east bay, this is a live look at the richmond-san rafael bridge. light rain has been falling there on and off all night long. good morning to you. thanks so much for starting your morning here with us. i'm marcus washington. >> and i'm laura garcia. we'll keep tabs on that rain. lot of people traveling today, coming and going. >> a big travel day, it's going to be a lot of people out there at one time and we're starting out with light rain to start out your morning. storm ranger tracking it all, that's our mobile doppler radar in the red scan coming from san bruno mountain. in the north bay it's spotty coverage as we start out this morning, and so far, san francisco is dry, although we've seen some of the earlier showers that moved through make those streets kind of wet. in the east bay and parts of the tri valley, roads are fairly dry and some of the rain for the south bay now moving off towards the hills, while the peninsula is catching a break from some of the lighter showers. as we widen out the view, you

can see we have not only one but two storm systems approaching and we'll talk more about that coming up and also a closer look at this, but mike, the lanes are blocked at the bay bridge? what's happening? >> for a portion of i-80 at the berkeley curve, i moved our emeryville camera around there. behind my name it's cleared, we see the berkeley curve, for folks in the commute headed out of berkeley and bay bridge. you see the stream of headlights and the flashing lights, that's eastbound 880 away from the been been to the berkeley curve that is completely blocked from what i'm told and i can see. there is a crash, minor injuries. we're checking with chp how long are they anticipating it takes to clear this crash. lot of folks were able to get to southbound 880 coming off of the bridge itself. the problem is the backup that's forming there toward the berkeley curve off of the bay bridge itself. we're tracking that for the crash. meanwhile the approach to the bay bridge is fine. there's contra costa county, the north bay, all having slicker spots for some of that overnight

rain. anything south of there okay except for the san mateo bridge, where we continue to have the report of the crash along that eye rise, slowing at the end of the flat section because one lane is still blocked. >> thanks, mike. in the wake of the camp fire, search and rescue crews in butte county are gearing up for a new challenge, a wet, muddy and postentially dangerous day. the number unaccounted for 870 and the death toll stands at 81. >> "today in the bay's" pete suratos joins us live from chico, where there are flood can ner concerns in a specific area and some evacuees already started to relocate. >> reporter: yes, good morning to you, marcus and laura. as you can tell right now, the weather is all clear in chico but of course our concerns with the wet weather coming in, we're standing here at that walmart parking lot and behind me you see a number of tents in this area of folks who were encouraged to relocate because this area is prone to flooding. i want to point out this is just one of the many weather concerns

for officials here in butte county. that's video of crews shoring up the burned hillsides near the burn zone in paradise. they did that all day yesterday, before they get out there this morning in a couple of hours. i want to point ought a lot of soil taking in the heat, experts say the soil was unable to absorb the water that we're expecting from this incoming rain. as you mentioned the conditions could hamper rescue teams but they point out that will not slow them down. >> it's going to be another challenge for us, but it's not going to stop us from continuing our efforts. >> reporter: i take you back out here live to chico where the tents are still set up. folks are being encouraged to relocate. as far as the next half hour, we're going to talk about a new

report regarding questions about the evacuation route in paradise. we'll have more on that in the next half hour. we're live here in chico, pete suratos for "today in the bay." >> pete, thank you. and kari, we're keeping track of the rain there, with that soil that just can't absorb it because of all the fire and everything. >> right. >> it could be rough. >> pete was saying it's dry as of now but things will change here soon as we've seen some of the showers moving closer to that area. you can see it along i-5 headed up that way. as we get a look at how much rain we are going to see, it looks like they could get anywhere from 4 to over 6 inches of rain with the two systems moving in. as we bring it back home, we're also tracking that rain as we get ready for some of the showers that will be for much of the north bay covering some of the radar and at noon it looks like we'll have good coverage there. some of the heavier rain not making it into parts of the south bay and the east bay until early afternoon. i'll have more on that coming up in a few minutes and we'll talk rain totals coming up in the

next microclimate forecast. >> sounds good. we'll check back with you. as the rain approaches san francisco, launching a new program to help find out which of the city's storm drains are most in need of maintenance. the drains in need program allows you to report any issues online or by calling 311. the chp will also be out in force during the thanksgiving weekend. rain will make their jobs a little tougher because people don't tend to slow down when the roads get wet. listen to one tow truck driver from the tri valley. >> the grease and dirt that has been piling up all summer long and during the fall is now coming to the surface. >> if you're headed to the sierra, expect rain and snow. the best advice is to slow down and of course, pack those chains. you can always keep on top of what's happening in your neck of the woods or wherever you're headed with our free nbc bay area weather app. 5:05 and new this morning, a new effort reportedly in the works to protect power company's

