone. while folks are figuring out what's next, the clock is ticking more and more urgently for searchers looking for some of the 699 people who are still unaccounted for. team of meteorologists are going from watching fire conditions to watching for the storms that the nbc bay area weather team is forecasting for later this week. there is a risk of landslides as the soot and the ash from those fires creates a water repellant layer leaving that rainfall with nowhere to go. any rainfall will also complicate the very careful work of looking for victims. >> we have very, very fine ash in many of the areas that we're searching.

you add water to that and now we're in a situation where we have kind of a muddy mixture. i think that may make the process of searching for remains, especially those almost completely consumed by fire, more difficult. >> reporter: even without the rain, working in the debris field is dangerous. mountain view k9 cut a paw and had to get stitches. the k9, george, was cleared to return back to work. just in the knick of time. speaking of dogs, this was the wags and whiskers in chico, overwhelmed with animals as victims and evacuees have had to give their rescue animals back because they can't care for them. you can find a link to how you can help them via instagram. on twitter and facebook i posted the national weather service explanation why wildfires create the risk of flooding and landslides. it is a little bit of science but it is an interesting way to talk about the fire with the kids this morning, if you have a

little time. air quality continues to be an issue. we will put our masks on as soon as we step away from the camera. lot of folks asked about that, we want to make sure we can communicate the information clearly to you this morning. in paradise, kris sanchez "today in the bay." >> kris, thank you. let's talk about that, kari, what they can expect to see and why we're going to see all of that. >> it's because we're going to see so much rain in that area, and then we talked about how it makes this layer on the ground that makes it hard for all that water to soak in. so here, we are looking at the rain that will start out early in the morning, be off and on throughout the day, and there will be a few breaks. as we look at the hour-by-hour outing loo, wid outlook, widen it out, some of the rain is continuing throughout the day and at times it will be heavy. on thursday there will be a heavier round of rain moving in. it will continue through friday, and some of those rainfall totals especially for the end of the week after thanksgiving will be much heavier. we're looking at all the burn

scar areas here. rainfall totals could be five to possibly even over seven inches of rain, where we're seeing in the area of the camp fire, so just really extraordinary amounts of rain with this first system moving in to bring us a huge amount of rain for this season. we'll continue to track that, and the possibility of debris flows and mudslides, coming up. we'll have an eye on that over the next couple of days. >> thanks so much, kari. at 6:05 right now, new this morning, making headlines across the country, a big ruling on immigration. federal judge in san francisco is barring the trump administration from refusing to give asylum to immigrants crossing the border illegally. "today in the bay's" pete suratos joins us live from the central courthouse in san francisco this morning with some of the details. good morning, pete. >> reporter: good morning to you, laura. i got a chance to look at that court paperwork and looks like this temporary injunction is effective immediately. so that's big news for those concerned about that issue. and this all took place as there was a temporary shutdown of a

popular u.s./mexico border crossing. we have some of the video of the crossing where the u.s. customs and border temporary shut down the border area. the shutdown taking place due to reports of central american migrants coming to the border. now, nothing took place when that shutdown took place, but officials said they installed what they referred to as port hardening materials in preparation for the much talked about caravan. remember, it was back on november 9th that president trump issued a proclamation saying people who cross the southern border illegally would be ineligible for asylasylum. the aclu argued individuals are entitled to asylum and a federal judge yesterday deciding to issue this temporary restraining order immediately, and it will last effective pedely so that's big news and as far as the temporary restraining order goes, it's going to last until december 19th. we're live here in san francisco, pete suratos for "today in the bay."

