state shine. ♪ let it shine, ♪ the power's ours to let it shine! ♪ expected welcome to wednesday morning. we are tracking a storm expected to bring rain across the bay area. live look at the radar right now. kari keeps track of it for us. lots of people coming and going on this day before thanksgiving. thanks for starting your day with us. i'm laura garcia. >> and i'm marcus washington. the rain is expected to come, but we can already see and smell a difference in the air. >> yes, it's already bringing in light showers across parts of the bay area. this will help improve our air quality as we go throughout the day. this is a look at storm ranger, our mobile doppler ranger parked on san bruno mountain scanning the bay area. we can see the spotty showers that are already here and that head out. the roads wet as you showers just north of san francisco on the bay and as we head over toward the tri valley,

light showers coming down as you get ready to head out. to the south bay, some rain moving through east san jose right now and for the santa cruz mountains the peninsula as of right now is still pretty dry. well' continue to track that and talk about the time line of the heavier rain coming up and mike, you're tracking a crash on the san mateo bridge? >> that's right, kari. so far the details are completely unrelated to the weather. we'll track that as the wet roads come in. i've been watching this way over here, the end of the flat section is a high-rise, a crash reported blocking the fast lane. traffic was stacking up for a couple of minutes and moves more smoothly. you see the slowing approaching the high-rise about the crash westbound from hayward toward the peninsula. we'll track the updates as they come in, but so far, they've been trying to clear the vehicles. that rain kari showed you coming through the east bay driving down the nimitz, fremont into milpitas, i did get some drops

good morning, i'm frank holland at cnbc global headquarters. wall street will try to claw back some of yesterday's big losses. the dow plunging more than 550 points, erasing all of its dpanz for the year. decline in shares of target put a lot of pressure on retail stocks plus the markets were impacted by another downturn in my-profile tech names such as apple and facebook. today's watch list, demand for durable goods and consumer sentiment. the gap continues to

struggle with declining sales nd also owns old banana the company has 800 stores in north america. the gap's ceo is reviewing flagship locations as well as others based on profits and customer traffic. the fcc is continuing its quest to rid the country of those annoying robo calls. the agency proposed more measures to fight spam calls and spam text messages. one of those would create a data base of numbers reassigned to stop businesses from calling after the numbers have been changed so you would hopefully get fewer sales pitches intended for other people. second proposal would classify text messaging as information instead of a telecom service that gives wireless e permissio block suspected spam text messages. the fcc will consider both ideas at a meeting next month. those are your headlines. what are you doing for thanksgiving? >> eating turkey and pie. what are you doing? >> eating a >> you'll be off, frank, right?

stuff that's on the way. we're using storm ranger, our mobile doppler radar. nbc bay area is the only one with it in the whole viewing area and this scan is live. some of the other radars you see on the other stations are about two to five minutes behind what we are showing right now, and it scans closer to the ground so picking up on stuff the other radars may miss and with the low storms that move in that are fairly low in the atmosphere a lot of radars can't pick up on the detailing a rain is falling. showers around guernville and 101, showers moved through recently so the roads might be wet. just north of san rafael and toward the richmond-san rafael bridge some showers in the area as of now. we head toward the east bay a lot of rain over the also o we're dealing with some spots that are wet, but it's not really soaked to this point. if you're getting ready to head out for that drive, it's still looking pretty good, and also

280, 101 looking good at this point, after some very early morning light showers, and as we track this storm, there's another one right behind that. it's going to be a much more significant storm and moving in on friday, and so out ahead of that, we have the flash flood watches in effect for much of those burn scar areas from mendocino and lake counties on northward, and then as we move over toward the sierra, we do have the winter storm warning in effect as we start to see some of that rain moving in and the elevations above 6500 feet could get over a foot of snow or more. we're looking at a significant storm there if you're traveling. here is a look at the time line. by 11:30 this morning we're seeing some heavier rain moving into parts of the north bay, also in the san francisco and peninsula, and then we will have waves of heavy rain going into early afternoon and then a little bit of a break later on this evening, but there will still be a slight chance of rain

and most of the rain will be light, off and on, very spotty. we start out tomorrow morning with some mostly dry conditions. keep that in mind for the turkey trot, and we are going to see some of the rain moving in again, this round will be much heavier, starting out on thursday night into friday. friday is looking pretty wet, and we're going to get some significant rainfall totals out of that, with once again most of it coming with our next round of rain. this is a look at how much we could see san jose could measure a little over half an inch of rain, much more for parts of the east bay with over an inch of rain and for the north bay, one to two inches and look at how much we could see in ukiah on northward. i'll talk more about that in a few minutes. mike, you're tracking the crash on the san mateo bridge? >> i am. this may look initially like the same shot we showed you, the same angle and camera, but you notice that cars are slowly filling in,ow along this westbound direction, so they're building up. you see tapping the brake lights

after you pass by our camera after the toll plaza on the san mateo bridge. we have one lane blocked at the high-rise and they'll keep it blocked until they can get cruise on scene to remove one of the vehicles involved in the crash. just a short segment of slowing, unexpected so plan for that across the san mateo bridge. the dumbarton bridge is the better choice, because that's completely clear. be careful, as kari is showing you the showers drifting around the bay, light showers at first and first in a long time, so we talk about the oil, the grease and the slippery conditions that are likely even with a mist or i valley moving well. there is another crash reported somewhere around the berkeley curve. we're waiting for details from chp wem, there's contra costa county, there's the north bay coming down through san rafael, a smooth flow, i showed you the seen on the roadways there. the bay bridge toll plaza you could see it's a much clearer view of the background here and see a little sheen on theadways

nicely and we have a little backup forming in the fast track lanes. i'm not sure why, so i'll double check to make sure there's nothing going on with the toll plaza itself. back to you. >> thank you, mike. new this morning, our investigative unit of san jose police using force on a mentally distressed man. >> it raises questions when is it appropriate for police to use force during an arrest and when does it cross the line? stephen stock started digging. >> our investigation found that the video we received was sho w july. the video is short, we see a sa jose police officer throw a of him but what happened before our viewer investigating f t view four different officer body camera videos that show what led up to the confrontation and the