liability for wildfire losses. "the mercury news" reports as soon as today, a southern california assemblyman will introduce that measure. it would allow companies, including pg&e, to pass potential payout costs on to customers. the amplifier victims in butte county already filed suit against pg&e, even though the cause has not been determined. utility protection bill passed by state lawmakers last year includes a loophole that does not cover 2018. an online child pornography investigation leads to the arrest of a san francisco pastor. 59-year-old steven saban is accused of distributing child porn through a social media app. is he a pastor at christchurch lutheran. investigators say they recovered more than 600 files from his home. the pastor is booked into the san francisco county jail. as many communities around the bay area hash out how to manage marijuana sales in their

cities and towns, milpitas is looking to pass on the issue all together. >> literally. they don't want it there. "today in the bay's" kris sanchez is live at mill tee pass city hall with what the council is doing and it's fitting in with what voters want there, kris? >> reporter: we'll talk about that, but apparently it was a pretty heated meeting here at milpitas city hall and in the end, the decision was unanimous, the entire city council voted 4-0 to come up with a so-called urgency ban to ban marijuana businesses in this city, effective immediately. now while they're also asking staff to come up with a permanent ban to go into effect later. there is a current temporary ban that expires in january that was enacted when california voters said yes to legalizing marijuana. the city also scrapped a plan for ten dispensaries that the council asked for just back in october. now, according to "the mercury news" reporter who was here last night, about 100 people signed up to speak here in person and

we also have some of the letters people submited ahead of time, most of them urging the council to marijuana businesses in this city, some claiming a link to crime, others telling the council that any tax revenue coming from legal marijuana businesses just wouldn't be worth the trouble. that sentiment is counter to what california voters said they wanted when they said yes to legal marijuana back in 2016. 58% of santa clara county voters said yes and precincts here in milpitas were in line with that. if this ban goes forward, milpitas would definitely be in the minority of communities that are saying no to marijuana, legal marijuana businesses in their city. we have talked over and over again about the municipalities that are coming up with ordinances to allow a number of dispensaries within their city limits. milpitas appears will not be one of them. >> not every city wants it, many want to pass, thank you. 5:08.

back to our coverage of the nbc storm. light rain falling in some spots like san francisco and the north bay. beautiful live look at the golden gate bridge this morning. want to check in with meteorologist kari hall who is tracking the forecast. >> the rain is moving on through parts of the bay area but it's very light and not widespread so if you're about to head out the door, chances are you'll miss out on a lot of this. this is a look at storm ranger, our mobile doppler radar showing the red scan coming from san bruno mountain scanning lower in the atmosphere and giving us a good view of what's happening. as we go through the 7:00 hour, still very light and spotty rain, mostly cloudy skies across the bay area, as you make plans on what will be the best time to head out the door, any time before late morning and then we'll start to see some of the heavier rain moving along the coast and also in parts of the north bay. at noon it will be pouring good in parts of the north bay, while still fairly dry in the south

bay. the south bay may not see that rain until this afternoon, especially in terms of some of the heavier downpours and by later on this evening, we'll have another break so that's good as a lot of people are getting off of work or maybe planning to hit the road. we're going to see still some rain chances in the forecast through early tomorrow morning. i'll talk about that second round of rain and how much, coming up in a few minutes. mike's been tracking crashes at two of our bridges. >> that's right, two bridges with two crashes. it may be slicker conditions possible. we see a sheen on the roadway but none of that is reported contributing to this crash here getting off the bay bridge. i notice these headlights started moving and chp did give us the update about then, said folks are getting by two crashes at this one bridge and they are going eastbound 80. using the hov lane but there's a tow truck on scene and no major injuries, hoping this will clear in the next few minutes. you are still seeing a slowdown off of where folks split off with 880 south and getting on toward the east shore freeway. that is the one section with slowing.