>> all right, thanks for the latest there, pete. >> 6:06 for you right now. apparent sad ending to ayn recent mystery involving a fan who disappeared during a 49ers game. maybe you followed this story with us, involving a man visiting family from washington state. he attended last monday night's 49ers game. his family couldn't find him, and surveillance footage showed him outside levi stadium during the game. family members are now posting on social media that his body was found this weekend in the waters near alviso marina. authorities are not confirming that yet but they plan to release more details today. this morning this man guillermo ordonez is accused of kidnapping a woman from a starbucks in petaluma. the woman tells police he put her in the back seat of his car and threatened to kill her last week. ordonez was arrested on suspicion of kidnapping, burglary and threats. 6:07. happening today, sfo could come one step closer to renaming its international terminal after

the late san francisco mayor ed lee. this morning, the airport commission will consider pushing the proposal forward. the chinese chamber of commerce came up with the idea shortly after lee's death. members say naming the international terminal after lee would highlight the city embracing chinese-americans. right now at 6:08, we are starting to see the sun rising this morning, a little bit of light in the sky, and still a lot of smoke. pretty thick in parts of the bay area. willow glen will start out with some cool temperatures again this morning, only at about 43 degrees at 8:00, and then reaching into the mid-60s today, which is slightly above normal. we will see a slight improvement in the air quality today in spots, but still smoky and unhealthy especially if you have breathing problems. our high in concord today headed up to 70. san francisco today 64. i'll show the temperature trend for fremont coming up, and mike has a look at the morning commute so far, it's been pretty good. >>every where except for

hayward, we have trouble sorting out what's going on. all over the bay green, green, green, hayward 880 southbound from "a" street we heard of the first crash, what i reported to you a few minutes ago. second crash reported there at 92. i think they're the same crash, because the details are identical, except for the location. plan on the crash causing slowing down toward the 92 interchange. your middle lanes are blocked by a crash involving a couple of vehicles. no major injuries, hoping tow cruise will clear that quickly. into concord we have a crash in lanes cleared to the shoulder for westbound highway 4. slow out of bay point and then once you get to 242, you're fine and the bay bridge has the metering lights. guys back to you. >> thanks so much, mike. 6:09. still ahead and all new this morning, a big disappointment for one bay area woman whose designer purse wasn't holding up as promised. at 6:25, our consumer team bags a solution. the lesson we could all learn from it. we'll check the markets,

out and get all your groceries, hit the road, see a family coming in to town, and we're still dealing with the poor air quality here, because of the wildfire smoke and it's been pretty unhealthy for san francisco, as well as concord. where we see the levels of particulate matter still in the 2000 rang hur 200 range, most of us have seen minor improvements. we look at the numbers where a spare the air alert day is issued, if it's anything over 100, if it's 151 to 200, that's what we are seeing now, very unhealthy. it shows the amount of things that are dangerous for you to breathe in, take into your body. we are seeing that very unhealthy still happening right now in san francisco. then we have storm ranger, our mobile doppler radar powered up scanning around the bay area, not yet picking up on any rain. the rain is set to arrive tomorrow morning. that is going to wash that smoke out of the air, as it brings in

a couple of rounds of rain. we're still looking at two rounds of rain, the first one starts out tomorrow, during the morning. if you're trying to make plans on when to get out on the roads, or catch that slide the earlier the better. we start out at 8:30, seeing the rain moving into the coast and making its way inland, and then as it makes its way toward the sierra, changes over to snow late wednesday night. thursday most of the day is looking good. turkey trot and everything going on, and enjoying your time at home, it's going to be still partly to mostly cloudy, and then another round of rain moves in thursday night into the north bay, and it will be pretty heavy at times throughout the day on friday, tapering off on saturday. so we once again have two rounds of rain and some of the computer models showing with those two rounds of rain, rainfall totals could be fairly significant, anywhere from one to two inches, maybe more farther off towards the north. we'll have the sierra, elevations above 6,500 feet, could see snowfall totals over two feet over the next several