craziness that happens in this world. >> we're also talking about the balloons that will be used in the parade. they'll be inflated outside the manhattan museum of natural history but there's a lot of concern about the high winds there. right now meteorologists are saying those winds could ground the balloons at the world famous parade. we all know how big a part of that parade they are. so that parade supposedly the world's largest has never been canceled because of weather. you can watch the macy's thanksgiving day parade tomorrow morning at 9:00. should be a lot of fun. >> it's never been canceled because of the weather, but the weather is always a huge issue. and this one is supposed to be a record cold one. >> yes. >> so everyone is standing out there will be in windchills in the teens. >> and the rockettes and other performers. >> no jackets. >> go faster. >> watch it at home. >> we'll be trying to stay warm for them and we're going to enjoy some rain here in the bay area. we're starting to see that moving in. so we powered up our storm

ranger, that's our mobile doppler radar. you will only see that right here on nbc bay area. the scan is live, so when you look at other stations, the radar and what you're seeing on there, is about two to five minutes behind what we're showing and also our storm ranger scans closer to the ground, so other radars may miss out on all the detail that we're seeing right here, so here is the red scan, parked on san bruno mountain. so far, the rain has been pretty light. as you get ready to head out the door in the north bay for much of sonoma county we're seeing showers and just north of santa rosa there's light rain coming down. if you're going north or south on 101 in that area, it is going to be wet at times. we're also seeing some light rain on the richmond-san rafael bridge and some spotty showers right over there by treasure island. as we head down to the south bay, some spotty rain, a couple of sprinkles, most of it over the hills, but as you drive up 101 coming from morgan hill, some light rain as of now. let's widen out the view and show what's going on as we track

not only one but two storms, the second one will be here on friday and that was going to be heavier. so this one is still going to cause some problems because there will be a lot of people out there traveling. we'll start to see some of the heavier rain moving in right around noon for parts of the north bay, and also the peninsula. in parts of the east bay, tri valley, may not see that rain until about early afternoon, so the earlier you can get out on the roads, the better, and then there will be another break in rain later on tonight. still some spotty light showers possible as we head out the door for early tomorrow, or staying at home but there will be another round once again heavy rain moving in late thursday and continuing pretty much throughout the day on friday. so this is what computer models are showing us as far as how much rain we can see. the possibility of getting over half an inch of rain in san jose, you head over toward the north bay, rainfall totals may reach one to two inches and for this year we're going to have some significant snow. it changes over late tonight and throughout the weekend, we could see anywhere from one to

possibly two feet or more of snow for some of the mountain peaks. so just keep that in mind that you will be driving into the sierra or through the sierra, and we're going to see once again heavier rain moving in on friday, clearing out for the weekend. mike, you still have that crash at the berkeley curve? >> i do, kari, but better news, even better news. looks like we have full lane clearing about to clear, so we should have traffic smoothing out. i don't see the line of headlights and the flashing lights getting away from the bay bridge anymore. the berkeley curve getting to the bay bridge is your typical commute direction is light and your typical commute will not be typical today. it's a pre-holiday day, as well as a big travel day through the middle of the day, folks headed to the airports and hitting the roads. watch for traffic there. right now it's an easy drive, contra costa county and the north bay, a smooth flow of traffic as well getting to the bay bridge. couple of minor crashes scattered around. the crash on the san mateo bridge cleared a few minutes ago

>> good morning. the law is called the violence against women act set up to help abused immigrants petition for a green card without their u.s. spouses but we spoke with a north bay man who believes his ex-wife scammed him and the u.s. turns out thousands of americans may be in the same boat. john sampson, a retired federal immigration agent, turned private investigator, says he's been contacted by 2,000 americans in the past few years who believe they're victims of marriage fraud. many say their immigrant spouses are filing false abuse claims against them to keep from being forted. sampson says a thorough investigation of the claims would involve talking to both sides, but that doesn't happen. since the petitions are confidential, american spouses don't have a say. advocates are the violence against women act say vulnerable immigrants need a way to file claims without alerting their abusers. if they say if an immigrant can't show credible evidence of

>> the earlier the better when it comes to the storm system. we have spotty showers especially for the north bay, where if you're traveling up or down 101 just north of santa rosa we are seeing some of the roads there that may be wet after some showers pass through and as we get a look at parts of marin and down to san francisco, we're seeing some spotty, light rain. some of the rain over the south bay has been coming down in sprinkles and we're getting ready for some of the heavier rain moving in later on this mo rng into early afternoon. i'll continue to track that. we'll talk more about the timing coming up. as we head over to mike a possible problem if you're headed to the air. >> first note about the light rain, we know the light rain, the first light rain could be more hazardous as it gets the oil moving onto the roadway and makes it slick. be careful. the issue we're talking about as we see the green sensors over

there by sfo, if you come down 280 and try to transfer over to sfo to catch an out of town flight we have a big problem a crash past el camino. there are no major injuries and one lane open, possibly two in the next few that will be an issue. no backup at the bay bridge because traffic is light >> we want to look at the traffic cameras, san francisco, san jose, oakland and dublin thousands in the bay area will be hitting the road this holiday weekend and we've already started to see rain in parts of the bay. >> "today in the bay" ready is live over the east shore in berkeley what you need to know before you get behind the wheel. we haven't had rain in a while. >> reporter: with the first rain of the season, keep in mind the roads will be extra slick. there are oils and liquids that have built up on top of the pavement over the past several months. it's been a while since they had

a good rinse and the extra traffic as a lot of people will be on the road this thanksgiving. couple numbers, aaa predicting over 48 million people will be hitting the road this holiday season, this is nationwide. about a 5% increase over the last year and they're expecting travel volume overall by all methods of travel this holiday weekend will be the highest in more than 12 years. no surprise after 3:00 in the afternoon, and aaa also expected to respond over 3,000 calls for assistance nationwide for dead batteries, lockouts and flat tires. i bring that up because this is a reminder to make sure your wheels are properly inflated and chp reminds you not to tailgate other vehicles. watch your speed. remember, the posted speed limit is the fastest you're allowed to go as conditions permit, if the roads are wet and unsafe, you should slow down. do you worry about the other

drivers on the road during the if, rain of the season? >> i do worry about that. not everybody knows how to drive in the rain, we don't have it that much. it's crazy drivers. you got to be careful and buckle up. >> it's more just being alert, you know, just taking your time is the biggest thing i'd say. >> the roads are going to be slick, but be safe. wear your seat belt. >> reporter: aaa has identified three markets nationwide that will see quadruple the normal drive times this thanksgiving holiday weekend, new york city, boston, and san francisco. no surprise. reporting live here in berkeley, bob redell "today in the bay." >> no surprise there, bob, thanks. >> 5:35 right now. north of the bay area, butte county sadly still reeling from the camp fire, now survivors are preparing for the rain. the storm could hamper search efforts under way. 870 people are still missing, and it's hard to even believe but the death toll stands at 8

1. pete suratos is live in chico where there's concerns about incoming rain amid new report on the initial evacuation. good morning, pete. >> reporter: good morning to you, laura. we'll talk about the report in a second. i don't know if our viewers can see it but we're starting to get some rain drops here, starting to come down a little bit in chico. we're standing in this parking lot at this walmart in chico. there are a number of tents here, folks have been encouraged to relocate from this area because of the flooding concerns as the weather comes in. the tents are still in place so we'll keep an eye on that weather. let's talk about the new report in the "l.a. times" this morning discussing the evacuation routes going out of paradise as folks try to escape the camp fire. in that report it mentions a few years ago in 2015, the city narrowed skyway road, which is the road a lot of people used to try to get out of town, narrowed it from four lanes to two lanes.

the purpose there was to slow down traffic and also boost business in downtown, but of course, when folks were trying to evacuate, this caused a bit amount of gridlock on the road. the mayor tells the "l.a. times" the narrowing of the road did not really matter as far as evacuations. no town can prepare to evacuate an entire city. the evacuation problems occurred about ten years ago in paradise with another fire and that's why they initially decided not to do a full-scale evacuation for the camp fire but eventually changed their minds due to the scale of the fire. taking you back out here live, the tents are set up here in chico. there's a lot of questions regarding that evacuation route, but the big concern here is that weather as we have these rain drops coming down right now. we'll continue to monitor this and have another update at the top of the next hour. live here in chico, pete suratos for "today in the bay." >> thank you, pete. helping to lift the spirits of first responders working in

jose. it will be in the low 50s as you get ready to start out the race, and the rain will have moved on by then, so we're going to have a break for this event that starts at 8:30 in the morning. if you are traveling, and you will be around the city, around the state, we're going to see some dry weather from santa barbara on southward, and the temperatures feeling very nice. vegas will be at about 65 degrees and there will be some snow coming down for the sierra from yosemite park up to south lake tahoe. if you're headed there for the weekend, we'll see the changeover from rain to snow happening this afternoon, so the earlier you can get on the roads, the better. our high temperature tomorrow 37, and still a lot of that wind and rain on friday. for santa cruz, we're going to see the showers moving through to tomorrow as well as friday, but clearing out for the rest of the weekend with some low 60s there and for napa valley, it's going to rain for tomorrow as well as friday, but the rest of the weekend is looking pretty good. we'll talk about today's temperature trend and another