days. look at our rain, though, we are going to see the time line between tomorrow and then ending tomorrow night. thanksgiving a few spotty showers possible early and then late again in the evening, and then more rain on friday. mike, everything looks good except for this new crash you're telling me about. >> the crash in hayward, kari, looking right in the middle of our screen on our map here, that's the red section, but there's something new that just popped up in the last few seconds in the south bay. give it a second for the speed sensors to adjust. we're looking at southbound 880 jammed from 238 down toward 92. the latest is chp says we only have your fast lane open and this will cause a big backup. chp may call a traffic alert. i'm alerting folks from san leandro down past the san mateo bridge very tough south of there, very easy until you get to the south bay. now northbound 101 slows, you saw the sensors ajust, looking at the southbound side for the crash but it's at the center divide. you're slowing down past the san

let's head over to meteorologist kari hall with a better look at what we can expect this morning. >> the smoke is still pretty bad in san francisco, also parts of the east bay. as you head out, you still need a mask. it will be unhealthy also for the north bay, and inland parts of the east bay as well as the bay and the coast. usg means unhealthy for sensitive groups. that means if you have breathing problems, asthma, it's going to affect you, and the spare the air alert ends tonight, and what's going to help us, a storm system moving in, but it will also bring in some very heavy rain, now flash flood watches posted for those burn scar areas, and for the sierra, winter storm watch that will be in effect. so i'll detail all this coming up, as you make travel plans and, mike, a few spots that you were saying have some delays. >> just a few spots, and that's i guess the more pleasant news this tuesday at 6:30, we see only a couple of sections with slowing, but there's a lot of slowing here. hayward southbound 880 from 238 through hayward and toward the

san mateo bridge this crash reportedly blocks your right three lanes. the left lane is the only one that gets through the area, and that's held steady with traffic out of san leandro past 238, as the jam point. because there's lighter traffic flow, we're able to maintain that one section for the slower drive and "a" street will get you on city streets past that crash. no, sorry, that takes you into the jam farther south from 92. over here the northbound route through san jose starts to build, typical slowing from tully toward the airport. we have a crash reported at san thomas expressway. looking at the speed sensor, they may have moved it to the shoulder. look at the smoke in the area. back to you. the evacuation zone is changing in the camp fire burn area in butte county. >> the death toll is now at 79. at least 699 people are still missing. nbc bay area weather team forecasting two storms this

tweak. >> "today in the bay's" kris sanchez joins from us paradise with what the timing means for the storm crews and evacuees. >> reporter: first the onlien are i'm not wearing a mask now is because i took it off so i can communicate clearly with you. air quality definitely palpable here in paradise this morning. this is my first morning out here, and you can see this is just one of the businesses that was utterly destroyed by the wildfire in butte county. imagine then all of that ash, that's what the searchers are looking through, as they try to find answers for those families who are still missing some of their loved ones. now, there is good news, though, as you mentioned for some folks who are part of the evacuation areas that are changing. this is the bledsoe family that had been camping in a parking lot. the evacuation order was lifted for megalia north of paradise, that means they get to go home before the two storms roll in later this week.

>> definitely get out of the cold. i've been out here almost two weeks and it is cold. it gets colder every night. >> reporter: some survivors are finding a different kind of heartbreak, near zero inventory of rentals in chico, and few homes for sale there as well. one housing organization at the fema disaster recovery center is trying to get creative, trying to connect folks with single rooms for rent, even spots for a camper or a trailer that they are able to rent from people. while they're doing that, the team of meteorologists are going from watching the fire conditions to watching for the storms the nbc bay area weather team is forecasting for this week. there is a risk of landslides as the soot and the ash from that fire creates a water repellant lay layer, leaving rainfall with nowhere to go, no absorption. any rainfall will make that careful work of looking for the victims even harder, as the rain

turns ash into mud. the sun is starting to come up this morning, so i can only imagine how our view is going to change, as we're able to see, it was pretty bad as we were rolling in this morning, things you're not used to seeing, the national guard, humvee, there on the side of the road. we saw lots of power lines that were down as well and of course, just the scorched earth where that fire rolled through. in paradise, kris sanchez, "today in the bay." >> i heard a hundred yards a second is how fast that fire went. thanks so much, kris. in about ten minutes, we'll be live in the east bay for donations headed north to the fire zone, how the bay area is coming together. >> 6:34 right now. new this morning, an unidentified man faces multiple charges suspected of being behind a string of crimes, starting with a violent carjacking in pleasant hill. police say that the suspect stabbed a driver and then took his car near crossroads shopping center yesterday afternoon. he got away there, but police