this morning, which as we know at sfo could cause some delays. across the country, 2.5 million flyers will be in the air today, 3 million on sunday. many say they're packing their patience and leaving early. >> we're about an hour and a half before our flight, usually we get an hour or so, not too bad. >> we're leaving today instead of tomorrow. >> yes, i think it will be a lot worse tomorrow. >> at least they're smiling. cheaper gas is helping to fuel the busiest travel rush on the roads in 12 years. it is down 24 cents in a month. "oil prices getting lower, great! like a big tax cut for america and the world, enjoy! $54 was just $82." he's talking about the price of a barrel of oil there. "thank you to saudi arabia, but let's go lower." this call for saudi arabia comes less than a day after president trump let crowned prince mohammad bin salman off the hook

for the murder of a virginia resident and "washington post" writer. the official statement from the president on the murder and dismemberment of jamal khashoggi red it could very well be that crown prince had knowledge of this tragic event, maybe he did, and maybe he didn't!" with an exclamation point and goes on to say "we may never know all of the facts." the cia reportedly has told the president bin salman is responsible. we've talked about this before. the president publicly says he believes other world leaders over the word of his own intelligence agencies. as for that tweet to call for saudi arabia to lower oil prices less than 24 hours later doesn't seem random. it comes across as quid pro quo. other news the white house says it turned over written response to the special counsel, didn't answer questions about obstruction. house oversight chairman trey gowdy, a republican, wants ivanka trump to answer questions about her use of a personal

email account while conducting government business, and california billionaire tom steyer launched a series of ads that certainly make it sound like he's running for president. >> we need to turn this around. we need to redefine what it means to be free. >> steyer is also the man behind the impeach trump movement. in the past, we probably dismissed steyer's chances because no man who has become president, had to be a senator, a governor, or a general in the past, until donald trump. donald trump was none of those things. that might change the tradition, and styer is not the only californian who might be flirting with the idea for president. congressman eric salwell, from the house as well. we'll monitor everything that's happening today. the president is actively tweeting and we'll be doing the same. follow me @scottmcgrew. >> thanks, scott. want to check weather and traffic here. lot of people are traveling today, the rain finally going to come to the bay area as well.

>> finally. we're really excited to see the rain moving in and already seeing improvements in the air quality and as we head out through the day, the rain gets heavier. we powered up our storm ranger, sitting on top of san bruno mountain and the only mobile doppler radar we had in the bay area. when you're watching the other stations, the scan is two to five minutes behind what we are showing and the storm ranger scans lower to the ground so we're also picking up on a lot more detail. let's get to it and show you where it's raining now as we look at parts of the north bay, northern napa and sonoma counties, we're seeing some of the showers moving through and if you will be driving on 101, the rain just moved to the east of there, so it's going to be wet. it's moving toward santa rosa as well as clear lake as of now, with some light showers. marin county, seeing light rain moving from just north of sausalito toward san rafael on 101, and we're also seeing some rain now coming down on 880 around union city and also seeing some of the showers that

are moving through the sunol area and some light showers from the south county up toward san jose. so seeing some of that rain moving in right now, and may make the roads very slick and we're not only tracking one but two weather systems set to move in. the next here on friday, bringing a heavier round of rain. as we go through the timing, we should see some heavy downpours moving through parts of the north bay, by about 10:00. here we are at noon, seeing some spotty showers that may start to move into parts of the east bay by early afternoon. so san jose, we may not see that rain until later on today, and then we take a break later on tonight. still a slight chance of rain overnight into early tomorrow, and then that second round of rain gets here between thursday night and friday, moving from north to south. friday looks pretty wet out there, so our rainfall totals will be reaching over an inch with these two weather systems moving in, so by saturday morning, this is how much we may have measured by the time all is said and done, with over half an

inch in san jose, about two inches for the santa cruz mountains and about one to two inches of rain for much of the north bay. we're looking at that, a pretty good soaking for much of the bay area. headed over to mike, are the metering lights on at the bay bridge? >> they are, kari. you know what that means, not a lot today. the traffic is light. the metering lights are on. there is a section between this camera view and the metering lights, a section of roadway that's big enough to handle the capacity while folks wait for the quickly cycling metering lights. there's just enough traffic they wanted to keep that bridge moving smoothly so they had to force folks to pause there, not a big deal, so no problem, that's how light the traffic is all around the bay, with the green sensors. we are tracking one crash over there on the peninsula, that would be eastbound 380 getting over toward the airport. we do still have that crash. traffic is flowing slowly past el camino, that adds about another seven minutes onto your