say he later broke into at least two homes in a west pleasant hill neighborhood, where he then threatened the homeowners. the officers arrived and chased him on foot. they eventually arrested the man, but because he's not cooperating, pleasant hill police would like anyone with information to give them a call. google is reportedly further expanding its south bay footprint, snapping more silicon valley real estate. "mercury news" reports it purchased chesapeake commons near highway 237 in sunnyvale. it has a space for about 1,300 workers, but the paper is speculating google may redevelop the property and turn it into a larger satellite campus. last night's monday night football game between the rams and the chiefs rewrote the record books. firefighters took part in a tribute before that game. the father of rams quarterback jared goff happens to be a bay area firefighter. with a little under two minutes left the former cal bear threw a 40-yard touchdown pass to give l.a. the 54-51 victory.

this is the first time ever a losing team finished with more than 50 points. baseball fans, today single game tickets for the giants 2019 season go on sale. you can buy seats for the spring training games and the holiday pack tickets starting at 10:00 this morning, just logon to sfgiants.com, and head to the giants dugout store to buy those tickets there. by the way, we're not too far away from spring training there. the team will hit the field for the first preseason game in february in arizona. before we hit spring let's talk about winter in california. happening today, you can hit the ice in san jose. tonight an opening ceremony will be held for the downtown rink on market street. it's the 23rd year for the holiday attraction. over 60,000 skaters expected to hit the ice. the rink will stay open until january 27th. gold medal winner kristi yamaguchi will attend tonight's

i haven't gotten an update on when they expect to clear the lanes. we have the backup at the bay bridge toll plaza and now the richmond side of the richmond to san rafael bridge we have that as well and in the background you can see the sun really reflecting off of the smoke in the air as well. >> hopefully that smoke clears out by next week. we'll get some rain. >> the rain will move in tomorrow, a big travel day, whether you're flying, staying here or have family coming in. we're tracking that storm, as we see it approaching the coast this morning. as we make plans, here is a look at the time line of when it's best to get out of here. we're looking at some of the rain moving from the north bay down to the peninsula, moving in by tomorrow morning, and look at the time, it's 8:30 in the morning, so it does start out early. we'll see some of the heavier rounds of rain moving through during the early hours. little bit more of a break during the afternoon, and if you're looking for another time to head out, maybe thanksgiving morning, a lot of the rain will have taken a break before the next storm system moves in late thursday night into friday, and

a federal judge says president trump cannot change the rules when it comes to immigration. >> specifically immigrants asking for asylum. >> that's right, a federal judge in san francisco, marcus, has blocked a presidential order that would have forced refugees on american's southern border to apply for asylum at official ports of entry and official ports of entry only. the judge says president trump doesn't have the power to change those rules. the current rules as set by congress say if you step foot on american soil, you can ask for asylum, no matter where you come in, and even if you sneak in. president trump wanted to restrict it to people going through certain specific points, asking at the border. the pentagon will start withdrawing the american troops from the border, sent there just before the midterm, ostensibly to stop the migrants from crossing. as we just showed you, the migrants are still at the southern border, in fact, there are other caravans on the way. that soldiers are leaving add to

the suspicion by many the movement of the american military was more of a political stunt than national security. a watch dog group says ivanka trump used a personal email account to conduct government business, and the white house has launched an investigation into it. american oversight says ivanka trump's emails include messages to cabinet members about official government business. now, the irony here is obvious, and the hypocrisy as well. her father made use of a personal email account one of his central themes in the campaign against hillary clinton and here it is, his daughter committed the same sin. it's going to be tempting for democrats to drag ivanka in front of a congressional hearing, not very fruitful but tempting. make no mistake, what hillary clinton did was far worse. there are huge differences. clinton sent and received tens of thousands of emails, not just to a personal account, but to a personal email server.

i know underneath there, there's bottled water, baby formula, diapers, wet wipes, dog and cat food. the type of things these people up in butte county need. they're going to head up to sacramento and meet about 10 or 15 other vans from the locations in sacramento from caliber collision and all caravan up to butte county where a lot of these people have been living in tents, and in shelters the last several days because of devastating camp fire in paradise and the surrounding communities. in caliber collision, donating a check for around $10,000. >> we see this as a very human thing. just about everybody has a relationship, a family or friend or somehow through facebook or any other social app, we're all tied in to this whole experience. it's northern california. >> reporter: caliber collision tells us that through december 14th at their different

worst in concord right now. while the rest of the bay area is unhealthy, if you have breathing problems, you still need to wear a mask. we are seeing that smoke hanging heavy over san francisco. spare the air alert issued, and when those levels are over 100, it's unhealthy, and this is the range that we're seeing most across the bay area right now, but a few spots still very unhealthy, as we haven't had much movement of the winds. looking at the south bay, it is a little bit clearer here, as you step out the door, those temperatures are cool only in the mid-40s, and then we'll head into the mid-60s later on today, and the only thing that will help us out here will be the rain, and we're starting to see that moving in. it's not yet on our storm ranger, our mobile doppler radar, but by tomorrow morning at the this time the rain is moving in. it's offshore, we track it moving closer to the coast, and once again, the timing will be early tomorrow morning, so if you're trying to make plans on when to hit the road, when to

get on that airplane, it's going to be the earlier the better. we'll start to see that rain about 8:30, moving into the coast, moving from west to east, still some rounds of showers throughout the day, and then by thanksgiving, another window of opportunity to travel, but of course, we will try to make it to where you're going before dinnertime, and then another round of rain moving in thursday night into friday. friday looks soggy at this point until this rain ends on saturday morning. rainfall totals may reach for a lot of the bay area over an inch, and some computer models showing the possibility of reaching over two inches of rain, and the farther you go north, the heavier the rain around the camp fire area. there may be over five inches of rain, while the sierra gets over 6,500 feet, the possibility of getting over two feet of snow, all of this i'm tracking around the bay area and beyond, so make sur

working in the debris field area is really dangerous there. mountain view k9 with task force 3 cut a paw rirg situation. the canine george was cleared to return to work. the markets open less than half an hour and look at that, the dow jones industrial average just plummeting this morning, down 508, 511 points. this of course already the 2018 gains were lost as the markets took a plummet yesterday as well. we'll keep watching that. also a live look in san francisco for you this morning, where a federal judge blocked president trump's asylum ban. two weeks ago the president ordered undocumented immigrants crossing the border illegally saying they would be ineligible for asylum. the order came as a direct response to the migrant caravan now amassing at the u.s./mexico border. last night the judge ruled the white house cannot arbitrarily rewrite u.s. immigration laws. the injunction took effect immediately.

an apparent sad ending to a recent mystery involving a fan who disappeared during the 49ers game. maybe you followed this story with us, involving a man visiting family from washington state. he attended last monday night's 49ers game. his family couldn't find him, and surveillance footage showed him outside levi stadium during the game. family members are now posting on social media that his body was found this weekend in the waters near alviso marina. authorities are not confirming that yet but they plan to release more details today. happening today, sfo comes one step closer to renaming its international terminal after the late san francisco mayor ed lee. this morning, the airport commission will consider pushing the proposal forward. the chinese chamber of commerce came up with the idea shortly after lee's death. members say naming the international terminal after lee would highlight the city embracing chinese-americans. a live look at the bay bridge here, something to think about, as you drive this morning, the smell of new car. ford is filing a patent to
